INTRODUCTION OF THE SCHEME

Street food is toothsome, inexpensive, and convenient and also is a large source of employment generation. It is a treasure house of local culinary tradition and is increasingly playing an important role as an enhancer and force multiplier of tourism sector all over the world. However, the main concern involved is the quality of food that is served. On the other hand, the issues of vendors’ identity, their economic sustainability and health conditions, etc are also the areas of concern.

Accordingly, during the XI five year plan period, the Ministry of Food Processing Industries, India is piloting initiatives in selected cities /towns to ensure that the hygiene and quality of food that is consumed in the streets is not compromised. In order to ensure economic sustainability and betterment of the livelihood of street food vendors on the one hand and to ensure safe and hygiene food to the consumers on the other hand including the concerns of tourism sector in view, the Ministry has formulated the scheme of

“Upgradation of the Quality of Street Food”

OBJECTIVES BEHIND THE CONCEPT OF SAFE FOOD TOWNS

/STREETS To provide identity to the street food

vendors in the unorganized sector and bring them into the national mainstream

Provide economic sustainability to the street food vendors

Upgrade safety and hygiene and thereby quality of processed/unprocessed street food and appropriate capacity building

Promote clean, safe and good sanitary food services at affordable rates in urban areas

WHAT IS HCMS The Project Implementing Agency,

Hahnemann Charitable Mission Society ,an NGO which have been successfully and efficiently working in the field of Rural & Urban Poor Development , Empowerment ,Health & Family Welfare, Environmental Conservation & development, Livelihood & Capacity Building and Agro Food Processing since 1996 in all over India;

IS all set ready to start this project with its

expertise team of Doctors, Food & Nutrition Experts, Survey Agency ,Testing Lab House, Supervisors ,etc.

We are Engaged in:- Health & Hygiene Rural & Urban Development Women & Child Development Livelihood and Capacity Building Programmes for

OUR ROLE IN THIS PROJECT

Identification (Bio metric) of the Street Food Vendors The 1700- 1800 food vendors will be chosen from 4

zones of Jaipur Zone 1/North West Central Zone 2 /North East Central

Zone 3 / South West Zone 4/ South East

Survey of 1800 Street food (unorganized) vendors in

Jaipur Survey will be done in the below given time slab:

Morning – 8-12 pm – 4 hours Noon- 1-3pm – 2 hours

Evening – 5 -9.30 pm – 5 hours

Total 30 surveyors Distribution of Surveyors will be done on the basis of zones’ strength

Meetings with ULBs (Urban Local Bodies) & Various Stakeholders

Preliminary Discussion Meetings to bring about a coordinated approach among the concerned authorities and the concerned vendors.

Meeting of the Vendors’ Unions with representative vendors.

Meeting with the Police Chiefs of each region. JMC department time to time Meetings with Chief medical Officers time to time

Testing of Food samples Samples which are gathered from each vendor at

the time of survey and submitted to the testing laboratory per day.

Identification of street food vendors for support. Training will be conducted

1000 vendors will be chosen from the survey report out of 1800 food vendors

Facilitation of Identity cards to these trained vendors

Meeting with the local agencies, insurance companies ,banks and other stakeholders

To monitor the trained vendors by taking help from the Jaipur Police, JMC and other related bodies (if needed)

To provide the vendors with insurance and micro finance

To assist the vendors to get an allotted space, license and certification from the regulatory bodies

All the related activities to accomplish these tasks Insurance Value per vendor will be as per mutual

understanding of the food ministry and the insurance company.

Micro Finance on Food cart-Rs.35,000 /vendor at Rate of Interest /expected – 12%

The micro finance will be as per the Ministry / JMC norms and bank rules

Monitoring of the trained vendors Monitoring will be done by us with the help of survey

team To take the food samples by them To send them to the laboratory for testing of their

samples To check whether they have used the finance for the

food cart purchase and establishment or not

Testing sample : Samples will be taken from the trained vendors who

are now having their own food cart accredited by the JMC.

Detailed Project Report The detailed project will be submitted to the JMC

TIME DURATION OF WHOLE PROJECT1 YEAR/12 Months

DESIGN OF FOOD CART WILL BE EXPECTED TO LOOK LIKE

INSURANCE & MICRO FINANCE Micro Finance will be provided to the trained

vendors on the Food Carts at the grant of 25% and at rate of interest will be expected to be 10-12% basis

The life Insurance will be to himself and 4 other members of his family

Benefits The Director, Mr. Atul Gupta, believes that the

provision of authorized vending space, identity cards and certificate will really manage the entire street food vendor city. It will help the Jaipur Police and JMC to control the vendors’ unauthorization.

The idea behind, on one hand, is to encourage the concept of “Clean & Tasty Street Food” through incentive mechanism for the vendors, urban local bodies. And other hand, provision of economic stability and capacity building of these street food vendors.

These vendors, along with their family members, will have life insurance .

They will be allotted with one fixed authorized space in the market.

The customers, who feel good and enjoy eating out ,can have safe and hygienic street food with their families.

The complete project will be conducted, coordinated and monitored by Hahnemann Charitable Mission Society Jaipur under the command of Jaipur Municipal Corporation of

Jaipur Rajasthan.
