SUNDAY, SEPTEMBER 21, 2014 2MANILA: Typhoon Luis and Tropical Storm Mario have togetherexacted a toll on farms that totalled P1.14 billion as of noonyesturday, according to an initial assessment by the Departmentof Agriculture. According to the DA, rice farms suffered theworst, with some 53,800 tons or P934 million worth of paddyrice lost.

However, of the 99,875 hectares of rice farms affected, 96,046hectares show promise of recovery, the DA said.

Also ravaged were corn crops, with losses valued at P150.6million, equivalent to almost 11,566 tons of harvest.

The DA said all but 13 hectares of the 21,321 hectares ofaffected corn farms have a chance of recovery.

In addition, 1,883 tons of high-value crops -fruits and vegeta-bles mostly-worth P41.8 million were lost to the two howlers.

The fisheries subsector lost P12.2 million while livestockgrowers reported P2.3 million. P3.6 million worth of fishery facili-ties were also damaged.

Central Luzon reported the biggest loss among the fiveaffected regions, with P606.8 million. The other regions are theCordillera, Ilocandia, Cagayan Valley and Bicol.

Nueva Ecija bore the brunt of the bad weather, losing P254.4million worth of crops, including P237 million worth of rice.

According to the DA, combined damage from Luis and Mariomeans a reduction in rice production by 0.28 percent from thefull-year target of 19.07 million tons. Also, Luis’ and Mario’s toll onrice output accounts for 0.73 percent of the 7.3 million tons fore-cast for the fourth quarter of 2014. —Inquirer.net

“The short answer is yes,” he told reporters over coffee lateFriday night (Berlin time) when asked if he had accomplishedhis “mission” to rally European leaders behind Manila’s positionto settle its territorial dispute with Beijing through internation-al arbitration.

With Spain, Belgium, France, and Germany all seeking a res-olution through mechanisms provided under international law,Aquino said it was time to “get to a stage where we have rea-sonable and doable objectives.”

Aquino said he had been told by some of his Europeancounterparts that they had been asking China about its Nine-Dash Line claim over around 90 percent of the South ChinaSea. He said another point of inquiry was “adherence” to theUnited Nations Convention on the Law of the Sea (UNCLOS).

“There seems to be a push,” he said.Aquino is set to leave for Boston later at 6:30 p.m. (12:30

4,000 troops join PH-US war games

MANILA: About 4,000 troops from the United States Navy andthe Philippine Navy will take part in a bilateral air-ground andamphibious training in Palawan province by the end of themonth.

Called the Philippine Amphibious Landing Exercise (Phiblex15), the event will open at 10 a.m. on Sept. 29 at the Naval ForcesWest headquarters in Barangay San Miguel, Puerto Princesa City.

More than 3,000 US personnel will join 1,000 Filipino troopsfrom the Philippine Navy and Marines in the 12-day trainingexercise, according to a statement from the Naval Public AffairsOffice. The bilateral exercise is set from Sept. 29 to Oct. 10 and isaimed at improving the interoperability, readiness and responseto natural disasters or other regional contingencies of the partic-ipating troops.

1st Lt. Jerber Antonio Belonio, the head of the PhilippineMarines public affairs office, said the training will include a com-mand post exercise; field training exercises with small arms andartillery live-fire training; amphibious operations; ship-to-shoremovement; combined arms training; and civil-military opera-tions.

Earlier, Lt. Cmdr. Marideth Domingo, chief of the PhilippineNavy public affairs office, said the exercises will be conducted invarious locations in Luzon such as Palawan, the Naval EducationTraining Command in San Antonio, Zambales province, SubicBay and the Philippine Marines Base in Ternate, Cavite province.

SUNDAY, SEPTEMBER 21, 2014 4MANILA: The Philippines’ most active volcanohas sent more huge lava fragments rollingdown its slopes in an ongoing gentle eruptionthat has prompted authorities to evacuatethousands of villagers, officials on Wednesday.

The Philippine Institute of Volcanology andSeismology has warned that a “hazardouseruption” of Mount Mayon, located in theeastern Philippines, is possible within weeks.

Increased restiveness was recordedovernight, including 270 incidents of lavafragments and super-hot boulders rollingdown from Mayon’s crater - nearly four timesthe number recorded the previous day. Somereached the upper portion of a gully on thevolcano’s southeastern side, indicating thatthe lava dome has breached that side of thecrater. The number of low-frequency volcanicearthquakes also increased.

Molten lava has accumulated at the top ofthe 2,460-meter (8,070-foot) volcano’s crater,creating a glow in the night sky that sparkedboth awe and fear among spectators.

“It’s already erupting, but not explosive,”said Renato Solidum, who heads the govern-ment’s volcano monitoring agency. “Currently,the activity is just lava coming down. If thereis an explosion, all sides of the volcano arethreatened.”

Volcanologist Ed Laguerta said he sawhuge glowing lava fragments and super-hotboulders rolling down from Mayon’s craterlate Tuesday from as far as 12 kilometers (7miles) away.

“They are big because they can be seenfrom afar, and they splinter, so they could becar-sized,” he added.

Mount Mayon, a popular tourist site knownfor its near-perfect cone, lies in coconut-pro-ducing Albay province, about 340 kilometers(210 miles) southeast of Manila.

The provincial disaster operations centerreported Wednesday that nearly 24,000 peo-ple from villages within an 8-kilometer (5-mile) radius from the crater had been evacu-ated.

Mayor Herbie Aguas said his farming townof Santo Domingo, among the closest to thevolcano, has a frightening legacy from Mayon.The volcano nearly wiped out the municipali-ty’s entire population in an 1897 eruptionwith pyroclastic flows - superheated gas andvolcanic debris that race down the slopes athigh speeds, vaporizing everything in theirpath.

“We are praying that it would not be theworst-case scenario,” Aguas said, adding thatnearly 4,000 of the 40,000 residents in histown who live within a government-declareddanger zone had started to evacuate to saferareas.

The volcano has erupted 50 times in thelast 500 years, sometimes violently, endanger-ing thousands of poor villagers who insist onliving or farming in the danger zone.

Villagers living near the volcano haveerected huge white crosses at the entrance oftheir neighborhoods, hoping they will protectthem from harm.

GENERAL SANTOS: Philippine boxing superstar Manny Pacquiao threwdown a fresh challenge to Floyd Mayweather Jnr on Thursday, daring theAmerican world champion to “fight me” instead of setting terms thatcould torpedo the dream bout.

“He’s all talk. Until now he has not yet agreed to fight me. Instead ofblabbing, he should face me atop the ring,” Pacquiao told AFP in an inter-view. Ring fans the world over have been baying for a mega-fightbetween two of the world’s greatest boxers of their generation, but pre-vious talks have always broken down before a deal could be signed.

Pacquiao, 35, has held world titles in eight separate weight divisions.He is training to defend his World Boxing Organization welterweight

title against another undefeated American, Chris Algieri, in Macau inNovember.

Mayweather, who scored a lopsided victory over Marcos Maidana in arematch in Las Vegas on Saturday, pushing his record to 47-0, laterdenied he was trying to safeguard his unblemished record by avoidingPacquiao.

However, he said a Pacquiao bout would have to be on the

American’s terms. Pacquiao retorted Thursday that great fighters did notduck facing the best and did not let any challenge pass by.
