In my current position as Deputy Director General Regulatory, Pakistan Civil Aviation Authority, I have a specific role to enhance Safety Oversight and Safety Management of Aviation Sector in Pakistan. My ongoing specific Projects are to develop State Safety Program (SSP), Implementation of National Aviation Policy and to effectively control and manage movement of Dangerous Goods and General Cargo to/from Airports in Pakistan besides all other Regulatory functions of PCAA.

Experience in Civil Aviation Authority (CAA), Karachi, Pakistan Prior to visiting USA

Director Air Transport & Economic Regulations, Chief of HR and Chief of ATS School (Feb 98 to Aug 10)

As Director AT &ER Redeveloped and rolled out new National Aviation Policy through coordination with all Stake holders. Strategic initiatives helped in achieving safer, orderly and efficient aviation sector in the country. Effective coordination with Airlines, General Aviation operators, and other Stakeholders on issues relating to negotiating Bilateral/Multilateral Air Services Agreement, issuing Licenses to Airlines and General Aviation Operators, Airline Logistics matters and dealing with matters of Air Operator’s Certificates (AOC) resulted in better regulatory control. Drafted and implemented the concept of Passenger Rights in the aviation sector for the first time in an organized manner. Section of CAA. Introduced a new concept of Mystery Passengers at airports in order to improve the services at the airports and monitor performance of airlines. Strengthened company’s business by Planning, Coordinating, Implementing and Marketing a liberal aviation policy that helped in attracting additional airlines to Pakistan’s market. Increased profits by streamlining and ensuring effective implementation of processes. I played a lead role in Re-Structuring the organization and separating its Regulatory, Commercial and Operational roles. As Chief of HR hired and trained over 300 officers/staff in various cadres. Introduced an effective Appraisal System based on Tasks and Targets with a view to institute a fair method of assessment and to standardize employee training requirements. Diversified expertise in Aviation Management and Human Resource Management made a positive impact on the employees of the organization. During this period also undertook 2 years of instructional activities from June 2002 to May 2004 at Civil Aviation Training Institute Hyderabad Pakistan. Trained, coached, and mentored aviation staff, including instructors and trainees, to ensure smooth adoption of ICAO Standards, Recommended Practices/techniques. As Chief of Air Traffic Services School, introduced best teaching techniques and developed new course materials for effective training.

Staff Officer to Deputy Director General (Jan 1994 to Feb 1998)

Developed Communication Navigation Surveillance/ Air Traffic Management (CNS/ATM) implementation plan for the country. Participated in International Civil Aviation Organization (ICAO) Divisional Meeting in Montreal and ICAO 4th Navigation/Surveillance Sub group meeting in Bangkok which benefited the organization in dealing with operations, bilateral and technical aviation issues.

Independent Duties in ATS units, experience as an on job training instructor and shift manager in the Area Control Center gave an initial insight of the aviation operations. Airport management duties improved management skills. Negotiated and concluded a letter of agreement on transfer of control with Chinese Civil Aviation Department at Beijing, China. Worked as a Counterpart to ICAO Consultant on making feasibility report for Issuance of airline Licenses to the private sector airlines, for the first time in Pakistan. Accumulated 429:05 hours of flying experience, on various types of propeller and jet aircraft, before joining Pakistan CAAEducation University of Karachi, PakistanPost Graduate Diploma (one year) in Transport Economics and Operations
