Achieving service availability for Broadcast Mobile TV

Among top criteria, service availability is key for Mobile TV success “Press & Watch”: a 50 years old TV viewer habit “Works everywhere”: a 10 years old Mobile user habit Not providing such expectations Big market risk

Italian feedback: “the winter effect” Korean feed-back (TU-Media): > 9 000 repeaters had to be deployed Trial feed-backs: all quoted the importance of indoor coverage Tellabs survey (Feb. 07): “nearly a quarter (24%) of users who tried mobile video and

TV stopped using the services due to concerns about service quality and reliability”

QUESTION: How to deliver the appropriate coverage?

Two options: Option 1) From a broadcast network Option 2) From a mobile network

Feature description Use of 2 receiving antennas and a Maximum ratio combining scheme

Diversity is based on the fact that fading and interference conditions vary from one reception point to another

Diversity gain is optimal with a minimum correlation between both received signals (obtained with an antenna spacing of at least ~λ/2)

User benefit Improved quality of signal reception in difficult conditions

Operator benefit More than double the coverage area from a single transmitter (~6 dB gain in

multipath conditions e.g. in the indoor environment)

Feature description The depth of the time interleaver is increased by up to 300 milliseconds to

overcome fading impairment while in motion The information is spread over time in the transmitted signal In case of a bursty error, only a part of an information block is lost and can be

recovered by error correction code mechanisms

User benefit Improved quality of signal reception while in motion

Operator benefit Improved coverage quality, mainly in outdoor areas

Feature description

Replacement of Convolutional error correction code by turbo codes

Turbo codes are also used in 3G technology

Turbo codes allow to almost reach the theoretical maximum data rate over a noisy channel (Shannon limit)

And to achieve lower coding rate down to 1/6

User benefit

Improve the quality of the reception in difficult condition

Operator benefit

Increase the covered area of a cell by 50% (~3 dB gain in all type of environments) - to be proven in field trial

From DVB-H to DVB-SH Turbo Codes

Feature description The same signal is broadcasted simultaneously over all transmitters over

the same frequency channel all over the served area All terrestrials transmitters and the satellite are synchronized to avoid interference

User benefit Improve the quality of the reception in difficult condition
