He/She shall guide and manage the sporting activities of the Commission of the United World Karate Federation (UWKF) including the coordination of doping control and is also responsible for proposals of development and changes to the Rules and Regulations of sports activities in each Commission as well as for the amelioration of competition systems. B. By-Laws for the Sports Commission: 1. Composition:

The Sports Commission shall be composed of the Sports Director of the UWKF, who is the Chair of the Commission, and at least one (1) member from each Commission i.e. General Karate, Traditional Karate and Contact Karate from each of the Continental, Regional or National Federations. Members may only be nominated provided they have the agreement of their member National Federation and Continental structure.

2. Role and Functions: The Commission supports the work of the Sports Director of the UWKF. Its main tasks are: a. to elaborate programs for the UWKF; the Sports Commission must

communicate with the member Continental, Regional and National Federations which are candidates to organize the UWKF Championships.

b. to act so that the sporting events registered in the UWKF calendar can be organized according to the Rules.

c. to assist and offer advice to the organizer of events. d. to study the competition system and the rules that are likely to improve them. e. to examine all questions linked with the sporting aspects of Karate discipline. f. to be responsible for the medical aspects of Karate and also collaborate with

the various Medical Directors for questions concerning anti-doping control. g. to organize courses, seminars and exhibitions and educational forums on a

UWKF level. h. to meet with the Refereeing and Education and Coaching Commissions to

ensure all UWKF technical matters are discussed and agreed upon. i. to carry out and study issues assigned to the Commission by the EC. j. to ensure use of the annual budget is done in the most efficient and effective

manner. k. to approve tournament sites and technical personnel for all UWKF

Championships from a sporting perspective. l. to maintain updating of the Sports and Organization Rules.

SPORTS AND ORGANIZATION RULES

1. PREAMBLE The Sports and Organization Rules (SOR) of the United World Karate (UWKF) in conjunction with its Statutes, By-laws and Refereeing Rules are the binding documents for the organization and conducting of the United World Karate Master, Veterans, Senior, Juvenile, Junior and Infantile Championships (Championships) and all competitions held under the responsibility and auspices of the UWKF. The SOR also services as guidelines for the organization of Karate competitions on other levels. The organizing and conducting of the Championships are the concern of the following groups: the UWKF, the organizational area to which the Organizing Continent, Region or National Federation belongs and the Organizing Country Organization (ORCO), which is being authorized by the Congress of the UWKF to organize and conduct a Championship. The UWKF Vice President assigned, is to be consulted in any questions or issues that may arise and supports the UWKF and the ORCO. The ORCO must name an Organizing Committee (Organizers) to be responsible for and deal with the organization of a Championship. The ORCO will, in any case, be responsible to the Executive Committee (EC) of the UWKF for the proper organization and conducting of a Championship. For Championships, a UWKF Organization Commission will be appointed by the EC of the UWKF which has the responsibility to assist the Organizer and to supervise the organization of the Championships so long as the activities of the UWKF Organization Commission do not interfere with the statutory duties and responsibilities of the Refereeing and Sports Directors. The EC of the UWKF has the final appellate jurisdiction to resolve any dispute or disputes that arise(s) and cannot be concluded by negotiations between the Organization Commission and the Organizers.

An ORCO granted the responsibility to organize and conduct a Championships is required to work out a proposal concerning its organization on the basis of the SOR and the local conditions. The EC of the UWKF will support the Organizers by giving guidance, technical assistance and providing the necessary control. The holding of a Championships and the work of the referees will be supervised by the UWKF. 2. BASIC PRINCIPLES The SOR is binding for all competitions held under the responsibility and the auspices of the UWKF. It shall also serve as assistance and guidelines for the organizers of national, regional and other Karate competitions. The Refereeing Rules must be applied to and observed at all UWKF Tournaments and Championships. Anyone organizing and conducting a Championship and wishing to depart in any way from the SOR must obtain permission in writing from the EC of the UWKF. 3. ALLOCATION OF THE CHAMPIONSHIPS The Congress of the UWKF shall allocate its Championships. In exceptional cases, the EC of the UWKF may make such allocations on behalf of the UWKF Congress.

a. Control Over Regional Karate Competitions: The UWKF shall accept the control over continental, regional Karate competitions whenever this is so directed by its EC or the Congress of the UWKF. This requires, however, adherence to the Statutes, By-laws, SOR and Refereeing Rules. In such Karate competitions, refereeing and technical organization should be dealt with by the Vice President assigned and supervised by the officials nominated by the UWKF for the event.

b. General Principle for Competitions: The UWKF recognizes men’s and women’s competitions. Contests between men and women are not permitted.

c. Media Rights: Note: The regulations covering television, radio, film, photographic and advertising rights are to be developed by the media commission of the UWKF. The regulations, once approved by the EC, will become a part of SOR.

4. CALENDAR a. UWKF Championships (senior men and women - Shiai, Kata and Team) will

be conducted annually in accordance with a schedule approved by the EC of the UWKF.

b. UWKF Junior Championships (men and women under 20) and Juvenile (men and women 15 and 16 years of age) will be conducted annually in accordance with a schedule approved by the EC of the UWKF.

c. UWKF Infantile Championships (female and male 11 to 12 years of age and 13 to 14 years of age) will be conducted annually in accordance with a schedule approved by the EC of the UWKF.

d. United World Karate Championships (senior men and women) will be conducted every year in March in accordance with the schedule (same monthly period)

e. Junior United World Karate Championships (for men and women under 20) will take place every year in June in accordance with a schedule approved by the EC of the UWKF.

f. The Sports Director shall prepare an annual calendar (United World Karate Federation) which identifies the events of the UWKF and other international events of interest to the ORCO (International Federation) of the UWKF and for several years in advance whenever possible.

g. The United Karate Calendar will include: i. only those events that are international in nature and are

conducted pursuant to the Sports and Organization and Refereeing Rules of the UWKF.

ii. main activities of the UWKF including, but not limited to, its Championships, Cups, and Seminars

5. AGE GROUPS

UWKF Championships: a. Senior men and women: The minimum age is sixteen years of age for

kata, and 18 years for kumite. All formats permitted b. Junior Men and women under 21 years of age: 17, 18 and 19 and 20 years

of age (calendar year). All formats permitted. c. Juvenile female and male: 15 - 16 years of age (calendar year). General

and Traditional formats permitted. Contact format restricted. d. Infantile female and male: 11 – 12 years of age (calendar year) and 13 –

14 years of age (calendar year). Contact format prohibited. e. Masters (Veterans): Master competition has been approved to be

conducted. The age categories are as follows:

Ages: 40-44, 45-49, 50-54, 55-59, 60-64, 65-69. In the event of entry of older competitors, special arrangements can be made by the organizing committee.

For the competitors who have not attained their majority, the entering ORCO shall obtain authority from their parents.

6. WEIGHT CATEGORIES The following weight categories will be utilized in the UWKF Championships and competitions held under the auspices of the UWKF:

8. SYSTEM OF COMPETITION

a. Six or More Competitors: The competitors are divided into two (2) tables, designated Table A and Table B, by means of a draw, and a single-elimination system (sometimes called a “knock-out” system) is to be used to produce two (2) finalists. The winner of the final match will be awarded 1st place, the loser 2nd place. The 1st place winner will have no losses, the 2nd place winner will have lost only to the 1st place winner. The two

competitors who lost to the finalists in the semi-final matches are placed in the final matches of the repechage bracket and will compete for the two (2) third places.

Tables A and B are each divided so that four (4) quadrants designated A1, A2 and B1, B2 are created. Competition in the winner’s bracket continues until each quadrant has a winner (4 individuals). These four competitors are the semi-finalists. All of the competitors who were defeated by the winners of A1, A2, B1 and B2 are allowed to compete in a “repechage” of their respective quadrants. For Pool A1, the first competitor who lost to Pool A1’s winner fights the 2nd competitor who lost to Pool A1’s winner; the winner of that match fights the 3rd competitor who lost to Pool A1’s winner, etc. The same elimination matches occur for the repechage of A2, B1 and B2. The winner of the A1 repechage competes against the winner of the A2 repechage. Similarly for B1 and B2. The final contests for 3rd place will be: The winner of each repechage (A and B) against the loser of the semi-final of the opposite Table (B and A). Thus the name “cross-over” repechage. The winners (2) of those fights are placed third; the losers (2) are placed fifth. A “bye” is not a win and the competitor is not called to the tatami. A forfeit is considered a win. Refer to Exhibit “1” – Example of Repechage and Classification Any competitor disqualified by direct hansoku-make may not be eligible for repechage. If the disqualification resulted from a use of prohibited technique but was not contradictory to the spirit of Karate, the competitor will maintain his/her placing. If the disqualification is for action contradicting the spirit of Karate, the competitor will not place. The jury designated by the Executive Committee of the UWKF will rule whether the action contradicts the spirit of Karate. Note: The SOR will include the rule regarding Hansoku Make, when approved by the Congress.

b. Less than Six Competitors: The System of Competition will be the Round Robin in which every competitor competes against every other competitor.

FIRST: The number of wins.

SECOND: If after considering the number of wins there is a tie, the results will be decided on the number of points scored.

THIRD: If after considering the number of wins and the points scored there is still a tie, the winner of the head-to-head competition between the two competitors who are still tied determines the winner.

FOURTH: In the event three or more are still tied in wins and points for any place (first, second or third), those competitors tied must contest again, utilizing the Golden Score, to determine the order of finish.

Direct Hansoku-Make All the points that have been received by the competitor awarded the penalty are erased, lost or removed.

Bye:

A bye is not a win and the competitor is not called to the tatami.

Medals to be awarded: - Four competitors: Four medals (Gold, Silver, Bronze (2)

- Less than four competitors: One competitor – Gold Two competitors – Gold and silver Three competitors – Gold, Silver and Bronze

Medals will be awarded regardless of whether a competitor recorded a win.

c. Team Competition (Senior Men and Women): (1) Number of Competitors:

The team events in the UWKF may consist of not more than five competitors and not less than three competitors. There may be up to five reserves. In order for there to be competition, for which medals are awarded, there must be at least three teams registered.

(2) Categories of Competition:

Men: Up to and including 66 KG (66KG) Over 66 KG up to and including 81 KG (81KG) Over 81 KG up to and including 90 KG (90KG) OPEN (OPEN)

Women: Up to and including 52 KG (52KG) Over 52 KG up to and including 63 KG (63KG) Over 63 KG up to and including 70 KG (70KG) OPEN (OPEN)

The team contests will be fought in the above order. (3) Age: The age ranges identified in paragraph 5 (Age Groups) will apply.

(4) Refereeing: Each team has to bring a minimum of One (1) UWKF Regional and One (1) National Referee. The contests will be refereed by UWKF Referees in accordance with the Refereeing Rules of the UWKF. For each contest, between and five referees will be appointed who will not be of the same country as the competitors. In no circumstances may the competitors or their representatives consult the Refereeing Commission. The Commission is not an appeal’s jury. No protest against the referee’s decisions will be accepted. (5) System of Competition:

The method of competition will be the elimination system with double repechage, i.e. the teams will be divided into two tables (four groups) by means of a draw and an elimination system will be used to produce two finalists who will contest for

the Gold medal. The winner receives the Gold medal and the loser the Silver medal. All teams defeated by the group winners A1, A2, B1 and B2 will take part in the repechage of their respective pools according to the elimination system: The final contests of repechages will be against the losers of the final of each respective other table. The team winners (2) of those fights are placed “third”, the teams losers (2) of those fights are placed “fifth”. There must be a minimum of three teams in order for there to be competition for which medals are to be awarded. In the event there are less than six teams, Round Robin competition will be utilized. (6) Composition of the Teams: Before each contest, the team leader must present to a designated representative of the Organizers the composition of her/his team. At the beginning of each contest he/she has the right to replace one or several competitors by other(s) competitors of the corresponding weight category. It is important to note that once it has been REI (saluted) No changes can be made in that contest. (7) Duration of Contests (real contest time): The time limits identified in Paragraph 7 (Time Duration of Contests) will apply. The number of contests won will decide the winning team. If the number of contests won is the same, the result will be decided on the number of points scored. In the case that the number of victories and points scored are equal (tie), the contest(s) with a draw result will be repeated, utilizing the Golden Score. (9) Anti-Doping Control:

The anti-doping control will take place after the final contest. From each medal winning team a competitor, having participated in the last fight, determined by draw, will be subject to the control. (10) Details of contest between teams – see Exhibit # 27B

a. Kata Competition – for system of competition refer to exhibit # 28 and official entry form exhibit #29

(11) The regulation regarding direct Hansoku-make, positive testing and failure to present to initial contest will be included when approved by the UWKF.

9. ENTRIES and LEGAL OBLIGATIONS

a. The participating UWKF must submit the following forms: Exhibit # 26 and 31 and 33 one months, respectively, before the date of the competition. For the UWKF Championships, the ORCO will be allowed, by the UWKF during the official control of the registration, to replace one or several competitors by one or other competitors. However, if no competitors are entered in a category, a RF shall not be permitted at the control to enter a competitor. NOTE: The entries for the Open Categories must be confirmed or done the day before the competition for the Open Categories. Only the names of the competitors duly entered following the above procedure will be drawn.

b. For the UWKF Senior Championships (Shiai), Each Regional Organization will participate freely in each weight division in female and male).

c. For the UWKF Kata Championships, each RORG participation of couples will be free in female and male

d. For the UWKF Team Championships, each RORG may enter multiple teams in both women and men.

e. For the UWKF Junior Championships (female and male under 20), Each Regional Organization will participate freely in each weight division in female and male).

f. For the UWKF Juvenile Championships (female and male: 15 to 16 years of age – calendar year), Each Regional Organization will participate freely in each weight division in female and male).

g. For the UWKF Infantile Championships (female and male: 11 to 12 years of age and 13 to 14 years of age – calendar year), Each Regional Organization will participate freely in each weight division in female and male).

h. Competitors from three different RORG must compete in a category in order for that category to be held in the Championships.

i. Competitors may only be entered in the weight category to which they belong and for which they have been registered.

j. A competitor may not be entered in more than one weight category except for the UWKF Senior Championships in which he/she can be entered also in the Open Category.

k. In the Junior, Juvenile and Infantile Championships, the competitors can only compete within the ages specified for each Championships

l. The participating RORG shall ensure that all competitors present release/waiver forms at the accreditation; and in case of minor’s participation, the coach presents a power of attorney to act in any situation.

10. APPLICATION TO HOLD CHAMPIONSHIPS Any National Federation which is in good standing with the UWKF may apply to hold a Championships. The application must be submitted in writing and sent to both the Executive Director and the Continental General Secretary of the UWKF. It should contain all data required by the Statutes, By-laws, the SOR and the Refereeing Rules. The application must contain the following as well as the information required by the Organization of Events (check list) of the SOR exhibit # 39.

a. Name of the event. b. Female and male. c. Age group. d. Weight categories, designation of Kata and Team categories, when applicable. e. Place and date of holding the Championships. f. Number of days of the competition and extra days. g. Assurances of: (1) Observance of Statutes, By-laws, Finance Rules, SOR and Refereeing Rules of the

UWKF. (2) Unimpeded entry into the province and participation in a Championship for the

The National Federation shall submit its application to hold a Championship to the Executive Director and UWKF General Secretaries at least six months before a Congress. After the UWKF Championships (Senior/Junior) has been allocated, the National Federation shall deposit with the Treasurer of the UWKF a sum of $10,000.00

(dollars), in kind contribution is also permitted provided it amounts to the required amount. This sum will be used not only as a guarantee but also for offsetting the expenses of the UWKF Organization Commission for the control and the preparation of the Championships. After the UWKF Championships for Juvenile and Infantile has been allocated, the National Federation shall deposit with the Treasurer of the UWKF the sum determined by the EC. The sums, minus the expenses mentioned above, shall be returned to the National Federation by the UWKF whenever the Championships have been achieved to the satisfaction of the UWKF. Should the Championships be canceled, or the approved date changed, by the National Federation, all or part of the deposit following a decision of the Congress of the UWKF may be forfeited to the UWKF for the payment of costs. In case the costs exceed the deposit, the UWKF may file a claim against the National Federation for the remaining cost.

11. TV BROADCASTING RIGHTS NOTE: The regulations covering TV broadcasting rights are to be developed.

12. RESPONSIBILITY OF THE ORGANIZING CONTINENTAL, REGIONAL or NATIONAL FEDERATION. The OPRO, in the person of the Chairperson of that Continental or Regional Federation, shall be responsible to the UWKF for strict adherence to the Statutes, By-laws, the Finance and Accounting Procedures, the SOR and the Refereeing Rules as well as for the good and proper conduct of the UWKF Championships. OBLIGATIONS TO BE UNDERTAKEN BY THE ORGANIZING REGIONAL ORGANIZATION.

a. Personnel and Equipment: An National Federation staging a Championships acts at the direction of the UWKF and shall be fully responsible for the proper preparation of a Championships. On the basis of the SOR, it shall guarantee all necessary material and personnel conditions. The National Federation shall take all necessary action to provide insurance coverage against civil liability for the duration of a Championship. b. Congress and Meetings:

When conducting a UWKF Championship, the National Federation shall also provide the necessary facilities to carry out a Congress, when such is scheduled, of the meetings of the EC, of the Sports Commission, of the Refereeing Commission and of the Education and Coaching Commission of the UWKF, the UWKF Convention. If the EC of the UWKF deems it advisable, a Medical Symposium. For the Congress of the UWKF, the National Federatrion must ensure simultaneous translation in the official languages of the UWKF. c. Financial Obligations: The National Federation shall fulfill the financial obligations enumerated in the contract. d. The National federation will submit the following questionnaires to the EC of

the UWKF: First: Three-Month Questionnaire- Refer to Exhibit “3” This questionnaire to be submitted to the UWKF Sports Director three months prior to a Championship. Second: Six-Months Questionnaire - Refer to Exhibit “4” This questionnaire to be submitted to the UWKF Sports Director six months prior to a Championship. e. Transportation: The National Federation must make available a means of transportation to facilitate the arrivals and departures of the officials and participants between the station (bus or train) or the airport and the place of accommodation, and also between the competition venue and training sites and the place of accommodation. These transportation arrangements are only made available to participants who stay in the official hotel designated by the National Federation. A means of specific transportation must be provided for the duration of the event for: - the President - the General Secretary

- the General Treasurer - the Sports Director - the Director of Education and Coaching Commission - the Refereeing Director - the Sports Commission - the Refereeing Commission - the referees designated by the EC of the UWKF - other officials designated by the EC of the UWKF. f. Anti-Doping Control: The National Federation in conjunction with the Medical Commission of the UWKF shall take all necessary measures for carrying out the anti-doping control and for ensuring that the samples are analyzed at an internationally authorized laboratory recognized by the IOC. The control must be done according to the regulations of the IOC and WADA. The expenses shall be borne by the National Federation. In the UWKF Senior Championships the anti-doping control is carried out for each weight category on three competitors: - The first one is the Championships winner. - One of the three other medal-winning competitors chosen by lot. - One of the 5th and 7th placed competitors chosen by lot. During other UWKF tournaments, this arrangement may be modified according to available resources. But where possible, this format should be adhered to. It must include at least one competitor in each weight category drawn by lot from the four medalists. For team championships, the control will take place after the final contest. For each medal winning team, a competitor, having participated in the last contest, determined by draw, will be subject to the control. The process of drawing lots in order to determine the competitors to be checked is carried out by a small committee meeting at the initiative of the physician mandated by the UWKF for the event in question. This committee consists of: - the physician mandated by the Sport Director of the UWKF, - a Official from the event’s Organizers, - a member of the NO of the host county,

- the host provincial or regional’s doping control officer, if any. The practical procedures relating to drawing lots are up to the physician mandated by the UWKF. The drawing is made during the competition, after the table finals and before the matches for the podium positions (third places and finals). A sealed box will be placed at the central table at the venue to deposit any therapeutic notifications concerning a competitor – see exhibit # 35. The notification concerning the particular competitor must be deposited before the start of the competition. g. Gender Control: All questions and situations involving gender control or requests for such, will be the exclusive mandate of the UWKF EC. h. Access to the Continental, Regional of the National Federations: The National Federation must use its best efforts, via the responsible authority of its country that the UWKF officials, the officials of the UWKF and the competitors wishing to take part in a Championships will be given the appropriate credentials (visas) to enter and depart from its territory. The visas shall be valid for 30 days and be available 30 days before the date of the beginning of a Championship. The NF must use its best efforts to abide by the consular date limits. i. General Program: The National Federation shall work out on the basis of the SOR, a detailed program containing all dates, activities and sites which are in any way connected with a Championship to be organized. This program must be coordinated with the Organization Commission of the UWKF at least six months before the date of a Championship. The program shall be sent to each participating National Federation and to all officials of the UWKF at least 30 days before the date of the beginning of the first activity. The program shall also be given to the representative of each National Federation and special guests upon their arrival. j. Accommodations: The National Federation shall communicate to the member National Federations the conditions for accommodation and food at least three months before the date of a Championship. The communication shall contain information regarding the categories of the hotels (minimum three). In order to meet the needs of the participating National Federations, the hotels must be of an acceptable level.

k. The National Federation shall accept responsibility for providing an adequate medical emergency treatment; and for distribution of information and collection of required liability/waiver forms to be signed by all delegates of participating National Organization.

13. OBLIGATIONS OF THE UWKF.

a. The UWKF will give support to the National Federation of its Championships. b. The EC will appoint a UWKF Organization Commission. The Commission is

responsible to the EC for constant contact with the National Federation. It has to assist and to be available to the National Federation for consultation and guidance. It supervises the Organization of the Championships. It can take no action or make any decision that interferes with the statutory duties and responsibilities of the Refereeing and Sports Directors. The EC will hold a meeting at least six months prior to the Championships, at which time an opportunity will be given to the National Federation, the Organizers and members of the LOC, to discuss all matters pertaining to organization with the EC.

c. Six months before the date of a Championship, the EC of the UWKF shall fix the number of referees to officiate and the number of additional officials of the UWKF to be invited for the duration of this Championship.

d. The Executive Director and General Secretaries of the UWKF, at least six months prior to a Championship, shall send to the member National Federations official invitations, the provisional program, general comments on the organization, the regulations and the Entry Forms.

e. The General Treasurer of the UWKF on the basis of the Statutes, the By-laws, the SOR and Financial Procedures shall prepare a contract covering all financial obligations for the organization and conducting of a Championships.

14. ORGANIZATION

a. Information, Booklet and Reception Office:

During a Championship, at least from the date of arrival of the first delegation up to and including the day that follows the last contest of the Championships, the National Federation must set up for all participants a central office, which shall be situated, in the tournament hotel. In case of accommodation being provided at several hotels, the central office will be established at the contest site. This office shall provide all delegations with the information needed for the stay and the participation in the Championships.

A representative should be present at the airport/station (bus or train) to welcome all delegations and provide information regarding further transportation. The address and telephone number of the information and reception office shall be communicated to the organizing National Federation and the officials of the UWKF at least 10 days prior to a Championships. The office should be open 24 hours a day at least on the days of the arrival of the delegations. b. Training: The organizing National Federation shall provide training areas and transportation for all delegations which must correspond to the number of competitors. Training hours should be coordinated with the delegations and included in a training timetable. c. Control Card System: Application: According to the entries of the competitors in the Championships, the o National Federation will receive “start-control cards” for the competitors listed on the entry forms (minimum three weeks in advance). For the other members of the national delegations (coach, doctor, etc.), the Pass will be set up by the Organizers of the Championships on the spot. The National Federation are asked to fill in the “start-control cards”, in capital letters or typewritten as described below. d. Start-Control Card and Its Use: The card requires: family name, first name, provincial or regional, date of birth and weight category of the competitor and the signature of the responsible person of the National Federation. The start-control cards will be utilized as follows: Presenting the cards by the representatives of the National Federation during the “control of registration by nation”. Only one representative must be personally present and submit the start-control cards duly completed for all competitors, as well as their identity documents (passport or official identity card). After the control of registrations and signature by the NO, the start-control card remains with the officials of the UWKF for the draw, while the

representative receives the Pass, which shall be signed by a representative of the Organizers of the Championships. e. Pass and Its Use: The Pass requires: family name, first name, provincial or regional, date of birth, weight category, event and year.

The photograph of the competitor is to be fixed to the Pass at the place identified.

The signed Pass will be placed in a plastic bag facilitated for easy handling. During the official weigh-in, each competitor has to submit her/his Pass. The Pass is valid for the duration of the Championships and represents for all controls the personal identity document of the competitor.

If a competitor has multiple citizenship, he/she may compete for only one national organization. In the case that a competitor changes her/his nationality or acquires a new nationality, he/she shall not participate in the Championships of the UWKF and all competitions held under the responsibility and auspices of the UWKF to represent her/his new provincial or regional until three years after such change.

f. Insurance and Civil Liability: Each National Federation is responsible for its competitors (the control of non-pregnancy is placed under the responsibility of the National Federation) and must assume all responsibility for accident and health insurance as well as the civil liabilities for their competitors and officials, including the nominated referees, during the UWKF Championships.

g. Anthems and Flags: The Organizers must ensure that the chiefs of the delegations provide their countries’ national anthems (short version) and national flags (Size: 1.20 m x 1.80 m or 4' x 6'). In the event the Organizers provide the anthems and flags, the chiefs must assure themselves that flags are in compliance with their provincial or regional of origin.

Once the flags are in the possession of the Organizers or are being utilized by its representatives, they shall never be handled in a manner reflecting disrespect or be allowed to contact the floor.

15. KARATEGIS, CONTROLS, BACK IDENTIFICATION, ADVERTISING AND MARKINGS

a. Control: The competitors and their Karategi shall be checked and found to be in accordance with the Refereeing Rules of the UWKF and requirements, as may be amended from time to time, (Article 3 - Karate Uniform and Article 4 - Hygiene), to include the sewing of the back identification and prior to each contest. Back Identification: The back identification worn by the competitors shall be made from white material and meet the following: (1) Dimensions: 30 cm x 30 cm (2) Height of the Figures: 11 cm (National Organization Abbreviations)

(3) If an advertisement or publicity appears on the back identification, the letters

composing it will not be more than 7 cm high spread on 30 cm length.

Note: If requested, the UWKF may authorize the use of Bibs of 30cm x 40cm offering the possibility to place on this additional strip the name of the competitor (12 letters maximum of 7cm maximum height). b. Karate uniform (Karategi) The competitors shall wear a Karategi complying with the following conditions: (1) Strongly made of cotton or similar material in good condition (without wear

or tear). The material must not be as thick or hard or slippery as to prevent the opponent from taking a grip. ONLY WHITE KARQTE GIS are ALLOWED.

(2) White for the all competitor.

(3) Acceptable markings:

a. Continental, regional or National Federation abbreviation (on back of jacket). Size of the letters being 11 cm tall.

b. Continental, Regional or National Federation Emblem (on left breast of jacket). Maximum size 100 cm2

c. Manufacturer’s trade mark (on bottom-front of jacket, on bottom front of left leg of the trouser and on one end of the belt). Maximum size of 20 cm2. It is permitted to place the manufacturer’s trade mark on one of the sleeves, but inside the 25cm x 5cm area instead of at the bottom front of the jacket. The UWKF official suppliers are allowed to place the UWKF Logo above their trade mark (in direct contact).

d. Shoulder markings (from collar – across shoulder down the arm – both sides of jacket). Maximum length 25cm and maximum width 5cm. (the same advertising or national colors on both sides).

e. Advertising on the sleeves, 10cm x 10cm on each sleeves (different advertising allowed). These 100 cm2 have to be fixed just below and in contact with the stripes of 25cm x 25cm.

f. Indication of placing (1st, 2nd, 3rd) at the United World Karate Federation Championships, in an area of 6cm x 10cm at the bottom front left side of the jacket.

g. The competitor’s name may be worn on the belt, lower front of the jacket and upper front of the trousers up to a maximum of 3cm x 10cm. Also the competitor’s name or abbreviation may be placed (printed or embroidered), on the back of the jacket above the Continental, Regional or National Federation abbreviation, but in no case in a position to prevent an opponent from grasping or striking the back of the jacket. The letters can be a maximum of 7cm high and the length of the name can be a maximum of 30cm. This 7cm x 30cm rectangular area must be located at 3 cm below the collar of the jacket and the back identification must be fixed at 4cm below this area. Note: For UWKF Events, the names are indicated on the 30cm x 40cm bibs.

h. The competitors must bring Karategi without any back identification to the sewing desk.

(4) Jacket: The jacket shall be long enough to cover the thighs and shall at a minimum reach to the fists when the arms are fully extended downwards at the sides of the body. The body of the jacket shall be worn with the left side crossed over the right and shall be wide enough to have a minimum overlap of 20 cm at the level of the bottom of the rib-cage. The sleeves of the jacket must reach to the wrist joint at the maximum and 5 cm above the wrist joint at the minimum. A space of 10 to 15 cm shall exist between the sleeve and the arm (bandages included), along the entire length of the sleeve.

The lapel and collar must be a maximum of 1 cm in thickness and 5 cm in width. Stitches on the lapel must be parallel and are recommended to have around 5 lines of stitches which are equally spaced. To ensure that the sleeves of the competitor’s jacket are the required length, the official conducting Karategi control shall direct the competitor to raise both arms, fully extended forward at shoulder level, when making the control.

(5) Trousers: The trousers, free of any markings except those previously mentioned, shall be long enough to cover the legs and shall at the maximum reach the ankle joint and at the minimum 5 cm above the ankle joint. A space of 10 to 15 cm shall exist between the trouser leg and the leg (bandages included) along the entire length of the trouser leg.

(6) Belt: A strong belt, 4 to 5 cm wide, whose colour corresponds to the grade, shall be worn over the jacket going twice around it at the waist, and tied with a square knot with the first loops inside the knot, tight enough to prevent the jacket from being too loose and long enough to leave 20 to 30 cm protruding from each side of the knot when tied.

(7) Female Competitors: Female competitors shall wear under the jacket either: a. A plain white or off-white T-shirt, with short sleeves, rather strong, long

enough to be worn inside the trousers, or: b. A plain white or off-white leotard with short sleeves

(8) Non Compliance: If the Karategi of a competitor does not comply with this article, the Referee must order the competitor to change in the shortest possible time into a Karategi which does comply.

(9) Extra Karategi: The competitor’s extra Karategi should be brought by the coach to his or her chair at the edge of the competition area.

(10) Colour of Blue Belts:

The official colour standards for blue belts are between pantone numbers #18-4051 and #18-4039 on the TP pantone scale and between #285 and #286 on the print scale.

(11) Reserve Karategis: Organizers of the tournament must prepare reserve Karategis. (12) Hygiene:

a. The Karategi shall be clean, generally dry and without unpleasant odour.

b. The nails of the feet and hands shall be cut short. c. The personal hygiene of the competitor shall be of a high standard. d. Long hair shall be tied so as to avoid causing inconvenience to the other

competitor.

Any competitor who will not comply with these requirements shall be refused the right to compete and the opponent shall win the contest by Fusen-gachi, if the contest has not yet started, or by Kiken-gachi, if the contest has already started, according to the “majority of three” rule.

(13) Guideline for Karategi manufacturers

a. Materials of jacket are recommended to contain more than 70% cotton, and the weight of the materials is recommended to be less than 1kg.

b. A cuff on a sleeve must be no less than 3cm wide without protuberances.

c. Width of the seam on the back must be no more than 3 cm. d. A cuff on a trouser leg must be no more than 3 cm wide without

protuberances. e. Chest, shoulder, and armpit pad must be of the same material as

Karategi, and only one layer allowed for those parts as reinforcement. 16. DRAW

a. General: The delegates attending the Technical Congress conducted in connection with an event can decide whether the draw will be done electronically (computer) or

manually. In the event it is determined to conduct the draw by computer the following will apply, if required by the majority of delegates. From 1 to 4 competitors, the maximum number of drawings will be 2. From 1 to 5 competitors, the maximum number of drawings will be 3. From 1 to 6 competitors, the maximum number of drawings will be 3. From 1 to 7 competitors, the maximum number of drawings will be 3. From 1 to 8 competitors, the maximum number of drawings will be 4. More than 8 competitors, the number of drawings will be 5. In order to determine the number of drawings, the Sport Director will designate a delegate or delegates to perform selection of the numbers. In case of a tie in the selection of method to use, (manual or electronic), the decision will be taken by the Sports Director and this decision is not appealable. At the Technical Congress a record will be made and the delegates or technical personnel who represent the RORG will certify, with their signatures, the result. b. Computer: The draw for the positions on the Contest List must be held on the day prior to the first competition by the Organizers under the direction of the Sports Commission of the UWKF. The draw for the “Open” Category shall be made on the day prior to the competition for that category. A maximum of two delegates per National Federation may attend the draw. The materials required for the draw shall be provided by the National Federation and, at a minimum, shall consist of: (1) a computer (2) software approved by the UWKF (3) a printer (4) video projection (5) a screen (6) room with a capacity for 150 individuals (7) central table for 12 individuals (8) an official table for the UWKF EC attending the draw

(9) equipment for a manual draw (in case of necessity), lots, ballots, cups, ping pong balls, sphere and a device for mixing ping pong balls, etc. The results of the draw shall be distributed by the representatives of the National Federation to the representatives of each participating delegation immediately after it is finalized. Drawing procedure for Championships and Regional Competition and other UWKF events are under the control of the Sports Director assisted by the Sports Commission of the UWKF. The four medal winners (Gold, Silver and two Bronze) of each category of the most recent UWKF Senior Championships will be separated, when possible, on the Contest List in a way which prevents them from competing against each other before the final of Table A and B.

To be seeded a competitor must be competing in the same category in which a medal was awarded in the most recent UWKF Senior Championships.

c. Manual Draw: The draw is made by calling of the competitors’ names from the official list and there after drawing a number and affixing the number to the Contest List.

(1) Situation No. 1 (No Seeding): The quantity of numbered ping pong balls bearing numbers corresponding to the number of competitors is put in a container or a sphere.

The names of the competitors are called from the official list; their numbers are drawn and affixed on the Contest List.

(2) Situation No. 2 (Two Seedings): a) It must determined which competitor will be in Table “A” and which

one will be in Table “B”. For this purpose, two ping pong balls (one “A” and the other “B”) are put in a container or sphere; the first competitor of the list is called, the Table is drawn. The second competitor will automatically be in the other Table.

b) In order to determine the two seedings in the respective Table, the following procedure will be utilized:

i. All odd numbers of Table “A” are put in a container or sphere.

ii. The number of the competitor is drawn. The same procedure, utilizing the even numbers will be followed to ascertain the placing of the competitors for Table “B”.

iii. The remaining numbers (corresponding to the quantity of competitors entered in the category) are put in a container or a sphere. The names of the competitors are called on the official list and their numbers are drawn and affixed to the Contest List.

(3) Situation No. 3 (Three Seedings):

a. If the first place winner does not compete, the second place winner is placed by draw in one Table and the two third place winners in the other Table by draw.

b. If the second place winner does not compete, the first place winner is placed by draw in one Table and the two third place winners in the other Table by draw.

c. If one of the third place winners does not compete, the first place winner will be placed in one Table and the second and remaining third place winner in the other Table.

(4) Situation No. 4 (Four Seedings):

First: The finalists must be placed by draw in the different Tables and after the two third place winners are placed by draw in the remaining groups of the Tables. The Organizers shall make sure that the officials conducting the draw have the Tables duly completed within the 30 minutes following the end of the draw. Necessary equipment for the manual draw is: (1) 4 spheres or 4 containers of sufficient size. (2) a small table on which to place 64 ping-pong balls bearing numbers from 1 to 64. (3) 2 ping pong balls - one with the inscription “A”, the other with the inscription “B”. (4) 4 ping pong balls - one with the inscription “A1”, one with the inscription “A2”, one with the inscription “B1” and one with the inscription “B2” (5) 16-Contest Lists for 32 competitors

(6) 16-Contest Lists for 64 competitors

Note: The Contest Lists and the printing on these lists will be big enough to be seen by everyone in a room occupied by about 150 individuals. The Lists will be placed on a wooden or metal board on legs. A system must be utilized which will permit placing easily the plaques on which will be written the names of the competitors (magnetic system, sticking, hooks, etc.)

17. WEIGH IN a) Venue:

For Championships and all other events of the UWKF or held under UWKF auspices, separate rooms that do not share a common entry area for men and women must be available for the unofficial and official weigh-in. The venue for the weigh-in control shall be at the Headquarters Hotel or close thereto. In exceptional cases, the Sports Director may authorize additional weigh-in venues. The way to the weigh-in rooms shall be clearly indicated. The scales shall be situated on a hard level surface. Placing the scales on an area that has carpet is not acceptable.

b) Responsibility: Control of the weigh-in control shall be the responsibility of the Sports Director and the Refereeing Director of the UWKF.

c) Weigh-In Times: Official weigh-in for each category shall take place on the same day as competition in that category. Official weigh-in control period shall be of one-hour duration and will commence at least two hours before the scheduled starting time for the competitions. Competitors shall be allowed to check their weight on the official weigh-in scales (that will be used for the official weigh-in) during the one hour before the official weigh-in commences.

There is no limit to the number of times each competitor may check her/his weight during the time of the unofficial weigh-in.

d) Official Weigh-In Procedure: (1) Each competitor shall bring to the weigh-in the Pass issued for the Championships. The competitor shall present the Pass to the official, who will verify identity of the competitor. In the event a Pass is not issued, the competitor must present a valid passport. (2) The competitor shall weigh-in wearing only gymnastic underclothing or naked, under the supervision of a weigh-in official. The competitor may be requested to remove her/his underclothing to ensure he/she is within the prescribed limits of the category of competition in which he/she is entered. (3) The official supervising the weigh-in shall note and record the competitor’s weight in kilograms (accurate to one decimal point of a kilogram). No tolerance shall be allowed either above or below the weight category.

(4) Only one weight control shall be permitted to each competitor upon the scales during the official weigh-in period.

e) Control for the Competitors Entered in the Open Category: All competitors for the Open Categories must officially weigh-in.

f) Each competitor, after a successful weigh-in, will receive a copy of the Contest order for her/his category with indications of mat area and the Contest List.

g) Failure to Appear for Weigh-In Control: Should a competitor fail to appear for weigh-in during the official weigh-in period, this shall be noted beside her/his name on the official weigh-in list. The notation (DNA – Did Not Appear) shall be signed by a weigh-in official and a member of the Sports Commission or of the Referee Commission. The competitor shall be excluded from competing in that weight category.

h) Failure to Weigh Within Prescribed Limits of a Category: Should a competitor weigh either above or below the prescribed limits for the category in which he/she is entered, the exact weight shall be recorded in the normal manner. The weight shall be circled and signed by a weigh-in official and a member of the Sports Commission or of the Referee Commission and by the

competitor her/himself or a member of her/his delegation. The competitor shall be excluded from competing in that weight category.

i) Failure to Comply with Official Directions or with the Requirements of the SOR: If at any stage during the weigh-in period, a competitor fails to comply with the directions of any weigh-in official or a member of the Sports Commission or of the Referee Commission, or fails to comply with the requirements of the SOR, the competitor shall be prevented from participating in the weigh-in and the nature of the infraction brought immediately to the attention of the Sports Director and the Refereeing Director of the UWKF.

j) Protection of Privacy: To protect the privacy of the competitors, officials supervising the weigh-in shall be of the same sex as the competitors. The Organizers of the Championships shall make available a minimum of six (among them 3 women) officials on each day of the weigh-in to assist members of the Sports Commission and of the Refereeing Commission.

Where no such officials are available, two scrutineers who are the same sex as the competitors shall be appointed, subject to the approval of the Sports Director and the Refereeing Director of the UWKF.

k) Copies of Weigh-In List: The Organizers shall also make available to the members of the Refereeing and Sport Commissions conducting the weigh-in, the original and one copy of the Weigh-in List for each weight category before the scheduled start of the official weigh-in period.

l) Limitation of Weigh-In: In the event of the UWKF (Shiai, Team or other events that are conducted in the same time period), where a competitor competes in the same category of competition, only one weigh-in is required.

18. COMPETITION VENUE a) The competition venue shall be of a representative character and be sufficiently

large to hold the required competition areas and shall have a seating capacity of at least 2,000 to 4,000 spectators. The competition areas shall be laid out in accordance with the SOR and the Refereeing Rules – exhibit # 36

The number of tatami required for competition shall be fixed in consultation with the EC of the UWKF at least six months prior to a Championship.

The competition areas and the adjacent area shall be protected against the entry of unauthorized persons and there shall be a sufficient number of seats for the members of the EC of the UWKF, the members of the Sports, Education & Coaching and Refereeing Commissions, the referees, the technical officials, the doctors as well as for first-aid personnel and assistants and the nominated officials of the UWKF (about 70 persons).

A certain number of seats shall be reserved for guests of honor, Presidents and General Secretaries and heads of delegations of the participating RORG, journalists and competitors and shall be marked as such. The seats for the competitors should be situated as close to the competition area as possible that enables direct access to the competition area.

b) Each competition area shall be equipped with two electronic scoreboards set up

in the non-adjacent angles of the competition area and, as reserve, manual scoreboards, indicating and recording devices, stopwatches, gongs, flags etc. which shall be provided by the Organizer in accordance with the Refereeing Rules.

c) The Organizer shall provide tables for at least sixteen (16) people per competition area (among them members of the Sports and Refereeing Commissions of the UWKF and those technical officials who are recording the information needed to award the Ippon Trophy). The officials at the tables must be able to work independently of the other facilities. In addition to the tables for the competition areas, there shall be a central table for the Jury (in charge of administration and discipline) and other appointed representatives, which shall be equipped with a microphone for central announcements.

d) There shall be a doctor’s table and a table for Karategi control per competition area.

e) Facilities must be available at the competition venue for a proper anti-doping control (separated for men and women).

f) There must be dressing rooms capable of being locked, a first-aid room, a room for the EC of the UWKF, the referees and members of the Sports, Education & Coaching and Refereeing Commissions, a warming-up area or areas equipped with tatami, a working room for the press, recreation and lunch rooms.

g) Provision shall be made for a duplicating system for information related to the competition.

h) Lighting of minimum 1500 lux up to 1800 lux shall be directed on the competition areas from the top, in such a way that no shadows are caused and not from the sides or from an oblique angle. It must not handicap the activities of the competitors, officials and spectators.

i) For other details concerning material and personnel requirements, see Article 25 – Checklist.

19. STANDARD REQUIREMENTS FOR COMPETITION AREA AND TATAMIS a. Competition Area:

Each competition area shall be 10 m x 10 m and covered by tatami or similarly acceptable material, generally green and red in color which has been approved by the UWKF. The area within and including the danger zones, shall be called the contest area and shall be of 8 m x 8 m, except for infantile championships where the area may be as small as 6 m x 6 m. The area outside the danger zone shall be called the safety area and shall be at least 3 m wide. An adhesive blue tape and a white tape, approximately 10 cm wide and 50 cm long shall be fixed on the center of the contest area at a distance of 4 m apart, to indicate the positions at which the competitors must start and end the contest. The blue tape shall be to the referee’s right and the white to his left. Where two or more adjoining competition areas are used, a common safety area of a minimum of 3 m is permitted. A free zone, a minimum of 50 cm must be maintained around the competition area. b. Tatamis: Today, generally measuring 1m x 2m or 1m x 1m made of pressed straw or more frequently, from pressed foam. They must be firm under foot and have the ability of absorbing shock during “falls”, covered with an elasticized material generally in red, green, blue and yellow and must not be slippery nor too rough.

These elements making up the surface for the competition area must be aligned without space in between, be smooth on surface and fixed in such a way that they will not be displaced or move. Refer to Exhibit “7” – Layout of Two Competition Areas. c) Platform: The competition area may be placed on a resilient floor or platform. This platform is optional but can be compulsory if it is so requested by the EC of the UWKF and must be of material that is firm (solid), while still having a certain resilience, measuring approximately 18 m on the side when there is only one competition area without ever going beyond 1 m in height.

20. REQUIREMENTS FOR THE PRESS The basic principle requirement for the press gallery shall be extra-territoriality, i.e. it must be inaccessible to any person (technicians, television teams or participating countries, and above all, people from the public) without a press badge. Consequently, its entrance is to be secured by an official of the National Federations. The press gallery, preferably situated in the center of the competition venue, in the middle between the two or three competition areas, above and to one side thereof shall provide, in the case of the Championships, between 15 and 30 seats (depending on the National Organization where the Championships are organized). TV and broadcasting could use the area in front of the reserved press area. Thus, only one secured area is required. Efficient and immediate result service shall be instituted by messengers distributing the results of the competition to the press gallery. In order to assure an orderly distribution and use of the results they will be made ideally available after each round in each weight category. Two facilities are to be provided at which interviews may be conducted. The first, a mixed zone where journalists might meet competitors just before they enter the dressing rooms. The second, an official zone set up with microphones and interpreters for interviewing the medalists after the finals. The photographers (for better identification, should be provided with a “special jacket”) shall be placed as close as possible to the tatami, on the same side as the TV cameras in order not to have the latter embarrassed by flashes. Between 10 to 35 places shall be provided for photographers (depending on the National Federation), without obstructions within their field of vision (no referees tables in front of them, no annoying

passages). The minimum lighting for the tatami shall be 1500 lux; however, 1800 lux would be better. The Organizers shall be responsible for making such facilities available. The press service of a Championship shall be provided by a Press Officer to be designated by the Organizers in cooperation with the UWKF. 21. OFFICIALS (See Article 26 – CHECK-LIST)

a. UWKF Officials: Officials of the UWKF shall be those persons appointed to that capacity by the EC of the UWKF and who have to carry out functions connected with a Championships on behalf of the UWKF. The officials of the UWKF shall have special status and their identity cards shall be marked correspondingly. These identity cards authorize the officials to enter any area which is in any way connected with a Championship. b. UWKF Referees: The referees to officiate for the Championships, will be appointed by the EC of the UWKF following recommendations made by the Refereeing Commission at least six months prior to the date of the event. It is necessary that all appointed referees have the permission of their Affiliate National Federations to officiate during the events previously identified. The referees shall wear attire approved by the EC of the UWKF. Prior to a contest, the referees and judges should familiarize themselves with the sound of the gong or other signal, assure the proper condition of the competition area and the functioning of the scoreboard, and make sure that the judges’ chairs are in the correct positions and flags are available in case they are needed. The referee must control the competitors and ascertain whether they comply with Article 3 and 4 of the Refereeing Rules. He/she shall ensure that there are no spectators, coaches, photographers and other unauthorized persons in a position to influence or handicap the competitors. The referee and the judges shall not be members of the same NF as the competitors at whose contest they are officiating and should not hold any official function; i.e. coach or manager. c. Officials and Technical Assistants of the Organizing National Organization: The timekeepers, list writers and recorders as well as other technical assistants must be, as a guideline, 21 years of age, have a minimum of three years experience

as national referees and a good knowledge of the Refereeing Rules. The Organizers must ensure that they have been thoroughly trained prior to being assigned. There shall be a minimum of two timekeepers, one to register the real contest time and one to specialize in “stoppages”. If possible, there should be a third person to supervise the two timekeepers to avoid any errors due to mistakes or forgetfulness. For complete details see Refereeing Rules - Appendix Article 5 - Officials. d. Assistants Responsible for Control: These assistants have several duties among which are checking the identity of the competitors, getting ready for the next contest, checking that the first competitor called is wearing a blue Karategi and the second competitor called is wearing a white Karategi, and also checking the back identification of the competitors.

Those responsible for the Karategi control must be familiar with Article 3 of the Refereeing Rules, as well as Article 16 of the SOR.

e. Medical Personnel: The ONF shall provide sufficient medical treatment during the competitions (at least one doctor per competition area). In addition to this, an ambulance should be on stand-by for transporting injured competitors to a hospital. Arrangements must be made with a nearby hospital for emergency treatment.

f) Officials of the National Federation: The Organizers shall make available to each participating National Federation a free, specially marked spectator seat for the President or representative and, if there is a Congress held in conjunction with the event, a second such seat for another official person. Identity cards entitling their holders to enter the competition venue shall be given to each participating RORG in accordance with the following modus:

(1) 1 - 2 competitors – two officials (2) 3 - 4 competitors – three officials (3) 5 - 6 competitors – four officials (4) 7 - 8 competitors – five officials (5) 9 - 10 competitors – six officials (6) 11 - 12 competitors – seven officials (7) 13 - 14 competitors – eight officials (8) 15 - 18 competitors – nine officials

All RORG should have a doctor who is accredited to their delegation. If they do not have their own doctor, it may request that a doctor from another delegation be also accredited to its delegation. If neither of these two alternatives is available, a RORG

must accept the doctor provided by the National Federation as their “accredited delegation doctor”.

The doctor who is accredited to the delegation(s) and those provided by the National Federation should have a medical degree and must register prior to the competition. He/she is the only person allowed to sit at the designated area and must be so identified, e.g. wear a Red Cross armband.

When accrediting a doctor for their team, the NOs must take the responsibility for the actions of their doctor(s). The heads of delegations, team managers, coaches, doctors and masseurs will be eligible as officials.

22. OPENING AND AWARDS CEREMONIES a. Opening Ceremony: Official opening ceremonies shall be part of any Championships of the UWKF. In accordance with the following paragraphs, the Organizer must work out and publish the exact procedure for the opening ceremony. All competitors (the EC of the UWKF may authorize lesser participation) should take part in this ceremony wearing their official or sports dress. Competitors competing immediately after the opening ceremony are left to their own discretion whether to participate in the ceremony. The opening ceremony should be limited to approximately 30 minutes. The opening ceremony shall comprise:

(1) March-In: March-in of the participants from the member National Federation (competitors and coaches) in alphabetical order according to the official list of the UWKF, the host National Federation being last and occupying a space in the middle of the area utilized for the ceremony.

(2) Flag and Placard: In front of each participating National Federation is carried the national flag or the flag of the delegation and a placard bearing the name of the National Federation, in full or abbreviated, using abbreviations approved by the IOC. (Flag and board bearers are from the host national Federation.) The name of the National Federation must all be in full or by utilizing the three letter symbols. A mixture of full name and three letter symbols is not acceptable.

(3) National Anthem and National Flag: Playing of the national anthem of the Continental, Regional or National Federation (short version) while the national flag is raised.

(4) Address by the President of the host National Federation. If required, welcoming address by an official representative of the organizing National federation.

(5) Opening of the Championships by the President of the UWKF.

(6) Presentation of the officials of the UWKF and other officials and dignitaries.

(7) March-Out.

b. Awards Ceremony: The awarding of the medals and diplomas, when such are to be presented, shall be carried out immediately after the conclusion of the last final of the day. Each competitor having won a medal must be present at the ceremony and receive the medal personally, if possible. Any competitor who is absent from the Awards Ceremony, without a good cause will forfeit her/his medal. The Awards Ceremony shall be carried out as follows:

(1) March-in: The medalists march in to the place of the Awards Ceremony, accompanied by music. (2) Line up of medalists: The medalists line up in the area behind the award stand at the places corresponding to the medals to be awarded bearing the placing numbers. (3) Announcement of the recipient: The speaker announces the weight category, name and provincial or regional of the recipient. The recipient steps on the Award Stand and receives the medal from the President of the UWKF or a person nominated by him. The presentations are made in the following order: 1st Bronze “B” Repechage 2nd Bronze “A” Repechage 3rd Silver

4th Gold In the case of Round Robin competition where there is no repechage “A” and “B” and two bronze medals are awarded, the names of the two bronze medalists are announced, without a pause in between, and they both step up on the Awards Stand and receive their medals first, then the Silver medalists and finally the Gold medalists. (4) Playing of the national anthem: Playing of the national anthem organization (short version) of the provincial or regional of the Gold medalist while the national flags of the medalists are hoisted. All flags shall be raised at the same time but with a slight difference in the level between them. The Gold medal winner’s flag is at the highest level, the Silver medal winner is slightly lower than that of the Gold medal winner and those of the Bronze medalists are at the same level which is slightly lower than that of the Silver medalist.

(5) March-Out: The medalists march out, accompanied by music.

23. MEDALS AND DIPLOMAS The Organizer should present each participant with a diploma certifying participation. The ORORG must provide medals and diplomas unless otherwise made available by the UWKF for each weight category and the “Open” Category as follows:

Shiai: 1st place: one Gold medal and a diploma 2nd place: one Silver medal and a diploma 3rd places: two Bronze medals and diplomas. 5th places: two diplomas. The finalists of the repechages A and B are the 5th placed. 7th places: two diplomas.

Note: The diplomas of the 5th and 7th placed competitors are given to the team leader by the representative of the Organizers and the competitors receiving the diplomas are not present at the Awards Ceremony.

Kata: 1 Gold, 1 Silver and 2 Bronze medals per Kata.

Team: 20 Gold, 20 Silver and 40 Bronze medals.

Ippon Trophy: refer to exhibit # 41.

The medals must mention the sport of Karate and the event for which they are awarded and be fastened to a chain or ribbon so as to be placed around the competitor’s neck.

The medals shall be at least 60 mm in diameter and 3 mm thick. (minimum)

The designs of all medals and diplomas shall be submitted by the Organizers to the EC of the UWKF for prior written approval. A medal or diploma shall not be given to a competitor or competitors or members of a delegation which has withdrawn from the Championships or event. If a competitor is disqualified after the competition, her/his medal(s) and diploma(s) must be returned to the UWKF. The Organizers shall ensure that a valid assignment of the copyright or any other right made by the designers of the medals referred to in this Article be made in favor of the UWKF who shall automatically become the recognized owner of the copyright. If the law of the provincial or regional requires that an assignment be made in writing, the Organizer is obligated to draw up the necessary document and to submit for signature to the UWKF, which shall thereupon be the sole holder of such copyright. At the conclusion of the Championships, the Organizers shall hand over to the UWKF the molds or other devices utilized of all the medals struck and all surplus medals and diplomas. The Organizers shall also account to the UWKF for all medals and proofs thereof which have been struck. (Define all awards given by the UWKF) 24. COMPETITORS’ BOWING PROCEDURE Prior to stepping on the tatami before the start of the contest, the competitors must ensure that their Karategi are properly adjusted and conform with Article 3 of the Refereeing Rules. After reaching the correct designation on the tatami, the area marked by the blue and white tape, the bow is then made simultaneously with the opponent by bending forward at the waist (35 degrees) and sliding the hands with the palms flat and

thumbs forward down the outside of the trouser legs. No bow is required by a competitor before stepping on the tatami. Handshakes and other demonstrations should be discouraged prior to leaving the tatami. At the conclusion of the competition, the competitors bow to each other and leave the tatami. No further bowing is required. 25. CHECK-LIST

a. Overall Program for the Organization and Holding of Championships: The host National Federation shall work out an overall program for the organization and holding of the Championships that conforms with the organization of event check lists of the UWKF. This program must be submitted to the Organization Commission of the UWKF within three months after having accepted the organization of a Championship. b. Overall Timetable:

(1) Date and place of the first joint meeting of the UWKF Organization Commission and host national Federation. (2) Date of circulation of the first general information to the member National Federations by the host national Federation. (3) Date of circulation of the invitations of a Championship by the Executive Director and the Continental General Secretary of the UWKF. (4) Date of control of all facilities needed for the holding of the Championships by the UWKF. (5) Date of deadline for original entries (numbers). (6) Date of nomination of the officials, jury members and referees by the UWKF. (7) Date of sending out invitations to the officials, jury members and referees by the host National Federation. (8) Date of the dispatch of the flight tickets to those persons paid by the host National Federation. (9) Date of deadline for final entries (names). (10) Date and place of the opening of the Information and Reception Office. (11) Date of arrival of EC members, officials, jury members, referees and participants. (12) Timetable for training hours for participating National Federations. (13) Timetable for local transport. (14) Date of control and approval of all facilities by the EC of the UWKF.

c. Overall Financial Plan: In addition to the requirements of the Organization of Events – Checklist, an overall financial plan must be submitted.

(1) Deposit of guarantee sum to UWKF. (2) Result of contract for TV rights obtained by the UWKF together with the host National Federation. (3) Fixing of costs for:

i. UWKF representatives to be borne by the host National Federation (costs of travel and stay including one day before and one day after the activities and two days before for the Sports Director, The Education & Coaching Director and Refereeing Director).

ii. the Refereeing Commission iii. the Sports Commission iv. the Referees v. doping control including laboratory tests.

d. Printing Materials:

n. Information Concerning Conditions and Quality of Equipment: (1) Any equipment needed for the holding of the competitions must be controlled and approved by authorized members of the EC of the UWKF. (2) The competition venue shall be equipped in such a way that there are optimum conditions for the competitors, referees, table staff, officials and spectators. (3) Press, TV and photo-reporters must not impede the competitions. (4) The competition venue should have a seating capacity for at least 5,000 spectators. A temperature of 20 degrees Centigrade (68 degrees Fahrenheit) shall be ensured. (5) Provision shall be made for even lighting of the competition area. Lighting must be directed on the area from above. The lowest permissible lighting level is 1500 lux (1800 lux is the best level). (6) The seats for the officials shall be marked with their names. Special seats shall be available for guests of honor, accredited journalists and competitors. (7) All rooms for officials, referees and competitors shall be equipped with loudspeakers.

o. Training Rooms: (1) The number of training rooms shall correspond to the number of competitors. The training rooms and training hours shall be assigned to the participating National Federations in a way that equal treatment is given (2) The training rooms shall be equipped corresponding to the required standard. Individual training for all participating NFs must be guaranteed. A training surface of 100m² minimum will be accepted. (3) Dressing rooms, showers and scales shall be available at the training site.

p. Information and Reception Office: (1) An Information and Reception Office shall be set up at the Headquarters Hotel and an information office at the competition venue. From there, all information will be forwarded to the participating National Federations.

The office is responsible for: (a) receiving all participants on arrival and for arranging their departure (b) allocation of hotel rooms (c) assistance in ordering meals (d) assistance in transport (local and flight reservations) (e) supplying of information of all kinds (f) reservation of training hours (g) assistance in cultural and tourist matters

q. Entry and Citizenship Control, Distribution of Identity Cards: These controls should not take more than two hours.

Rooms and working conditions must correspond to the number of entries and should include as a minimum.

26. RESULTS AND INFORMATION SERVICE The Organizers will provide, at a minimum, to a representative of each participating delegation, a Result and Information Packet which contains:

a) Contest Lists which reflect the progress of the competition in each category of competition. b) List of Medal Winners and Competitors that Placed c) List of Participants by National Federation d) Weigh-in List (for the Sports Director of the UWKF, only) e) List of Medals, Female and Male separately, and then general classification of all medals received by each NF.

When typing an individual’s name, the format of the Olympic Results and Information Services (ORIS) will be utilized. ORIS requires that the last name will appear all in capital letters followed by the first name with the first letter in caps and the rest of the name in lower case. When additional names are utilized, they will be treated the same as the first name. For example:

The use of the last name – JACKSON Leon The use of the last, first and middle name – JACKSON Leon Marshall.

27. OTHER PROVISIONS a) The sporting organization of the Championships shall be under the control of the Sports Director and the Refereeing Director of the UWKF according to the Statutes and By-laws and the SOR of the UWKF.

The organization of the Congress and the session of the EC shall be under the control of the General Secretary.

The organization of Symposia and Commission meetings shall be under the control of the Chairmen of these bodies.

b) A person nominated by the EC shall assume control of and the responsibility for calling the competitors to the competition area, announcing the results of the contests and ensuring the correct order of the competition. c) The first competitor called always wears a blue Karategi and the second wears a white Karategi.

d) Forfeit of a contest: A competitor who is not at her/his place after three calls at 1 minute intervals will forfeit the match. e) When a competitor receives a “direct Hansoku Make” according to the UWKF Refereeing rules, pending the reason for this penalty, he/she may be excluded from the competition. Decisions to this regard will be made by a jury designated by the UWKF Executive Committee.

f) Misbehavior: In any case of misbehavior by a competitor which merits disqualification, the Jury (the EC of the UWKF) may exclude her/him from the Championships or event.

g) Unacceptable behavior: Any official of a delegation who interrupts the orderly running of a Championship may be declared “unacceptable” as an official by the Jury (the EC of the UWKF). Thereafter her/his identity card may be withdrawn and he/she may be refused entry to the venue other than in the public galleries/seats. The Jury may also assess additional punishment as is deemed equitable. In any case, the individual accused of unacceptable behavior is entitled to a hearing before the Jury makes it decision.

(1) Situations of Unacceptable Behavior: (a) Dress Code:

● Failure of participants in official march-in, march-out at the opening and closing ceremonies to wear their official sports dress or Karategi. ● During the contest, failure of the coach to wear their official or sports dress or warm-up attire. ● At the Awards Ceremony, failure of the competitor to appear in Karategi or their official or sports dress or warm-up attire.

(b) Behavior of Coaches: ● Over emotional reaction of coaches during contest.

● Leaving her/his designated area. ● Attempting to influence referees and judges. ● Aggressive behavior towards referees after the contest. ● Feet on tatami ● Encouraging cheering ● Harassing control tables with requests

(c) Behavior of Competitors: ● Non acceptance of referee’s decision by not leaving the tatami after the contest. ● Aggressive behavior towards referees after their contest. ● Refusing to receive medal/certification at Awards Ceremony. ● Displaying or attempting to display a national flag or other items (such as wearing a cap or displaying propaganda) at the Awards Ceremony. (d) Others: ● Designated areas to be respected. ● Appropriate behavior concerning food/beverages.

For specifics see exhibit # 40 – The UWKF Code of Conduct on the Tatami and alongside the Tatami.

(h) Warm-Up Area: ● Contest Lists and Contest Orders shall be regularly updated and displayed close to the warm-up tatami for competitors, coaches and officials. ● Speakers and if possible television screens informing competitors, coaches and other officials regarding progress of contests and preparation for following contests. ● Speakers in dressing rooms, warm up areas, etc. (i) Announcement of Competitors:

● Competitors/coaches go to the Control Table confirming Identity with ID Card and if no ID Card is issued then a passport must be presented. ● Competitor receives blue or white sash or is identified wearing the right colored Karategi. ● Karategi – Control is ensured by referees. ● Coach(es) dress to be controlled at the Control Table or at the selected place by an appointed person.

(j) Guide:

● Competitors are to be guided to the competition area at the given signal

in a synchronized manner. The signal is given from the Central Control Table to the person in charge at the mat competition Control Table. There is generally a Sports Commission member in charge to coordinate players regarding timing and synchronization of contests. ● At the beginning, all contests will start at the same time.

(k) Seats and Places Designated Should Have Indication for:

● Coach – should place articles under/behind the chair ● Team Doctor ● Competitor – guided by a guide

The guide gives the signal to the competitor when he/she is permitted to step onto the competition area.

(l) Procedure for Lodging Complaints: Complaints: (a) Referee Decisions: ● The complaint concerning refereeing decisions should only be presented by the “Head of the Delegation” to the Refereeing Commission.

(b) Others: ● Complaints concerning other than contest matters, i.e. weigh-in, anti-doping control should be presented to the Sports Director. ● Issues not resolved will then be presented to the EC of the UWKF for final decision.

(m) Anti-Doping: At the end of the Awards Ceremony, the competitor summoned in writing by the physician mandated by the UWKF should follow the indications leading them to the check station. They are constantly accompanied by persons from the Organizers from the time they receive their notice until they reach the check station. The competitors may be accompanied by a person of their choice (team doctor, coach, trainer, and delegation head). The draw to select a competitor for anti-doping control is made during the competition.

(n) The SOR to be utilized and adhered to in the following: (1) UWKF Championships (2) All other events conducted under the responsibility and auspices of the UWKF (3) Event conducted within the UWKF (4) Events listed on the Calendar of the UWKF
