Uganda Cleaner Production Centre (UCPC) is one of the National Cleaner Production Centres (NCPCs) in
Africa established by United Nations Industrial Development Organisation (UNIDO) under the UNIDO
global Cleaner Production Programme working together with the respective governments. UCPC started as a
joint project of Government of Uganda, through the then Ministry of Tourism, Trade and Industry (MTTI) and
UNIDO. The overall Mandate of UCPC is to act as a Lead Agency for the introduction, adoption and
sustainable application of globally accepted and recognised Cleaner production methods in order to enhance
resource productivity and improve environmental performance for sustainable and balanced economic
development.

1. Information Dissemination and Awareness
Creation:
UCPC disseminates information on Resource
Efficient and Cleaner Production (RECP) and
other related concepts through bilateral meetings
with entrepreneurs, use of websites and the
publication of case studies, fact sheets and
manuals, seminars and workshops.

2. Training and Capacity-building;
Training and Capacity building are integral part of UCPC’s
activities. UCPC staff have been trained in RECP and other
related concepts both in Uganda and overseas and passed on the
concepts to other individuals in Uganda and other parts of Africa
using the Train-the-Trainer approach. Where possible, UCPC has
had to draw on the experience of International experts. Over 300
Industries have been trained are at different levels of
implementation cleaner production options. About, 2000
individuals from different professions have been trained in RECP.

3. In-plant Assessments and Technical Assistance:
UCPC carries out in-plant RECP assessments in order to identify
RECP measures that are appropriate to the enterprises’ processes,
products or services, technologies and management systems and
skills. UCPC provides technical support to implement the
identified improvement measures at enterprise level. Models of
successful RECP applications are thus created that demonstrate
tangible economic and environmental benefits. Assessments
target specific thematic areas such as materials use, water and
energy efficiency, chemicals management and Environmental
legal compliance.
Before RECP Assessment; There was disposal of bagasse.
After RECP Assessment; All bagasse is used in the co-generation
plant. This is the 160 TPH, 67kg/cm3 boiler.
4. Policy Advice:
UCPC has worked with key stakeholders and contributed to
development of enabling policy environment for promotion of RECP
and other related concepts. For example, UCPC participated in the
development of the Industrialization Policy, the national programme
for Sustainable Consumption and Production, Strategic Approach to
International Chemicals Management (SAICM) and the National
Implementation Plan for the Stockholm Convention on POPs, etc.
UCPC is currently involved in developing the Green Manufacturing
strategy for Uganda which is spearheaded by MTIC.
UCPC works in all stages of the Policy Cycle.
5. Research and Development:
UCPC works closely with Research and Development Institutes in
carrying out research activities on specific projects. For example;
i. UCPC collaborated with the Universities of Surrey and
University College London UK on promoting research,
innovation, technology development and application in
Resource Efficiency and Cleaner Production Technologies.
ii. UCPC has also worked with the University of Surrey,
Guildford, UK to explore the potential of storing biogas
derived from anaerobic digestion in pressurized containers
similar to those used for LPG allowing distribution to
households.
iii. UCPC also worked with the University College, London to
support adoption and institutionalization of energy
management activities among energy intensive industries.
iv. UCPC in partnership with the University UCL participated
in the AGRICEN research programme for exploring how
agro-industries in sub-Saharan Africa could contribute to
improving rural energy access specifically for the Tea Sector
in Uganda. This involved a feasibility study on solar use in
the tea sector could play a role in widening rural energy
access, and identify the barriers that prevent this from
happening on a larger scale at present.
6. Clean Technology Transfer:
UCPC provides technical assistance for transfer of
Environmentally Sound Technologies (ESTs). Specific activities
include, for example: benchmarking and technology gap
assessments; technology identification, screening and
assessment; and preparation of investment proposals and business
plans.
Under the project “Pilot application of Eco-innovation in Small and Medium-sized Enterprises (SMEs)
in agri-food sector in Uganda” UCPC technically assisted Upland Rice Millers Company Limited in
changing its usual work to attaining a new boiler and a drier that use rice husks as source of energy to
generate steam for drying instead of using fossil fuels. Its energy productivity greatly improved by 30%
(from 0.03367 kWh/kg to 0.023613 kWh/Kg).
UCPC Projects 1. Engaging Private Sector for Green Growth in Lake Victoria Basin (EPSGG-LVB).
Current status of the Project: Ongoing
Implemented by & Project Partners: World Bank, Lake Victoria Basin Commission (LVBC), Kenya
National Cleaner Production Centre ,Rwanda Resource Efficient and
Cleaner Production Centre, Cleaner Production Centre of Tanzania,
Uganda Cleaner Production Centre. The project is managed by the
and coordinated by the Kenya National Cleaner Production Centre.
Project Completion Year: 2020
The Development Objective of the project is to increase use of, and investment in, resource-efficient and
cleaner production technologies by private enterprises in the Lake Victoria Basin. Achievement of this
objective will be measured by three indicators including:
(i) Share of targeted private enterprises in LVB using one or more RECP technologies because of the project;
(ii) Total amount of investment in RECP technologies by targeted private enterprises due to the project; and
(ii) Total amount of greenhouse gas emissions avoided on annual basis due to project interventions.
Switch Africa Green (SAG) is a project implemented by UN Environment (formerly UNEP), in collaboration
with United Nations Office for Project Services (UNOPS) and United Nations Develoment Programmes
(UNDP) with support from European Union (EU). The objective of SAG is to support countries in Africa to
achieve sustainable development by engaging in transition towards an inclusive green economy, based on
sustainable consumption and production patterns, while generating growth, creating decent jobs and reducing
poverty.
a) Demand-Side Management of water use in Micro, Small and Medium Sized Enterprises in Uganda
through promotion of water use efficiency techniques and practices.
This project was a sub component under SAG and was being piloted in 24 selected Micro, Small and
Medium Sized Enterprises (MSMEs) from four water management zones in Uganda through promotion
of water use efficiency techniques and practices for the period July 2015 – June 2018. The project was
implemented by the Directorate of Water Resources Management (DWRM) in partnership with Uganda
Cleaner Production Centre (UCPC).
The overall objective of the project was; to enhance water use efficiency and increase productivity in
MSMEs in the manufacturing sector.
The Specific objectives of this action were ;
Creating awareness about water conservation among MSMEs.
Facilitating adoption and optimization of water use efficient techniques and practices in order to create
model MSMEs for sustainable water use in the manufacturing sector.
2. Switch Africa Green Projects.
In respect of enhancing water use efficiency and increase productivity in MSMEs, UCPC provided
awareness trainings on water efficiency in 35 MSMEs. This was supported by 4 detailed awareness
workshops in all the four water management zones. Among the 35 MSMEs, 29 MSMEs were provided
by detailed water audits and technical assistance which triggered;
Private sector investment of USD 625,989 in water saving technologies and practices.
Reduction in total annual water consumption of 351,383 m3.
Monetary annual saving of USD 611,640 by companies.
Improved raw materials management of USD 912,117 annually.
Reduced volume of waste water discharged.
Increased water productivity of about 35.54% per MSME.
Before SAG: Back wash water sent to the drain.
After SAG:Back wash water is now being recovered and reused.
Before SAG: Use of open ended pipes .
After SAG: Replaced the open ended pipes with pressure guns.
b) Demand-Side Management of energy use in Micro, Small and Medium Sized Enterprises in Uganda
through adoption of energy efficiency techniques and practices.
UCPC piloted its energy efficiency full package services in 20 MSMEs in Uganda in the period of 2015-
2018. The aim was to improve energy productivity and reduce adverse environmental impacts through
adoption and implementation of energy efficient techniques and practices in MSMEs.
Implementation of the project resulted in economic, environmental and social benefits. Evaluation of the
impact of the project revealed that a project grant of USD 160,000 received triggered;
Private sector investment of USD279,933 in energy efficiency techniques.
Reduction in overall annual energy consumption of 11,351,600 kWh Equivalent.,
Monetary saving of USD 204,000 by enterprises
Reduction in GHG emissions of 9,893.105tones CO2 Equivalent.

The project was being implemented in 6 countries,
led by African Roundtable for Sustainable
Consumption and Production (ARSCP) with funding
from European Union under SAG. Uganda Cleaner
Production Centre (UCPC) was the country delivery
partner in Uganda.
Over 100 MSMEs from different regions of the
country were trained on the concept of Industrial
symbiosis. Out of the 60 companies that participated
in the in-depth waste assessments;
45 synergies were implemented with 67,309 tons
of wastes exchanged.
The companies were able to save USD
1,532,663.00 on waste disposal and eliminate CO2
emissions amounting to 320tones/year.
The symbiotic synergies triggered investment
value of companies USD 1,408,078.
From the exchanged wastes, 18 new products
were developed. Examples of the products are:
compost, boiler fuel, animal feeds, rubber sandals,
paper egg trays, reprocessed oil, soap, and cement
bricks.
The project contributed to the creation of 301 jobs.
Industrial symbiosis steers businesss away from
traditionally linear systems where natural resources
are processed to generate products and waste is
discarded as the spent resource.
Instead industrial symbiosis helps businesses more
towards more efficient circular systems by closing
loops to make better use of materials ,energy ,water,
wastes and by products.
c) Enhancing resource productivity and environmental performance of MSMEs in 6 African countries
through the concept of industrial symbiosis (IS).
d) Sustainable Product Innovation and Energy Efficiency (SPINEE) in MSMSEs in Uganda.
UCPC in partnership with Uganda Small Scale Industries Association (USSIA) implemented this project in
61 MSMEs located in areas; Masaka, Kampala, Gulu, Arua, Hoima and FortPotal. The project resulted in to
3 draft policies developed (draft MSME policy, draft UGGDS and the amended procurement act), 20 trainers
trained by UCPC, 80% improved their knowledge on sustainable consumption and production.

This project was UNIDO’s response to the unsustainable
management of chemicals in industries and lack of
cooperation among chemicals producers and users. Chemical
Leasing (ChL), based on the preventive RECP concept,
provides practical solutions for industry to become more
efficient and at the same time reduce unnecessary hazardous
chemicals consumption and protect human health and the
environment.
Under this response, UCPC managed to conduct two national
ChL awareness raising workshops with a total of 44
participants from industries, Academia and Research
organizations. UCPC also managed to secure one ChL
contract signature for the implementation of three Chemical
Leasing projects in Crown beverages Limited with Diversey
Eastern and Central Africa Ltd being the service provider.
The implementation of this project resulted in to different
case studies such as; Conveyor lubrication processes on all
glass lines, Caustic detergent services on all bottle washers
and case washers on all glass bottling lines and Final rinse
additive application services on the bottle washers. This
implemented ChL case has won two awards in the Global
Chemical Leasing Awards organized by UNIDO including
Bronze during 2014 Global ChL Award and Gold during the
2018 Global ChL Award.
3. Global promotion, adaptation and application of innovative Chemical Leasing business approaches
for sound chemicals management.
4. Pilot application of Eco-innovation in Small and Medium-sized Enterprises (SMEs) in agri-food
sector in Uganda.
UCPC implemented this project with technical support from United Nations Environment Programme
(UNEP) and with financial support from European Union (EU). The main objective of the project was to
improve resource productivity and reduce the environmental impacts of the Agri-food processing sector
in Uganda through the development and implementation of Eco-innovation. The project was piloted in 7
enterprises which include; Buhweju Tea Factory, GBK Dairy Products Limited, Igara Growers Tea
Factory, Kazire Health Products Ltd, Mpanga Growers Tea Factory Reco Industries Ltd and Upland Rice
Millers Ltd.
Some of the achievements under this project include;
Kazire Health Drinks Ltd (KNHDL) achieved a direct savings of up to USD 32,089 annually from
composited process residue and recycling of plastic waste. This saved 96 tons of plastics from joining
the environment. By doing packaging innovation KNHDL Immediate saving of up to USD 28,419.
18 /= annually from changing packaging materials and reduction in GHG emission 93.6 tons CO2eq.
It reduced into materials required for packaging annually 87%. In the process of eco-innovation
KNHPL created 4 green Jobs.
Upland Rice Millers Company Ltd: The Company replaced use of diesel to renewable energy. UPRML
improved energy productivity by 30%.
Igara Growers Tea Factory. Improved quality; the percentage of primary grades increased, this resulted
into increase in average price of tea by 20.3% and consequently this has increased net income of farmers
by 45%. 10 green jobs were created at Igara Growers Tea Factory.
Reco Industries Ltd: Reduced rejects of raw material from farmers by 60 with introduction of mobile
laboratories to monitor levels of aflatoxin in raw materials at upstream the value chain.
GBK Dairy Products Ltd. Improved product’s Shelf life from 90 day to 180 days under room
temperature storage.

5. Lake Victoria Environment Management Project, Phase II (LVEMP II) Project.
Like other National Cleaner Production Centres in the East African Partner States, UCPC implemented
activities of Lake Victoria Environment Management Project, Phase II (LVEMP II) under sub-component
2.2 on Promotion of Cleaner Production Technologies in enterprises within the Lake Victoria Basin with
support from the World Bank through The Lake Victoria Basin Commission located in Kisumu, Kenya. The
Sub-component coordinated by the Director of Kenya National Cleaner Production Centre helped
enterprises improve their productivity and reduce pollution. The impacts of this intervention include;
Over 300 green jobs created within enterprises.
Improved the working condition in the enterprises that adopted RECP.
Overall average reduction in pollution load as follows ( reduction in BOD 78.41% , COD by 72.98% ,
TP by 74.58% ,TN by 86.84% )
Potential GHG reduction of 17,490.68 Tons CO2e from the participating enterprises.
Before LVEMP II: Sludge from the lime beds disposed off in an
open place.
After LVEMP II: A new constructed lagoon for drying sludge.
6. The e-waste Management project.
Current Status of the Project Completed

A situational analysis of e-waste management and generation
with special emphasis on personal computers was carried out
with support of the Swiss Institute of Materials Science and
Technology (Empa) and the Uganda Cleaner Production
Centre.
The initiative intended to support the
establishment of local sustainable e-waste
recycling facilities. Its objectives were to
provide a situational analysis with respect to
the generation and management of electronic
waste in Uganda specifically
To provide the necessary data to define a
solution for handling the e-waste associated
with a UNIDO/Microsoft refurbishment
project; and
To provide general data about the e-waste
situation as a basis for developing the
necessary legal framework for addressing e-
waste.
