Greetings Arizona Association for Economic Development members!

It is with tremendous humility and excitement for the year ahead that I address you in this

newsletter as your new AAED President for FY14/15. AAED has done so much for me —

My strongest business relationships, closest colleagues and dearest friends, are all

fellow AAED members. In addition, a significant amount of my professional education

and development — through formal classes as well as informal activities and member

interaction — can be attributed to AAED. It is my primary goal to help AAED ensure that

all members interested in this same quality of member value have the opportunity to

experience it. I look to each of you to provide me with thoughts, comments and feedback

to help me serve you better along the way.

Lucky for me, I get to follow in the footsteps of 40 previous past Presidents, as we are currently celebrating our 40th year as

a professional organization. These leaders, with the support of countless committed volunteers, have made AAED what it is

today. And what AAED is today could also not be possible without its small but dedicated and skilled staff team. AAED today

also finds itself with an active membership of over 400, in healthy financial standing, and seeing results in its efforts to raise

the bar on member value. In fact, it may be in the midst of a renaissance. But that does not mean we should rest on our

laurels — in fact, it means that we have the great opportunity to advance our goals at an even more dynamic speed.

I will be working alongside the AAED Board, Committee Chairs and Vice Chairs in the upcoming days to solidify our goals

for the year in a participatory setting. However, some of the new items that I will be asking them to make are collective

recommendations and action plans, which will include the following:

• Update and continuation of the AAED Strategic Plan – Created in 2013, it is important to annually update the strategy to

reflect our accomplishments and refine our goals, as well as provide an update to the membership.

• Consideration or advancement in investment and activity in

AAED marketing and public relations – We have advanced

our advocacy role, which should continue, and now it may be

time to raise our visibility and gain greater recognition as the

leading advocate and go-to group for responsible economic

development in Arizona.

• Addressing the issue of the professional pipeline through

the development of a scholarship and internship program

to help encourage new graduates to consider an economic

development profession, or help mid-career professionals

enter the field.

• AAED has in fact grown – and it is time to update our

Bylaws to better address unique circumstances and

situations, and reflect the current dynamics of our

membership and Board.

related to advancing AAED’s member value, please drop me a line so we can chat.

Introduction to Economic Impact Analysis: Module 2

Tuesday, June 25, 2013

This interactive course provides an introduction to the basic elements of economic impact analysis, which are frequently used to analyze the impacts of new companies moving to a community, the expansion of existing businesses, and other economic development projects. The course will explain the concept of economic impact and enable participants to understand the theoretical and practical aspects of economic impact analysis. Case studies will be presented representing both urban and rural applications. At the conclusion of the course, participants will be able to recognize the various aspects of impact analysis and critically evaluate findings of studies. Additionally, participants will learn how to promote projects utilizing the results of impact studies and also use the results to effectively examine cost-benefit analysis and structuring of costs or incentives associated with projects.

Course Instructors Sarah Murley, a partner with Applied Economics, is an economist with a national practice in urban and regional economic analysis, particularly in economic development and public finance. Ms. Murley has worked with a number of communities and economic development organizations in Arizona to create im-pact models that allow them to run their own impact analyses for certain types of projects.

Mark Goodman serves as director for the Center for Economic Development Education with the University of Arkansas at Little Rock’s Institute for Economic Advancement. Mark is a Certified Economic Developer (CEcD).

VERDE VALLEY REGIONAL ECONOMIC ORGANIZATION (VVREO) received the SMALL ORGANIZATION OF THE YEAR. VVREO served as the initial fiscal agent and incubator for the Verde Valley Wine Consortium. They have helped to establish the viticulture and enology program at Yavapai College, which brought the entire community together to help build the only program of its kind in Arizona. That coalition has truly established central Arizona’s wine industry. VVREO is also serving in the same capacity for the Verde Valley Ag Coalition, which is working to establish a major food hub for north Central Arizona.

THE CIT Y OF MESA received the L ARGE ORGANIZATION OF THE YEAR. Mesa has been a strong supporter of AAED – for more than 14 years – by encouraging staff members to serve on committees, attend events and financially sponsor important AAED events. Staff members have been active in the organization by participating in Government Affairs, Professional Education and Past President’s committees. In the past, their staff have also been recognized as Economic Developer of the Year and Member of the Year. They were also recently honored by the International Economic Development Council with gold and silver awards of excellence for their outstanding economic development efforts.

MARCELINO FLORES, Pascua Yaqui Tribe Council Member, was awarded NEW MEMBER OF THE YEAR. This new member hit the ground running with his influential outreach in the recruitment of three new AAED members and worked cohesively with the Southern AZ Membership Committee on their Southern AZ Luncheon hosted by Casino Del Sol on September 18, 2013, which attracted over 75 registrants. Participants in this event included State, County and City officials. He also served on the Tribal Economic Development committee, the Workforce Symposium subcommittee, and has attended a multitude of AAED functions, such as the Governor’s Conference, Economic Development Academy courses, Southern AZ Luncheons, and Tribal Legislative Day.

RICHMOND VINCENT JR, Vice President of Workforce Development for Goodwill of Central Arizona, was selected as WORKFORCE PRACTITIONER OF THE YEAR. Richmond led Goodwill of Central Arizona in developing strategic partnerships to provide workforce development and training, a key component of economic development. Richmond plays a key role in developing and implementing programs to improve job seeker employability. Under Richmond’s direction, Goodwill of Central Arizona hosted its first Goodwill Career Expo at University of Phoenix Stadium, bringing together employers hiring for nearly 7,000 open positions. Richmond’s team also opened five new Goodwill Career Centers in 2013, bringing the total number of locations in Maricopa County and Yuma to 18.

The prestigious EDDE awards honor individuals and companies who have made significant contributions to the advancement of the organization and also to the economic growth within the state of Arizona. Recipients

are selected from a pool of nominations made by members of AAED. Overall, nine EDDEs were presented.

MIGNONNE HOLLIS, Executive Director for Sierra Vista Economic Development Foundation, was awarded SMALL COMMUNIT Y ECONOMIC DEVELOPER OF THE YEAR. Mignonne received the Governors prestigious Excellence in Economic Development Award for the successful implementation of the “Business Complex.” She was also named a 2013 Flinn-Brown Fellow in the Arizona Center of Civic Leadership and has played a key role in the development and expansion of the Unmanned Aircraft Systems industry in Arizona. Mignonne served as the AAED Rural Committee Chair, participates in the AAED Southern Arizona Membership Committee by hosting and attending roundtables and speaking at events, and is an active member of the Governmental Affairs Committee.

BILL JABJINIAK, City of Mesa Economic Development Director, received the L ARGE COMMUNIT Y ECONOMIC DEVELOPER OF THE YEAR. Under Bill’s leadership, the Mesa Office of Economic Development has assisted in creating and retaining more than 3,600 jobs and generated nearly $2 billion of capital investment in Mesa, including: the attraction of Apple, Inc.; retaining the Chicago Cubs; retaining MD Helicopters at Falcon Field; expanding Banner Health’s facilities; the attraction of six new higher education institutions; the acquisition of Arizona Laboratories for Security and Defense; and attracting Able Engineering. An active member of several local, regional, and national boards, he currently serves as the Chair of the Economic Development Directors Team (EDDT) for the Greater Phoenix Economic Council (GPEC). In this role, he leads the voice of the region on policy issues and regional collaboration.

SUSAN HYAT T, City of Phoenix Economic Development Program Manager, was awarded MEMBER OF THE YEAR. Susan is working on her Certified Economic Developer designation. She serves as the Chair of AAED’s Professional Education Committee. Susan’s efforts have been instrumental to enhancing the IEDC Basic Economic Development Course in Arizona, and bringing IEDC courses as well as the Certified Economic Developer Exam to the state. In addition to her work with IEDC, Susan has played a pivotal role in the design and implementation of the Economic Development Academy of Arizona. The Academy has provided education and information sessions to over 600 practitioners and providers, and raised substantial revenue for AAED.

BRIAN DALKE, CEcD, Goodyear City Manager was awarded the WILLIAM L AMPKIN LIFETIME IN ECONOMIC DEVELOPMENT AWARD. As Goodyear’s former economic development director and now city manager, he has helped to lead the charge on numerous development agreements and projects that are ongoing and continue to sustain the city – while maintaining its reputation as a leading aerospace and defense contracting hub, but also expanding in quality healthcare, manufacturing, warehouse distribution and retail. Dalke has served on the Greater Phoenix Economic Council’s board of directors, the board of the International Economic Development Council and the Arizona Association for Economic Development, where he served as its president during 1997 and ‘98. He received the AAED’s Economic Developer of the Year Award in ‘97, AAED’s Member of the Year in 1993, and served on its board from 1994 to ’99. In 2011, he chaired the committee in its nationwide search for an executive director.

2013 Economic Development Distinguished by Excellence

(EDDE) Awards

ARIZONA STATE UNIVERSIT Y was presented with the BEST OF ARIZONA AWARD. This award is only presented to individuals or organizations whose dedication to economic development in Arizona has been unequaled. ASU was recognized for its revolutionary “New American University Model” and the positive economic impact it creates. In the past decade, ASU has increased the competitiveness of our region through its research expenditures at more than $400 million. This focused research has gained national attention and boosted funding to the region, and it has been instrumental in attracting scores of new companies and facilities. The New American University is now a model being embraced by other research institutions by way of transdisciplinary learning and research, and the inclusion of entrepreneurship, ASU is a tremendous, successful example of this new philosophy.

Members of AAED’s Tribal Economic Development

Committee (TEDC) and invited guests had the pleasure of

touring and meeting with the dignitaries of the Quechan

Indian Tribe during a visit on April 10th and 11th at the

Quechan Casino Resort.

The two-day event began at 3:00 pm on Thursday, April

10th with a greeting from Brian

Golding, Sr., EDA Director of the

Quechan Indian Tribe, who served

as Master of Ceremonies. Other

members of Mr. Golding’s team

who were in attendance include

and greet, followed by welcome and

introductions by Brian Golding, Sr.

Fif teen project presentations were

scheduled over the course of

the event. Every project on the

schedule was in partnership with

either Federal, State or local

government agencies, which is

indicative of the tribe’s commitment

to collaboration and partnership.

For the purpose of this ar ticle, we will focus on the Yuma

East Wetlands Project, where the Yuma community

worked together for the past decade to reconnect with the

Lower Colorado River, building river front parks, creating

a network of multi-use pathways, and promoting private

investment along the historic downtown river front.

Owned by 16 dif ferent property owners, including

numerous Federal and State agencies as well as the

Quechan Tribe owning half of the land, the area was once

a 1,400-acre jungle home to exotic plants, trash dumps

and squatter camps, prone to wildf ires and il legal activity.

The riparian area surrounding the Yuma East Wetlands

had been drastically altered by the historic damming and

confinement of the Colorado River channel, resulting in

decreased seasonal f looding, af fecting the land and plants

as well as altering the habitat of birds and other wildlife.

In 2001, a comprehensive restoration plan was produced

by Fred Phill ips Consulting to restore the wetlands and

riparian areas into valuable wildlife habitat. The Heritage

Area Water Protection Fund (federal grant), together with

the City of Yuma, Quechan Indian Tribe, other landowners

and community volunteers, worked to restore this

natural habitat.

stated that af ter 20 years

of lobbying the Federal

Government to build the healthcare center, the Tribe was

f inally successful in landing the $46 mill ion facil ity on

the Ft. Yuma Indian Reservation. Funding is stil l pending,

however the design is complete. Daryl Melvin, CEO IHS

Ft. Yuma, outlined his vision for the new facil ity.

Af ter the Quechan visit, the group visited Julie Engel,

President Greater Yuma Economic Development

Corporation. She mentioned a key win, the Convey Call

Center, which originally hoped to bring 300-600 jobs.

There are now 600 employees and hope to grow by

another 200. The Development Corp worked to f ind space

with employee attraction and training, to insure that the

company and community transitioned together smoothly.

As a result of this visit, there is a definite desire to return

to Yuma to visit the Cocopah Indian Community.
