University-Model® School Certification Information and Instructions

NAUMS Membership (See NAUMS Membership Policy)

As a non-profit 501(c)3 organization, the National Association of University-Model® Schools (NAUMS, Inc.) relies upon membership fees and monetary contributions to provide the support and services necessary for the promotion, implementation, and maintenance of quality University-Model® schools.

Membership fees for Full-Member Schools and Associate Member Schools will be paid on the basis of semester FTEs

Developing or Transitioning Schools will pay base annual fees until the school opens or the transition is complete. Once a school applies for UMS Certification, membership fees must be paid on the basis of semester FTEs. Developing, Transitioning, Associate, and Full-Member Schools should include NAUMS Membership Fees as part of Semester or Annual Registration or Admission Fees.

Candidacy for Certification Instructions

Full-Member and Associate UM Schools:

This section applies to the following types of fully operational schools:

1. Founded as a direct result of the NAUMS Implementation Process 2. Transitioning (or desires to transition) from a traditional or other type of educational model to a University-

Model® school

Administrators/school board members who desire to have their schools officially recognized as University-Model® schools (trademarked name) must be members of NAUMS and pursue UMS Certification. Signing the Membership Application & Commitment Agreement verifies a clear understanding of the trademark University-Model® school and a willingness to pursue and maintain UMS Certification.

* Full-time Student Equivalency

The mark UNIVERSITY-MODEL® SCHOOL is a Certification Trademark which is registered with the United States Patent and Trademark Office. A Certification Trademark can only be used by educational institutions that meet certain standards set by the certifier so only a school that is certified by the National Association of University-Model® Schools (NAUMS, Inc.) can truthfully call itself a UNIVERSITY-MODEL® SCHOOL. It is important to the trademark that only those that are certified use this trademark. Accordingly, NAUMS relies on certified schools to assist in policing this effort to ensure the quality the public is entitled to when it encounters a certified UNIVERSITY-MODEL® SCHOOL. Because the Certification Trademark is registered with the United States Patent and Trademark Office, efforts should be made to ensure that the use of the federal registration symbol accompanies the mark, for example, UNIVERSITY-MODEL® SCHOOL. Any questions related to the proper use of the trademark or to report any misuse of the trademark by others should be directed to Barbara Freeman, NAUMS Executive Director, at (972) 525-7005 or toll free at (888) 485-8525.

For a school to be certified by NAUMS, all Certification Standards must be met (see UMS Standards Checklist). Candidate UM schools will have a three-year period in which to complete the certification process (from the date of the Certification Application).

All schools pursuing candidacy should mail the application, UMS Standards Checklist, and $300 Certification fee to NAUMS, Inc., 103 N. 1st Street, Midlothian, Texas 76065.

Developing Schools:

Representatives from this category are involved in the NAUMS Implementation Process and have made the decision to implement a University-Model® school, which includes becoming a member of NAUMS and signing the UMS Commitment Agreement on the membership application.

For membership, founders of developing schools must submit the NAUMS Developing UMS Membership Application & School Update Form. Upon receipt, they will be invoiced for the annual membership fee of $300, which may be paid by semester. Developing fees paid prior to March 15 ($150) are applicable to the spring semester only. Fees paid after March 15 ($150) will be applicable to the following semester (fall).

Once the developing school becomes fully operational as a UMS (first day of classes), its administrators/school board members must apply to become a candidate for UMS certification (see information under “Full-Member Schools”). At this point, as a full-member school, officials will pay membership fees based on FTEs (see “Full-Member Schools” on page 1).

Developing schools shall use the words “Developing University-Model® school” until they open as a fully operational UMS and apply for certification.

Candidacy for Certification Process

Step 1: Complete/submit Certification Application, UMS Standards Checklist, and certification fee ($300). Note: Schools applying for candidacy are not expected to meet all standards initially, but the Standards Checklist must be submitted. (Schools have a three-year period in which to meet all standards.) Required documents will be submitted and discussed during the on-site visit.

Step 2: Upon receipt of the Certification Application and UMS Standards Checklist, school officials will be contacted for the scheduling of several conference calls and an on-site visit. Candidacy schools will be responsible for a portion of the on-site expenses.

Step 3: Following the on-site visit, the NAUMS Certification Committee will review all data and information and make a recommendation to the NAUMS Executive Director regarding certification or continued candidacy. Once the Board of Directors acts on the recommendation, schools will be notified of their decision within thirty (30) days of the certification visit. In cases where certification is not approved, fees will be refunded unless the school chooses to continue its candidacy while working to complete requirements. Each candidate school has a maximum of three years to meet certification standards. Once standards have been met, a second site visit may be scheduled and Step 3 repeated. In some cases, provisional certification may be granted for a one-year period.

Step 4: In order to maintain certification, annual reports, surveys, and membership fees are required. Every five years, a conference call and on-site visit will be conducted to substantiate continuous improvement as a UMS, as well as standards compliance. If a school loses its certification, or is granted provisional certification, the NAUMS staff will work with school officials toward the development of a School Improvement Plan. A school has two years in which to acquire certification.

Step 5: Once a school is UMS Certified, it is eligible to apply for AdvancED accreditation. Contact the NAUMS Executive Director to begin this process.

School Certification Standards

Purpose The Standards Checklist is designed to provide information that will enable officials of the National Association of University-Model® Schools to determine if a school has met certification criteria as a University-Model® school. The purpose of UMS Certification is to maintain the integrity of the University-Model® school and to assure the quality the public is entitled to when it encounters a certified UMS. It is also designed to facilitate school accreditation.

Description

The Checklist consists of standards that are based on the UMS characteristics found in chapter four of the book Character Driven, College Preparation by Dr. John W. Turner, Jr., as well as the AdvancED Accreditation Standards. The standards in this document provide the basis for UMS Certification. Once a school is certified, it is entitled to all rights and privileges of the trademark UNIVERSITY-MODEL® SCHOOL as set forth by the U.S. Patent and Trademark Office.

Using the Checklist

The Checklist enables school administrators to respond to each standard as follows:

Meets Standard: The school is meeting or exceeding the expectations described in the standard. Does not meet standard: The school does not currently meet the standard.

There is a comment section for each area of standards that can be used to describe the school’s strengths or limitations in meeting the standards.

School Certification Application

Required Documents Documents needed for review should be organized by section in a loose-leaf notebook and made available to the Certification Committee at the time of the on-site certification visit. The notebook should be prepared in a professional manner, including the school name on the front cover and spine.

UMS Certification Notebook

Section I: General Policies: Provide excerpts from Board and Administrative Manuals that address all Foundational Policies (i.e., School Mission/Vision Statements, Guiding Principles, Aims and Objectives). For assistance, refer to the NAUMS Sample Board Policy Manual and web site. Provide a copy of the following in the documentation notebook or in a hanging file available to Certification Team members:

A.1: Statement of School Vision.

A.2/A.3: Copy of school calendar/copies of school schedules for all applicable grade levels, including time spent in

the central classroom for each age group (i.e., K-2, 3-6, 7-10, 11-12).

A.4: School catalogue or similar document that provides course descriptions, prerequisites, parent roles, etc.

A.5: Copy of school’s registration/admission policy.

A.6: Statement explaining how students progress by course, rather than by grade level. Include copies of any

supporting documentation.

A.7: Curriculum Documents (including textbook lists/sample assignment sheets, curriculum

guides/maps/notebooks, scope and sequence charts/lists); include a description of the school’s efforts in developing and aligning curriculum, including the utilization and monitoring of the school’s scope and sequence, curriculum maps, lesson plans (central classroom), and assignment sheets (satellite classroom). This section should also include academic policies related to instruction (i.e., graduation requirements, including types of diplomas; grading/evaluation methods/standards, promotion/retention, and efforts made toward Pre-AP/AP course implementation). The school’s vision/educational philosophy should be reflected in all academic policies and procedures. Describe the school’s student assessment program, including the use of standardized test data to impact instructional improvement and facilitate student intervention and performance.

A.8: Documents from school catalogue, Parent and Student Handbook(s), and/or other similar documents that

explain and describe UMS Parent Roles in the satellite classroom, and how parents function as effective partners with professional educators in the instructional program.

A.9: Documents that will clearly reflect the school’s successful efforts in communicating with parents. These

should include strategies employed for the successful communication between school and home and the professional educator and the parent. Copy of the various parental roles in the UMS (available via NAUMS, Inc.)

A.10: General statements prepared by administrative staff members responsible for observing and assessing the

teaching staff will be helpful in this section. Personnel records that contain teacher evaluation reports, both formal and informal, will also be helpful.

A.11: Textbook lists and a description of the entire process of textbook and curriculum materials selection,

including the role of the curriculum committee, the criteria utilized, etc., should be included. Specify the frequency in which textbooks are selected.

A.12: Policies or communication pieces that indicate that a “strong, student work ethic” is stressed in the academic

program.

A.13: Policies that address the student-teacher ratio at all levels.

A.14: A statement of assurance that indicates that state educational standards are made available to teachers,

discussed during staff development meetings, and utilized as part of the curriculum development process. The use or review of state standards should be an ongoing part of curriculum development, however, school

officials may determine if these standards (or a portion thereof) will be utilized in the academic program. Please indicate whether the school utilizes the NAUMS Essential Curriculum Elements as part of its program (optional).

A.15: A personnel chart that reflects the qualifications of all professional educators (administrative and teaching

staff). Personnel records should be accessible for reference. The chart should indicate position held, number of years experience, degrees, certificates, and other qualifications for the current position.

A.16: Copies of school personnel recruitment and employment policies/efforts. Policies should indicate how

personnel are recruited, trained, supported, evaluated (appraised), and retained.

A.17: Documents that verify the inclusion of all academic policies as contained within the NAUMS Sample School

Board Manual (policies should be customized for the school).

A.18: A copy of the school’s calendar that reflects all professional staff development days and a copy of the

professional staff development plan, including an emphasis on training required as per personnel evaluation/observation records, “best educational practices” research, and School Improvement Plan/Goals, if available. Allocation of resources, including time and finances, should be adequate to support the plan. Strategies for the evaluation and revision of the plan should be delineated.

The recommendation for time spent in professional development activities is six semester hours of credit or the equivalent during each five years of employment. Six semester hours of credit is equivalent to 120 clock hours of participation in professional development activities (e.g., workshops, seminars, conferences, and quality assurance review teams,

accreditation teams). This is subject to change if and when new AdvancED Accreditation Standards change.

C.1: Parent and Staff Agreement (required signature) regarding commitment to the school’s core values and

statement of faith (if applicable) – Parents: on Application for Admission or Registration Forms; Staff: Application for Employment.

C.2: Admission Policies and statements of parental responsibility on admission or registration forms.

C.3: List of character development and parent education materials; include how they are selected and utilized.

Explain how they clarify and reinforce the core values and vision of the school.

C.4: A description of the school’s character development/family ministry program. For help, see the NAUMS

Family Ministry Guidebook.

C.5, C.6: Copies of the Student Code of Conduct, Dress/Uniform Code, disciplinary policies, and student incentive

policies. Explain how these policies are utilized to manage student behavior in a positive, uplifting fashion and in accordance with God’s word.

C.7: Copies from documents that address all Character Development/Family Ministry policies contained within

the NAUMS School Board and Administrative Manual. Refer to the NAUMS Family Ministry Guidebook.

S.1: Eligibility Policy for participation in sports, other extracurricular activities (if applicable).

S.2, S.3: Copies from the school catalogue or other documents that verify the involvement of the coach/sponsor and

the parent working in partnership to ensure successful and meaningful student activities (include purpose of activities, required prerequisites, appropriate roles of parents, and qualifications of coaches/sponsors).

S.4: Student Activities Policies that verify that coaches/sponsors (the school) emphasize the development of

Christian character and a strong student work ethic (including athletics).

S.5: Copies from documents that address all Student Activities policies contained within the NAUMS School

Board and Administrative Manual.

P.1: Copies of policies and procedures that explain how the school board and administrative leaders of the

school are involved in continuous school improvement, particularly the instructional program.

P.2: Copies of policies that reflect a clear understanding of the roles/responsibilities of the administrative head of

school.

P.3: Copies of policies and a description of how all stakeholders are involved in the decision-making process,

including school improvement.

P.4: Copies of policies and a description of the personnel evaluation system and how professional growth for all

employees impacts the growth/success of the school (professional and paraprofessional employees).

P.5: Policies and procedures that clearly describe the financial/accounting system utilized by the school.

P.6: Copy of the School’s Crisis Management Plan, including a description of employee training to ensure the

protection/safety of students/employees. Records of fire drills and other emergency drills should be provided.

P.7: Policies and a description of how counseling and guidance needs of students are met (general and college).

P.8: Copies of Certificate of Occupancy and other applicable documents, including fire marshal reports (if

available through church only, a statement from church officials will suffice).

P.9: Copies of all policies delineated in this standard should be provided.

P.10: Verification of insurance provision as indicated.

P.11: Copies of budget and financial reports for the most recent fiscal year and current month at the time of the

onsite visit (i.e., P & L Statements, Balance Sheets, etc.). Documents and policies should verify financial stability of school. Financial reviews/audits should be in place or planned for near future. A policy addressing this need should be in place.

The University-Model® School

The UMS is designed to bring together the best attributes of traditional schooling with the best attributes of home schooling and integrate them into one model. The immediate goal is quality, cost-effective, college-preparatory education accomplished in a way that gives parents more time for imparting the Christian faith and values they hold precious. The ultimate goal is that of producing wholesome, competent men and women of Christian character who make a positive difference in the next generation. It is also hoped that University-Model® schools will gain nationwide acceptance among parents and educators as a schooling alternative that is needed in every community.

A fully developed University-Model® school consists of three interdependent, educational programs. They are the Academic, Character Development*, and Student Activities programs. All three work in support of and in dependence upon each other for optimum effectiveness. Each program utilizes an integrated approach involving the professional educators at school and the willing parent at home. To coordinate the interdependent work of the three programs, it is also necessary to provide centralized Program Support functions, including administrative, business, and property management.

Summary: Major Components The Academic, Character Development (Family Ministry), and Student Activities programs of a University-Model® school work together interdependently in partnership with parents, integrating into one model the best of traditional schooling with the best of home schooling. When parents actively mentor their children in ethical and character matters, and when qualified, professional instructors are dedicated to building upon the Christian foundation laid by those parents, then all of these programs combine to provide a dynamic preparatory environment, not only for college, but also for life.

*The UMS Character Development Program was expanded in 2007 to include Family Ministry. Through the NAUMS Family Ministry Guidebook, schools have the opportunity to glean valuable information for implementing and/or improving character development and parent training efforts.

The Academic Program

The Academic Program oversees the entire system of courses, teaching personnel, and standards patterned in many ways after a typical university.

A.1: The school has a vision that is compatible with the guiding purposes of the UMS: to preserve and strengthen the God-ordained family relationship and to offer students the opportunity to achieve a high level of academic excellence, as well as the vision supported by the national ministry: to strengthen America’s families and values by helping parents prepare college-worthy, character witnesses of Christ for the next generation.

A.2: The school manifests the necessary elements of a college-simulated scheduling of classes, organized in 16 to 18 week semesters, with most secondary classes meeting three hours a week---either one hour on Monday, Wednesday, and Friday (MWF) or one and one-half hours on Tuesday and Thursday (TTh). At the elementary level, schools should schedule students in the central classroom two (2) days a week (recommended) or three (3) days a week (permitted), gradually moving toward a college-simulated schedule for upper level students.*

A.3: All academic classes are offered as single subject and single grade-level classes in order to best utilize available instructional time.*

A.4: Course prerequisites are established to provide teachers with a clear starting point for each semester’s instruction (primarily secondary level).

A.5: The school requires semester-by-semester registration (i.e., new students are not admitted after a semester is underway).*

A.6: At all grade levels, course registration is flexible enough for students to advance by individual course rather than by complete grade level.**

A.7: Well-developed and clearly articulated curriculum documents are in place that assure continuity of instruction between courses/grades and between the central institution and satellite classroom. Student assessment is a viable, effective part of curriculum development and instructional improvement.

A.8: The school utilizes instructional designs that effectively integrate the educational responsibilities of parents with those of teachers. Each course at each grade level has a defined and appropriate off-campus “satellite” role for parents that gradually decreases their academic (direct teaching) responsibilities while increasing those of the student (dependent and independent study) as he or she progresses through the grade levels (parent roles available via NAUMS).

A.9: The school employs effective methods of teacher-parent communication (assignment sheets, letters, etc.). A.10: Teachers organize instruction that includes parents as off-campus partners; they serve as positive

character role models, demonstrate course mastery, communicate effectively, and motivate/inspire students toward learning.

A.11: The school utilizes educational materials that are both academically sound and parent-student friendly. A.12: The school stresses academic standards while emphasizing a strong student work ethic. These standards

include the rigor expected in a college-preparatory institution (i.e., appropriate college preparatory levels of work outside the classroom).

A.13: For effective teaching in a reduced-time central classroom, the school employs the following student-teacher ratio limits: Elementary—18:1 (16:1 highly recommended); junior high—20:1 (18:1 highly recommended); and high school—24:1 if necessary to accommodate graduation requirement needs (20:1 highly recommended).

A.14: The school’s academic standards meet or exceed those set by local or state government. A.15: UMS Instructors and administrators hold certification or degrees for positions. Consideration may be given

to a portfolio of experience, training, or education in the field of teaching or position that demonstrates the person is qualified for the position.

A.16: The school recruits, employs, and mentors qualified professional staff capable of fulfilling assigned roles and responsibilities.

A.17: Policies must be in place that address all academic areas of the NAUMS School Board and Administrative Policy Manual (sample manual available via NAUMS).

A.18: The school maintains a continuous program of instructional improvement, including professional staff development based on the needs of the school and its teachers (via school improvement plan and personnel assessment).

The Character Development/Family Ministry Program The Character Development Program oversees the systems set in place to (1) keep parents confident, competent, encouraged and involved with their children; (2) reinforce values that the parents are on record as teaching at home in the satellite classroom; and (3) enforce the behavior and discipline policies of the school from a character development point of view.

C.1: The school employs the use of an agreed-upon statement of the school’s core values in both the enrollment and hiring processes of the school (example: statement of basic Christian doctrine). Parents and teachers alike are required to indicate explicit agreement with and personal commitment to the school’s statement of core values. The school’s core values and foundational beliefs support the school’s vision (see A.1).

C.2: The school has admission policies that confirm parents as accepting primary responsibility for student supervision in the satellite classroom, as well as accepting their role in partnering with professional educators in the discipline of their child (children) in the central classroom.

C.3: The selection of character development and parent education materials includes those that clarify and reinforce the agreed-upon core values and vision of the school. The materials are utilized by teachers, staff members, and parents in a structured manner.

C.4: The school has an organized system for encouraging and equipping parents to fulfill their vital role in the educational and Christian community. The system may include seminars, communication devices, conferences, etc. (Family Ministry).

C.5: The school utilizes written policies of student behavior (i.e., Student Code of Conduct, Dress Code, etc.). C.6: School policies include written procedures of school discipline. C.7: Policies must be in place that address all Character Development/ Family Ministry areas of the NAUMS

The Student Activities Program

The Student Activities Program oversees the development of students through activities that are built around their own special interests, talents, and abilities. These include student government, sports, student organizations, various performing groups, clubs, etc.

The importance of the Student Activities Program to the total development of a University-Model® school should not be underestimated. The opportunity to help develop students by accessing desires, interests, aptitudes, and motivations that they already have offers untold advantages. With these students already motivated from within, involvement in these activities may be the reason some students will more naturally want to develop practical life skills like goal-setting and time management.

S.1: Participation in UMS student activities is conditional upon satisfactory academic performance (Eligibility Policies).

S.2: The school has implemented an integrated student activities instructional model that properly blends the role of the instructor, coach or sponsor with that of the parent in ways appropriate to the student’s age (i.e., assignment sheets to parents encourage them to participate with their children during practice sessions, etc.).

S.3: Professional instructors or sponsors in the areas of physical education, debate, and other extracurricular activities, work in partnership with parents.

S.4: In all student activities, instructors, coaches and sponsors emphasize the development of Christian character and a strong student work ethic.

Program Support

To coordinate the interdependent work of the three main components of a University-Model® school: Academic, Character Development (Family Ministry), and Student Activities, it is also necessary to provide centralized Program Support functions, including administrative, business, and property management.
