Since the establishment of the UNESCO Office for Statistics in the early 1950s,one of its main functions has been not only the collection of statistical data, butalso their analysis for, and dissemination to, users throughout the world. Otherprincipal tasks include the promotion of international comparability of statisticaldata, as well as assistance to Member States in developing their educationalstatistical services.

Data Availability and TrainingThe availability of statistical data on education and of basic indicators hasgreatly improved over the years. UNESCO has developed internationalstandards for educational data collection, and also developed the InternationalStandard Classification of Education (ISCED - see notes below). The promotionand organization of training programmes in the use of education statistics, andthe provision of related teaching material, is also a major activity of the UNESCOOffice of Statistics. **

Data CollectionThe collection of statistics by UNESCO is basically carried out by means ofquestionnaires, either annual or ad hoc (special surveys). Questionnaires areissued annually in the following three areas:1. Education at the preprimary, first and second levels2. Education at the third level3. Educational finance and expenditureThe questionnaires have been developed over a number of years, and take intoaccount the constraints, needs and wishes of Member States. Although theyrequest information on a limited number of basic data items, the completion ofthese questionnaires can be relatively time-consuming for the Member States.Collection of data about the school year, for example, is only possible after theend of that year, so data generally have a time lapse of approximately one year.The UNESCO Office of Statistics collates, verifies and processes the informationreceived, and tries to resolve any inconsistencies and gaps in the data. Officialpublications and other reports from governments and Ministries of Educationwithin the countries concerned are used to complement the questionnaire datacollected. Some data are received by UNESCO from the United NationsStatistical Office, which collects relevant educational statistics within censusdata, and the United Nations Population Division. **Where available data differ for a particular country from the internationalrecommendations adopted or other definitions provided by UNESCO, thestatistical practice used in that country is followed.

Publication of UNESCO Education DataMany publications and reports are produced by UNESCO, for example theUNESCO Statistical Digest, the World Education Report and the StatisticalReports and Studies series. However, the UNESCO Statistical Yearbook ispublished annually, and is generally recognised as the primary source ofinternationally comparable statistics in the areas of education, science,technology, culture and communication.

International Standard Classification of Education(ISCED)The International Standard Classification of Education (ISCED) has beendesigned by UNESCO as a multi-purpose instrument suitable for assembling,compiling and presenting statistics of education both within individual countriesand internationally. Whilst countries still hold their own national classificationsystems, ISCED is designed to be flexible enough to accommodate these andallow international comparison of data where possible. ISCED is designed forthe assembly of data on educational phenomena, including enrolment, teachingstaff and finances. ***N.B. UNESCO have indicated that the current ISCED classifications will berevised and updated within the next two years (may be 1999). Furtherinformation will be released when available. Users are advised that certain typesof UNESCO educational data mentioned above may not be available viar cade/The Data Archive.

The ISCED systemISCED has devised a system of levels and categories to describe education.These are best explained as each stage of education is described below:

Defining the levels and categoriesA principal objective of ISCED is to promote the collection of comparable data oneducation at various levels from different countries. Such nationally disparatefactors as types of educational institutions, legal provisions governing the periodof compulsory education, and practices respecting awards, diplomas or degreesgranted for successful completion of a programme cannot be usedinternationally as criteria for determining educational level. Internationalstatistics for particular categories of education cannot be perfectly consistent,again because of differences in national practices. ***

The progression of young people through the school systems of differentcountries can be seen as following a similar pattern in terms of timing and basicsubject matter regardless of differences in institutional arrangements andtechnology. In fact, this pattern, which begins at the most elementary levels,persists internationally for young people who remain in school up to theuniversity level. Thus, despite the variability in duration of so-called ‘primary’ and‘secondary’ school programmes in different countries, the total number of yearsspent from school entry to university graduation is remarkably consistent fromcountry to country. ***

The ISCED LevelsISCED has classified education according to the following levels:Preprimary education (level Category 0), education at the first ISCED level(primary education - category 1), education at the second level, first stage(secondary education - category 2 - age around 11-14 years), education at thesecond level, second stage (category 3/4 - around 14-16/18 years), education atthe third level, first stage (category 5/6 - ‘further’ or ‘tertiary’ education) andeducation at the third level, second stage (category 7 - ‘postgraduate’education).

1. Preprimary education - below the first ISCED level‘Preprimary education’ describes the initial stages of organized instruction asdefined for the purposes of ISCED, i.e. those preceding the first ISCED level.These programmes do not include play groups, day nurseries, creches, child-care centres or similar organizations with no specific educational purpose. Theage of entry to this type of education varies between countries and in areaswithin some countries. The upper age level here depends on the age of entryinto first level education. ***

Programmes at this level place little emphasis on literacy or general education.The activities are directed mainly toward accustoming children to groupactivities, for example singing, dancing, participation in rhythm groups, andgroup games to promote healthy and socially desirable habits. Also stressed isthe development of skills in handling colouring, moulding, lettering and similarmaterials as well as simple tools. The programmes are designed primarily tointroduce very young children to a school-type environment, and to provide abridge between home and school. In addition, these programmes cover the initialstages of organised instruction for children with special needs, including thosewho, due to mental or physical disabilities, are unable to participate in the samegroups along with non-disabled children. Programmes for children with specialneeds have the same objectives as the core programmes, but the pupilsgenerally require more individual attention. ***

Programmes of education at the preprimary level are usually given by nurseryschools, kindergartens, or similar institutions, although some are found inspecial sections attached to primary schools. ***

2. Primary education - the first ISCED levelEducation at the first ISCED level usually begins at age five, six or seven years.The core at this level consists of education provided for all children in allcountries, the customary or legal age of entrance being not younger than fiveyears or older than seven years. This level then covers five or six years of full-time schooling. Programmes are designed to give the students a sound basiceducation in reading, writing and arithmetic along with an elementaryunderstanding of other subjects such as natural history, geography, naturalscience, social science, art and music. In some cases religious instruction isfeatured, especially in programmes run by religious organizations. Theprogrammes are rarely specialized by subject, but are usually organized on aunit or project basis. (This is a principal characteristic differentiating programmesat this level in most countries from those at the lower stage of the second level).In a few countries, education at this level is divided into two stages, usually afirst stage of four years and a second stage of two years, which may becombined with the first stage of the second level (sometimes known as ‘middle’schooling).***

This level also includes special classes suited to the needs of exceptionalstudents including those with learning or physical disabilities, many of whom willhave made slower progress in education than the average. These classes arespecially organised for the pupils and the usual order of subject matter is notnecessarily followed. For many of these pupils, emphasis is given to vocationaltraining along with general education, but for others the general programme isaccelerated.***

Programmes with a vocational emphasis are found at this level, especially inareas with opportunities for second-level education are currently limited or non-existent. These programmes may cover some of the traditional elementaryprogramme, but give less attention to general subjects, and instead devote thetime to vocational instruction suited to the needs of the area served, along withbasic reading, writing and arithmetic. Many of them are part-time, short-term andintensive.***

Literacy programmes outside the school system for those considered too old toenter elementary schools (or for whom no school places are available) are alsoincluded at this level because they require no previous formal education.Because these programmes are designed for illiterate adults they are of adifferent type from those in elementary school in terms of content. They areusually part-time, voluntary and of relatively short duration (for example, up to ayear).***

3. Secondary education - the second ISCED levelEducation at this level may or may not be divided into two stages.

Secondary education - first stageThe core education at this level continues the basic programmes started at thefirst ISCED level of education, but usually with a more subject-oriented pattern.Some beginnings of specialization may be seen at this level with some studentsdirecting their attention towards certain types of subjects, e.g. commercial ortechnical subjects. This stage consists of three or four years of full-timeschooling. Programmes are composed of the subjects mentioned at the first levelwith a broader approach to mathematics, more attention to literature andcomposition in the mother tongue, other modern languages, and a beginning atspecialization in some natural sciences such as chemistry, botany and physicalgeography. In many countries this level of education is carried on in the sameinstitutions as first level and below, but elsewhere it may be taught with thirdlevel education in ‘middle’ schools (covering approximately the 6 th to 9th years ofeducation). The entrance requirement at this level is normally the satisfactorycompletion of first-level education or similar. ***

In addition to core studies, this level covers a wide variety of programmes with aspecific vocational emphasis. Many of these are designed to train students for aspecific occupation, and are associated with relatively unskilled jobs, forexample domestic science programmes intended to train domestic help, orelementary commercial programmes for operators of simple office machinery,though these vary according to country. Apprenticeship programmes for skilledtrades and crafts, lasting three to five years, may begin at this level. Alsoincluded here is special education for learning and physically disabled studentswhich are similar to those at first level but more advanced in subject matter. ***

Secondary education - second stageThe core education at this stage consists of programmes for those who havecompleted the first stage at the second level. Separate subject presentation andmore specialization are features of this level. Whilst many students will havemoved towards more vocational education, those following the more academicgeneral programme will have more flexibility in their choice of subjects, forexample in sciences, classics, social sciences and fine arts. Preparation foruniversity entrance is a design feature of these more academic programmes (forexample the French Baccalaureate programmes and the English ‘A’ levels). Insome countries, these programmes comprise two or three years full-timestudy.***

Some apprenticeship programmes, such as those for skilled trades such as themanufacture of complicated machinery and industrial processing, require ahigher level of general education and better mathematical skills than those foundat the first stage, and these may be offered at the second stage. Othervocational and technician education may be offered at this level, such ashairdressing, hotel and restaurant training and secretarial courses. ***

Whilst the more academic programmes may be offered in both schools and otherinstitutions, the vocational courses are generally offered in technical institutionsor ‘colleges’. In some countries, education at this level is known as ‘further’, or‘post-basic’ education. Vocational training programmes offered in institutionsother than schools may be designed for adults rather than ‘school-leavers’, andmany are part-time, or ‘sandwich’ courses. The duration of these courses varieswidely, from a few weeks to several years. ***

3. Tertiary education - the third ISCED levelEducation at this level is divided by ISCED into 2 stages.

Tertiary education - first stageThe first stage consists of education at ISCED level categories 5 and 6. Thesecategories include education for those who have completed requisiteprogrammes at the second stage of the second ISCED level.

Category 5This type of education does not lead to the award of a first degree, andcorresponds with what is termed in the UK as ‘further education’. Less attentionmay be paid in programmes at this level to the theoretical or scientific principlesof the subjects studied, and emphasis placed on the vocational aspects. ***

Category 6This type of education does lead to the award of a first degree, and correspondswith what is termed in the UK as ‘higher education’ at the undergraduate level.Emphasis in programmes at this level is placed on the historical, theoretical orscientific principles of the subjects studied, while practical skills, whilst givensome prominence, have a lower priority. ***Tertiary education at this level in UK and some other countries is undergoing aperiod of change at present, especially within certain fields, such as professionsallied to medicine, for example, nursing or radiography, which have recentlyattained graduate status. Consequently, the ISCED definitions may not be strictlyaccurate is some cases.

Tertiary education - second stageThe second stage consists of education at ISCED level category 7. Education atthis level is for those who have completed requisite programmes at the firststage of the third ISCED level of education. This type of education leads to theaward of a higher degree or equivalent, and corresponds with what is termed inthe UK as ‘tertiary education’ at the postgraduate level. These programmesconsist of high-level professional education and those involving independentresearch of a high order, including the theoretical and philosophical aspects ofthe subject beyond that studied at first degree. ***

ISCED and Educational EstablishmentsEducation at the third ISCED level is usually carried out in the followingestablishments, whereas education at the first and second ISCED levelsnormally takes place within schools, unless they are specific adult basiceducation programmes:

1. Universities and equivalent degree-awarding InstitutionsThese are institutions which provide regular education at the third level leadingnormally to awards at ISCED level categories 6 and 7 or professionalqualifications equivalent to either level. If such institutions also provideprogrammes at ISCED level category 5, they are still reported under this rubric.Distance-learning institutions, although their programmes may be similar tothose in regular universities, are reported in section 2 below. 1

2. Distance-Learning University InstitutionsThese are institutions which also provide programmes leading to recognizedthird-level degrees, but use distance-learning as the principal mode of study(often using the mass media and correspondence, e.g. the Open University inthe United Kingdom). These institutions may offer programmes which havecurricula identical or broadly similar to those of traditional universities, but arespecifically adapted and intended for adults. They may also provide programmeswhich do not correspond to traditional university level education (including shortrefresher courses and upgrading courses for members of some professions), butthese are not reported as third level education data. 1

3. Non-University Institutions providing other education at the third levelThese are institutions which provide regular education at the third level leadingto qualifications at ISCED level category 5. If such institutions also provideprogrammes at ISCED level categories 6 and 7, they are not reported here, butunder part 1 above. 1

ISCED also classifies education subjects for the third level within basic subjectareas, or fields of study, as follows:

1. Education Science and Teacher TrainingGeneral teacher training, teacher training programmes with specialization invocational subjects, education science.

2. Humanities, Religion and TheologyLanguages and literature, linguistics, comparative literature, programmes forinterpreters and translators, history, archaeology, philosophy of art.

3. Fine and Applied ArtsArt studies, drawing and painting, sculpturing, handicrafts, music, drama,photography and cinematography, interior design, history and philosophy of art.

4. LawLaw, programmes for ‘notaires’, local magistrates, jurisprudence.

5. Social and Behavioural ScienceSocial and behavioural science, economics, demography, political science,sociology, anthropology, psychology, geography, studies of regional cultures.

6. Commercial and Business AdministrationBusiness administration and commercial programmes, accountancy, secretarialprogrammes, business machine operation and electronic data processing,financial management, public administration, institutional administration.1

EngineeringChemical engineering and materials techniques, civil engineering, electrical andelectronics engineering, surveying, industrial engineering, metallurgicalengineering, mining engineering, mechanical engineering, agricultural andforestry engineering techniques, fishery engineering techniques.

14. Architecture and Town PlanningArchitecture, town-planning, landscape architecture.

15. Trade, Craft and Industrial ProgrammesFood processing, electrical and electronics trades, metal trades, mechanicaltrades, air-conditioning trades, textile techniques, graphic arts, laboratorytechnicians, optical lens-making.

General Education ExpenditureThese notes provide some background information to the general educationexpenditure data available in the UNESCO Education Expenditure dataset, andinclude notes on the contents of each table available. Expenditure is divided intothree categories: capital, current and total (notes a, b and e). Also included hereare notes on the tables showing exchange rates with the US Dollar ($), andGross National Product (GNP) (notes c and d).

a. Capital ExpenditureThis shows capital public expenditure on education by country. 'CapitalExpenditure' includes loan transactions and refers to `one-off' costs, eg the costsof assets which will be used for several years; the construction of buildings,major repairs, heavy equipment and vehicles. The financing of these assets canbe reported in one single financial year - if a school is built in 1994, and if theconstruction costs are borne entirely in the 1994 budget, this will be included inthe capital expenditure for 1994.* The years stated indicate the calendar year inwhich the financial year begins . For combined capital and current publicexpenditure, see `Total Expenditure' table.

b. Current ExpenditureThis shows total public current expenditure on education by country. `CurrentExpenditure' refers to the costs of educational goods and services which recurevery year. Examples include personnel costs, education supplies, scholarships,maintenance, and administration.* The years stated indicate the calendar year inwhich the financial year begins. Expenditure is divided into two main categories,current and capital. UNESCO does divide 'current expenditure' into furthercategories, e.g. personnel emoluments, administration, welfare and teachingmaterials, but this data is not currently available here. c. Exchange Rate with US DollarThis table lists exchange rates between national currencies and the US Dollarfor each country at intervals from 1960 onwards.

d. Gross National Product (GNP)This table shows Gross National Product (GNP) for each country, at intervalsand yearly from 1980. For almost all countries, data on GNP is supplied by theWorld Bank.

e. Total Expenditure on EducationThis table presents total public expenditure on education by country, for theyears indicated, and includes both current and capital expenditure.*The years stated indicate the calendar year in which the financial year begins.

Data are presented here as yearly totals for the years 1960-1994, but pleasenote that not all data are available for each country for every year - data aresparse for some areas before 1970 and between 1970 -1980.

Public Expenditure by Level of Education *The following background notes describe the different types of expenditureincluded in the UNESCO data on public expenditure by level of education,including information on its organisation into various categories - current publicexpenditure and the division of administrative/personnel costs, teachingmaterials, scholarships, welfare services and other miscellaneous expenditure.

1. Public expenditure on education (i.e. public expenditure on public education,plus subsidies for private education) is distributed in this table by level and typeof education.

2. Classification by level (pre-primary, first, second and third level) follows as faras possible the same criteria used for data on enrolment - i.e. the ISCED levelcategories. (ISCED = International Standard Classification of Education - seeother notes).

3. In addition to regular education, public expenditure includes special educationexpenditure, literacy programmes and adult education, and other educationwhich does not fit into one of the standard ISCED levels described.

4. 5. Current public expenditure by level of education/purposeThis refers to current public expenditure on education distributed by ISCED leveland by purpose.

6. Classification by purposeThis is based on the following categories:a. Administration other than personnel.b. All administrative expenditure with the exception of personnel emoluments.

7. Personnel emolumentsAdministrative staff - Emoluments of administrative staff at central and locallevels, including inspections, documentation, services and educational research.This expenditure total may, in some cases, include other administrative costs.a. Teaching staff emoluments.These refer to gross salaries and all other additional benefits, includingcontributions to pension funds and social security. 'Teaching staff' also includesauxiliary teachers.b. Other personnel emoluments.These include maintenance staff, cleaners, drivers, watchmen, gardeners, etc.

8. School books and other teaching materialsThis includes expenditure directly related to instructional activities: schoolbooks, textbooks, exercise books and other scholastic and teaching supplies.

9. ScholarshipsThis includes monies for studies in the country and abroad.Scholarships and all other forms of financial aid granted to students exceptloans.

10. Welfare servicesSchool meals and boarding - Expenditure related to school canteens, meals forpupils and different forms of boarding. This may, in some cases, include totalexpenditure on welfare, such as school transport and medical services, wherethese are not reported separately as 'other welfare services'.

11. Other welfare servicesSchool transport, medical services, etc.

13. Subsidies not distributed by purposeThis includes government subsidies or transfers to public or private educationinstitutions which cannot be distributed by purpose, due mainly to theadministrative autonomy of the recipient institutions.

1. IntroductionThe United Nations Educational, Scientific and Cultural Organization (UNESCO)gathers data on educational expenditure for approximately 232 UNESCOMember States. Data are collected centrally from official replies to UNESCOquestionnaires and special surveys. Supplementary information is gathered fromofficial reports and publications, and collated by the UNESCO Division ofStatistics, based in Paris.

2. Variables AvailableData on educational expenditure are presented in this data collection for threecategories: capital, current and total expenditure. Other variables availableinclude data on exchange rates between national currencies and the US dollar($) and Gross National Product (GNP) for each geographical area. • Capital expenditure

'Capital expenditure' includes loan transactions and refers to 'one-off'costs - for example, the costs of assets which will be used for severalyears: the construction of buildings, major repairs, heavy equipmentand vehicles. The financing of these assets can be reported in onesingle financial year - if a school is built in 1994, and the constructioncosts are borne entirely in the 1994 budget, the cost will be includedin the capital expenditure for 1994.
