Update on Temporary Foreign Worker Program during
COVID-19 Pandemic
Recent Enhancements to TFW Program Invite Participation
The government has enhanced the Temporary Foreign Worker (TFW) program during the COVID-19 epidemic because of its importance to Agri-food businesses:
➢ They want to make the TFW program as accessible as possible so that you will act to minimize the labour shortages in your industry
➢ Domestic Agri-food sector is critical to Canadian food security
➢ The TFW program will help stabilize your production capabilities and allow predictable growth in the future
➢ By reducing industry labour shortages, Ontario will be able to grow its international export volume
➢ Additional opportunities may arise for MPO members due to recent large meat processing plant closures
➢ The TFW Program has a surprisingly high Return-on-Investment
Temporary Foreign Worker Program is open for business
Good Reasons to Act Now
For pending and future Labour Market Impact Assessments for NOC 6331 – Butchers and meat cutters-retail and wholesale NOC 9462 - Industrial butchers and meat cutters, poultry
➢ LMIA’s and Work Permits are for 2 years (rather than 1 year, which was the case up until Dec 2019). Application costs and administration times are cut in half
➢ Minimum recruitment requirements (30 Day advertising period) for these positions will be waived until October 31, 2020
➢ LMIA application process time length will drop from 5-6 months to approximately 1 – 1.5 months because of priority processing
➢ You do not have to hire workers immediately. Employers are expected to have up to 9 months to submit a Work Permit application for an approved LMIA (To be announced shortly)
➢ Work Permit processing time will apparently remain the same
➢ Temporary Foreign Workers are allowed to enter Canada NOW, but must self-isolate for 14 days before commencing work
➢ The Federal Government is offering employers $1500 for each TFW to offset costs during isolation period
