Bill 38-54

(The 2006-2007 Activity & Sewice Fee Budget Bill}

WHEREAS, The Proviso Language for the 2006-2007 Activity and Service Fee (A&SF) Budget identifies the priorities and decisions of the 2006-2007 ACSF Budget Committee; WHEREAS, Student Government exists to provide for the effective expenditure of student fees in the best interests of the UCF Student Body; WHEREAS, The A t S F Budget Committee established several guidelines, in accordance with Title VIII: The Finance Code, in order to provide each agency and student organization with a fair and impartial budget process; WHEREAS, The deadline set by the A&SF Budget Committee to submit budget requests was November 23, 2005; WHEREAS, The deadline set by the A&SF Budget Committee for student organizations to be registered with the Office of Student Involvement (OSI) was January 20,2006, and all organizations not registered by this date were subsequently zero- funded; WHEREAS, The projected enrollment of UCF students for the 2006 - 2007 fiscal year is over forty-four thousand, and the projected A&SF revenues from these students is expected to total 1 I .3 million dollars; and WHEREAS, The ABISF Budget Committee has finished its recommendation for the 2006-2007 A&SF Budget; THEREFORE, BE IT ENACTED, by the Thnty-Eighth Student Senate of the University of Central Florida that the attached budget be allocated according to the following Proviso Language for the 2006-2007 fiscal year:

(a,) The A&SF Budget Committee recommends that the Multicultural Student Center (MSC) advisoTy bond approve expenditures for all MSC student organizations. The authorizing signatures for MSC expenditure requests shall include two of the following: the MSC Student Director, the MSC Graduate Assistant, or the SGA Comptroller. An Assistant Director of OS1 shall be the authorized advisor signature.

(b.) All A&SF Operating Capital Outlay (OCO) purchases will require the approval of the Student Body President via signature. Student Organizations shall not spend any allocated funds on property classified as OCO. The Activity and Service Fee Business Office shall notify the Comptroller of all Student Government OCO equipment that has been relinquished and the condition of the OCO equipment.

(c.) Agency Line Item 148, President-Elect Transition Fund, shall only be expended by the 2007-2008 Student Body President- Elect, upon final election results being confirmed by the Election Commission. The authorizing signatures for expenditure requests shall be the Student Body President-Elect and the Student Government Comptroller.

(d.) Student Organizations may only use allocated finds for goods and services submitted in the Student Organization’s budget request, unless otherwise approved by the Student Body President and the Student Government Comptroller. The Student Government Comptroller must report all budget reallocations over five (5) percent for student organizations to the Student Senate within 20 days following the approval.

(e.) Student Organizations shall not receive nor be eligible to receive A&SF funding to provide for cash or cash equivalent awards.

(E) Student Organizations shall not receive nor be eligible to receive ALSF funding for mission trips or community service trips, unless a national organization or a University of Central Florida sponsored program provides sufficient documentation for the group’s living arrangements, a specific itinerary of the trip, and a list of activities. Within the Bill, the student organization shall provide a complete breakdown of all proposed A&SF expenditures.

(g.) No student organization can use A&SF funds to purchase ink cartridges or copier toner. (h) Should an agency require additional funding during the fiscal year, the SGA Agency shall notify in Writing the Chair of the

Campus Life Facilities and Services Advisory Board (CLF&SAB) and the Student Government Comptroller. Before being allocated Senate funds, the agency must receive approval from the CLF&SAB committee and the SGA Comptroller via signature. Student Organizations that are members of SGA Agencies shall not receive nor be eligible to receive A&SF
