From the Executive Director 1

It has been my honor and privilege to serve as the Executive Director of the UnitedWay of Midland (UWM) for the past nine months. What a blessing to be surroundedby a competent and caring staff. How inspiring to work with a cadre of committedand compassionate volunteers. How exciting to be part of such wonderful andwelcoming community.

2012 has been a year of many changes for the United Way of Midland, beginningwith saying farewell to long-time Executive Director Cindy Benson. Cindy impacted somany lives and made such a difference in our community through her United Waywork. In her new role she will continue to make Midland a better place to live.

After spending seven years as the Executive Director of the Greater Longview United Way and 17 years innonprofit management, in June I began my journey with the United Way of Midland.

Some 2012 highlights include:

• The 2011-2012 campaign chaired by Vice President Resource Development Karmen Bryantraising $3,314,207, the most ever by the United Way of Midland.

• The UWM Board of Directors voting to take the lead on a Transitional Housing initiative forfamilies with case management, which has long been identified as an unmet need in Midland.

• Serving as the fiscal agent for Midland Shared Spaces, as they began their vision to bringnonprofits together to share resources and work collaboratively.

The real highlights, however, are the lives that were improved through our programs and initiatives, like thehomeless young man, who was adopted by a loving family; the domestic violence victim, who received aneducation and can now support her family; the young boy, who overcame multiple disabilities to earn anacademic achievement award; and the homebound elderly couple, who receives a nutritious meal every day.

I am looking forward to, with your help, continuing to improve lives in Midland through program funding,collaborative initiatives, and community grants. It has been a fantastic first nine months and I am excitedabout the future of the United Way of Midland and our community. To quote the very efficient and effective2012 Board President Ellen House, I have been “Midlandized”!

United Way of Midland knows that large-scale problems,such as homelessness, access to affordable health care,high-school dropout rates or families in financial crisis,cannot be solved by a single organization. Finding solutionsto these challenges requires the coordinated effort of ourentire community. This is where United Way provides theleadership as a convener and catalyst to help our partners tomake lasting change.

United Way of Midland is focused on three areas of need:education, self-sufficiency, and health. These three focusareas were selected because they are topics that addresslocal high-priority needs and are areas where United Waybelieves its strengths and resources will be able to make asignificant, measurable improvement in lives and communityconditions.

We work with a broad range of local partners such asgovernment, businesses, residents and other serviceorganizations to assess and identify the needs of thecommunity. Based on these needs, United Way developsinitiatives, supports collaborations, funds programs,convenes experts and fosters new and needed communityservices.

To ensure your contribution makes the maximum impact inour community, all aspects of our finances are subject to anannual independent audit.

FUNDING OPPORTUNITIESProgram FundingUnited Way of Midland funds individual programs thataddress an identified United Way of Midland communityoutcome in one of the three Focus Areas: education, self-sufficiency and health. Direct program funding takes placethrough 3-year funding cycles. This type of funding is onlyone component of how we make a difference in ourcommunity. United Way also impacts local issues throughCommunity Initiatives and Community Grants.

Community InitiativesAt the discretion of the Community Impact Committee,Community Initiatives are made available to collaborativeefforts (3 or more partners) that address an identified UnitedWay of Midland Community outcome in one of the threeFocus Areas: education, self-sufficiency and health.

Community GrantsThe United Way of Midland Community Grant Programprovides support to nonprofit health and human serviceorganizations for immediate and creative responses topressing identified needs in our community.

UNITED WAY INITIATIVESXY-Zone Targets at-risk 15-18 year old boys. The purposeis to reduce risky behavior and improve the students’attendance, behavior and academics.

The Whole Child – A New Direction in Education trains andequips teachers, staff and volunteers to identify and workwith students who are dealing with a loss or change – suchas death, incarceration, substance abuse, and domesticviolence. The end result is to develop healthy coping skillsfor all students.

COMMUNITY INVESTMENT UPDATEUnited Way of Midland 2012-2013 Program Funding andCommunity GrantsUnited Way of Midland has the resources, the reach and theexperience to handle the big issues of our community. Tomake Midland a better place to live and work, our efforts arefocused on education, self-sufficiency and health – thebuilding blocks of a good life.

Each year, the United Way of Midland accepts applicationsfor funding from nonprofits. The Community InvestmentCommittee oversees the annual program allocation process.Volunteer panels review funding applications and make on-site visits. The Committee then brings the panelrecommendations to the United Way Board of Directors forapproval. The 47 programs receiving funding through theprogram allocation process are listed below by Focus Area.

In addition to Program Funding, United Way offeredCommunity Grants to nonprofits health and human serviceorganizations for immediate and creative responses topressing identified needs in Midland. Grant applicationswere reviewed by the Community Investment Committee andthen brought to the Board for approval. Community Impact

TRANSITIONAL HOUSING INITIATIVETransitional Housing with case management for families hasbeen identified as an unmet need in Midland for 10 or moreyears. Transitional Housing is temporary housing ranging from90 days to two years.

United Way of Midland’s most recent Community NeedsAssessment results showed that three out of four renters havevirtually no “rainy day” savings or assets to cushion against atemporary loss of income. In addition, 20% of renters live inpoverty and 70% live in asset poverty.

Although Midland is currently enjoying a booming economy,Transitional Housing will be a community need regardless ofthe state of the economy. Studies show that affordable housingenables families to become self-sufficient and build assets. Italso contributes to the health and well-being of both parentsand children.

Because Transitional Housing is so vitally important to ourcommunity and touches all three of United Way of Midland’sfocus areas, Education, Self-Sufficiency and Health, the UWMBoard of Directors voted to take the lead in bringingTransitional Housing to Midland. A steering committeecomposed of local community leaders and United Way boardand staff members was formed in August. The committeeincludes: Sylvester Cantu, Herb Cartwright, Alice Freidline,David Henry, Ellen House, Linda Hamblin, Wilson Heidelberg,Alison King, Donna Mahurin, Kim McKandles, Todd Meade,Tom Miller, Martin Ruehl, Valerie Tinker and Liz Zenteno.

The Transitional Housing Committee began meeting inSeptember and has met five times to date. The committeeagreed that the program would serve families and thatintensive case management would be provided to help thosefamilies become self-sufficient. Case management, includinggoal setting, would be customized for each family. Casemanagement might include budget/money management,parenting skills, and job or educational training, depending on

the needs of the family. The Transitional HousingCommittee continues to explore location options and hasidentified Family Promise of Midland as a partner. FamilyPromise currently serves homeless families. Many otherFamily Promise affiliates all over the country provideTransitional Housing programs and that concept has been avision of the local organization.

In February, members of the Transitional HousingCommittee traveled to North and South Carolina to visit twoFamily Promise affiliates providing transitional housingprograms. Although the programs visited had differentapproaches, the committee members learned about bestpractices for each type of program. The Committee islooking forward to formulating a plan to begin work onMidland’s Transitional Housing Program in the comingmonths.

2012 COMMUNITY NEEDS ASSESSMENTThe United Way of Midland partnered with the Center forPublic Policy Priorities (CPPP) in Austin to conduct aCommunity Needs Assessment study in early 2012. COMMUNITY INVESTMENT UPDATEUnited Way of Midland 2012-2013 Program Funding andCommunity GrantsUnited Way of Midland has the resources, the reach and theexperience to handle the big issues of our community. Tomake Midland a better place to live and work, our efforts arefocused on education, self-sufficiency and health – thebuilding blocks of a good life.

Each year, the United Way of Midland accepts applicationsfor funding from nonprofits. The Community InvestmentCommittee oversees the annual program allocation process.Volunteer panels review funding applications and make on-site visits. The Committee then brings the panelrecommendations to the United Way Board of Directors forapproval. The 47 programs receiving funding through theprogram allocation process are listed below by Focus Area.

In addition to Program Funding, United Way offeredCommunity Grants to nonprofits health and human serviceorganizations for immediate and creative responses topressing identified needs in Midland. Grant applicationswere reviewed by the Community Investment Committee andthen brought to the Board for approval. TRANSITIONAL HOUSING INITIATIVETransitional Housing with case management for families hasbeen identified as an unmet need in Midland for 10 or moreyears. Transitional Housing is temporary housing ranging from90 days to two years.

United Way of Midland’s most recent Community NeedsAssessment results showed that three out of four renters havevirtually no “rainy day” savings or assets to cushion against atemporary loss of income. In addition, 20% of renters live inpoverty and 70% live in asset poverty.

Although Midland is currently enjoying a booming economy,Transitional Housing will be a community need regardless ofthe state of the economy. Studies show that affordable housingenables families to become self-sufficient and build assets. Italso contributes to the health and well-being of both parentsand children.

Because Transitional Housing is so vitally important to ourcommunity and touches all three of United Way of Midland’sfocus areas, Education, Self-Sufficiency and Health, the UWMBoard of Directors voted to take the lead in bringingTransitional Housing to Midland. A steering committeecomposed of local community leaders and United Way boardand staff members was formed in August. The committeeincludes: Sylvester Cantu, Herb Cartwright, Alice Freidline,David Henry, Ellen House, Linda Hamblin, Wilson Heidelberg,Alison King, Donna Mahurin, Kim McKandles, Todd Meade,Tom Miller, Martin Ruehl, Valerie Tinker and Liz Zenteno.

The Transitional Housing Committee began meeting inSeptember and has met five times to date. The committeeagreed that the program would serve families and thatintensive case management would be provided to help thosefamilies become self-sufficient. Case management, includinggoal setting, would be customized for each family. Casemanagement might include budget/money management,parenting skills, and job or educational training, depending on

the needs of the family. The Transitional HousingCommittee continues to explore location options and hasidentified Family Promise of Midland as a partner. FamilyPromise currently serves homeless families. Many otherFamily Promise affiliates all over the country provideTransitional Housing programs and that concept has been avision of the local organization.

In February, members of the Transitional HousingCommittee traveled to North and South Carolina to visit twoFamily Promise affiliates providing transitional housingprograms. Although the programs visited had differentapproaches, the committee members learned about bestpractices for each type of program. The Committee islooking forward to formulating a plan to begin work onMidland’s Transitional Housing Program in the comingmonths.

2012 COMMUNITY NEEDS ASSESSMENTThe United Way of Midland partnered with the Center forPublic Policy Priorities (CPPP) in Austin to conduct aCommunity Needs Assessment study in early 2012. Only 26 years old when he came to America in 1831, Alexis Charles Henri-Clerel de Tocqueville traveled all overthe young nation. United Way of America formed the Alexis de Tocqueville (ADT) Society in 1984 to deepen individual understandingof, commitment to, and support of United Way’s work: advancing the common good by creating opportunities for abetter life for all. The ADT Society recognizes local philanthropic leaders and volunteer champions around theworld who have devoted time, talent, and funds to create long-lasting changes by tackling our communities’ mostserious issues.

Membership in the ADT Society is granted to individuals who contribute at least $10,000.00 annually to UnitedWay. The ADT Society of Midland was founded in 1988 with 15 charter members. In 2012, the ADT Society ofMidland had 54 members.
