3. Resolution in Lieu of Transportation -

This resolution to declare transportation impractical for certain identified students is presented pursuant to the requirements of Ohio Revised Code Chapter 3327 and the procedures set forth by the Ohio Department of Education. The resolution follows careful evaluation of all other available options prior to consideration of impracticality.

The Superintendent of Schools, Mr. Paul Imhoff, recommends that the board of education adopt the following resolution:

WHEREAS the student(s) identified below have been determined to be residents of the Upper Arlington City school District, and eligible for transportation services; and

WHEREAS after careful evaluation of all available options, it has been determined that it is impractical to provide transportation for these students(s) to their selected school (s); and

WHEREAS the following factors as identified in Revised Code 3327.02 have been considered:

1. The time and distance required to provide transportation 2. The number of pupils to be transported 3. The cost of providing transportation in terms of equipment, maintenance, personnel, and administration 4. Whether similar or equivalent service is provided to other pupils eligible for transportation 5. Whether and to what extent the additional service unavoidably disrupts current transportation schedules 6. Whether other reimbursable types of transportation are available; and

WHEREAS the option of offering payment-in-lieu of transportation is provided in Ohio Revised Code: Therefore, be it

RESOLVED that the Upper Arlington City Schools Board of Education hereby approves the declaration that it is impractical to transport the students identified herein and offers the parent(s)/guardians(s) of students named on the attachment, payment-in-lieu of transportation. ------------------------------------------------------------------------------------------------------------------------------------------------------------- ATTACHMENT TO RESOLUTION:

• Identify benchmarks Work Team Recommends 26 Quality Profile Measurements in the following broad areas: • Academic Achievement • Learning Opportunities • Community Engagement • Culture of Stewardship A Quality Profile prototype will be created in the fall of 2014-15 school year with as much information as possible in order to receive feedback from community and staff. Board members asked questions to team members related to Quality Profile. Efficiency and Productivity Work Team • Initially formed as part of the district’s Efficiency Project. • Integrated into the strategic planning process to answer the following: What are necessary and essential ways to improve school district operating efficiencies and effectiveness? Methodology – Efficiency • Created a community survey. • More than 1800 survey responses. • Third-party analysis of results. • Work Team reviewed financial data to identify additional areas of potential efficiency measures. • Thoughtful consideration to the age, cost and capabilities of our facilities. Work Team recommendations were in six different areas: • Document managements/utilization of technology • Utilities • Salary and benefits • Shared services • Supply purchasing • Capital assets/facilities Next Steps • Continue in an advisory role as the district works towards its $4.5 million commitment • Update the Board of Education in May and October of each year Board members asked questions to team members related to Efficiency and Productivity. Learning Experience Work Team What must we do to ensure our curriculum, instruction, assessment, technology, and facilities engage all of our students relevant and rich learning experiences that result in future and postsecondary success? Methodology – Questionnaire Objective 1: Determine values and priorities for Upper Arlington’s learning experience. Objective 2: Determine alignment of priorities with employers and higher education. Methodology – Initial Validation Objective 3: Determine current practices in UA and best practices in high performing district. Objective 4: Validate priorities and strategies through focus groups representing all schools. Objective 5: Enhance understanding of UA Schools and analyze priorities for student learning experiences. Work Team Recommendations

Upper Arlington City Schools Board Of Education Resolution

Declaring Transportation to be Impractical This resolution to declare transportation impractical for certain identified students is presented pursuant to the requirements of Ohio Revised Code Chapter 3327 and the procedures set forth by the Ohio Department of Education. The resolution follows careful evaluation of all other available options prior to consideration of impracticality. The Superintendent of Schools, Mr. Paul Imhoff, recommends that the board of education adopt the following resolution: WHEREAS the student(s) identified below have been determined to be residents of the Upper Arlington City school District, and eligible for transportation services; and WHEREAS after careful evaluation of all available options, it has been determined that it is impractical to provide transportation for these students(s) to their selected school (s); and WHEREAS the following factors as identified in Revised Code 3327.02 have been considered:

1. The time and distance required to provide transportation 2. The number of pupils to be transported 3. The cost of providing transportation in terms of equipment, maintenance, personnel, and

administration 4. Whether similar or equivalent service is provided to other pupils eligible for transportation 5. Whether and to what extent the additional service unavoidably disrupts current transportation

schedules 6. Whether other reimbursable types of transportation are available; and

WHEREAS the option of offering payment-in-lieu of transportation is provided in Ohio Revised Code: Therefore, be it RESOLVED that the Upper Arlington City Schools Board of Education hereby approves the declaration that it is impractical to transport the students identified herein and offers the parent(s)/guardians(s) of students named on the attachment, payment-in-lieu of transportation. Construction Contract Approval of construction contract to R.W. Setterlin Building Company for Builders Place Professional Development and Office Center - Exhibit C-3 Resolution Resolution authorizing application to OFCC for classroom facilities needs assessment *

WHEREAS, the Ohio Facilities Construction Commission (“OFCC”) offers assessments of classroom facilities needs for school districts that are not eligible to participate in a co-funded Ohio School Facilities Commission (“OSFC”) program, and the Board wishes to authorize its Superintendent and Executive Director of Business Services to request an assessment of the District’s classroom facilities and to work with representatives of the OFCC, as the contracting authority for the OSFC, and with others designated by either of them, to schedule and complete the classroom facilities needs assessment;

NOW, THEREFORE, BE IT RESOLVED by the Upper Arlington City School District Board of Education that the Board wishes to request the OFCC to assess the current conditions of the District’s classroom facilities needs, as permitted by Ohio Revised Code Section 3318.022 and to authorize the Superintendent and Executive Director of Business Services, with the assistance of others designated by either of them, to contact the OFCC and to work with OFCC representatives to schedule and conduct an assessment of the current conditions of the District’s classroom facilities.
