Messageof the presidentThe relationship between UEFA and the European Union (EU), or European

Community (EC) as it used to be known, was not established on the best of foundations. European football’s governing body was seen as arrogant and accused of seeking to bypass EC legislation because of the specific nature of sport, a notion that was not obvious to those outside the game, not least because of the mixed messages from those inside, with the clubs, leagues, national associa-tions and players all expressing different opinions.

UEFA, on the other hand, was irked by the ever growing interference of the European institutions in matters that football was used to governing itself, in accordance with long-established principles. It also bemoaned the fact that sport was generally treated like just any other economic activity, despite the game’s professional tier forming only the apex of a pyramid in which all of theother layers are inextricably linked.

This mutual lack of understanding arguably reached its peak in December1995, when the European Court of Justice issued the ‘Bosman ruling’, which left the transfer fee system in ruins and prohibited all nationality-based restrictions on players from EU member states.

Subsequently, while it never relinquished its convictions, football came to realise that it had nothing to gain from confrontation, and that the way forwardwas through dialogue and greater mutual understanding.

The EU adopted a similar approach and has since been persuaded not onlythat football and sport cannot simply be defined by their professional tiers, but that they also possess huge social value and can act as powerful tools for integration.

The fruits of this much more serene climate are already being seen. The Lisbon Treaty’s recognition of the specific nature of sport certainly represents animportant milestone in the relationship between the EU and the sporting authorities.Another very positive development came in Luxembourg, where the Court of Justice of the European Union ruled in favour of training compensation for anyclub forced to give up one of its young players to another club after they have completed their training. Moreover, the court specified that compensation should becalculated based on the total costs of the club’s training programme and not onlythose relating to the player concerned.

Meanwhile, the European Commission has invited UEFA to contribute to the European pavilion at the World Expo 2010 in Shanghai, which opens in May.This is a sign of its recognition of the social importance of football and is something of which we can be very proud.

CONGRESS MET OUTSIDE EUROPE, THOUGH, OF COURSE, THE HOST

OF THE 34TH SUCH ASSEMBLY, THE ISRAEL FOOTBALL

ASSOCIATION, HAS BEEN A FULL MEMBER OF UEFA SINCE 1994.

While there were no electionson the agenda this year, the congressended on an air of electoral anticipa-tion, with the UEFA president, MichelPlatini, declaring his intention to standfor re-election at next year’s UEFA Congress, describing himself as veryhappy in the role. His announcementwas warmly received by the delegates,a reflection of the harmony that prevailsin European football at present and that defines UEFA’s relationship withFIFA and the other confederations.

The tone for the congress wasset by the president of Israel, ShimonPeres, joint winner of the Nobel PeacePrize in 1994. He chose to deliver amessage of hope, underlining the valueof football as a vehicle for peace: “Foot-

ball brings people together, transcend-ing borders, skin colour and religion. It was at the vanguard of the fightagainst racism,” he said, also stressingfootball’s huge educational value. In what was also a message in supportof perseverance and engagement, Shimon Peres emphasised that talent

is not just about having a gift, but a process, and one that requiredhours and hours of practice. “To be agood player, you must work, andwork very hard,” he said, before shifting his focus to regional politicsto end his address: “Build. Negotiate.And while we build and negotiate,the gap between us is closing.”

The president of the IsraelFootball Association, Avraham Luzon,was equally keen to emphasise theeducational dimension of football and the joy and happiness that it canbring. “Our aim,” he said in conclu-sion, “is to eliminate violence and racism from the stadiums.”

The FIFA president, Joseph S. Blatter, further reinforced a moodthat was characterised by harmonyand hope. He said that the forthcom-ing World Cup finals in South Africaoffered hope for the whole of Africa,emphasising that “football is not justa sport, it is a social force” and that,

in a troubled world, people neededemotion, passion and hope. The FIFApresident also expressed his delightthat, just as Africa was preparing tostage the World Cup for the first time,Israel was also hosting the internationalfootball community for the first time,thanks to the UEFA Congress.

Healthy financial situationIn the financial sphere too,

despite all the troubles that have besetthe global economy, European footballcontinues to enjoy stability. Althoughthe chairman of the UEFA FinanceCommittee, Marios N. Lefkaritis, announced a net negative result of EUR 27.9 million for the previous season, the organisation remains on an extremely healthy financial foot-ing. The negative balance is due to the fact that revenues from Euro-pean Championship final rounds are no longer split over four years butare amassed within the financial yearwhen the final round takes place, which results in a cycle of one extremelypositive year followed by three yearswith a loss. The result for 2008/09 musttherefore be considered very positive,with a loss of less than the EUR 44 mil-lion provided for in the budget, thanksto higher than anticipated revenues of EUR 907,318,000, and reduced expenditure.

The 2008/09 consolidated annual accounts were duly approved,as was the budget for 2010/11.

Amendments to the UEFA StatutesThe congress agenda included

several amendments to the UEFAStatutes proposed by the ExecutiveCommittee. These amendmentssought, among other purposes, to

strengthen the autonomy of the mem-ber associations (Art. 7bis, 2: Memberassociations shall manage their affairsindependently and with no influencefrom third parties…), to codify currentpractices (the president of UEFA doesnot have to hold an active office in hisnational association), to express annualdues from the member associations ineuros instead of Swiss francs, to updatethe list of UEFA competitions, to clarifythe provisions regarding prohibited

relations, and also to enshrine withinthe statutes the principle of promo-tion and relegation and the conceptof community football service as a disciplinary measure.

All of the motions were duly and unanimously adopted andthe new version of the UEFA Statutes entered into force on 1 April.

The next Ordinary UEFA Congress is scheduled to take place in Paris on 22 March 2011.

2 0 y e a r s a g oIn April 1990, the general meeting of European football’s governing

body took place in Malta and was marked by the election of the successor to Jacques Georges, UEFA president since 1983, who had decided not to standfor re-election. There were two candi-dates for the position: Sweden’s LennartJohansson and Switzerland’s FreddyRumo. Elected in the first ballot, Mr Johansson began what was to be along tenure at the helm of UEFA. He wasre-elected for three further terms – in 1994 in Vienna, 1998 in Dublin and2002 in Stockholm.

Since becoming honorary presi-dent of UEFA, Mr Johansson has con-tinued to closely follow the work of theExecutive Committee, and he was in Tel Aviv for the committee meetingand the congress. “My election in 1990 was particularly special as I had onlybeen a member of the Executive Committee for two years and I faced a formidable opponent in Freddy Rumo, who was then a vice-president ofUEFA,” Mr Johansson recalled.

“I also have fond memories of the election in 2002, as the congress took place in my home country, in Sweden, and the atmosphere was especially warm.”

Another leading figure in European football also celebrated a 20th anniversary in Tel Aviv. It was at the Malta congress thatSenes Erzik was first elected to theExecutive Committee. Not only has he remained a member eversince; in 1994 he became a UEFAvice-president and is currently first vice-president. Only NikolayRyashentsev (from 1966 to 1994)and Vaclav Jira (1968-1992) enjoyed a longer tenure on UEFA’sexecutive body.

All UEFA member associa-tions were represented at the congress.

In his address to the UEFA Con-gress, the UEFA president reported backon the progress made with the four keychallenges that he had highlighted at last year’s congress in Copenhagen:

! EURO 2012: the anticipateddifficulties had been borne out, all themore so as the economic crisis had impacted heavily on the two organisingnations, Poland and Ukraine.“We haveconstantly had to adapt and adjust how we go about tackling this majorchallenge,” the UEFA president acknow-ledged. “Nevertheless, it is not without a degree of pride that I can say to you

today: yes, we stood by that decision, and yes, as we decided and promised,EURO 2012 will take place in Polandand Ukraine.

He added: “Of course, the conditions may not be exactly the sameas at the two previous European Cham-pionship final rounds.

But having visited these coun-tries several times, I can tell you thatthe fervour and enthusiasm are greaterthan ever.”

! Financial fair play:“…since Copenhagen… the familiesof football… have all unanimously

approved our concept and the princi-ples of financial fair play,” confirmedthe UEFA president, adding that theseprinciples had been actively “supportedand encouraged by the EuropeanUnion.” He also mentioned the creationof the Club Financial Control Panel,chaired by Belgium's Jean-Luc Dehaene,and stated that, “from the 2012/13season, clubs participating in Euro-pean competitions will have to follow a simple but demanding rule: they will not be allowed to spend more than they earn.”

! International transfer of minors: in Copenhagen, the UEFA president had underlined theneed to persuade political institu-tions to sanction a ban on interna-tional transfers involving under-18s. In Tel Aviv, he described the issue as “undoubtedly the area in whichprogress is proving hardest toachieve… But we are making progress.It is a lengthy process, involving poli-

tical meetings, lobbying and heavy, com-plex dossiers… But I firmly believe that itis our duty to protect children, to safe-guard their education. It is a social battlewe are waging, a noble and just battle.”The UEFA president said the president ofthe European Parliament had also con-firmed his full and total support, while thepresident of the European Commissionhad requested a full dossier on the subject in order to see "if it is possible to take appropriate and reasonable measures.”

! Illegal betting fraud:“I believe this is the greatest dangerwe face,” the UEFA president told thecongress. “Thanks to the fraud detec-tion system that we set up… we havebeen able to help the public authori-ties in their investigations by providingthem with a whole series of evidenceabout certain matches suspected ofhaving been fixed. In brief, within thespace of just a few months, we havegiven ourselves the means to succeed.

And we are succeeding!” He empha-sised that a zero-tolerance policy hadbeen adopted against cheats.

The president concluded hisspeech by expressing his thanks to thedelegates and delivering a message of confidence in the face of the chal-lenges that the future held and thatUEFA was ready to embrace, bolsteredby an administrative structure thathad been reconfigured in order tobetter meet the needs.

The UEFA president also spoke of the 49-year agreement con-cluded with the Nyon authorities totake over the management of theColovray sports centre: “We are going to create a true centre of Euro-pean football for the 53 associations,”he explained. “We will be able to carry out development programmes in fields as varied as grassroots foot-ball, women's football, refereeing andsports medicine.”

With representatives of every national association in attendance, the 34th Ordinary UEFA Congress provided an opportunity to complete theEURO 2012 qualifying schedule, with a draw in the afternoon after the congress for the four groups in which the teams involved had been unable to finalise the fixtures among themselves.

On the congress sidelines

! During the reception held in Tel Aviv for delegates on the eve of the congress, the UEFA president presented gifts to the three national associationpresidents – Pekka Hämäläinen(Finland, center), Peter Rees(Wales, top) and Ralph Zloczower(Switzerland, bottom) – who had stepped down from theirposts in 2009.

! On the eve of the congress, several associationsratified their adherence to various UEFA charters andconventions:

– the national associationsof Kazakhstan and Moldova signed the UEFA CoachingConvention;

– the associations of Belarus,Cyprus, Estonia, Italy, Lithuania,Moldova, Poland, Serbia, Turkeyand Wales signed up to the UEFAReferee Convention;

– the associations of Estonia, Georgia, Hungary, Israel,Lithuania, Luxembourg, Poland, Romania, Serbia and Slovakia signed the UEFA Grass-roots Charter.

Grassroots activities will bedirectly linked to the eliteEuropean clubcompetition finals.

The legendaryUwe Seeler is acting as ambassadorfor the final in Hamburg.

For almost a decade, UEFA hasbeen forging strong links between thebase and the peak of the European football pyramid by pegging grassrootsevents to the UEFA Champions Leaguefinal. But switching the world’s biggestclub final to a Saturday will make it evenfriendlier to children and families andwill generate important knock-on bene-fits in terms of enhancing and promot-ing grassroots activities. The run-up to the big final at the Estadio Santiago Bernabéu features a whole week ofthem, and a series of special events inMadrid on the first ever UEFA GrassrootsDay will trigger activities on an unprece-dented scale right across the continent.

The idea behind posting aGrassroots Day on the European calen-dar is to recognise and celebrate grass-roots football and its importance to

modern society. But it is by no means aone-day stand. The best way to measurethe dimensions of the concept is to visituefagrassrootsday.com, the websitelaunched in February with a view not only to publicising the events scheduled forWednesday 19 May but also to inspiringgrassroots activities on, before and afterthe red-letter day.

Educational materialIt’s worth having a look, for

example, at the educational materialposted on the website, which has beenvery well received by schoolteachers, par-ents and coaches all over Europe. Onlinelessons have been designed in a football-match format with a ‘warm-up’ (an intro-duction to the main topic), a ‘team talk’during the interval between the two periods of 45 minutes, a ‘match analysis’

at the end of the 90 minutes and, potentially, ‘extra time’ to be assignedto follow-up work.

The connecting thread of thelessons is teamwork, with football usedas a trigger to discuss the relevance of teamwork to family, professional andsocial lifestyles. Among the topics arehow to react to winning and losing, the ingredients of the ‘good supporter’and the qualities that make up a great team.

European club seasonLeague final. The event will give rise toother firsts too. It will be the first UEFA final to feature the two additional assis-tant referees. And it will be the first single-match final to be played in Ham-burg, where local fans will not wish tobe reminded of previous experience. After losing 1-0 in Sweden, HamburgerSV entertained IFK Göteborg in the second leg of the 1982 UEFA Cup finaland were beaten 3-0.

Hamburg has happier memoriesof UEFA events. The German city – withits two main clubs, Hamburger SV and FC St. Pauli – was the venue for UEFA’seighth grassroots workshop just over a year ago and among the people whotook to the stage was the city’s most famous footballing son, Uwe Seeler.Since then, he has been acting as am-bassador for the historic UEFA EuropaLeague final, with occasional supportfrom Horst Hrubesch who, as a player,was champion of Europe with club (HSV in 1983) and country (in 1980)and, as a coach, won UEFA’s Under-19and Under-21 titles for Germany in2008 and 2009 respectively.

Uwe Seeler will team up with UEFA’s president, Michel Platini, at the Rathausmarkt (not too long a walk fromthe fan zone on the Spielbudenplatz)the day before the big game to present medals to the winners of grassrootstournaments for school teams in agegroups between 9 and 14, at which theball started rolling a couple of monthsbefore the UEFA Europa League final.

Eight days later, on UEFA Grass-roots Day, Michel Platini will be teamingup with the former Real Madrid andSpain defender Fernando Hierro for a similar presentation in Madrid. But that’sby no means the only event to be stagedin the Spanish capital on Grassroots Day.

Grassroots awardsDuring the morning of Wednes-

day 19 May, Fernando Hierro, currentlythe Spanish national association’s

technical director, will chair a press confer-ence alongside his UEFA counterpart, Andy Roxburgh, at the Estadio SantiagoBernabéu to set the scene for the UEFAGrassroots Day and explain the philosophybehind it. On the same day, Michel Platiniwill ceremonially hand over a comme-morative urban mini-pitch to the city ofMadrid. And the UEFA president will alsobe presenting grassroots ‘Oscars’ to thewinners of UEFA Grassroots Awards foroutstanding achievements in the categoriesof best grassroots leader, best grassrootsproject and best grassroots club. All 53member associations were invited to pro-pose candidates, with nominees and win-ners selected by the UEFA Grassroots Panel.Without giving too much away, we can reveal that the nominees come from (in alphabetical order) Armenia, Belarus,England, Finland, Hungary, Italy, Moldova,Scotland and Ukraine.

UEFA Grassroots Day will alsofeature, during the after-noon, a wide range ofgrassroots and elite youthexhibition activities in the huge ChampionsFestival area in the Parquedel Retiro which, it has tobe said, will be a hive of activity for much more than asingle day. Staging the UEFAChampions League final on a Sat-urday opens the door to a long list ofgrassroots activities during a wholeweek when Madrid will be the epicentrefrom which constructive vibrations willbe felt all over Europe, with all 53 member associations organisingevents aimed at promoting and cele-brating their own grassroots pro-grammes and highlighting the factthat they form the foundations onwhich the whole game is built.Arguably the most spectac-ular is scheduled to takeplace in Germany where, onUEFA Grassroots Day, almost allof the country’s 1,000 mini-pitches

will be put to good use for activities involving youngsters, organised by thenational association, and its regional divisions under the ‘Strong Kids, TrueChampions’ slogan. Apart from offer-ing opportunities to enjoy kicking a ball around and encouraging more boysand girls to become involved in clubfootball, there’ll be an emphasis on social skills within community ou t reachprojects.

Season climaxesGoing back to Madrid, the em-

phasis on linking the base of the pyra-mid to its peak will result in an event ofunparalleled dimensions and, as in Ham-burg, a number of firsts. On Thursday20 May, the first final of the UEFAWomen’s Champions League will beplayed on the outskirts of Madrid – andwill be the first UEFA final to be stagedat the Coliseum Alfonso Pérez in Getafe.

Two days later, themen’s club seasonreaches its climaxwith the first Sat-urday final and thefirst to be played at the Estadio

After 2003, this is thesecond time that UEFAhas entrusted Liechten-stein with the task of organising the finalround of a European

youth championship. The continent'seight best national Under-17 teams will be competing in the small princi-pality from 18 to 30 May, when 15matches will be held to determine the2010 European champions. Title-holders Germany were narrowly elimi-nated in the qualifying stages. However,Spain, Portugal, England, Greece,Turkey, the Czech Republic, Switzerlandand, finally, France, the best elite roundrunners-up, have all qualified for the final tournament. Due to serious squadproblems, Liechtenstein was forced towithdraw its team from the competitionin mid-February, creating a free placein the final round, which France man-aged to secure.

Showcase for European youth football

Even though their own U17s willbe missing, the whole of Liechtenstein is looking forward to the tournament,the preparations for which have been infull swing for a long time. All the em-ployees of the small Liechtenstein Foot-ball Association (LFV), led by tournamentdirector and LFV general secretary,Roland Ospelt, are involved in the organ-

isation and are doing their utmost to puton a perfect and enjoyable event. It is agreat honour and joy for the Liechten-stein Football Association to host this important showcase for European youthfootball. Both in and around the stadi-ums, ‘Liechtenstein 2010’ will be afriendly festival of football held againstthe wonderful backdrop of the Alps.

Two stadiumsThe phrase “small is beautiful”

certainly applies to Liechtenstein! The final tournament will be different fromthe 2009 edition, held in Germany, notleast because of the size of the hostcountry. Whereas no fewer than 12 dif-ferent stadiums were used in last year'stournament, this time only two sta-diums will stage the matches. Whereasthe teams were all accommodated in two hotels, there isn’t a single hotel inLiechtenstein with anything like the required number of rooms. Whereas the distances in Germany were huge,everything is close together in the smallprincipality. Training grounds, stadiumsand hotels are literally only a stone'sthrow apart.

The group phase matches willbe held at the Rheinpark stadium in the capital city, Vaduz, and at the Sport-park Eschen-Mauren in the municipality of Eschen. Both semi-finals and the finalwill be held at the Rheinpark stadium,the venue for all matches played byLiechtenstein's national teams.

Skopje, the capital of FYRMacedonia (almost 1 mil-lion inhabitants), features anumber of stadiums andother infrastructure neces-sary for such an event.

Situated 40km from Skopje, the other venue, Kumanovo, is also a well-equipped city of about 100,000 inhabitants.

The FFM has for a long time taken steps through schools to involve girlsin football, by hiring coaches and teacherstasked with organising women's teams in cooperation with local clubs. This finalround is seen as an opportunity to fur-ther enhance the popularity of women’sfootball.

Zarko Ignjatovski, the tournamentdirector, explains:

“The FFM, together with UEFA, began actively preparing all infrastructureand organisational needs four months ago and the FFM and the local organisingcommittee are satisfied with developmentson the ground.

“UEFA has already carried out two inspections and made specific arrange-ments with the hotels which will be usedfor the event. All indicators show that theFFM is fully prepared.

“Thanks to the experience of theFFM, we have embraced this challenge. We have a team which also includes anumber of external partners, so I'm sure wewill represent our country at the highestpossible level and I hope that we will organise other top events in the future.

Four venues

The matches will be played from24 May to 5 June at the Philip II national

arena, the Boris Trajkovski stadium andthe Zelezarnica stadium in Skopje, andat the Bashkimi stadium in Kumanovo.

The national arena is the sta-dium with the highest capacity. It cur-rently seats 10,000, but is undergoingrenovations and will have a capacity of over 30,000.

The capacity of the other stadi-ums is between 1,500 and 3,000.

Aside from the match venues,other stadiums and pitches have beenrenovated for use as training venues.

More than 100 people are due to work on the event. The openingmatch is being held on 24 May at thenational arena, with a grassroots eventat the city park beforehand, when it ishoped many children will get involvedunder the guidance of grassroot coachesand leaders.

“For us this is a great event and,above all, recognition of Macedonianfootball and the FFM. I look forward toonce again proving what excellent organisers and hosts we are. Many ofthe teams participating in this tourna-ment have already been our guests. I am sure that they will again enjoy thebeauty of our country and that our fanswill enjoy the beautiful, high-qualitywomen’s football on offer,” the FFMpresident, Haralampie Hadzi-Risteski, said.

The teams participating in the European Women’s Under-19 Cham-pionship finals are FYR Macedonia, England, France, Germany, Spain, theNetherlands, Italy and Scotland.

players (full-time professional, part-time,amateur, etc.) and divisional structure(number of clubs, divisions and teams).Results indicate that across all the premierand non-premier leagues there is an aver-age of 31 clubs in an average league organisation and there are approximately24 clubs in the average premier leagueorganisation.

OrganisationThe league organisation section

details the make-up of league assembliesand congresses, the roles of league exec-utives and league involvement and partici-pation within the national association. Forexample, across all the leagues, approxi-mately 44% of the leagues’ chairmen or presidents are also vice-chairmen/presi-dents of the national association and

another 28% are board members. Twenty-two percent have no role at thenational association. Six percent have“other” functions.

CompetencesThe section on league compe-

tences gives an indication about theleagues’ degree of competence in fixturescheduling, commercial sales, refereeingand disciplinary action. This section alsospecifies the proportion of leagues thathave collective bargaining agreements(CBAs), a standard player’s contract, mainsponsors (and the type of sponsor), ruleswhich allow artificial turf, and how manyleagues hold league cup competitions. According to the results, 60% of theleagues have collective bargaining agree-ments and 86% have a national standardplayer’s contract. Thirty-one percent of the leagues indicate that they organiseleague cup competitions.

Domestic competitionsThe fourth segment of the report

tends to focus on a specific detail aboutdomestic competitions. This year’s surveyfocused on promotion and relegationmechanisms as well as trends in leaguesizes. There were interesting facts aboutthe number of leagues that have grownlarger or smaller over the past five years,as well as the proportion of the leaguethat is promoted and relegated betweendivisions. Lastly, an interesting piece ofanalysis examined which leagues involvedplay-off systems to determine how manyclubs were promoted or relegated. Per-haps surprisingly, approximately 58% ofthe leagues hold play-offs in order to determine a proportion of clubs that arepromoted and/or relegated.

The report not only looks at allleague organisations together but also indifferent segments and cross sections. Results are analysed within three group-ings for comparison: all league organisa-tions, those belonging to the Associationof European Professional Football Leagues(EPFL), and those belonging to the fivehighest-ranked leagues (England, France,Germany, Italy and Spain). The survey fo-cuses on leagues that are deemed distinctfrom the national association, and includesboth premier and non-premier leagues.

The Executive Committee ahead of its meeting in Tel Aviv

The meeting was requested by the UEFA president in a letter ofcongratulations sent to Androulla Vassiliou the day after her appoint-ment as commissioner (see uefadirectNos 95 and 96). It marked one of herdebuts at the head of sport at the European Commission.

The commissioner was quick tohighlight the good relationshipforged by her predecessor, Ján Figel,and UEFA. “I hope to maintain thesame spirit of cooperation betweenour two organisations,” she said atthe start of their discussion.

Michel Platini and Androulla Vassiliou reviewed the main problemscurrently facing the national associa-tions, as well as the issues affectingthe governance of European football,such as financial fair play, sports bet-ting, the fight against violence, therole of players’ agents and, lastly, the protection of young players and academies. On many of these issues,the European Commission appears to share UEFA’s point of view.

IN KEEPING WITH TRADITION, THE UEFA EXECUTIVE COMMITTEE MET

BEFORE THE ANNUAL ORDINARY UEFA CONGRESS IN TEL AVIV ON 23 AND 24 MARCH,

WITH THE PRESIDENT, MICHEL PLATINI, IN THE CHAIR.

The committee rearranged the agenda somewhat in order to beginthe meeting by welcoming Jean-Luc Dehaene, chairman of the Club FinancialControl Panel, who gave an update onthe progress made in the field of financialfair play. The concept proposed by UEFAhas received the full support of the European Club Association (ECA), whilethe professional leagues (EPFL) and Jerzy Buzek, president of the EuropeanParliament, have also given the measurestheir support.

Three meetingsThe panel, which has already

met three times since last November, is responsible for ensuring that licencesare correctly granted to clubs in all themember associations and that the clubsfully meet the conditions laid downin the UEFA Club Licensing Regula-tions.

During the transitional peri-od leading up to the entry into forceof specific regulations in 2012/13,the panel will also have the task ofadvising clubs and drawing conclu-sions from this experimental phase.

Transfer amendmentsThe Executive Committee

also approved the regulations of the2010/11 UEFA Champions Leagueand UEFA Europa League, and the2010 UEFA Super Cup. In doing so,it decided to retain the current system

of suspension after three yellow cardswhile the consequences of changing thesystem (see uefadirect No. 96) are studiedin more detail. However, it did amend the rules on the transfer of players be-tween clubs participating in the UEFAcompetitions, by allowing a player to joinanother club, even if it is playing in thesame competition, on condition that the selling club is eliminated in the quali-fying matches for the UEFA ChampionsLeague, or during the qualifying or play-off matches for the UEFA EuropaLeague. The transferred player may playfrom the group stage onwards.

The provisions concerning theregistration of new players from theround of 16 (UEFA Champions League) or round of 32 (UEFA Europa League) remain unchanged.

" Emphasising the central roleplayed by sports federations in Euro-pean sport, the UEFA president ex-pressed his delight at the entry intoforce of Article 165 of the LisbonTreaty (see uefadirect No. 94), a provi-sion which, for the first time, enshrinesin Community law the specific natureof sport.

At the end of the meeting, the UEFA president declared himself satisfied with his meeting with thecommissioner and welcomed “the opportunity to discuss with her themajor issues affecting the future of European football,” adding “I amsure that our future cooperation will be very fruitful.”

“The European Commission welcomes financial fair play,” said Androulla Vassiliou, describing UEFA as“a privileged partner of the EuropeanUnion.” She went on to note that:“The European Commission and UEFAhave worked together very closely to promote European sport and I am confident that we will continueto do so.”

The initial dialogue with the new European commissioner with responsibility for sport took place in acordial, constructive atmosphere that was conducive to finding solu-tions. It augurs well for the future offootball… and of Europe!

! A new version of theUEFA Anti-Doping Regulations wasapproved. The regulations will enterinto force on 7 June.

! Revised UEFA Stadium Infrastructure Regulations were alsoapproved. The 2010 edition willcome into force on 1 May. The newversion divides stadiums into fourcategories (instead of three), withspecific criteria for each of these categories.

! Preparations for UEFAEURO 2012 remain a permanentfeature on Executive Committeeagendas. A progress report was pre-sented in Tel Aviv, prior to a visit to Ukraine by a UEFA delegation, ledby Michel Platini, on 7 and 8 April. The delegation visited the four hostcities and met the new Ukrainianpresident, Viktor Yanukovych.

Following the creation of the company UEFA EventsSA, UEFA has entered a new erain marketing and event man-agement and, in this context,the Executive Committee dis-cussed its collaboration withTEAM Marketing AG, which hasbeen a UEFA partner since thecreation of the UEFA ChampionsLeague and whose current con-tract is due to expire in 2012.

On the recommendationof the UEFA Events SA board,the Executive Committee decided to continue workingwith TEAM and signed a newagreement in Tel Aviv on themarketing of rights for the UEFA Champions League, UEFA Europa League and UEFA Super Cup for a three-year period (from 2012/13 until 2014/15), with the option of extending the agreement by three years if the new objectives are met.

UEFA has also sold its 20% shareholding in TEAM.

UEFA Women's Champions League and UEFA Futsal Cup were also approved. The Executive Committee decided to give further consideration to the format of the European Women'sChampionship final round, having increased the number of participants to12 for the 2009 finals in Finland. Inbeach soccer, the committee welcomedFIFA's decision to appoint the ItalianFootball Federation as hosts of the 2011 World Cup.

In futsal, it decided to appointthe Croatian Football Federation as hoststo of the final round of the 2011/12 European Futsal Championship. Thematches will therefore be played in Zagreb and Split. The committee alsoheard a report on this year’s final roundin Hungary, which was the first to involve 12 teams. Around 60,000 spec-tators attended the tournament's 20 matches, which provided a high levelof entertainment and an average of6.35 goals each, a record in the historyof these tournaments.

! The Executive Committee took note of the new organisationalcharts of the UEFA administration, headed by the general secretary Gianni Infantino, and of UEFA Events SA, led by David Taylor. It also noted the depar-ture, at the end of March, of Philippe Le Floc’h, marketing director. Havingjoined UEFA in 2000, Philippe Le Floc’hhas played a key role in the developmentand marketing of rights for the majorUEFA competitions.

The International Blind Sports Federa-tion (IBSA) recently organised seminars forfutsal coaches and

referees in Budapest as part of itsUEFA-backed futsal developmentproject. The seminars were attendedby 30 coaches and 15 referees representing 11 organisations from 6 different countries (Bulgaria, Hungary, Moldova, the Czech Republic, Romania and Slovakia).

English clubs occupied three of the four semi-final places in each of the last three seasons, but Manchester United and Arsenal, the last remaining English sides,were beaten in this year's quarter-finals by FC Bayern München and holders FC Barcelona respectively. Olympique Lyonnais and FC Inter-nazionale Milano are the other semi-finalists.

However, two English clubs havereached the semi-finals of the UEFA Europa League, where Atlético de Madrid play Liverpool FC and Hamburger SV, with the added incentive of playing the final in their own stadium, face Fulham FC.

In the UEFAWomen's ChampionsLeague, FCR Duisburgplayed 1. FFC Turbine Pots-dam and Umeå IK face Olym- pique Lyonnais in the semi-finals in April. The French team, elimi-nated in the round of 16 through a decision of the UEFA discipli-nary bodies, won their appeal before the Court of Arbitration forSport and were therefore allowed to play in the quarter-finals, where they beat Italianside ASD Torres Calcio.

Meeting with supporters' associations in Nyon

On 8 March, UEFA hosted representatives of two European supporterorganisations at its Nyon headquarters.

Football Supporters Europe includes fan representatives from 18 European countries, while Supporters Direct Europe is a movementcreated in England with a view to helping clubs in difficulty.

The participants exchanged opinions on themes such as the organisa-tion of the UEFA Champions League final, the fan hosting seminar held in Barcelona and standing areas in stadiums.

Having been represented at this meeting by the UEFA president,Michel Platini, and the first vice-president, Senes Erzik, the Executive Commit-tee stressed once again in Tel Aviv the importance of dialogue with this essential part of the football family and the need for national associations to recognise supporter organisations.

Club competition semi-finalsFor the first time since 2002/03, there are no English clubs

in this year's UEFA Champions League semi-finals.

The IBSA hopes that these semi-nars will enable the countries concerned to train national teamsto take part in its competitions and thus increase the popularity of the sport.
