Underground Residential Distribution (URD) At Balpara, part of the Bayside Group, we have serviced the energy, mining, communications and land

drafting, detailing and auditing services for major utilities, councils and land developers. As a result, our range

Site Investigations
Our team performs detailed designs for customer
initiated and augmentation works, including site
investigation for overhead and underground
projects.
Technical bulletins issued by the utility, keep our
engineers and technical staff up to date with
standards changes. In addition, we attend utility
specific technical standards training.
Layout Kiosk Substation
When designing the kiosk substation locations, our
engineers take into consideration the customer
load and power authority requirements, including
the best site location to suit the development.
To confirm details of all the inputs, we attend site
meetings to solve any design issues and confirm
client and customer requirements.
Initial Line Design Investigation
Balpara has a highly experienced surveying team
who are well respected in the industry, with over
40 years of experience in line design across all
types of projects from land feature surveying,
working with our engineering team to design
quality products, through to 66kV feeder
augmentations. Project submissions include final
construction drawings and survey field notes.
We can provide the following survey services:
• Overhead line extensions & augmentation
• Distribution design
• Greenfield developments
Overhead Line Design
Balpara has extensive experience providing
detailed designs involving overhead/underground
assets. Our employees use only industry approved
software to demonstrate pole loading and
conductor clearances.
Projects range from system augmentation to
customer initiated capital works. Balpara has also
been engaged to perform design services for
private HV embedded networks.
Our engineers are trained in the design of
overhead lines and underground cabling systems
from 66kV sub-transmission line design through to
HV distribution and LV reticulation. Projects
completed include the conversion of 6.6kV
distribution feeders to 11kV and zone substation
augmentation from 6.6kV to 22kV.
Works include walk through audits, identification
of augmentation and maintenance works, detailed
designs of substation, switchgear and cabling
augmentation.

Underground Design
We design the underground cabling layout and pits
to individual lots, taking into account the service
offset. The cable route is clearly marked on the
plans with cross sections
indicating cable depths
either in conduits, direct
buried or bore sections.
The design of underground
cable networks can involve
green field sites or system
augmentations.
Public Lighting Balpara provides design and drafting for
intersections, street & roadway lighting as well as
general lighting for industrial, parks and sports ground projects. Emphasis is placed on aesthetic
quality of designs and economics, using up to date
software to provide Lux & Luminaire Plot plans.
Project Management
Our project managers have extensive experience
in managing D&C works. We manage projects from
scoping to delivery. Our project management
services also include; design management risk
analysis, hazzops, compilation of O&M manuals,
tender compilation, evaluation and analysis. Our
qualified project managers hold either PM 1 or 2
accreditation with the utilities. If required, we can
also provide Gantt charts to assist in the
monitoring of project progress.
Achieving Statement of Compliance
Balpara recognises the business risks and financial
costs associated with project delays caused
through non-compliance issues around Statement
of Compliance.
We understand that obtaining Statement of
Compliance can reduce financial delays for the
Developer, as the agreed rebate for the
development can be received from the Utility (if
applicable). This will ensure land sales settle as
contracted and no additional costs are
administrated by the nominated lending facility.
We ensure Statement of Compliance through:
• Confirmation of contracts acceptability
• Payment of project fees
• Understanding of internal and auditing
processes
• Pro-active Project Management between
civil contractor and client
• Quality Assurance process maps of the
utility’s requirements
Site Works & OHSE
Our surveying and site detailing employees are
most exposed to OHS risks and have the greatest
potential impact on the environment. As a result,
Balpara has a number of site specific procedures
and forms in place to manage the risk of an
incident. For example, every time a Balpara
employee attends site, they will complete a Job
Safety & Analysis (JSA) form in line with our JSA
procedure and Safe Work Method Statements
(SWMS).
We perform regular periodic site audits to ensure
procedures are followed and identify any areas we
can improve or need to provide refresher training.
In addition, all employees are trained in our
Environmental Management Plan (EMP) which
includes the necessary steps to follow prior to
visiting any regional site, to minimise the risk of
cross-contamination and to protect native flora &
fauna as well as indigenous land.

Balpara's Quality Management System (QMS) is
built around ISO 9001 standards and is continually
monitored for compliance and opportunities for
improvement.
Our QMS consists of document controlled policies,
procedures and forms which are all available via
our corporate intranet.
