ELECTION OF SEVENTEEN TEACHERS TO THE SENATE UNDER SECTION
25(2) (P) OF THE MAHARASHTRA UNIVERSITIES ACT, 1994.
Date of Election: Friday, 25th July, 2008 (9.00 A.M. TO 5.00 P.M.)
Please refer to the University’s earlier Notification No. EL/ (Senate)/57-D of 2008 dated 21st June, 2008 on the subject cited above.
It is hereby notified for information of the Directors/Heads of the Departments, University Institutions and Recognised Institutions and the Principals of all the Affiliated Colleges/Autonomous College/Conducted College and all the Electors who have enrolled their names in the Teachers Electoral Roll that the following (36) Thirty six candidates have been duly nominated for the election of Seventeen Teachers to the Senate as provided under Section 25(2)(p) of the Maharashtra Universities Act, 1994 and their nominations have been found in order :-
In view of the above , the election will be held for (17) Seventeen Seats i.e. under General Category (4 seats for teachers in Arts) (4 seats for teachers in Science) (3 seats for teachers in Technology) (2 Seats for teachers in Commerce) and (1 seat for Women Group-I – Teachers in Arts, Law and Fine Arts) (1 Seat for Woman Group-II Teachers in Science) (1 Seat for Women Group III Teachers in Commerce and Technology) and (1 Seat for Reserve Category i.e. Schedule Cast for Teachers in all faculties) as provided under the provisions of the aforesaid Act. 2 The procedure for the recording of votes by ballot shall be in accordance with Statute
373 read with Section 115(2)(xii) of the aforesaid Act which reads as under:-
i) The election officer shall keep order at the polling station. ii) No voter shall be allowed to enter the polling station for recording his vote after
the expiry of the period fixed for the purpose. iii) Each Polling station shall have such number of compartments as the election
officer thinks necessary to enable each voter to record his vote, screened from observation.
iv) Immediately before the polling commences, the election officer shall show to the candidate/candidates and/or their representative/representatives present at the station that the ballot box is empty and shall then lock and seal it for use.
v) Immediately before the ballot paper is issued to a voter, the number of voter be entered on the counterfoil and shall be signed by the voter and a mark shall be placed by the issuing officer in his copy of the electoral roll against the number of the voter.
vi) The voter on receiving the ballot paper shall forthwith proceed to one of the compartments, where he/she shall mark and put his/her paper into the ballot box.
vii) Every voter shall vote without undue delay and shall quit the polling station as soon as he/she has put his/her ballot paper into the ballot box.
viii) If a voter spoils his ballot paper inadvertently, he may be issued another ballot paper and its counterfoil shall be cancelled by the Election Officer.
ix) Every elector shall allow his/her left forefinger to be inspected by the Election Officer or Polling Officer and an indelible ink-mark to be put on it.
x) If a candidate contesting the general seat as well as the reserved seat is elected to the general seat and the reserved seat, he shall send in to the Registrar, an intimation in writing signed by the candidate, so as to reach him with in four days of the declaration of the result of the last of such elections as to which of the two categories he chooses to represent and such choice shall be conclusive.
xi) If the candidate does not make the choice referred to herein within the specified period of time the Vice-Chancellor shall decide which category he will represent, and the Vice-Chancellor’s decision shall be final.
3 The voters shall vote in common to elect the above mentioned Seats. The voters should ensure that in the column of order of preference in the voting paper the figure 1 opposite the name of the candidate must be placed for each category separately and thereafter placing against their respective names the figures 2, 3, 4 and so on in consecutive numerical order.
4 The voting papers will be issued to the voters on Friday, 25th July, 2008, between 9.00 a.m. and 5.00 p.m. at the Polling Centres fixed as per the Annexure at “A”. The ballot boxes will be kept open till 5.00 p.m. on Friday, 25 July, 2008 for casting the votes. The voters coming after the 5.00 p.m. will not receive voting papers.
5 5 The identity of the voter shall be verified from the identity card issued to them along with this Circular or production of this Circular of election along with the envelop with the elector’s address in which the said notice is sent to the elector by the University.
6 The election will be according to the system of proportional representation by means of a single transferable vote. In accordance with Statute 371, read with Section 47 & 115(2) (xii) of the foresaid Act, an elector in recording his/her vote - a
(a) must place on his/her voting paper the figure 1 opposite the name of the candidate for whom he/she votes in the column of “order of preference”, and (b) may, in addition, indicate the order of his/her choice or preference for as many others candidates as he/she pleases by placing against their respective names, the figures 2, 3, 4 and so on, in consecutive numerical order.
7 A candidate or his/her election agent or a polling agent authorized by him/her shall be entitled to be present inside the Polling Centre, but only one of them will be admitted to the Polling Centre at a time. An election agent or a polling agent seeking admission to the polling Centre will have to produce a letter of appointment signed by the candidate concerned authorizing him/her to remain present at the Polling Centre on his/her behalf and hand it over to the Election Officer. 8 The scrutiny and counting of ballet papers will be held in the Sir Cowasjee Jehangir Hall (Convocation Hall), University of Mumbai, Fort, Mumbai – 400 032, on Sunday, 27th July , 2008, from 10.00 a.m. onwards and thereafter the results of the election will be announced. A candidate or his agent authorized by him/her shall be entitled to be present at the scrutiny, but only one of them will be allowed at the time of counting. (N.B. - An elector is requested to carry the Identity card to cast his/her vote at the Polling Centre fixed for the Election nearest to his/her College/Department/Institution.
