  • LIVE UNITED - For the past 92 years, United Way of York County has emphasized the need to come together as a community in order to advance the common good for all. To realize its mission of improving people’s lives, it is the responsibility of us all to work towards a stronger community. The United Way provides the vehicle for individuals to raise both volunteer and financial resources as well as develop the strategies needed to solve difficult issues that impact the quality of life in York County.

    Last year’s campaign raised $6,945,879, a slight increase over the previous year but not quite as high as the record amount raised in 2007, prior to the economic downturn. York County has faced its share of adversity over the past five years, but York Countians have continued to be generous in supporting the 71 programs funded by the United Way through 35 partner agencies. A major reason for the steady increase in funds raised has been leadership giving. A 2% increase was raised from individuals contributing $1,000 or more, thanks in part to a leadership giving match contributed by Scott Wagner of Penn Waste. Additionally, thousands of individuals contributed $3.00 per week or more and became eligible for campaign incentive prizes donated by Bon Ton Stores, Giant, Doceo Office Solutions, York Revolution Baseball, and most notably this year, the 110th Anniversary 2013 FLHR Road King Classic, donated by Harley-Davidson Motor Company. Another major contribution to the success of this year’s campaign was the addition of 22 new companies that provided a corporate gift and/or allowed an employee campaign. The United Way is greatly appreciative of the hundreds of volunteers, companies, and individual contributors, who make the campaign successful.

    Responding to community needs, the partner agencies continue to do more with less, as they are faced with significant reductions from state and federal resources. This was the third and final year of a three-year funding cycle for United Way allocations. In preparation for the next funding cycle, a new online software system was installed providing for all allocation applications and supporting material to be online. Leg Up Farm and York County Children’s Advocacy Center were added to the United Way federation. Other agencies have had to become creative to continue to provide needed services by merging programs, developing new relationships, and finding other creative responses to reductions. An example is the Hanover Chapter of the American Red Cross, which transitioned its food pantry to another partner agency, New Hope Ministries. This resulted in the ability of the American Red Cross to focus on its major purposes in the community.

    Faced with a major funding reduction from the state, United Way’s Focus on Our Future developed a new strategic plan, which has resulted in some major strategies to continue its mission of supporting quality early childhood education.

    Now called FOCUS, the initiative has become a certified recipient of Education Investment Tax Credits that will allow qualified families to send their children, ages 3-5 years, to quality centers. In addition, the administrative fees from the credits will be invested in a fund that will assist child care providers to pay for the training needed for their centers to maintain quality accreditation. This initiative was created in partnership with the Early Learning Investment Committee, a group of individual business leaders, who realize the importance of quality early childhood education to the future workforce.

    The York County Truancy Prevention Initiative, in partnership with the York County Bar Foundation also saw some major changes and conducted a strategic planning process. The initiative’s efforts, in conjunction with other programs that emphasize the need to keep kids in school, has resulted in York County being number 7 in the state for truancy to being number 21 in the 2011/12 school year. Significant additional work needs to be done in this area, as the cost of truancy has a major impact on society.

    This past year also saw another creative approach to the provision of services through the United Way’s partnership with York County in the Treatment Court Program. A diversion program, treatment courts keep offenders out of prison; however, enrolled individuals must meet the conditions of the program in order to stay out of prison. The result has been a significant impact on the individual and a major cost savings to the County of York. Serving as a fiscal agent, the United Way oversees a community outreach initiative and the ability of the program to raise additional funding for support services needed by the participants.

    The United Way responded to other community needs through the FIRST program, the Volunteer Center, and SecureCorps, an AmeriCorps program. Described later in this report, these programs are providing some of the resources needed for the direct service programs in the community to do their jobs in a more effective and efficient manner.

    The United Way of York County is a volunteer-based organization. Through the efforts of hundreds of volunteers, York County is a better place to live. On behalf of the thousands of individuals that receive services because of their contributions of both financial and time resources, thank you for another successful year of improving people’s lives in York County.

  • The Community Fund is the most efficient and effective way to make the greatest impact in our community. When workplace employees, companies and individuals give to the Community Fund through the annual campaign, United Way is able to invest those donations in 71 programs supported by 35 Partner Agencies.

    The Special Response Fund allows for Partner Agencies to address new and emerging community needs.

    Each year, volunteers work diligently to ensure that only programs that demonstrate a measurable impact in people’s lives are trusted with United Way dollars. The programs are thoroughly assessed to make certain that significant results and outcomes are achieved. Your gift to the Community Fund allows these programs to exist in order to improve people’s lives – making the York County community stronger, safer and healthier.

    RESOURCE DEVELOPMENTAdvancing the common good and improving people’s lives, by focusing on education, income and health, creates the building blocks of a good quality of life. It provides the foundation for the United Way of York County. Contributions to the annual campaign create impactful change for our neighbors throughout York County.

    The success of the 2012 Campaign was palpable at the Celebration and Awards event. The festivities were highlighted through recognition of hundreds of dedicated volunteers who joined in the campaign. The “Best of” Awards were created by the Campaign Coordinator Council. Companies and individuals honored were:

    The Celebration culminated with 2012 Campaign Chair, Mark Ottemiller, NuTec Design Associates, Inc., announcing that $6,945,879 had been raised which, through the Community Fund, provides funding to more than 70 programs of the 35 Partner Agencies. The 2012 Campaign also claimed two other successes. This is the third year in a row that the agency raised more money than the previous campaign. It also recognized that the 2012 campaign put United Way of York County over $200 million total amount raised since its inception in 1921.

    Over 400 companies and organizations conducted workplace giving campaigns with their employees during 2012. It is through their participation that permitted United Way’smessage to be shared with so many supporters throughout the county.

    In the concluding chapter of the 2012 Campaign, five prizes were delivered to winners throughout York County by the United Way “Prize Patrol”. The winners were surprised at their place of employment alongside co-workers celebrating with them. Congratulations to:

    Beyond these five prizes, incentives were offered each weekday throughout the campaign. “Winners of Remarkable Merchandise” or WORM prizes, were awarded for the “early birds” who pledged early toward the success of the 2012 campaign. 65 winners received merchandise from York County merchants who partnered with United Way to increase donations.

    Throughout the year, hundreds of volunteers demonstrated what it means to LIVE UNITED. Thank you to the Campaign Cabinet and the Hanover Area Advisory Council, representing companies and organizations throughout York County, who led the way by setting ambitious goals and implementing solid strategies that worked. The achievement of the campaign was also made possible by those who served as Account Executives, Loaned Campaign Associates, Campaign Coordinators, Speaker’s Bureau, Emerging Leaders Society (ELS) Steering Committee, Tocqueville Society Cabinet and Leadership Giving Council.

    The energy felt throughout the 2012 Campaign created a momentum for the years ahead, allowing the great efforts in York County to continue and expand…and ultimately improve people’s lives!

  • The 38-year partnership with The York-Adams Central Labor Council, AFL-CIO, continues to be productive and remains strong and beneficial.

    The Labor Council’s active community services activities program provides the foundation and opportunity for union volunteers to be civically engaged and aligned with the mission of the United Way. Before the United Way of York County 2012 Campaign began, delegates approved the Labor Council’s workplace endorsement of the 2012 fundraising drive.

    The United Way of York County has the distinction of being the only non-profit charitable organization to receive a Labor Council resolution of endorsement.

    Thomas Santone, President of the Labor Council, provides committed leadership to the partnership by actively encouraging and supporting union volunteerism and the year-round activities of the Union Community Activists’ Network (UCAN). Clark Ruppert, Jr. was the Labor Participation Representative on the 2012

    United Way Campaign Cabinet. Linda Sanders chairs the Community Services Committee.

    The United Way Labor Advisory Committee is comprised of 15 union leaders and meets regularly throughout the year to offer guidance and support to the annual Campaign efforts for United Way. Five Labor volunteers currently serve on the United Way Board of Directors.

    Successful community service projects such as the Letter Carriers Food Drive, United Way’s “Job Resource Helpline” and the year-round UCAN training classes continue to be a vital component of the Labor Council’s programmatic work plan.

    When announced, many local businesses received services from the PA Department of Labor & Industry’s “Rapid Response” outreach team, which responds to local employers who announce employee layoffs or business closings. It also assists affected employees by distributing “Coping with Job Loss” booklets published by United Way of York County through its participation in dislocated workers informational meetings. To help workers cope with the potential stress and concern due to their job loss, the YMCA of York and York County con-tinues to authorize family guest membership passes that are made available at the Rapid Response meetings.

    Residents of York County, who need help but do not know where to turn, can call FIRST, the Free Information and Referral System Teleline. A trained information and referral specialist will listen to what the person needs and give advice on where to start. FIRST is a free and confidential service that operates 24/7. The program is a partnership of United Way and York County Human Services.

    Outside of Pennsylvania, most people needing help can dial 2-1-1 to be connected with an information and referral specialist. United Way of York County is part of the PA 2-1-1 Board that is working to build a statewide system of information and referral. The PA Public Utility Commission granted the 2-1-1 dialing code to the PA 2-1-1 Board and charged the Board with establishing a

    regional system that eventually will cover the entire Commonwealth.

    Eventually people needing help paying rent or utility bills will call 2-1-1 to learn how to access services.

  • FOCUS, a Success By 6 Early Childhood Initiative, supports high quality early childhood education, school readiness, and family engagement in York County Pennsylvania. FOCUS provides EITC scholarships for children to attend preschool, and scholarships to early childhood teachers to continue in higher education. Ready Freddy, a kindergarten transition program, the Early Literacy 100 Book Challenge, and the Love 2 Learn Event reached 1,050 children directly in 2012/2013. This year FOCUS also distributed resources to 60% of the children served by child care facilities in York County and certified 422 early childhood teachers in Pediatric First Aid.

    FOCUS provided grants to 3 early childhood educators to imple-ment special projects in their classrooms. There are currently 9 National Association for the Education of Young Children (NAEYC) accredited centers and 5 National Association for Family Child Care (NAFCC) accredited home based providers in York County.

    Approximately 98% of children enrolled in United Way partner agency’s early childhood education programs are meeting

    developmental milestones as measured by the Commonwealth of PA’s standardized assessment tool. Approximately 13% of York County children under five have accessto high quality early childhood education.

    Currently there are 33 Keystone STAR 3 or STAR 4 programs in York County compared to 19 in 2006.

    A new strategic plan was developed in 2013 to guide FOCUS in its vision that all children will enter school ready to learn.

    TRUANCY PREVENTION INITIATIVEThe York County Truancy Prevention Initiative is a strategic effort to consistently respond to truancy among multiple partners, agencies and school districts in York County. It serves all school-aged youth in York County by establishing itself as a clearinghouse for what works to prevent truancy and dropout, staying current on national education policy research, and finding ways to enhance York County’s provision of truancy prevention programs using best practices research.

    Six years ago, the truancy rate in York County was the 7th highest in the State. As of the 2012 ranking, York County has decreased its ranking for truancy to 21st.

    One York County truancy intervention program, Check & Connect, started three years ago serving students and families in three York County school districts. 59 of the students who have been in this program for more than one year no longer have any unexcused absences. For some of these students, this is tremendous progress. For instance, one student had 41 unlawful absences last year. This year he has none.

    In 2011, the York County Truancy Prevention Initiative started its first youth-run truancy intervention program as an alternative to going to court for truant students. The role of the students consists of coming up with consequences that would allow the truant student to take responsibility for his or her actions, which may include community service, jury duty, oral/ written apologies, essays, or personal development. Youth Court Alliance currently operates the three York County school districts. As of March 1, 2013, 72 families contacted Youth Court Alliance to opt into the program. Of these families, 16 participants successfully completed their assigned consequences; five of whom requested to voluntarily continue participation in the program as members. 30 participants are in the process of completing their assigned consequences. Other participants failed to complete all of their assigned consequences; failed to show up to either their intake meeting or their scheduled hearing or opted into the program but had to pull out because of moving to a new district. Data provided by the County’s school districts indicated that 2,667 students/families received truancy citations for missing four or more days unlawfully in the 2010-2011 school year. Yet, in the 2011-2012 school year, the school districts indicated that 2,339 students/families received truancy citations, a decrease of 328 students/families, or 12.3%.

  • United Way’s Volunteer Center is integral to the success of local nonprofits’ volunteer recruitment, and their ability to build volunteer capacity. Through our web-based system, Volunteer Solutions, the Volunteer Center is streamlining the process of volunteer matching, while increasing United Way’s capacity to meet the needs of volunteers who are searching for opportunities. More than 100 nonprofits use our Volunteer Solutions database to advertise volunteer opportunities, listmaterial needs, manage volunteers, and organize events. Volunteer opportunity seekers can go to United Way’s

    website and search Volunteer Solutions to find opportunities that interest them. From there they can contact the agency directly by email or phone.

    SecureCorps, an AmeriCorps program at United Way of York County, provided service opportunities for 53 Members who served at a dozen nonprofits in areas such as disaster preparedness, volunteer engagement, free tax preparation, education and truancy prevention.

    Activities were organized for four National Days of Service. Supplies were donated and 120 cards were made for troops for 9/11 Remembrance Day, volunteers completed projects for three nonprofit agencies for National Family Volunteer Day, for Martin Luther King Day 219 volunteer artists created artwork expressing what Martin Luther King’s message means to them and on Global Youth Service Day 64 youth and adult volunteers revitalized two community parks.

    Members and volunteers helped 2,625 low to moderate-income individuals and families file their taxes free of charge through the IRS-sponsored VITA, Volunteer Income Tax Assistance, program, resulting in an estimated $4 million being returned to the community.

    Emergency Operations Plans for 34 agencies were created or updated and members provided educational programs on disaster preparedness to over 800 individuals and assisted with other disaster preparedness organizations in York County, including Volunteer Organizations Active in Disasters, York County Emergency Management Agency and the Red Cross.

    Additionally, Members leveraged over 10,000 hours of service from non-AmeriCorps volunteers.

    Since 1998, the Special Response Fund has been used to provide financial support to new or emerging community initiatives, strategic planning and new programs of partner agencies.     The Tocqueville Society is United Way’s major gift program, recognizing individuals who contribute $10,000 or more annually to the campaign. The Society is named after the French historian Alexis de Tocqueville – who visited America in 1831 and recorded his observations on the voluntary spirit of the American people.

    Last year 95 Tocqueville members contributed over $1.3 million to the United Way campaign, setting an impressive record for community commitment.     A MESSAGE FROM THE 2013 CAMPAIGN CHAIR

    KEITH D. NOLL, PRESIDENT, YORK HOSPITAL

    As a native of York County, one of my best decisions in life was

    to return home in 1998 to the area I know best. Of all the riches

    Southcentral Pennsylvania has to offer, none are greater than

    the people of this community. This is one of the reasons why

    I’ve returned and why I’ve dedicated my life to helping enrich

    others’ lives.

    York County is a community that takes care of its own.

    Neighbors helping neighbors is not just a good idea…

    it’s a way of life for many here. And it’s in that vein that United Way of York County improves

    peoples’ lives every day.

    In 2013, I am pleased to serve as Campaign Chair and help share the message of United Way through

    the businesses, organizations and communities that make a difference.

    While the economy rebounds and people are feeling positive once again, many are still healing. It is at a

    time like this that we need to continue to build that network of supporters who can make that difference

    in so many lives. The great campaign work done in past years is evident, and I will work to influence

    further growth along with my team of volunteers in York County.

    The Community Fund, the area in which United Way of York County can have the greatest impact, is an

    amazing way to invest in your community. Allowing United Way’s Allocations volunteers discern the best

    uses of your support among the 35 partner agencies is one true measure of the impact you can make.

    The initiatives are real. The outcomes are measureable, and the results are evident in the areas of

    Education, Income and Health.

    With your help and with your commitment, we can make a difference. We can grow and improve the

    lives of those who need it. And together in 2013, we will stand together and LIVE UNITED in York County.

    Leadership giving represents a significant portion of the United

    Way’s annual campaign. Without the generous contributions

    from over 1,000 leadership givers, the United Way of York

    County and its partner agencies could not deliver the necessary

    The Community Fund is the most efficient and effective way to make the greatest impact in our community. When workplace employees, companies and individuals give to the Community Fund through the annual campaign, United Way is able to invest those donations in 71 programs supported by 35 Partner Agencies.

    The Special Response Fund allows for Partner Agencies to address new and emerging community needs.

    Each year, volunteers work diligently to ensure that only programs that demonstrate a measurable impact in people’s lives are trusted with United Way dollars.   • The Tocqueville Society is United Way’s major gift program, recognizing

    individuals who contribute $10,000 or more annually to the campaign.

    The Society is named after the French historian Alexis de Tocqueville –

    who visited America in 1831 and recorded his observations on the

    voluntary spirit of the American people.

    Last year 95 Tocqueville members contributed over $1.3 million to the

    United Way campaign, setting an impressive record for community

    commitment. We extend our profound gratitude to the contributors

    and volunteers who have worked so diligently to carry on the standard

    of inspired leadership in creating a stronger York County for us all.

    The First Capital Club recognizes individuals and households who made a contribution of $1,000 - $9,999 to the 2012 Campaign. Gifts from the First Capital Club’s 1,064 members totaled over $1.6 million, representing 23.5% of the total campaign dollars raised.
