Iwould like to say a few words on themagnificent Summer Visit to the NorfolkBroads, held in July, and organised byour Administrator, Libby Gordon.Since Libby arrived at our new TYHA office, she has worked tremendously hard to set upthe office and carry out the demanding work

of our busy association. After our first “Fore and Aft” inJune and Libby’s first Council Meeting, also in that samemonth, Libby was immersed in the detail our summervisit. Many of you, who have joined us in the past, knowhow much work goes into this event.

I would like to thank Libby for such attention todetail on an incredibly busy summer visit, you kept uscaptivated for the whole day, well done.

I would also like to thank Sarah Hanna for all herwork in helping us to organise this very successfulevent. Dear Sir…I would be extremely interested to know why so manymotor boats are being built with a wheel on the wrong side(the starboard side).

Ships, large motor yachts and sailing yachts usually have acentre wheel which is fine. The traditional side for a wheelon small motor vessels has always been on the port side. When passing port to port this is the logical side particularlyin a narrow channel or river.

I have asked manufacturers who say it is customerdemand. I think if a customer is buying a boat he or sheshould be encouraged to uphold nautical tradition. In myopinion boats with the wheel on the starboard side look soout of place and after all we wouldn’t out of choice buy aleft hand drive car for use in the UK.

It will be interesting to hear your views.

Yours trulyNT Clark

Dear Sir…"What are peoples’ views on boaters insurance? Is 3 millionthe standard liability requested by your marina? Do yourequest sight of or an actual copy of said insurance? Do youtake owners word for it that they are insured especially withvisiting yachts?

As are there companies now offering insurance throughthe internet that are based abroad do we need to bemindful of boaters looking for cheaper insurance thatactually doesn't cover them within your marina?"

Yours faithfullyS Hanna

Dear Sir…Why are the International ConnectionStandards still not being followed?

Since 1975 there has been arecognised International Standard forpump out deck fittings and for pumpout hose probes. The standard ensuresthat when any boat requires its grey andblack water holding tank pumped outthe probe on the end of the pump outunit’s hose will fit the boat’s deck fittingperfectly. This provides a vacuum tightconnection to enable fast, clean, handsfree (and trouble free) pump out.

So why, over thirty years later, arenumerous boats still being built andsold with non standard fittings, whichwill cause no end of problems whenattempting to empty their waste tanks, being sold to unsuspecting customers?

Yours faithfullyIan Marriott

Dear Sir…"Are liveaboards a hindrance or a helpin modern day marinas? Is it best tohave a full liveaboard policy, acceptthem but with guidelines, pretend theydon't exist or don't allow them at all?

What suggestions could be given onthis open issue?"

Yours faithfullyAn other

Setting up a recycling scheme in your marina can drastically reduceyour waste disposal costs, reduce your impact on the environmentand improve your green credentials with berth holders. Since 2007,Landfill Tax has risen by £8 per tonne per year, and in 2010 reached£48 per tonne, twice the 2007 rate. This increase is set to continue

until at least 2014, when the rate will reach £96 per tonne. Many marinas haveexperienced an increased demand from boaters for better recycling facilities. Most of us are used to recycling at home and now expect do to so in themarina. Setting up a recycling scheme needn’t be difficult.

Here are some top tips from The Green Blue

1] Compare the wastecontractors in your area forprices, service and the typesof waste that can berecycled.

2] Negotiate - Don’t be afraid toask for a better price.

3] Identify waste streams andthe types of recyclingcontainers to use.

4] Place recycling bins next tothe landfill bins.

5] Design good signage. AskThe Green Blue for a factsheet and fundingopportunities.

6] Inform staff and berthholders what to recycle.

7] Monitor - Get feedback fromthe waste contractors aboutcontamination or take a peekin the bins.

8] Review - You may need torevise the location/numberof bins or signage.

9] Feedback results tocustomers and staff toencourage support.

Case Study Fambridge Yacht Haven Ltd, River Crouch in Essex. 230 berths,120 swinging moorings. 5 waste disposal areas.

Prior to Recycling• Most waste sent to landfill. • 6 x 1100 litre wheelie bins and 5

x 12m3 skips of mixed wastewere emptied twice per week.

• Annual cost £12k per year.

Reasons to Recycle• The increasing cost of

landfill tax.• Wasted space in the bins.• Desire to be more

environmentally friendly.

How did they do it?The existing waste contractor,Green Recycling, were very positiveand supported all of the changes. • Recycling bins installed for

glass, paper/card, plastics, scrapmetal, timber, waste oil, oily ragsand batteries.

• Clear signage was installed oneach container. Some funding forsignage was received from TheGreen Blue

• Two second hand compactorspurchased from ebay costing£6,000. One for cardboard, tins

and all plastics, the other generalwaste.

• General waste bales are taken toa recycling depot, waste isfurther separated and recycled, composted or chipped for fuel.

• Cardboard and glass collectedfor free.

• An income is received fromscrap metal and batteries and isoffset against the cost of wastedisposal.

Outcomes• Zero waste sent to land fill. No

landfill tax is payable.• Estimated saving of £8k per

annum. • Positive response form berth

holders and visitors.• The initial investments costs

should pay for themselves within4 to 5 years.

• Marina staff can avoidoverflowing bins at busy times aswaste is forklifted into thecompactors.

Danyal said “Our customerslove the opportunity to be greenand are using all the binscorrectly thanks to the signage, and we’re looking to savearound £8K per annum – notbad for a small sized marina”

It is likely that theselected developer will be offered a long termlease on the marina and, subject to planning, construction is anticipated to start spring 2011.

The VisionOur vision is to create a firstclass venue for both yachts andmotor cruisers. Alderney is thethird largest of the ChannelIslands and is the first of thoseislands encountered whentravelling from the southernparts of UK in a southerlydirection. Alderney is a low tax,VAT free jurisdiction.

The current plan for the site envisages BrayeHarbour being developed for marine or associateduses, creating a space that is both a draw fortourists and a convenient location for those whowould like to berth their boats for longer periods. The States of Alderney is keen to ensure that thedevelopment is consistent with the mature natureof the Island’s facilities and complementary to therenowned island way of life. Accordingly creativeand imaginative proposals that have a soundcommercial grounding and sympathetic to theenvironment would be welcomed.

After months ofmechanicalupgrades, theBaldwin Trust’s 71ftNarrowboat

“Dandelion” took up her new baseat Pilling’s Lock Marina. The movefrom her on-line BW mooring inLoughborough was spurned byseveral occasions where thefts offuel occurring in 2009 and theTrust – who already operate on atight budget with many volunteers– decided enough was enough, they needed a secure base!

The trust was originally formedto help the patients of the BaldwinWard at Leicester Frith Hospital bythe provision of a narrow boat forday outings or longer holidays. This aim is now extended toinclude elderly, infirm and otherneedy groups of people, some incare homes to whom a day spentin the tranquil canal side

environment are especiallybeneficial. They are also pleasedto arrange trips for small or familygroups with a deserving familymember. The Trust has twooperational narrow boats; “St Clare” (based at RaynswayMarina) and “Dandelion”.

“Dandelion” was recentlytaken to the Erewash for a newengine installation and arrived atPilling’s Lock in early April 2010.The new base also allows cruisesto be more flexible as the boat cannow be turned around in themarina.

Pilling’s Lock Marina havesponsored the charity byconstructing a specially designedwheelchair access berth with fullsafety rails. This gives a safe asecure loading area for“Dandelion’s” hydraulic foredeckwhich enables her to takepassengers with almost any

disability. The Marina alsosubsidises the berthing fees for“Dandelion” to help the charityfinancially.

We’re very pleased to have theBaldwin Trust based here asthey’re a fantastic charity who giveall their clients a wonderfulexperience of the local waterways. When we heard about their recentissues we have been only toohappy to help. Steelwork for thenew mooring was provided byNigel Hodgson at BritanniaServices and some very finewoodwork has been done by ourvery own Steven Hinkley tocomplete this new custom mademooring pontoon. It’s nice that wehave the spare facilities to helpBaldwin Trust – and stop the peskyDiesel Thief in Loughborough!

THE UNIVERSITY OFCHICHESTER IS UNDERTAKINGAN ANGLO/FRENCH RESEARCHPROJECT LOOKING AT THEMARINE INDUSTRY.

The research is run through the cross bordercollaborative EU INTERREG CAMISprogramme and covers the period 2009 -2013. It brings together 19 French and Britishpartners and covers topics such as transport, innovation and business clusters.

The Marine Cluster strand of the CAMISproject aims to locate and map clusteractivities in four marine industry themes: Off-shore renewable energy, marina tourism, marine environment, and marine operations.

Dawn Robins, from the University ofChichester who is leading the research project, said: “The aim is to identify successful clusteractivities and promote further economic

growth in the marine industry. By working withmarine companies to first identify, and thenfacilitate, the development of best workingpractice and knowledge transfer, the marinesector will achieve increased productivity forthe benefit of the individual company and localeconomy in each region.”

Clustering has long been thought of as asuccessful method of increasing economicgrowth as it allows firms to have better accessto resources such as technology, information, inputs, customers, and supply chains. It also

improves efficiency through collaboration onknowledge and sharing of resources. Marinasare ideally positioned to facilitate clusteractivities and improve the local economy dueto the varied and consistent customer baseand specific locational draw.

Dawn added: “Through working withestablished clusters we hope to understandthe reasons why some clusters are effectiveand others are not, what it is that makes acluster successful, and how we can facilitate inhelping clusters to re-energise and develop.”

In order to achieve this research, the University needs YOUR help! If you own or manage a Marina and would bewilling to be interviewed either face-to-face or by phone/email then please contact DawnRobins at the University of Chichester [email protected] or 01243 793407 forfurther information.

The reason is simple:rates are a tax on the useand occupation ofproperty based upon its

rental value. The assessment ofmost shops, offices, warehousesand small properties is simplebecause there is normally ampledirect or indirect evidence ofrental value.

Unfortunately marinas do notnormally let in the open market. There are leases of marina sites, parts of marinas, often of theforeshore or of a ransom stripproviding access to a river orcanal, as well as inter family orinter company rents, but not ofarms length transactions of awhole marina. Extensive researchby the Valuation Office Agencyusing the resources of HMRC as

well as by my professionalcolleagues and myself has to datefailed to produce sufficient usefuldirect market rental evidence ofmarinas.

Marinas are not unique. Thereare many other classes of propertywhere there is very little rentalevidence including oil refineries, atomic power stations, publicschools, petrol filling stations, andbingo halls. There have beenmany disputes before courts andtribunals over the correct methodof arriving at rental value for aproperty for which there is nodirect rental evidence. The courtshave supported what is todayknown as the receipts andexpenditure method of valuation(R&E) to assess the rental value ofan income producing property.

The R&E approach looks at theincome which a marina isachieving, from sources such asmoorings, storage ashore, chandlery, boat repairs, brokerageand fuel sales to determine therent which the marina cansupport.

The assessment of a marina iscomplicated by the fact thatdomestic property is subject tocouncil tax and exempt fromassessment to non-domestic rates.Whilst a boat is not normallyassessable to either rating orcouncil tax, the mooring to whichit is attached is liable to one orother of these taxes. The definitionof a domestic mooring is oneoccupied by a boat which is thesole or main residence of anindividual.

Just to complicate matters, unlike many shops, factories andwarehouses, no two marinas arethe same. Furthermore swingingmoorings are exempt from rating.

The assessment of a marina forrating purposes is a complicatedbusiness and any marina operatorconcerned about his assessment isadvised to speak to a CharteredSurveyor with experience ofdealing with rating and counciltax valuations.

Why is the rating valuationof a marina so complicated?

Legislation (EU Directive2009/30/EC) will beintroduced on the 1stJanuary 2011 which

requires that all gas oil (red diesel)used for inland recreational craftshould contain no more that 10milligrams of sulphur per kilogramof fuel (virtually sulphur free). Atpresent UK fuel supply includes two'diesel' grades, road diesel and gasoil which is supplied for off-roadequipment, coastal shipping, commercial heating applicationsand stationary equipment. Gas oilcurrently contains up to 1000milligrams of sulphur per kilogram, but road diesel is already sulphurfree. The oil industry has indicatedthat they expect to meet the sulphurfree gas oil requirement largely bysupplying road diesel for use in off-road equipment and adding a redexcise marker dye for use such asinland recreation vessels. The implications of this to marinasand boaters is that because roaddiesel contains some biodiesel (upto 7%), much off-road equipment

gas oil is also likely to containbiodiesel by 1st January 2011.Sulphur free gas oil will requireimproved fuel storage“housekeeping” arrangements. Ifyou have tanks storing gas oil youwill need to ensure that these arefree of water and monitor themmonthly to ensure that they remainso. It is recommended that youturnover the contents of the tankevery 6 months, but in any event, noless often than every 12 months. If abacterial outbreak occurs in yourfuel you will need to empty andclean your tanks, or seek specialisthelp to tackle the outbreak withbiocide additives and filtering.Where fuel tank location orgeometry prevents their cleaning, bacterial growth will eventually beflushed through, but this is likely torequire repeated changes of fuelfilters to prevent blockages.Users should also replace fuel filterson storage tanks and vessels as aone-off exercise, after 2 to 3 fueltank throughputs, to preventdeposits picked up by the new fuel

blocking filters. Users of olderengines and storage tanks with sightgauges should check for any signsof fuel leakage. If leakage doesoccur the equipment will need aone-off replacement of any leakingfuel seals or fuel pipes.

Q : Why are gas oil qualityrequirements changing?

A : Sulphur free gas oil is neededto ensure reliable operation of new, cleaner off-road equipment enginesbeing introduced from 2011 insupport of EU air quality objectives.

Q : How do I know if I ambuying heating gas oil orsulphur free gas oil for off-road equipment?

A : Sulphur free gas oil for off-roadequipment is not visuallydistinguishable from heating gas oil.Make sure your fuel supplier knowswhat use you need the fuel for. Theywill be able to tell you whatstandard the fuel they supply youwith meets.

ICOMIA is a non-profit internationaltrade association that brings togethernational recreational marine industryassociations and represents them atan international level. Since itsformation in 1967, ICOMIA has beenthe focal point of the worldwiderecreational marine industry andcontinues to present a strong andunited voice when dealing withissues challenging the industry.

With the support of 30 nationalmarine industry associationsrepresenting the vast majority of theindustrialised countries from NorthAmerica across to Japan and from Finland down to NewZealand, the International Council of Marine IndustryAssociations ICOMIA has addressed challenges facing theglobal marine industry since 1967.

The leading light of the non-profit organisation isSecretary General Tony Rice who joined ICOMIA eightyears ago.

“Coming into this job wasn’t a learning curve, it wasvertical” says Tony. “What struck me back then, and thisremains true, is that we are truly blessed in this industrywith having so many nice people to work with. Peoplehave a genuine interest in others.”

But not all has been smooth sailing. Leading ICOMIAthrough the recession proved to be a challenge as allsectors of the marine industry were affected. With fallingrevenues challenging its members, ICOMIA managed tofind a beneficial solution for all parties involved byoffering its members a special economic conditionsdiscount for their subscriptions for the past two years.

Many other serious issues, including reducingnumbers of boaters, environmental legislations anddeveloping new markets, continue to challenge themarine industry.

“This is why ICOMIA is absolutely crucial for thefuture of our industry, explains Tony.

“We need an organisation to address all the issues thatin any way deny or restrict the free flow of our industry’sproducts into world markets. This is not just confronting

hostile regulation but also developingstandards that have universalrecognition and acceptability.”

Numerous beneficial improvementswithin the marine industry are results ofICOMIA’s hard work and dedication.ICOMIA championed the developmentof the EU’s RCD (Recreational CraftDirective) in the 1990s, which wasfundamental to opening the EU marketand other markets agreeable to acceptEU certified boats. Linked to RCD is thedevelopment of over 60 ISO Standardsfor small craft. ICOMIA funds ISO TC 188secretariat, which manages these

standards. In partnership with Amsterdam RAI, the annualmarine equipment trade show METS has become theglobal market place for equipment manufacturers.

Above all, ICOMIA continues to provide a strong andunited voice influencing environmental legislation in keymarkets that may adversely affect the industry.

But despite its many achievements, Tony prefers tolook forward instead of back:

“My goal as Secretary General is to ensure thatICOMIA remains relevant to its members and the widerindustry, to continue growing the association and theglobal market. Key to this is often facilities for people tokeep or launch their boats. Our Marinas Committee andits regular World Marinas Conference do very importantwork in this area. Hopefully we will witness therecreational marine industry restored to a sustainable andstrong position soon. I have always believed in thestrength in numbers. If we work side by side, together wecan overcome any obstacle challenging our industry.”

The EB30 Docking System

KIP MARINA have recently installed fourteen EB30 Docking Systems into it’s marina

The EB30 Docking System is about 80% smaller than traditional fingers, has a unique rotating system which guides a boatinto the berth and because of the integrated solar lighting, is easy to locate at night increasing safety and looks stunning.

‘This system has allowed us to increase our capacity without adding more pontoons’ statesDuncan Chalmers Marina General Manager. “The EB30 system, which is set at 30 degrees tothe pontoon, has helped to create a specific area within the marina for the docking of smallerboats i.e. 5-6m thereby ensuring that the higher revenue longer berths are free for maximumcapacity and more importantly revenue.”

Many of us arrived on the evening before, at thevery comfortable Ivy House Country Hotel orthe Victoria Hotel, and were driven to dinner at3rd Crossing restaurant in Lowestoft Marina.

We were met by a glass of Pimms which was an extremelycivilized way to start the evening, followed by a sumptuousdinner with complementary wine, courtesy of JeffJefferson, the owner.

The following morning we met for coffee at the IvyHouse Country Hotel and departed by coach. Commentaryonboard was given by Les Mogford who gave us aninteresting tour guide of this beautiful part of Norfolk.

Our first stop was at Goodchild’s Marina where we weregiven a warm welcome by Sue Goodchild. Her husband,Alan, gave us a detailed tour of their commercial boatbuilding operation, showing both their refit work and newbuild of Orc 171.P Fast Pilot Craft.

We then headed for St Olaves and braved the bracingwind to speak with Chris Bromley who gave us a detailedhistory of this marina that had undergone considerablerecent expansion. St Olaves also offers full boatyardfacilities and services.

As we started our journey to Waveney River Centre,James Knight gave us detailed background on this veryvaried site which had just about everything. The centreoffers a range of luxurious holiday homes, camping, cruiserhire. James’ enthusiasm was every evident and one couldsee that this marina truly deserved its Four Gold Anchoraward.

Onwards to the beautiful Coldham Hall whichoverlooks the River Yare where we enjoyed an excellentlunch served by Natalie and her staff.

41 TYHA members and guests congregatedon the Norfolk Broads on 7th July 2010 tobegin the extensive visit around marinasand boat buildings in Norfolk.

Our ferry arrived for a guided tourover Surlingham Broad and acrossthe River Yare to Eastwood Marina.

The ferry dropped us off at LesMogford’s fantastic Flag House – abuilding that you cannot possiblymiss on that part of the Broads.Les and Lorraine Mogfordwelcomed us to their marina andholiday home which we wereinvited to walk around. Thischarming marina showed somuch attention to detail, youcould see that Les and Lorrainewere entirely committed anddeserves its Four Gold Anchoraward.

Our next stop was to seesomething very different,Landamores, who build much ofthe Oyster range. We received awarm welcome from AntonyLandamore and colleagues. Wewere divided into groups andgiven a detailed tour of thisimpressive boat buildingoperation. The quality of workhere was in abundance and theteam took an incredible level ofpride in their work.

Our final stop was at FerryMarina where we were greetedwith cold drinks. We were given awarm welcome from Les Funneland his team who conducted aninteresting tour of their range ofholiday homes and busy marinaand fleet. Ferry Marina is due tohave their Gold Anchorassessment later this year.
