Job Purpose:To manage all activities of the Disposal, Transfer, Fleet and Workshop sections and ensure all solid waste generated in eThekwini Municipality is stored, collected, transported and disposed of in an effective, efficient and environmentally acceptable manner in accordance with sound business principles.Key Responsibility Areas:•Ensures that all waste within the eThekwini area is collected and disposed of in an environmentally acceptable manner and in accordance with National legislation. •Liaises and negotiates with government departments, other organisations and other interested parties, Councillors and officials, communities and special interest groups, Professional and technical organisations. •Keeps abreast of technological developments and ensures best possible prices are obtained for the Department. •Manages and controls staff. •Responsible for financial management duties. •Makes suggestions to the Head (CSW) regarding appropriate amendments to and/or scrapping of by-laws relating to the operations of the Department. •Develops the Departments strategic plan and implements the Departments plans. •Monitors and reviews performance within the Department and reports to the Head (CSW) in light thereof. •Deals with ad hoc issues that arise which fall within the terms of reference of the department. Key Responsibility Areas:

•Undergo training according to the training Programme for Candidate Engineers as scheduled by the Manager

SHERQ and Training and under the instruction of the appropriate branch manager.

•Participate actively in practical field work such as cable jointing, overhead line construction and substation

construction by working closely with Electricians and Technicians in order to develop a fundamental

understanding of work processes and procedures.

•Engage in the planning, organisation and execution of construction and maintenance projects undertaken by

Distribution and Transmission departments at the level required of a Professional Engineer.

•Investigate and solve practical engineering problems relating to construction, maintenance and operational

issues as assigned by any technical division, by applying engineering fundamentals to develop solutions in order

to ensure the adoption and selection of the optimum technologies.

•Undertake feasibility studies as directed by the Manager HV Planning or Manager HV projects by assessing

alternatives and making recommendations contained in a comprehensive report in order to extend, upgrade or

strengthen the high voltage networks.

•Engage in the design of LV and MV distribution systems.

•Liaise with consultants, architects and developers through meetings and correspondence in order to determine

site, building, switchgear, transformers and cable and protective gear requirements for the reinforcement of 33

kV, 132kV and 275kV systems.

•Engage in the drafting of technical specifications and contract documentation for electrical goods and service.

•Adjudicate tenders and compile bid reports relating to the supply and delivery of electrical goods and services

by understanding the procurement policies and procedures in order to ensure timeous procurement of the goods

and services.

Essential Requirements:

•B.Sc Electrical Engineering Degree (Heavy Current) from a university accredited by the Council on Higher

Education or B.Sc Electronic Engineering Degree (Light Current) from a university accredited by the Council

on Higher Education.

•Conduct all maintenance testing of the electricity unit's protection relays.

•The computerisation and maintenance of records and drawings of various types of protective devices and

schemes, and production of statistics.

•Assist the Protection Engineering Division with broadly defined post fault analysis and engineering by

applying sound engineering principles in order to enable effective engineering solution.

•Assist the Test Division with general testing and commissioning and developing effective procedures and

strategies by sharing protection maintenance experience in order to ensure optimal testing and commissioning.

•Keeping abreast of technological developments in the power system protection field by undergoing training,

attending courses, conferences and seminars.

•Must pass a proficiency test, set by the department, to prove sufficient general knowledge of protection and

testing fundamentals and philosophies.

•Must be trained in First Aid or be trained within 6 months of the date of appointment.

Preferred Requirements:

•2 years relevant experience with and knowledge of eThekwini Electricity's distribution and transmission system
