UAP LEADERSHIP IN EDUCATION ASSISTANCE PROGRAM (UAP-LEAP) 1. INTRODUCTION With the advent of the ASEAN 2015 integration resulting in cross-border practice , Filipino Architects have to prepare themselves to face this challenge. An architect cannot just be a generic architect, but should begin looking at specializing in any field of architecture in order to cope with rising challenges brought about by global practice. While many architects in the ASEAN region are leveling up to Levels 7 and 8, still a lot of Filipino Architects are only on Level 6 with no Masters degree. Presently, out of the 30,000 + architects registered with the Philippine Regulation Commission (PRC) only a small percentage have a Master’s degree and more so, a doctorate degree. This small group is usually part of the academe, as it has been a requirement for those in this sector to have a masters degree before they are allowed to teach in universities. Most of these MS Degrees are focused on a specific field of architecture making it their specialization. Such programs are Heritage Conservation/Studies, Urban Planning, Landscape Architecture, Architectural Education and Construction Management. There are more specializations available for architects, however it has become unattainable as one has to commit his time, money, and effort to complete the program, limiting the specialization to those Architects closely working in the academe. 2. BACKGROUND OF THE PROJECT Most master’s degree programs or we may call specialization for architecture are offered only in Higher Education Institutions (HEIs) mostly in the National Capital Region (NCR). There are a few in the provinces; University of San Carlos, La Consolacion College, UP Mindanao, and Ateneo de Davao University among others. BOARD RESOLUTION 14-15 No. 3-13 WHEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the National Board of Directors ratifies Execom Resolution 14-15 No.2-07: Approval of the Mechanics for the UAP Scholarship Program.

3. PROJECT OBJECTIVES

3.1 To promote amongst members the need to acquire a Master’s Degree;3.2 To extend financial assistance to UAP members who shall be engaged in

acquiring a Master’s Degree;3.3 To assure the continuity of a master’s degree program for architecture in the

regions;3.4 To increase the roster of architects having various degrees or specialization

through a master’s degree; and3.5 To collaborate with universities offering graduates studies in developing a

program for cross-university enrollments in universities/schools ofarchitecture in areas/regions where no graduate studies in architecture oraligned courses are offered.

4. FUNDING

An initial funding of P500,000.00 shall be allocated from the General Fund to jumpstart the program. The succeeding funds to replenish the program shall be derivedfrom the proceeds of income generating activities of the UAP. The UAP NationalBoard shall ensure the continuity of the program by regularly allocating funds for thispurpose.

5. THE PROGRAMS

The Program is divided into three types of assistance:

5.1 Thesis Assistance5.2 Scholarship Grants5.3 Inter-School Partnership Assistance

6. THESIS ASSISTANCE

6.1 This assistance is open to any UAP member who is currently enrolled in anyMasters degree program in Architecture or any aligned course and currentlyundertaking the thesis for the current school year (SY 2014-2015).

6.2 An assistance package amounting to fifteen thousand pesos (P15,000.00)shall be given to help defray the cost of the thesis work. The thesis assistanceshall be given in three (3) tranches:

6.2.1 upon enrolment6.2.2 upon presentation of a certificate of deliberation, and6.2.3 after graduation

The last tranch will be released only upon the submission of a copy of thethesis book and the certificate of graduation from the school to the UAPCommittee on Scholarship and Training.

6.3 For the initial program, twenty (20) UAP members who will receive theassistance package will be coming from UAP chapters in the twenty districtsof UAP (one recipient for each district). Should there be no applicant within adistrict, the slot will be given to another district who may have more thanone qualified applicant. The selection shall be left to the discretion of theEvaluation Committee.

6.4 Qualifications:

6.4.1 A UAP member in good standing for the last five years and preferably,has served the chapter as an officer in any capacity;

6.4.2 With no existing scholarship grant;6.4.3 With a satisfactory academic performance in his/her graduate studies;

and6.4.4 Willing to be a member of the UAP Speakers Pool.

6.5 Procedure for Application:

The following documents are to be submitted:

6.5.1 Application Letter addressed to the UAP-LEAP Evaluation Committee6.5.2 Curriculum Vitae6.5.3 Certified True Copy of Grades for the graduate academic subjects

completed6.5.4 Photocopy of current enrollment/registration form6.5.5 Photocopy of current PRC Identification Card6.5.6 Photocopy of current UAP-IAPOA Certificate6.5.7 Endorsement letters from the following:

6.5.7.1 Chapter President6.5.7.2 District Director6.5.7.3 Area Vice-President

6.5.8 The above documents shall be contained in a sealed long brown envelopewith a mark on the front: UAP-LEAP (THESIS ASSISTANCE)

6.5.9 Deadline for application for the thesis assistance will be on November 22,2014. Successful recipients will be notified in writing by the UAP afterfifteen days.

7. SCHOLARSHIP GRANTS

7.1 This type of program will be open to those currently enrolled in a Mastersdegree in Architecture or any aligned course to help defray the costs for thetuition and other expenses. The Scholarship Grant shall be for a maximum oftwo years or four semesters only.

7.2 For second semester of SY 2014-2015, ten (10) recipients will receive a grantof ten thousand pesos (P10,000.00) each. The recipients will be coming fromchapters in the following areas (2 each area):

7.2.1 Area A (Districts A1a, A1b, A2a, A2b)7.2.2 Area B (Districts B3, B4, B5)7.2.3 Area C (Districts C1, C2, C3, C4)7.2.4 Area D (Districts D1, D2, D3, D4)7.2.5 NCR (Districts A3, A4, A5, B1, B2)

7.3 Qualifications:

7.3.1 A UAP member in good standing for the last five years and preferably,has served the chapter as an officer;

7.3.2 With satisfactory performance during his/her undergraduate course;7.3.3 Has completed at least nine (9) units of graduate studies and willing

to enroll at least nine (9) units for the duration of the program;7.3.4 No existing scholarship grant.

7.4 Procedure for Application

Applicant shall submit the following documents:

7.5 The first batch of grantees will be awarded to those who will be enrolling thiscoming second semester of SY 2014-2015. Deadline of Application will be onNovember 28, 2014. Successful recipients will be notified in writing by theUAP within fifteen days.

8. INTER-SCHOOL PARTNERSHIP ASSISTANCE

This type of assistance is to be extended in areas where there are no existinguniversity/school offering master’s degree programs in architecture and alignedcourses. The UAP shall provide the assistance in forging collaboration with HEIsoffering these courses with host universities/institutes.

8.1 UAP members who are willing to undertake Masters Degree courses shallconstitute themselves, either thru the chapter or the district, and send aLetter of Request to the UAP Committee on Scholarship and Training so as tofacilitate a possible collaboration with identified HEIs. The letter shall containthe signatures of interested participants.

8.2 The UAP Committee on Scholarship and Training shall prepare a feasibilitystudy to determine the costs of the course. A minimum number ofparticipant/s is/are necessary for the sustainability of the program and theminimum number shall be based on the feasibility study.

8.3 The participants in this program shall pay the necessary tuition fees andother miscellaneous expenses for the course.

8.4 The UAP shall shoulder the costs for the travel and lodging of lecturers fromthe established HEIs to the host university/school. Said costs shall be includedin the feasibility study.

8.5 A Memorandum of Agreement shall be formulated by thecollaborating schools and UAP to ensure the successful delivery of theprogram.

9. ACCREDITED MASTERS DEGREE PROGRAMS

The following graduate course disciplines are covered by this program:

9.1 Architecture9.2 Urban Planning9.3 Heritage/Conservation Studies9.4 Landscape Architecture9.5 Construction Management9.6 Architectural Education

Other aligned/allied courses are subject to the approval of the UAP-LEAP EvaluationCommittee.

10. EVALUATION COMMITTEE

All applications for the thesis assistance program and the scholarship program are tobe submitted to the UAP-LEAP Evaluation Committee. The Committee shall becomposed of the following:

10.1 National President10.2 National Executive Vice-President10.3 Chancellor, College of Fellows10.4 Executive Director, Professional Development Commission10.5 Executive Director, Commission on Education

The names of the successful recipients shall be submitted to the UAP National Boardfor approval.

11. OTHER CONDITIONS

11.2 A Memorandum of Undertaking between UAP and any participant shall besigned prior to any release of funds. The UAP Committee on Scholarship andTraining shall prepare the memorandum to be approved by the UAP NationalBoard.

11.2.1 As a gesture of gratitude, a participant is expected to serve the UAP inany capacity for at least one fiscal year. This condition shall notanymore apply to those who have served the UAP either as ChapterPresident, District Director, National Committee Chair, ExecutiveDirector and National Executive Committee member.

11.2.2 Those who have completed the program shall automatically become amember of the UAP Speakers Pool and shall share their knowledge toother UAP members, as speaker in seminars, workshops, andcontinuing education courses.
