1.0 INTRODUCTION

Fluorinated greenhouse gases (F-gases), are a group of chemicals that contain fluorine. F-gases are powerful greenhouse gases that trap heat in the atmosphere and contribute to global warming. In the EU, the use and emissions of F-gases are regulated by EU Regulation 842/2006. In Great Britain, the Fluorinated Greenhouse Gases Regulations 2009 (Statutory Instrument No. 261) applies.

Ozone-depleting substances (ODS) are a group of man-made chemicals that can cause damage the earth’s stratospheric ozone layer. They are being phased out, but can be found in older equipment. In the EU, the use and emissions of ODS is regulated by EU Regulation 1005/2009. In Great Britain, Statutory Instruments 2009 No.219 and 2011 No.1543, apply.

2.0 PURPOSE

This document provides guidance on how UCL Engineering, Maintenance and Infrastructure (EM&I) will comply with the EU Regulations relating to F-gases and ODS. It will detail the standards that UCL (E,M&I) require of its staff and Contractors to show compliance with statutory regulations and recognised best practices, across the entire UCL UK Estate. The University, specifically EM&I, has a responsibility to ensure that any PPM regime is robust, resilient and fit for purpose. Therefore, it is not appropriate to simply state the regulations to which the Certified/Qualified Person and/or Certified Company must adhere and to expect compliance to be achieved without further guidance. This document is the instrument for that guidance. The requirements within this document shall be used when procuring contractor services to perform PPM and reactive functions and shall be used as Key Performance Indicators to hold both Maintenance staff and Contractors accountable. Excellence in Customer Service is an expectation from all UCL Maintainers. This document supports the provision, by UCL, of world-class facilities for its students, staff and visitors.

3.0 SCOPE

This document details how UCL will contain, use, recover, dispose and record F-gas and ODS activity. The University has a duty of care to all Students, Staff and Visitors across its entire Estate and as such, this Standard Operating Procedure (SOP) shall be applicable to all UCL UK buildings, as listed on the UCL Building Register.

The only exception to this is with regards to leasehold buildings, where UCL does not hold the maintenance or repair obligations. In such areas, UCL Responsible Person – F-gas & ODS Operation shall ensure that the Landlord is carrying out such tasks to the same level of conformity and diligence.

4.0 RESPONSIBILTY

UCL (E,M&I) shall set the Procedures, PPM requirements and create the F-gas & ODS PPM Task Lists for action by maintenance staff and contractors. This document contains those requirements. It is the responsibility of UCL (E, M&I) to ensure that the F-gas & ODS PPM is carried out over the entire UCL UK Estate. General roles and responsibilities for management of Health and Safety within UCL and general responsibilities for F-gas & ODS are detailed in this SOP. This document shows specific responsibilities for staff within the UCL (E,M&I) department.

4.2 Head of E,M & I

Line Manager for Deputy Head of Engineering (E, M & I).

Appoints, in writing, ‘Responsible Persons’ to be responsible for the day-to-day management of UCL’s F-gas and ODS, for compliance with current regulations, UCL standards and this SOP.

Ensures that the Responsible Persons are aware of their roles and responsibilities and that they are competent to carry them out.

Accepts the ‘The Operator’ responsibilities devolved from The President and Provost.

4.3 Deputy Head of Engineering, (E,M &I): – F-gas & ODS Governance

Is responsible for managing the governance of F-gas and ODS compliance, on behalf of the Head of E, M & I.

Assist the Head of E,M &I with the appointment of Responsible Persons.

Oversees the activities of the Responsible Persons, on a day-to-day basis, to ensure UCL compliance with the relevant F-gas and ODS regulations.

Sets the UCL SOP for the design, installation, commissioning, handover, verification and maintenance and testing of F-gas & ODS Systems.

Ensure the Responsible Persons – F-gas & ODS carry out their allocated duties and agree procedures for delegation and to cover periods of absence and leave.

Chair annual meetings with UCL Safety Services, Responsible Persons –F-gas & ODS (Operation, Change and Review) to review the F-gas and ODS SOP and other related matters in respect to F-gas & ODS.

Chair monthly meetings with the Responsible Persons– F-gas & ODS (Operation, Change and Review)

4.4 Responsible Person – F-gas & ODS Operation

The Responsible Person – F-gas & ODS Operation, shall be aware of and fully comply with, the requirements of all relevant legislation, best practices and HSE guidance notes. Refer to the ‘References’ Section of this document. Role can be delegated, as long as limits of delegation are clearly defined by Head of E, M &I. ‘Responsible Persons – F-gas & ODS, may delegate their duties to Certified/qualified Persons and/or Companies, however they remain responsible for the completion of these duties and ensuring the competency of those delegated to.

The Responsible Person is to ensure compliance with the F-gas and ODS regulations and must:

Maintain and implement the UCL standard operation procedure for F-gas and ODS.

Carry out a formal review of the SOP, annually, with the Deputy Head of Engineering, Safety Services and Responsible Person – F-gas and ODS (Change and Review) including the PPM Task Lists.

Maintain a register of all F-gas and ODS installations, to also include all required F-gas and ODS records for Fire Installations and High Voltage switchgear maintenance, repairs and additions/recovery.

Liaise with designers, project managers and contractors to provide the pertinent F-gas information, for all new installations, to be added to the register.

Produce and update, a register for all F-gas and ODS information and activity, in accordance with the regulations listed in 1.0 Introduction, as detailed in the Appendices.

Ensure that all relevant personnel, employed to work on UCL’s F-gas and ODS systems are appropriately qualified for the activities they carry out.

Ensure that every company undertaking any activity on UCL’s F-gas and ODS systems holds a company certificate. DEFRA has designated three Company Certification bodies. Others may be designated at a later date.

Ensure that the procedures listed in 5.0 Procedures, in this SOP are carried out.

Ensure that only recycled and reclaimed HCFCs for ODS systems are used until 31st December 2014.

Ensure that no HCFCs for ODS are used for maintenance from 1st January 2015.

Identify all UCL systems that contain HCFCs and plan a phased replacement/removal of the systems prior to 1st January 2015.

Ensure any new buildings added to the UCL portfolio of properties are checked for F-gases and ODS and any found, added to the F-gas/ODS register.

Adhere to the UCL Standards and Procedures for the design, installation, maintenance, commissioning, handover, verification and testing of F-gas & ODS systems, as instructed by the - F-gas & ODS Governance.

Ensure that only Certified/Qualified Persons (Staff, Consultants and/or Contractors) are appointed/employed to design, install, commission, handover, maintain, verify and/or test F-gas & ODS systems.

Ensure that only UCL Approved Contractors are permitted to work on UCL F-gas & ODS Systems.

Ensure that all staff and contractors carrying out F-gas & ODS PPM and Testing, are familiar with all relevant documents (See ‘References’ below), and specifically the Fluorinated Greenhouse Gases Regulations 2009 (Statutory Instrument No. 261) and Statutory Instruments 2009 No.219 and 2011 No.1543.

Ensure that all Contractors have completed the necessary UCL Safety Questionnaires and that their responses have been assessed.

Ensure that all staff and contractors comply with the UCL Contractors Handbook Safety Policy ‘Safety Rules for Contractors employed on UCL Premises’, and sign the document accordingly.

Ensure that UCL Estates Computerised Maintenance Management System (CMMS) PPM Work Order Tickets are issued to the UCL Maintenance Staff or Contractors (Certified/Qualified Persons) are then signed and returned to E,M&I (CMMS) upon satisfactory completion.

Ensure that Access Permits and Permits to Work are provided to Staff / Contractors where required.

Ensuring that prior to any works being carried out on F-gas & ODS Systems, that the Maintainer and Building Manager are advised of the reasons and dates that the systems will be worked upon.

Ensure that suitable Risk Assessments & Method Statements created and received, from the Certified/Qualified Person, where required and where appropriate.

Authorise remedial works to F-gas & ODS systems as required.

Ensure that any instructions and/or ‘Child’ Work Order Tickets to carry out remedial works must be recorded upon the original Work Order Ticket and then signed and returned to E,M&I (CMMS) upon satisfactory completion.

Ensure that the Responsible Person – F-gas & ODS Change is consulted with and advised of all proposed changes, additions to, or replacements of F-gas & ODS Systems.

Ensure that where remedial work or replacement is required to any part of an F-gas & ODS system, steps are taken to ensure safety, until the system is rectified and the building managers/occupiers consulted.

Ensure that all records are kept as instructed by Deputy Head of Engineering - F-gas & ODS Governance.

Ensure that periods of leave and absence are covered with respect to their Responsible Person duties.

Chair review and progress meetings with Certified/Qualified Persons – F-gas & ODS.

Attend monthly compliance review / progress meetings with Responsible Persons Change/Review and the Deputy Head of Engineering- F-gas & ODS Governance.

Carry out sample reviews of the Task Lists completed by the Certified/Qualified Persons for accuracy and satisfactory completion.

Maintain a documented record of appropriate training of staff and retain for 5 years.

4.6 Responsible Person – F-gas & ODS Change

The Responsible Person – F-gas & ODS Change, shall be aware of, and fully comply with, the requirements of all relevant legislation, best practices and HSE guidance notes. Refer to the ‘References’ Section of this document. Role can be delegated, as long as limits of delegation are clearly defined by Head of Engineering (E, M &I). ‘Responsible Persons – F-gas & ODS, may delegate their duties to Certified/qualified Persons and/or Companies, however they remain responsible for the completion of these duties and ensuring the competency of those delegated to.

The Responsible Person is to ensure compliance with the F-gas and ODS regulations and must:

Ensure compliance with the UCL standard operation procedure for F-gas and ODS.

Produce and review Design Standards, Specifications, and Client Requirement Documents (as appropriate) to prevent leakage of F-gas refrigerants within installations of all RAC systems.

Produce and review Design Standards, Specifications, and Client Requirement Documents (as appropriate) for adequate Leak Detection Systems for all RAC systems above 300kg of F-gases, with adequate remote monitoring and alarming provision.

Carry out a formal review of the SOP, annually, with the Deputy Head of Engineering, Safety Services and Responsible Person – F-gas and ODS (Operation and Review) including the PPM Task Lists.

Add to the records of all F-gas and ODS installations, to include all required F-gas and ODS records for Fire Installations and High Voltage switchgear maintenance, repairs and additions/recovery.

4.7 Certified/Qualified Persons

The Certified/Qualified Person has the necessary knowledge, training, experience, qualifications and abilities to carry out the F-gas, ODS & PPM tasks and holds a certificate for the safe handling of refrigerant and is employed by a DEFRA designated certified company. The Certified/Qualified Person shall carry out the design, installation, handover, commissioning, certification, handover, maintenance, verification and or testing of the F-gas & ODS Systems on behalf of the Responsible Person – F-gas & ODS Operation/Change, any UCL Project Manager and the local Building Manager.

The Certified/Qualified Persons must be familiar with the regulations relating to F-gases and ODS. This is to enable the Certified/Qualified Person to give advice on how to provide systems compliant with the requirements of the relevant codes of practice for F-gas & ODS, and to identify any shortcomings with regards to existing F-gas & ODS Systems.

The Certified/Qualified Person shall:

Undertake this role only if they have the necessary knowledge, training, experience and abilities to carry out the tasks.

Be fully conversant with their activities pertaining to the F-gas and ODSs regulations.

Adhere to the UCL Standards and procedures for the design, installation, maintenance, commission, handover, verification and testing of F-gas & ODS Systems, as instructed by the Responsible Person – F-gas & ODS .

Comply with the UCL Safety Policy ‘Safety Rules for Contractors employed on UCL Premises’, and sign the document accordingly. Only UCL Approved contractors are permitted to work on UCL F-gas & ODS Systems, and who have received specific training with regards to the specific UCL Automatic Testing Systems (See ‘Training’ section below).

Receive and comply with the tasks and instructions contained on the CMMS PPM Work Order Tickets and upon completion sign and return them to E,M&I (CMMS).

Be in possession of Access Permits and Permits to Work (where required).

Supply Risk Assessments & Method Statements, where required and where appropriate to the Responsible Person –F-gas & ODS Operation/Change. All works within HV areas will require additional prior approval of an ‘Authorised Person (High Voltage Electrical)’.

Ensure that any instructions and/or ‘Child’ Work Order Tickets to carry out remedial works are recorded upon the original Work Order Ticket, are then signed and returned to E,M&I (CMMS) upon satisfactory completion.

Ensure that the Responsible Person – F-gas & ODS Change is consulted with and advised of all proposed changes, additions to, or replacements of F-gas & ODS systems.

Ensure that where remedial work or replacement is required to an F-gas & ODS system, that steps are taken to ensure safety until the system is rectified and the building managers / occupiers consulted.

Ensure that the use, on UCL systems, of non-refillable containers for transporting or storing ODS refrigerants is banned.

Ensure that only Recycled or Reclaimed HCFC’s are used in UCL systems until December 2014 and ensure that a label is fixed to the equipment stating the following:

5.0 PROCEDURE

5.1 Identifying equipment / installations that contain an F-gas

All equipment or installations that contain an F-gas are subject to the general requirements of the Regulations.

All refrigeration systems should be labelled with the refrigerant type, usually on a nameplate mounted on the equipment. It will also be contained in an O&M manual, if there is one or in the handbook supplied with the equipment when purchased. Refrigerants are generally identified by an “R” number or by a trade name. The following two tables show refrigerants to which the Regulations apply.

5.1.3 Trade Names

The fluids listed in Tables 1 and 2 above may be referred to using the “R-number”. R-numbers are a standardised nomenclature developed and managed by ASHRAE (the American Society of Heating Refrigeration and Air-conditioning Engineers).

Refrigerants are often sold under trade names, sometimes in association with the relevant R-number and sometimes with a completely different numerical designation. Table 3 gives some examples of trade names for F-gases commonly used as refrigerants and Table 4 provides some trade names for fluids commonly used in fire protection equipment.

These different compositions are chosen by the fluid manufacturers to provide performance characteristics to suit different RAC applications.

Some HFC refrigerant blends contain both HFCs and HCFCs e.g. R401A and R408A. These HCFC blends fall under the EU Ozone Regulations. However, whether they are subject to the requirements of the F-gas Regulations will depend on the precise nature of the blend and the combined global warming potential of the mixture.

R22 is a very common HCFC refrigerant used in air conditioning. As an HCFC it is not covered by the F-gas Regulations, but does fall under the EU Ozone Regulations.

5.2 Complying with the EU F-gas Regulation

As ‘The Operator’ of systems that contain F-gases, UCL must comply with the obligations in the EU F-gas Regulation.

The actual obligations depend on the amount of refrigerant in each separate system. Two plants are considered to be separate if there is no interconnection between their refrigerant circuits (i.e. refrigerant cannot flow from one system to the other).

Table 5 summarises UCL’s obligations for each separate RAC system containing F-gas refrigerant. The text following the table provides more detail about each obligation.

Using all measures which are technically feasible and do not entail disproportionate cost, UCL must: (a) prevent leakage of F gas refrigerants and (b) as soon as possible repair any detected leakage.

UCL shall comply with this requirement by ensuring all RAC systems are installed and maintained in accordance with all appropriate Standards and Specifications, as instructed by the Responsible Person – F-gas & ODS Change. All maintenance requests for break downs of RAC systems shall be dealt with expeditiously and recorded on the UCL CMMS System.

5.2 Regular leakage checking

Article 3.2. Applicable from 4th July 2007 to RAC systems containing 3 kg or more.

Equipment containing 3 kg or more of F gas refrigerant must be checked for leakage by certified personnel on a regular basis. This threshold rises to 6 kg for hermetically sealed systems that are labelled.

To ensure compliance with the leak testing frequencies listed in Table 6, and to meet the general obligation to prevent leakage, UCL shall employ DEFRA designated certified companies to inspect appropriate RAC systems containing F-gas refrigerant as detailed within the appropriate PPM Task List contained within the Appendices. UCL shall inspect the Leak Detection systems at least annually, as detailed within the PPM Task List contained within the Appendices.

The Task Lists detail the necessary minimum standards of PPM required by UCL, at the appropriate statutory intervals, for the various types of RAC systems installed throughout the UCL Estate.

The Task Lists shall be incorporated into the UCL CMMS System and issued to the appropriate Certified / Qualified Person at the appropriate intervals. The Certified / Qualified Person shall ensure that these are returned at the completion of the appropriate maintenance operation.

5.3 Automatic Leak Detection Systems

Article 3.3. Applicable from 4th July 2007 to RAC systems above 300 kg.

Equipment with 300 kg or more of F-gases must be fitted with an automatic leakage detection system. The detection system must be checked twice a year to ensure proper functioning.

The UCL Responsible Person – F-gas & ODS Change shall ensure that any system installed with more than 300kg of F-gas, shall be installed with a calibrated mechanical, electrical or electronic device for detecting leakage. This device shall be remotely monitored and alarmed to alert the UCL Maintenance Staff

The Task Lists shall be incorporated into the UCL CMMS System and issued to the appropriate Certified / Qualified Person at the appropriate intervals. The Certified / Qualified Person shall ensure that these are returned at the completion of the appropriate maintenance operation.

5.4 Maintaining Records

Article 3.6. Applicable from 4th July 2007 to RAC systems containing 3 kg or more.

Records must be kept on each system with more than 3 kg of HFC refrigerant. The records must include:

The quantity and type of F- gas refrigerants installed in each system,

Any quantities of refrigerant added,

The quantity of refrigerant recovered during servicing, maintenance and final disposal.

The identity of the company or personnel who performed the servicing or maintenance, as well as the dates and results of leakage checks and leakage detection system checks.

This record will be known as the UCL F-gas & ODS Register and maintained/updated by the Responsible Person Operation or their delegated nominee.

The Certified / Qualified Person must ensure that the UCL F-gas & ODS Register is updated after each relevant maintenance operation.

Sample pages of the UCL F-gas & ODS Register are contained within the Appendices.

5.5 Gas Recovery

Article 4.1. Applicable from 4th July 2007 to all sizes of RAC system.

If refrigerant needs to be removed from a system (e.g. to gain access to part of a system for maintenance or during system decommissioning at the end of life) it must be properly recovered by appropriately certified personnel. After recovery the refrigerant can be reused or sent for reclamation or destruction. Recovered refrigerant is classified as Hazardous Waste and comes under the UK Hazardous Waste Regulations. Waste producers have a “duty of care” for the waste they handle and must ensure they use the appropriate documentation and consign and transfer waste appropriately.

Documentation reference numbers shall be provided to the Responsible Person – F-gas & ODS Operation by the Qualified/Certified Personnel and documentation to be produced on request.

The UCL Responsible Person – F-gas & ODS Operation shall ensure compliance by permitting only UCL Approved Qualified/Certified and Competent Personnel to be appointed/employed to design, install, commission, handover, maintain, verify and/or test F-gas & ODS systems.

This process shall be audited for compliance by the UCL Responsible Person – F-gas & ODS Review.

5.6 Use of appropriately trained personnel; Personnel and Company Certification

Article 5. Applicable from 4th July 2007 to all sizes of RAC system.

Personnel carrying out leak checking, gas recovery, plant installation, maintenance or servicing on equipment that contains or is designed to contain F-gas refrigerant must have an appropriate qualification. Copies of qualifications to be presented to the Responsible Person- F-gas & ODS Operation, by the Certified/Qualified Person and/or Certified Company, as soon as practically possible.

Businesses that handle F-gases for the purpose of installation, maintenance or servicing of RAC equipment need to hold a Company Certificate. DEFRA has designated three Company Certification bodies. Other certification bodies may be appointed at a later date. The certification bodies are – Bureau Veritas, Quidos and Refcom.

To take delivery of containers of F-gas, for the activities described above, an organisation needs to employ appropriately certificated personnel.

The UCL Responsible Person – F-gas & ODS Operation shall ensure compliance by permitting only UCL Approved Qualified / Certified and Competent Personnel to be appointed/employed to design, install, commission, handover, maintain, verify and/or test F-gas & ODS systems.

This process shall be audited for compliance by the UCL Responsible Person – F-gas & ODS Review.

5.3 Complying with the EU Ozone Depleting Substances Regulations

All RAC systems that use refrigerants containing ODS, for example refrigerants R22 and R408A, must comply with obligations in the EU Ozone Regulation. The actual obligations depend on the amount of refrigerant in each separate system. Two plants are considered to be separate if there is no interconnection between their refrigerant circuits (i.e. refrigerant cannot flow from one system to the other).

The obligations for each separate RAC system containing ODS refrigerant are summarised in Table 7.

Use means the utilisation of HCFC refrigerant in the production, maintenance or servicing, including refilling of products or equipment. After the ban on the use of virgin comes into place only recycled or reclaimed HCFCs may be used in servicing and maintenance of refrigeration and air-conditioning equipment. The UCL appointed DEFRA designated certified company to ensure that only recycled/reclaimed HCFCs are used in UCL systems. The following definitions apply:

Recycled HCFC – is recovered HCFC gas that has been subject to a basic cleaning process (this might include mechanical filtering and moisture removal).

Reclaimed HCFC – is recovered HCFC gas that has been chemically

reprocessed to a specified standard.

Recycled HCFCs may only be used by either the undertaking which carried out the recovery (in most cases the refrigeration contractor) or the undertaking for which the recovery was carried out (the owner). Recycled HCFCs may not be placed on the market.

Reclaimed HCFCs may be placed on the wider market and used by undertakings other than the original contractor and owner. Reclaimed HCFCs must be held in containers labelled as such, with information on the batch number and name and address of the reclamation facility.

Section 7.2 Phase-out of recycled and reclaimed HCFCs

Articles 11.4 and 11.5. Applicable from 31st December 2014 to all sizes of RAC system.

UCL shall not employ the use of recycled and reclaimed HCFCs for plant servicing and maintenance after 31st December 2014. This shall be recorded on all PPM Task Lists

After 31st December 2014, recycled and reclaimed HCFCs cannot be used for plant servicing and maintenance of any UCL RAC system. This applies to all recycled HCFCs, even if purchased before the deadline. The DEFRA designated certified company to ensure that no recycled/reclaimed HCFCs are used in UCL systems after 31st December 2014. The DEFRA designated certified company to inform the Responsible Person – F-gas & ODS Operation, if they cannot use reclaimed/recycled HCFCs in UCL systems they have been asked to repair/maintain. This to be recorded on all applicable PPM Task sheets returned.

The ban on the “use” of HCFCs specifically means use for servicing and maintenance. It will remain legal to continue using RAC equipment containing HCFCs beyond the phase-out dates providing they do not require maintenance that involves the servicing and maintenance of the HCFCs in the system.

The Responsible Person – F-gas & ODS Operation shall Identify all UCL systems that contain HCFCs and plan a phased replacement/removal of the systems prior to 1st January 2015.

Section 7.3 Preventing/minimising HCFC leakage

Article 23.1. Applicable from 2010 for all systems containing HCFC refrigerant.

Undertakings should take all practical precautionary measures to prevent and minimise any emissions of HCFCs. UCL shall comply with this requirement by ensuring all RAC systems that contain HCFCs are maintained in accordance with all

appropriate Standards and Specifications, as instructed by the Responsible Person – F-gas & ODS Operation. All maintenance requests for breakdowns of RAC systems shall be dealt with expeditiously and recorded on the UCL CMMS System.

Section 7.4 Check for leakage

Article 23.2. Applicable from 2010 for systems with 3 kg or more

The leak checking requirements for stationary RAC systems now mirror those for F- gases. See Section 4.2 for details and Table 2 for leak checking frequencies. The exception is there is no requirement to fit automatic leak detection on systems of 300 kg and over. For equipment where this is fitted, there will be no reduction in the leak checking frequency.

Section 7.5 Record keeping

The record keeping requirements will depend on whether mobile or stationary equipment is operated and on the refrigerant charge in that equipment. This record will be known as the UCL F-gas & ODS Register and maintained/updated by the Responsible Person - F-gas & ODS Operation or their delegated nominee. Section 7.6 Labelling

Article 11.6. Applicable from 2010 for all systems containing HCFC refrigerant When Recycled or Reclaimed HCFC’s are used on any UCL RAC system, then the Qualified/Certified person must fix a label to the equipment stating the following:

• The type of refrigerant, and • The total quantity contained in the system, and • The label elements set out in Annex I to Regulation EC/1272/2008 for

substances or mixtures classified as Hazardous to the Ozone Layer.

5.4 Planned Preventative Maintenance Procedures All Certified/Qualified Personnel, carrying out F-gas & ODS PPM, must be familiar with the UCL PPM Task Lists. Certified/Qualified Personnel must check the equipment records or F-gas & ODS Register, to determine any previous issues prior to commencing any maintenance operation.

5.5 Changes to Existing F-gas & ODS Systems Any changes to existing F-gas & ODS systems, by Certified/Qualified Persons, must be notified to the Responsible Person – F-gas & ODS Operation.

5.6 Records Comprehensive records shall be kept and maintained with regards to UCL F-gas & ODS systems by the Responsible Person – F-gas & ODS Operation or their delegated nominee. Items to be recorded are detailed in Table 5, Section 5.4 Maintaining Records. These records will be known as the ‘F-gas & ODS Register’. These records will be reviewed by the Deputy Head of Engineering and Responsible Person – F-gas & ODS Review, as and when they deem necessary. The Certified / Qualified Person must ensure that the UCL F-gas and ODS Register is updated after each relevant maintenance operation. Any Certificates or Log Books must be provided electronically.

5.6.1 Computerised Maintenance Management System PPM Task Lists will be generated via the UCL Estates Computer Aided Facilities Management Software (currently, FAMIS) and the relevant Ticket will be closed upon successful completion.

5.7 Training All persons who are required to be technically competent with respect to F-gas & ODS (see ‘Principal Roles and Responsibilities’ section) shall have the necessary knowledge, training, experience and abilities to carry out their duties.

It shall be the responsibility of UCL Maintenance Staff and UCL appointed DEFRA designated certified companies, to identify any training needs that are required to effectively carry out their obligations with respect to F-gas & ODS. They shall be responsible for identifying their own Continual Personal Development needs in respect of F-gas & ODS and to keep abreast of training and changes in applicable Regulations and Good practice.

DEFRA designated certified companies shall ensure that all of their staff employed at UCL in any F-gas & ODS PPM/installation role shall undertake this role only if they have the necessary knowledge, training, experience and abilities to carry out the tasks.

Training records should be provided by Consultants, Contractors and UCL Maintenance Staff as evidence of competence, to the Responsible Person– F-gas & ODS –Operation/Review.

A record of appropriate training of staff must be documented and retained for 5 years by Responsible Person – F-gas & ODS –Operation.

5.8 Monitoring and Review

This Standard Operating Procedure will to be reviewed annually by the following:

Air-conditioning systems:

Equipment to cool buildings to a comfortable ambient temperature, ranging from small units to cool a single room to large chillers that cool a whole building.

Certified/Qualified Person: Has the necessary knowledge, training, experience, qualifications and abilities to carry out the F-gas, ODS & PPM tasks and holds a certificate for the safe handling of refrigerant and is employed by a DEFRA designated certified company.

Certified Company: Any company, undertaking any activity on UCL’s F-gas and ODS systems, holding a company certificate obtained from a DEFRA Company Certification body. Destruction: The process by which all or most of a fluorinated greenhouse gas is permanently transformed or decomposed into one or more stable substances, which are not fluorinated greenhouse gases. Fluorinated greenhouse gases: Hydrofluorocarbons (HFCS), perfluorocarbons (PFC’s) and sulphur hexafluoride (SF6) and preparations containing these substances but excluding substances that deplete the ozone layer. Global Warming Potential: Expresses the climatic warming potential of a greenhouse gas relative to that of carbon dioxide. The standard Global Warming Potential (GWP) is calculated in terms of the 100 year warming potential of one kilogram of a gas relative to one kilogram of CO2. Heat pumps: Heating devices that use a refrigeration machine to extract energy from a waste heat source and deliver useful heat. Hermetically sealed system: Means a system in which all refrigerant containing parts are made tight by welding, brazing or a similar permanent connection which may include capped valves and capped service ports that allow proper repair or disposal and which have a tested leakage rate of less than 3 grams per year under a pressure of at least a quarter of the maximum allowable pressure. Hydrofluorocarbon: An organic compound consisting of carbon, hydrogen and fluorine and where no more than six atoms are contained in the molecule. Maintainer: The Maintainer is any person or persons carrying out maintenance function. i.e. UCL Maintenance Staff or Contractors. Maintenance or servicing: All activities, excluding recovery and checks for leakage, which entail breaking into the circuits containing or designed to contain fluorinated greenhouse gases, in particular supplying the system with fluorinated greenhouse gases, removing one or more pieces of circuit or equipment, re-assembling two or more pieces of circuit or equipment, as well as repairing leakages. Operator: The EU F gas Regulation defines the operator as follows: “Operator means the natural or legal person exercising actual power over the technical functioning of the equipment and systems covered by this Regulation”

ODS: Ozone depleting substance Various chemicals, including CFCs and HCFCs that damage the ozone layer. Perfluorocarbon: An organic compound consisting of carbon and fluorine only and where no more than six carbon atoms are contained in the molecule. RAC: Stationary Refrigeration, Air-conditioning and heat pump equipment. Recovery: The collection and storage of fluorinated greenhouse gases from, for example, machinery, equipment and containers. Recycling: The reuse of a recovered fluorinated greenhouse gas following a basic cleaning process. Reclamation: The reprocessing of a recovered fluorinated greenhouse gas in order to meet a specified standard performance. Refrigeration systems: Equipment to cool products or storage spaces below ambient temperature, e.g. retail refrigerated displays, cold stores etc.
