July 24, 2015 The Bottom Line Dear Friends, Water surrounds the beautiful State of Florida, and it’s no secret that Florida’s peninsula is a world-wide landmark full of beauty, tourism and trade. Waterways, harbors and ports are vital to Florida’s thriving economy, and harbor pilots help keep it safe for all involved. DBPR licenses and regulates harbor pilots to help navigate and maneuver ships through dangerous or congested waters. The Board of Pilot Commissioners regulates pilots and deputy pilots. The Board of Pilot Commissioners has members that include licensed pilots, members of the maritime industry, a certified public accountant and two consumer members. Under the DBPR Board of Pilot Commissioners, a “state pilot” is defined as any individual licensed to navigate all classes of vessels within the channels, waters, harbors and ports in the State of Florida. A “deputy pilot” is any individual authorized by the State of Florida to pilot vessels within the limits and specifications established by the licensed state pilots at the port where the deputy is appointed to serve. With more than a dozen deepwater ports in Florida, licensed harbor pilots certainly have an arduous job to carry out. There are several important steps to take to ensure that Florida waters are being taken care of with the highest security and guidance, and DBPR is here to help ensure the process is as smooth, yet effective, as possible. September and October are the months when future licensees can search for port openings in Florida, and examinations to become a Deputy Pilot are generally given in March of each year if a port has declared an opening. Harbor pilots help supply services that are essential to Florida’s economy and overall public welfare. As licensed experts with extensive knowledge of Florida’s waterways, shores and ports, harbor pilots protect our state’s ports from harm and ensure our commercial necessities arrive safely.
