    UNV VOLUNTEER DESCRIPTION OF ASSIGNMENTPreamble:The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerismto support peace and development worldwide. Volunteerism can transform the pace and nature ofdevelopment and it benefits both society at large and the individual volunteer. UNV contributes topeace and development by advocating for volunteerism globally, encouraging partners to integratevolunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharingand support within the communities. In this context, UNV volunteers take part in various forms ofvolunteerism and play a role in development and peace together with co-workers, host agencies andlocal communities.In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engagingin volunteer activity can effectively and positively enrich their understanding of local and socialrealities, as well as create a bridge between themselves and the people in their host community. Thiswill make the time they spend as UNV volunteers even more rewarding and productive.1. UNV Assignment Title: Gender Sensitive Monitoring and Policy Support Specialist 2. Type of Assignment: International UNV volunteer

    3. Project Title: Gender and Economic Empowerment 4. Duration: One Year 5. Location, Country: Seiyun, Hadramout Wadi, Republic of Yemen 6. Expected Starting Date: As soon as possible 7. Brief Project Description:

    The project contributes to the economic and social empowerment of women and youth, improvedlivelihoods, rights, and gender sensitive policy support. It aims to empower socially and economicallydisadvantaged women and youth in market oriented technical, entrepreneurial and managerial skills,confidence building and empowering skills, necessary to improve their access to productive resourcesand sustainable earning potential. Training will be systematically linked and integrated with othercritical interventions such as, access to markets, appropriate technology, microfinance,entrepreneurship development and follow up technical assistance. The project strategy iscomprehensive, gender responsive, market driven, and community-based. It involves strategicpartnerships with Hadramout Governorate, Local Councils, religious leaders, NGOs private sector, andrelevant institutions, and will strengthen their capacity as responsible service providers, facilitators andadvocacy actors. Effective monitoring and policy support based on gender sensitive data collection willbe provided by the Women National Committee (WNC) office in Seiyun, which will play a key role. Theproject will initially be implemented in Hadramout Governorate and expanded to other governoratesbased on concrete results and experience developed 8. Host Agency/Host Institute: UNDP 9. Organizational Context: The strategy design is comprehensive, market driven, genderresponsive and community-based. It involves strategic partnerships with Hadramout Governorate,Local Councils, religious leaders, NGOs, private sector, and relevant institutions, and will strengthentheir capacity as responsible service providers, facilitators and advocacy actors. Effective gendersensitive monitoring and policy support based on gender disaggregated data collection and analysiswill be provided by the Women National Committee (WNC) office in Seiyun which will play a key rolein collaboration with stakeholders e.g. YWU, Women General Department (WGD) and other relevantGoY departments and organizations, and their capacity will be strengthened towards this end . 10.     C. Coordination, Partnerships and Advocacy

    Work in close collaboration with the IPs, WNC, DGEECs, and relevant institutions, target groupsand communities on gender sensitive monitoring and policy issues

    Participate in regular meetings of DGEECs and provide technical support and advocate forgender sensitive monitoringCoordinate and support project team members to include gender sensitive monitoring indicatorsin the UNDP monitoring and evaluation process followed by them

    D. Monitoring and Reporting

    Monitor the WNC activities to ensure progress and quality achievements, and prepare

    monitoring reports Under the guidance of the UNV Country Office the UNV volunteer will be responsible for:

    Strengthen their knowledge and understanding of the concept of volunteerism by readingrelevant UNV and external publications and take active part in UNV activities (for instance inevents that mark IVD);Be acquainted with and build on traditional and/or local forms of volunteerism in the hostcountry;Reflect on the type and quality of voluntary action that they are undertaking, includingparticipation in ongoing reflection activities;Contribute articles/write-ups on field experiences and submit them for UNVpublications/websites, newsletters, press releases, etc.;Assist with the UNV Buddy Programme for newly-arrived UNV volunteers;Promote or advise local groups in the use of online volunteering, or encourage relevant localindividuals and organizations to use the UNV Online Volunteering service whenever technicallypossible.

    12. Results/Expected Output:

    Improved livelihoods for women and youth through skills enhancement, participation in incomegenerating activities and microenterprises, rights, and gender sensitive policy supportA final statement of achievements towards volunteerism for development during the assignment,such as reporting on the number of volunteers mobilized, activities participated in and capacitiesdeveloped.

    13. Qualifications/Requirements: Education

    Post graduate degree in gender and development, economics, social sciences or related fields Experience

    A minimum of 2-5 years excellent hands on experience in developing and implementing gendersensitive monitoring systems and tools, including collection and analysis of gender disaggregateddata, and in capacity building of womens departments in the said disciplines Excellent knowledge of and proven experience in capacity building/training of Government andNGOs on data collection and analysis, gender sensitive policies and projects in particular oneconomic participation, and ability to advocate on policy issuesHave an in depth knowledge of gender issues in Yemen, and project monitoring with gendersensitive indicators

    Competencies

    Demonstrated ability to take initiative and work with limited supervision

    Excellent skills in communication, negotiations and team workStrong computer literacy and skills to facilitate production of own reports, and power pointpresentations.Sensitivi ty to cultural and social factors impacting on womens economic participation Proficiency in computer software application for report preparation, and data managementWillingness to travel to project districts and work at the community level

    Language

    Excellent Fluency in spoken and written English and Arabic is required 14. Living Conditions:

    Seiyun is a capital of Wadi Hadramout Sub-Governorate. Wadi Hadramout has a populationof approximately1 million people. There are normal communication services availableincluding landline telephone, GSM (mobile phone) coverage, the Internet, fax. There isrunning water and electricity available. The UNV is required to rent an apartment or a houseand the personal Internet access at home is subject to his/her subscription to a localcompany. There are regular flights between Seiyun and Sana'a as well as with other majorcities throughout the week operated by two airlines. There are restaurants, cafes, markets,and shops available. Shibam, UNESCO World Heritage site is located nearby. It isrecommended to dress modest.

    15. Conditions of Service

    A 12 month contract; monthly volunteer living allowance (VLA) intended to cover housing, basicneeds and utilities, equivalent to US$ 1,757 for single person, US$ 2,007 for person with onedependant, and US$ 2,207 for person with two or more recognized dependants; settling-in-grant; life,health, and permanent disability insurance; return airfares; resettlement allowance of US$ 150 permonth of satisfactory service. 16.
