Since its founding in 1798, the story of the University of Louisville has been one of progress. Paving the way as the first city-owned public university, the University of Louisville has never ceased to be a leader among higher education institutions. While the success of UofL is derived from the excel-lence of its scholars and their expertise, it is the support of the University of Louisville Foundation, Inc., that excites that margin of excellence.

Budget Overview
As the University of Louisville continues to grow and progress toward its goal of becoming a
premier metropolitan research institution, it is critical that supplementary funding sources are
identified for vital ongoing activities such as undergraduate education, research, academic sup-
port, community service, and fundraising. The University of Louisville Foundation, Inc. is a
key resource in providing such additional resources to help the University reach its goals. For
FY 2012-13, the President is requesting the University’s Foundation to provide approximately
$141.8 million in operating funds to various UofL programs. In total, the FY 2012-13 budget is
$141.8 million, a $12.4 million increase from the FY 2011-12 budget.
While the national economy has improved slightly, return rates on investments remain relative-
ly low. In fact, the number of “under water” endowments (see pg 23) nearly tripled in number
from FY 2011-12 to FY 2012-13. In order to mitigate the decrease in the FY 2012-13 endow-
ment spending policy for the “under water” endowments, the Foundation, in accordance with
the Uniform Prudent Management of Institutional Funds Act (UPMIFA), has approved limited
and pro-rated spending policies for a portion of the 242 endowments that are “under water.”
The University of Louisville Foundation, Inc. is a not-for-profit 501(c)(3) corporation that is
legally separate from the University of Louisville. It acts, among other things, as a fundraising
organization to supplement the resources that are available to the University in support of the
University’s programs and, pursuant to Kentucky Revised Statute 42.540, acts as a “nonprofit
fiduciary holding funds for the benefit of the University of Louisville.” All gifts to the Universi-
ty, whether restricted or unrestricted, are solicited, received, managed, and invested under the
UOFL FOUNDATION, INC.

aegis of the Foundation. A Board of Directors governs the Foundation and sets overall policy
for Foundation fundraising, business operations, management and use of funds.
The Board is empowered to:
Solicit and accept gifts and bequests for the University,
Monitor and invest funds,
Hire and fire investment managers,
Support fundraising and special projects, and
Provide enhancement funding for the University from unrestricted funds.
Three Main Roles of the UofL Foundation Board:
1. Fundraising to help the University of Louisville reach its strategic goals,
2. Management of investors to optimize returns on investments,
3. Oversight of spending by colleges, schools, and divisions to ensure funds are being
spent within set guidelines.
Overall, the Foundation’s revenue is derived primarily from philanthropic gifts, private grants
and bequests, and investment earnings. Foundation resources are categorized in three general
classes: Fund-raising, Foundation Business Operations, and Other Unrestricted Funds; Restrict-
ed Endowment Funds; and Gift Funds. Each of these fund categories is addressed in a separate
section of this document.
Fund-raising, Foundation Business Operations, and Other Unrestricted Funds are a dis-
tinct category of funds, which is essentially unrestricted in use and purpose, and for which the
University’s President recommends annual budgets. The President routinely includes provisions
for projected fundraising expenses and other advancement activities, academic program en-
hancement, margin of excellence initiatives, and the Foundation’s administrative expenses. The
President prepares and submits his budget recommendation to the Foundation Board of Direc-
tors for approval prior to the start of each fiscal year.

The fundraising efforts of the University’s Office of Advancement are supported by the Foun-
dation. The proposed FY 2012-13 Foundation budget includes the operating budget for the
University’s development and fundraising activities. These operations receive 1.50% of the
two highest market values in a three-year moving average of endowment market values record-
ed December 31 of each year.
Also included in the FY 2012-13 Foundation budget are Presidential Advancement Initiatives.
These funds support and complement critical development and fundraising activities for the
University. These operations receive 0.48% of the two highest market values in a three-year
moving average of endowment market values recorded December 31 of each year. Specifics
of these funding approaches are addressed in the “Fund-raising, Business Operations, and Oth-
er Unrestricted Funds” section of this document.
Restricted Endowment Funds are assets that donors have either permanently or temporarily
restricted as to purpose or use. Earnings from these funds are budgeted to programs or schools
as recommended by the University’s Vice Presidents and Deans in accordance with the donor
restrictions and board approval.
Two-Year Highest Moving Average Market Value
To help mitigate the adverse impact of continuing financial market fluctuations, in FY 2010-11
the Foundation Board of Directors approved a spending policy applied to an average of the two
highest market values of the past three years as of December 31 each year. This calculation
methodology was approved for the FY 2011-12 and FY 2012-13 budgets as well.

From FY 2010-11 through FY 2012-13 this change has provided units with a cumulative $7.3
million in additional spending policy allocation.
Below is a graphical illustration representing the amount of additional spending policy alloca-
tion that was provided using the two year highest moving average versus the three year moving
average:
Gift Funds are resources that donors have contributed for one-time use and may be either unre-
stricted or designated for a specific use. These funds are budgeted to programs or schools based
on the donors’ specifications and upon recommendations of the University’s Vice-Presidents
and Deans.
For FY 2012-13, the proposed total operating budget for the University of Louisville Founda-

Background
This portion of the UofL Foundation Budget is used by the President to support three specific
initiatives: University fundraising, business operations of the Foundation, and other activities
such as academic program enhancement and other margin of excellence initiatives. The Office
of the President is responsible for developing the proposed budgets for these activities in con-
cert with the respective colleges, schools, and divisions. This composite budget is now recom-
mended to the Foundation Board of Directors for approval.
Revenue
The sources of funds for this portion of the UofL Foundation budget consist of three items: un-
restricted endowment earnings, interest earnings on short-term investments, and 1.98% of the
market value of the total endowment (calculated on both restricted and unrestricted endow-
ments). The following graph depicts these sources of revenue:

The largest source of funds in this category is a 1.98% calculation of the two highest market
values in a three-year moving average of the total endowment market value. These funds are
calculated using the total endowment spending policy – both restricted and unrestricted – and
are earmarked for the University’s fundraising operations and Presidential Advancement Initia-
tives. The following chart details these earmarks.
The second largest source of funds is interest earnings on the Foundation’s short-term invest-
ments. This source is projected to provide $1,037,600 for FY 2012-13. Six investment pro-
grams make up this category, which accounts for approximately 6.9% of the Business Opera-
tions and Unrestricted revenue budget. These earnings are determined by the Controller’s Of-
fice at the end of the previous calendar year and then forwarded to the Office of Budget and Fi-
nancial Planning for inclusion in the Foundation’s revenue budget. The short-term investment
income source is comprised of the following programs:

Earnings on short-term investments decreased approximately 13.9% from FY 2011-12. The
earnings on short-term investments generally follow the overall financial market and short-term
interest rates’ performance.
The third source of funds is from earnings on unrestricted endowments. These earnings are esti-
mated to be $978,100 for FY 2012-13. There are currently eleven unrestricted endowments
designated for basic, but unspecified, institutional support, detailed as follows:
Expenditures
Driven by the projected revenues described on the previous pages, the recommended expendi-
ture budget was developed by President James R. Ramsey for the Foundation Board of Direc-
tors’ consideration. The FY 2012-13 recommended expenditure budget consists of many on-
going programs funded on a year-to-year basis. Expenditures in the unrestricted budget cover a
wide spectrum of programs that positively impact the University community as well as the en-
tire Louisville metropolitan area. The following depicts these expenditures graphically:

Fundraising
A plan to budget the University’s fundraising operations on a 1.98 % percentage of the total en-
dowment’s market value was developed several years ago and continues today. For FY 2012-
13, this percentage calculation of the two highest market values in a three-year moving average
of endowment market values recorded on December 31 of each year is approximately $13 mil-
lion. This represents an increase of 3.1% from FY 2011-12.
Development operations focus on:
Increasing endowment growth,
Increasing philanthropic support to the schools and colleges,
Providing staffing for University and Presidential fundraising priorities.
Charting Our Course
University Advancement’s major fundraising activities are currently focused on the “Charting
Our Course” campaign, the largest fundraising campaign in the University of Louisville’s histo-
ry. This bold fundraising campaign originally sought to raise $750 million in private support
by July 2013. However, in response to the ongoing success of the campaign, at its July 2011
meeting, the University’s Board of Trustees approved increasing the campaign goal to $1 bil-

Charting Our Course
Despite a series of budget cuts and shrinking state sup-
port, President James R. Ramsey has led the University to
become one of the country’s premier metropolitan re-
search institutions and a driving force behind our local
and state economies. To finish the journey set forth by
the Kentucky General Assembly and increase the Univer-
sity’s level of positive economic influence, UofL has
launched a $1 billion capital campaign — Charting Our
Course. Funds generated by the campaign will ensure the
University remains a catalyst for economic growth, the
families of Kentucky have access to quality higher educa-
tion, the University continues to attract the highest-
quality faculty, and the University researchers have the
necessary resources to translate new knowledge into real-
world situations. The campaign is set to run through July
2014. “There is much to do to reach our goals,” said
President Ramsey. “We are, and will continue to be, chal-
lenged by tightening budgets and decreasing state support
— a fact that makes this campaign that much more ur-
gent.”

endowments. The large growth in the endowment base due to this campaign allows for a higher
spending policy.

Foundation Business Operations
Each year, a portion of this budget is set aside to cover the business operations of the Founda-
tion. This year, $409,850 is allocated to fund University employees conducting business for the
Foundation. In addition to this amount, $45,300 is allocated to cover the Foundation’s external
audit expenses. The Foundation will continue to utilize BKD, LLP as its external audit firm.
This budget also includes $52,000 for general and casualty insurance for Foundation property,
and $75,000 for Foundation legal expenses. Finally, $205,260 is earmarked for the mainte-
nance and operation expenses for Foundation-owned buildings. These facilities include Amelia
Place, Humana Gym, Kidney Dialysis Building, and Annsley House.
Other Unrestricted Funds
In addition to supporting the Office for University Advancement and other fundraising initia-
tives, this budget recommendation also includes funds to support educational activities such as
academic program enhancement and other margin of excellence initiatives.
To promote the University of Louisville and its programs, several important Public Information
and Community Relations initiatives are funded through the unrestricted budget again this year.
The largest component of this section of the budget is the Presidential Advancement Initiatives.
These funds are utilized to coordinate all entertainment and promotional activities by the Office
of the President throughout the year.
The Foundation will continue to supplement and enhance the University’s student recruiting
efforts by funding $25,000 for the Accolade Program in FY 2012-13.
Various other instructional and academic programs are supported through the unrestricted budg-
et. For example, the Foundation will again support the University faculty by funding the facul-
ty excellence awards for distinguished faculty for their academic service at UofL. Also, funds
are once again allocated for foreign travel for selected faculty interested in studying abroad in

their field of expertise.

Restricted Endowment Funds
Background
Endowment Funds can be either true or quasi-endowments. True endowments are funds do-
nated to the University with the stipulation that the gift’s principal cannot be spent but must
be held inviolate and invested for the purpose of producing income. The income may then be
allocated to program expenditures or reinvested with the principal. Quasi-endowment funds
function like true endowments but are established by approval of a governing board. For pur-
poses of this budget document, both of these funds will be termed “endowment.”
Restricted Endowment Funds held by the Foundation participate in the combined endowment
pool where all funds are co-mingled and invested through external money managers. Begin-
ning July 1, 1997, a policy instituted stipulates that a gift, either restricted or unrestricted,
must be at least $10,000 to be classified as an endowment and participate in the combined en-
dowment pool.
In addition, a small number of donors have placed their endowment principal with a specific
third party money manager. This group of programs is termed the “University of Louisville
Trust.” All or part of this income comes to the Foundation as an annual distribution. The
earnings from these funds are included within this proposed budget. The Foundation, howev-
er, has no management control over the principal of these funds.
Revenue
Restricted Endowment budgets are based on a University of Louisville Foundation approved
annual spending policy of 5.5%. Prior to FY 2010-11, the spending policy was calculated

using the most recent three-year market value average as of December 31 each year. However,
to help mitigate the adverse impact of continuing financial market fluctuations, the Foundation
Board of Directors in both FY 2010-11 and FY 2011-12 approved a spending policy of 5.5%
applied to an average of the two highest market values of the past three years as of December
31 each year. The Board once again approved this calculation methodology for the FY 2012-13
budget. This provided approximately $679,000 in additional spending policy to the units for
FY 2012-13. See page 3 for the additional spending policy amounts that were given to the units
in FY 2010-11 and FY 2011-12.
In addition, for FY 2012-13, the Board also approved a new guideline to ensure that endowment
spending will not decline from their FY 2011-12 budgeted level. The guideline prescribes that
an endowment experiencing a spending policy funding decrease from FY 2011-12 to FY 2012-
13 and whose carry-over from FY 2011-12 is not sufficient to cover the dollar decrease in
spending policy shall receive additional funding from the UofL Foundation to equal their FY
2011-12 budget. State funded endowments (i.e. “Bucks for Brains”) were not eligible to re-
ceive the supplemental funding. Based on unit estimated carry-over amounts, the Foundation
will need to provide an additional $150,000 to the various endowment spending amounts to
bring their respective budgets up to the FY 2011-12 amounts.
Unexpended funds carried over from prior years may be used for one-time, non-recurring ex-
penditures or may be reinvested. While all endowment funds are carefully monitored for adher-
ence to financial policy, Vice Presidents and Deans are required to submit stewardship reports
to ensure that the endowment earnings are used to meet the donors’ intended purposes.
Overall, the FY 2012-13 spending policy for “above water” endowments decreased by an aver-
age of 10.1% over the previous fiscal year. The decrease is due to diminished investment return
rates and a significant increase in the number of “under water” endowments.

“Under water” Endowments
Endowments are considered “under water” when the present market value of a particular en-
dowment is below its historic dollar value, or “book value.” The Uniform Prudent Management
of Institutional Funds Act (UPMIFA), as adopted by the Commonwealth of Kentucky, allows
withdrawing money from “under water” endowments under certain conditions and with re-
strictions. This provision was first allowed in the FY 2011-12 budget and is approved again for
the FY2012-13 budget. The UofL Foundation Board approved a plan that grants a pro-rated
spending policy for “under water” endowments.
Approximately 18.5% of all FY 2012-13 endowments held by the University of Louisville
Foundation are “under water.” This is an increase of 261.2% from FY 2011-12, with an addi-
tional 175 endowments going “under water.” The policy allowing spending on “under water”
endowments cumulatively added $1.9 million in spending policy authority to the units.
Carry-over Funds
Endowments are permitted to carry over unspent funds from the prior fiscal year into the new
fiscal year. The Dean’s and Vice-Presidents work with their staff and the Office of Budget and
Financial Planning to make a reasonable estimate of carry-over funding. Approximately $46.7
million in carry-over funding is budgeted for FY 2012-13.
Expenditures
As state general appropriations support continues to erode, units are increasingly relying on en-
dowments to meet their programmatic needs. The FY 2012-13 budget is comprised of 1,308
restricted endowments totaling $82.3 million. This is an increase of approximately $8.2 million
over last fiscal year.
Projected expenditure budgets from endowments are “program budgeted” each year. Deans and
Vice Presidents are responsible for preparing line item budgets for each endowment within their
college, school, or division. In turn, the Office of Budget and Financial Planning coordinates

the budgeting process and ensures the recommended budgets are realistic, financially sound,
and adhere to policy. For example, the Foundation’s budget policy requires that no more than
80% of calculated earnings be budgeted for continuing annual requirements including salaries,
wages, and fringe benefits, subject to certain exceptions. A copy of the policy is included in the
“Support Materials” section of this document. Finally, the Foundation Board of Directors re-
ceives the proposed budget from the University President, reviews it, and takes action at its
June meeting.
The following schedules show the recommended FY 2012-13 budgets for the various endow-
ment and quasi-endowment accounts. The University Controller’s Office prepared the estimate
of expendable dollars based on the Board-approved spending policy. The Vice Presidents and
Deans of UofL’s various colleges, schools, and unit divisions prepared the operating budget
recommendation using this information. The Office of Budget and Financial Planning coordi-
nated the process and then carefully reviewed the budgets to ensure that they conform to en-
dowment policies and any restrictions imposed by the donor.

Gift Funds
Background
Donations to the University are classified as “current gifts” when the contribution is under
$10,000 or the donor’s intent is to spend the corpus of the gift. Gift programs are established
when the University receives monetary donations that are unrestricted as to their use and pur-
pose. However, donors typically designate the college, school, or division where the funds are
to be expended. Budgeted gifts total approximately $44.5 million for FY 2012-13, which repre-
sents new gifts and accumulated cash balances set aside by Deans and Vice Presidents for spe-
cific purposes.
Revenue
The operating budget for gift programs is budgeted using cash on hand as the standard. That is,
the University units are not permitted to budget pledges or estimates of gift revenue before they
are received. Gift donations are received year round and are normally deposited to the account
in the month they are received. Once the funds are received, the revenue is booked in an appro-
priate gift account within the college, school or division. The budgets shown in this document
are developed from the funds available based on cash on hand.
Expenditures
Unlike the general fund budget, which is developed using revenue and expenditure projections,
the budget for unrestricted gift accounts is based on the actual cash balances as of the end of the
fiscal year. Based on these cash balances, the respective Vice President or Dean is responsible
for establishing the gift program’s proposed expenditure budget. These funds are customarily
budgeted for one-time expenditures but can be held for future use. Thus, any balance remaining
at the end of the fiscal year carries over to the next fiscal year.

Policy on Management of
Endowment and Similar Funds
A. Background:
Because of cutbacks in state support for higher education and the likelihood of continuing
constraints on new appropriations, the University must use all of its financial resources ef-
fectively. The use of endowment funds, gift funds, and similar funds must be used to meet
the University's objectives consistent with donor designations. In the future, these funds
will play a larger part in the overall budget strategy of a college or school and cannot be
viewed as unallocated reserve funds. They must be carefully budgeted and wisely used to
carry out the University's mission of instruction, research, and service.
The following policy guidelines are intended to ensure the effective management of en-
dowment and similar funds and will enable accurate reporting to donors on how the funds
are expended.
B. Definitions:
For purposes of this policy the following definitions will apply:
1. Endowment funds are gift funds that are unrestricted or have been designated to specif-
ic programs by individual donors under the terms of a legal gift agreement. The princi-
pal of an endowment fund, or the face amount of the bequest, can not be expended. In-

stead, it is invested for the purpose of generating annual income which is budgeted each
year for use by the programs specified in the endowment instrument. The principal of
one endowment fund is also referred to as the "corpus" of the fund.
2. Quasi-endowment funds are funds that function as endowments except that the princi-
pal of the fund can be expended under certain limited conditions. Quasi-endowment
funds may be established by action of the University's Board of Trustees, the Board of
Directors of the University of Louisville Foundation, Inc., or by executive manage-
ment. The principal is invested and the annual earnings produced by the fund are spent
like endowment proceeds.
3. The term "similar funds,” for purposes of this policy, will refer to either quasi-
endowments or term endowments.
4. "Program budgeted," for purposes of this policy, is a term applied to the financial plan-
ning process in which program objectives are established, revenues are projected, and
proposed expenditures are reviewed and analyzed to produce an annual operating budg-
et for a specific activity.
C. Policy:
1. Vice presidents and deans will ensure that endowment and similar funds are used for
the purposes intended by the donors. In cases where the fund is unrestricted as to use
and purpose, funds will be expended as approved through the program budgeting pro-
cess.
2. Vice presidents and deans will prepare annual reports on major endowment funds,
briefly explaining how the funds were used by their college or school to meet program
objectives and donor designations. Deans will submit their reports to the University
Provost for central coordination and review. These will be forwarded to the President,
who will inform the donors as appropriate. Vice presidents will submit their reports di-
rectly to the President.

3. Endowments and similar funds will be "program budgeted" each year for revenue and
expenditures. The Office of the VP for Finance will coordinate the budgeting process
and will ensure that the budgets are realistic and on a firm financial footing each fiscal
year. Units will actively participate in this process with the Office of the VP for Fi-
nance.
4. Once approved in the budget process, planned expenditures from endowment earnings
will be budgeted in the units' annual operating budgets. These funds must be used to
meet specific program objectives consistent with donor designations. Furthermore, all
budgets developed for these funds will be included in the University's overall budget,
submitted to the Board of Trustees. The Controller's Office will ensure that expenditure
budgets are not over-expended and that expenditures conform to the annual operating
budget.
5. The annual spending rate for endowment and similar funds is established by the Board
of Directors of the University of Louisville Foundation, Inc. Effective FY 2010-11, the
Foundation Board of Directors approved a spending policy of 5.5% applied to an aver-
age of the two highest market values of the past three years as of December 31 each
year. This rate will also be used as the basis for establishing the continuing annual re-
quirement (CAR) budget with the remaining funds used for one time, nonrecurring ex-
penditures. (See section 7.)
6. The principal of an endowment fund will not be expended for any reason. In certain
rare circumstances, the principal of a quasi-endowment fund may be used. However,
the unit requesting this must obtain the written approval of the President or his/her de-
signee.
7. Continuing annual requirements (CARs) including salaries, wages, and fringe benefits
may not be budgeted for more than eighty percent (80%) of the annual spending rate of
the fund, unless the President or his/her designee has specifically authorized an excep-
tion. The remaining twenty percent (20%) may be used for one-time, nonrecurring ex-
penditures that are programmatically justified. The eighty percent (80%) cap on CAR

expenditures is intended to protect future budgets from fluctuations in interest rates and
unplanned growth of the CAR budget.
8. The following guidelines specifically refer to the establishment of positions funded
from endowments and similar funds:
a. If funds are earmarked for the establishment of a faculty position, i.e., an en-
dowed chair, units may not use the funds for other purposes without permission
from the President or his designee.
b. A faculty position funded from an endowment or similar fund will not be estab-
lished until there are sufficient annual earnings to provide the annualized salary
amount for the position plus an appropriate allowance for fringe benefits. Where
special circumstances warrant, the President or his designee may make excep-
tions to this on a case-by-case basis.
c. University units should plan for future cost increases when budgeting endow-
ment and similar funds. Annual salary adjustments, increases in the cost of
fringe benefits, and other non-salary cost increases normally will be absorbed by
the respective fund. When developing budgets, units will ensure that routine cost
increases can be accommodated in future years within the projected available
earnings of the fund. If this is not possible, units must request a budget supple-
ment to support these cost increases.
d. If the annual earnings of an endowment are not sufficient to provide for the full
funding of a faculty position (i.e., an endowed chair), they may be reinvested.
Deans wishing to do this must specify the amount to be reinvested on the En-
dowment Program Budget Worksheet submitted to the Office of the VP for Fi-
nance.
