UAE-Pacific Partnership Fund

Launched in 2013 by the UAE Minis-try of Foreign Affairs and International Cooperation, the UAE-Pacific Partner-ship Fund aims to step up the UAE’s development cooperation with the Pa-cific island countries across a variety of sectors. The scheme supported renewable en-ergy projects in 11 countries through the allocation of grants with a total val-ue of US$50 million, financed by Abu Dhabi Fund for Development (ADFD), and implemented by Masdar.

The programme included 10 solar photovoltaic (PV) projects and one wind farm with a total capacity ex-ceeding 6.5 MW to meet most of the islands’ energy needs.

About ADFD

ADFD was established in 1971 as part of the Abu Dhabi government’s efforts to support sustainable socio-economic development in the developing world.

Over the past four and half decades, the Fund has extended concessionary loans to developing countries across the globe to finance development projects.

ADFD focuses on sectors such as electricity, water, road infrastructure, healthcare, education and social services that play a key role in strengthening societies and economies through stimulating progress and improving quality of life.

In addition, the Fund manages government grants allocated to ventures that help drive growth in beneficiary countries.

ADFD’s responsibilities in this regard comprise direct supervision of projects, including implementation, operations and success evaluation.

The Fund also invests in the private sector to boost development across vital areas and create job opportunities for the local popu la t ion .

ADFD’s role in supporting renewable energy projects

Through the UAE-Pacific Partnership Fund, ADFD seeks to help the Pacific island countries achieve sustainable development through meeting their energy demands from clean resources.

The projects completed under the partnership have brought about significant social and economic benefits including reliable power supply to rural areas, development of local economies, job creation, and a considerable reduction in environmental pollution and CO2 emissions.

In addition to harnessing clean energy to assist the governments of beneficiary countries in fulfilling their strategic objectives, the solar and wind power projects ensure easy access to cost-effective electricity for the local population and support economic growth. $

TONGA SAMOASolar photovoltaic power plantUS$5 million

Wind farm US$4.8 million

The 512 kW solar PV power plant on Vava’u Island meets over 17 per cent of the island’s electricity needs and 76 per cent of the country’s additional grid demand during peak hours. Completed in 2013, Tonga’s first large-scale renewable energy project pow-ers over 850 homes, saves more than 286,000 litres of diesel per year and reduces annual CO2 emissions by 724 tonnes.

Samoa’s first wind farm was completed in September 2014 on Upolu Island. The bespoke design includes cy-clone-proof turbines – essential in the region where tropical cyclones are a common weather phenomenon – and optimally leverages favourable wind conditions.

Catering to the energy needs of the island that is home to the capital Apia as well as to 75 per cent of the coun-try’s population, the wind farm saves 183,000 litres of diesel every year and reduces Upolu’s annual carbon footprint through eliminating over 506 tonnes of CO2 emissions.

With a combined generating capacity of 525 kW, the three microgrid solar power plants on Kadavu, Lakeba and Rotuma islands meet nearly half of the electricity needs of the islands as well as 90 per cent of additional grid de-mand during peak hours.

The project has increased the avail-ability of electricity from a previous range of 12 to18 hours per day to 24-hour access while saving 259,000 litres of diesel per year.

Fitted out with advanced technologies to control output and ensure the stabil-ity of the grid, the 500 kW photovoltaic plant meets up to 30 per cent of the is-land’s annual energy demand.

The project saves 249,000 litres of die-sel per year and reduces annual CO2 emissions by 631 tonnes.

Equipped with state-of-the-art control output and grid stability features, the 500 kW photovoltaic power plant is strategically located to protect the only aquifer on the Tarawa atoll that has been under threat from the sustained surge in population.

PALU SOLOMON ISLANDSSolar power projects

US$5 million Solar photovoltaic power plantUS$3.7 millionThe three innovative solar power pro-

jects comprise a PV-diesel hybrid plant on Peleliu Island, another PV-diesel hy-brid plant on Angaur Island that pow-ers a water treatment facility producing up to 50 cubic metres of clean water per day, and 100 solar home systems on Koror Island.

In total, they achieve fuel savings worth US$215,000 each year and reduce an-nual CO2 emissions by 596 tonnes.

The 1,000 kW photovoltaic power plant forms the basis that seeks to enhance the energy infrastructure of Guadalca-nal Island, home to capital Honiara, to meet the future electricity demand of the local population.

The completed project saves US$577,000 each year through reduc-ing diesel consumption by 454,000 litres, with annual CO2 emissions cut down by 1,254 tonnes.

In addition to generating electricity, the 600 kW solar power plant, built on a reservoir near the capital Majuro, increases the water storage capacity of the artificial lake by over 20 per cent.

The project saves 236,000 litres of diesel each year and reduces annual CO2 emissions by 652 tonnes.

The innovative project has converted a landfill site into a 500 kW solar power plant that recycles waste and gener-ates clean energy using the latest pho-tovoltaic technologies.

Benefits include saving 274,000 tonnes of diesel each year and reducing annu-al CO2 emissions by 758 tonnes.

MICRONESIASolar photovoltaic power plantUS$3.5 million The 600 kW ground-mounted PV plant is connected to the grid in the southeast of Pohnpei Island. During peak hours, the plant meets up to 10 per cent of the island’s additional grid demand, previously supplied almost entirely by diesel generators.

The project saves 317,425 litres of diesel every year and reduces an-nual CO2 emissions by 876 tonnes. Direct spill over benefits amount to US$352,342 in diesel fuel savings per year.
