P olice remain tight-lipped over thenumber of police members with crimi-nal records in the northern suburbs of
Cape Town.An ongoing audit on police criminality, in
July revealed that as many as 1 448 policemembers in South Africa have criminalrecords – a crisis parliamentarian DianneKohler Barnard, DA shadow minister of po-lice has taken up.
Of these criminal cops, 306 had criminalrecords before they joined the police and1 142 committed crimes while in the police,Kohler Barnard says.
Documents show Gauteng with the high-est number of criminal cops with 325, fol-lowed by the Eastern Cape at 275, KwaZulu-Natal at 173, Free State at 141 and the West-ern Cape at 140.
According to her the vastmajority of theseperpetrators are top brass including onema-jor-general and are all still employed by thepolice, yet to be fired.
GuiltyIt was further revealed, she said, that 568
of the 1 448 members are guilty of multipleand serious criminal offences.
“The breakdown shows that there were atotal of 3 204 offences committed by the 1 448convictedmemberswho are still employed,”she said. This includes 54 formurder, 116 forattempted murder, 37 for rape, 33 for at-tempted rape and 917 for assault.
This month Kohler Barnard subsequentlycalled on National Police Commissioner,Riah Phiyega to take immediate action and
dismiss the criminal police officers, as sheis empowered to in terms of section 36 of theSAPS Act.
“The police are constitutionally entrustedwith preventing, combating and investigat-ing crime it is therefore imperative that thepeople entrustedwith this duty are not crim-inals themselves,” she said.
According to Kohler Barnard, the audit ofpolice criminality onlywent upuntil the endof 2009, and she believes this figure to bemuch higher if continued to 2012.

“In 2010/11, 2 154 members were criminallycharged, only 869 were suspended and only520 dismissed from the service. In 2011/12,1 323 SAPS members were charged withmurder, rape, armed robbery and corrup-tion.
“Are those who were convicted still work-ing within the SAPS?
“If this audit is anything to go by, thereis a strong possibility that this is the case,”she said.

Since the news broke two months ago, nei-ther the provincial police, nor national po-lice responded to several media inquiries
from TygerBurger.In these we wanted to know how many po-
licemen and women with criminal recordsare stationed at stations in the northern sub-urbs of Cape Town, and what these chargeswere.
Both the provincial media office as well asthe office of provincial commissioner Lt GenArno Lamoer, referred the paper to the na-tional police headquarters.
These inquiries have had no response asyet.
Likewise, the office of the DA is also notany the wiser.
According to researcher AlexandraLeisegang, it is highly unlikely that the DAwould receive a response from the ministryof police any time soon either.
“We have asked several questions, but ha-ven’t received any word back yet,” she toldTygerBurger on Friday.
A message doing the rounds asking thepublic not to buy arum lilies from streetvendors, is potentially harmful and irre-sponsible, CapeNature has said.
The message, which asked the public toignore the vendors’ product because itwas purportedly destroying thehabitat ofthe arum lily frog, is not entirely truthful,Marietjie Engelbrecht from CapeNaturehas explained.
“The arum lily frog (Hyperoliushorstockii) inhabits wetlands in the low-lands of the Western Cape and is notthreatened by the harvesting and sale ofarum lily flowers,” she said.
“It is also not classified as a threatenedspecies, but is locally threatened in plac-
es by habitat loss for urban developmentin particular.
“These frogs are dependent on wet-lands in which to breed and wetlands of-ten tend to contain arum lilies.
“Although the frogs occasionally shel-ter in the arum lily blooms, they are notdependent on the blooms, and it can beconsidered mere coincidence that thesetwo species occur together in certain wet-land habitats,” Marietjie said.
She also explained that the arum lily(Zantedeschia aethiopica) has a muchwider distribution than the wetlands inwhich arum lily frogs occur, makingthem abundantly avilable outside wet-lands.

21:50 the police attended a murder scene onthe corners of Candlewood and Chestnutstreets in Bonteheuwel.
This was where they discovered the bodyof 25-year-old Steven Williams, aka Plank,from Chestnut Street, Bonteheuwel.
According to a witnesses, the deceasedand Marcelino Williams, who lived in Fire-thorn Street, Bonteheuwel, were sitting at
thehouse inChestnut streetwhen threemenstarted shooting at them.
Police arrested two men, a 25-year-oldfrom Dissel Street and a 22-year-old fromTaaibos Street, Bonteheuwel.

Gunshots shattered theSundaypeacewhenrival taxi drivers in Delft started shootingat each other.
Sunday was supposed to herald the startof spring but at the informal rank on thecorner of Main and Hindle roads shotsstarted ringing out at about 09:40.
Members of two rival taxi associationsexchanged gunfire at each other, and 49-year-old Leonard Siya Ntengento fromKhayelitsha, a suspected taxi owner, was
shot and injured inhis left footwhile sittingin a taxi.
Passerby, 28-year-old Zingisili Axolile, aresident of Tubelitsha was shot in his rightthigh.
Both victims were taken to a nearby hos-pital for medical attention and they weretreated for their injuries which were notlife threatening.
Police retrieved 23 spent cartridges at thescene and a nearby house’s windows were
also damaged during the exchange.
ArrestsWhile no arrests have been made police
suspect themotive for the attack to be relat-ed to the ongoing conflict over routes be-tween theDelft TaxiAssociation (DTA) andCodeta.

Criminals are breathing new life into an oldscam by targeting unsuspecting Bellvilleresidents with false claims of death, to ex-tract money from them.
The fraud hinges on an early morningphone call, before the worker is expected tohave arrived for duty, informing the home-owner that a worker has died.
The person on the other end of the line, asupposed relative of the deceased.
They then explain in great detail how theperson died, where the body is and how
much is needed for the funeral.In most cases they also give you details of
where to deposit money.Any cynic would probably question the
validity of such a call, until the caller startsrevealing personal information.
Bellville estate agent, Hanna Joubert, tar-geted in the latest attempt, is still puzzledhow the would-be scammer that phoned herhouse knew the name of her employee.
Phone call“It was after 8:00 when our phone rang and
my husband answered,” remembers Jou-bert.
She says she was hovering in the back-ground while her husband was speaking tothe caller, but from the questions he startedanswering she was able to deduce the objec-tive of the call.
“It was a man claiming to be the brotherof our domestic worker calling to inform usof her supposed death.
“We immediately knew something wasamiss, as the caller had an African accent,while our domestic worker is of a differentrace,” Joubert explains.
The man then proceeded to give details asto where her body was and what happenedto her.
In the meantime, Joubert called anotherworkplace, where the worker was cleaningon the day and received confirmation thatshe was in fact, very much alive.
“As soon as we related this to the personon the other end he hung up the phone,” shesaid.
Boston neighbourhood watch’s Johan vanRensburg confirms that the scam is rearingits ugly head in Boston and many surround-ing areas.
“I am aware of two such incidents in theBoston area,” he says.
Captain Fienie Nimb, spokesperson forBellville police, cautions that scam artistshave in the past swindled people out of mon-ey and that residents need to be careful andalert. “Residents need to make sure thatthey know their domestic worker’s back-ground and family members...”

Residents who need assistance to pay theirmonthlymunicipal accounts now have un-til 31 October to apply for special rates re-bates from the City of Cape Town.
Senior citizenswho are 60 years or older,as well as recipients of a disability grantor pension, could qualify for rates rebatesranging from 10 % to 100 %.
The upper limit of total household in-come for these two categories has also beenraised from R10 500 to R12 000 per month.
In addition, all property owners with atotal household incomeofR3 000 or less permonth may apply to be registered as indi-
gent, andmay qualify for a 100 % rates andrefuse rebate. Their arrears may also bewritten off once during occupation of theproperty.
Apart from the full rates rebate onhouse-holds earning R3 500 or less per month orwhose residential properties are valued atR200 000 or less, the city has added new in-digent categories for people who have anincome greater than R3 500 and not morethan R5 000 per month.
If a total household income is between:V R3 501 andR4 000 residentswill receive
a 75 % rates rebate
V R4 001 andR4 500 residentswill receivea 50 % rates rebate
V R4 501 andR5 000 residentswill receivea 25 % rates rebate
“We call on community leaders to assistpotential beneficiaries in registering forthis financial assistance.
“The rebates start from the date that thecity receives applications and remain val-id until the end of June next year,” thecity’s executive deputy mayor and mayor-al committeemember for finance, IanNeil-son, said.
Residents who registered for financial
relief in the past, need to re-register toprove that the circumstances that enabledthem to benefit from the policy still apply.

on Saturday evening marked an innova-tive approach that not only allows ac-complished musicians without formaltraining to receive Recognition of PriorLearning, it also allows students study-ing other degrees to obtain tuition andgrading in music across intermediateand advanced levels.
Master classesTo “kickstart” the institute, theArian-
na StringQuartet from the St Louis cam-pus of the University of Missouri, whichhas a 27-year partnership with UWC,spent three weeks working with musicpupils at Good Hope Seminary High andPhandulwazi High, as well as holdingworkshops andmaster classes at institu-tions ranging from township schools tothe University of Stellenbosch.Many of the participants in these
workshops formed part of the string or-chestra that played a composition espe-cially commissioned by the UWCCentrefor PerformingArtswithinwhich the in-stitution is housed.UWCCentre for PerformingArts head
Henriette Weber said they were tryingto change the mindset around how edu-cation is offered.
“There are many people who have thetalent but lack theopportunity to receiveaccreditation,” she said.With 25 students at the institute cur-
rently, she said it was amazing to seehowpeoplewere often able to playmusicat a level far beyond the theory and mu-sic reading level they were being taughtat.“Each student had come to music
through a different route,” she added.“From jazz players who learnt how to

He captains the Western Province u-16side and they went undefeated in the nation-al tournament.
The Western Province team recently faceda tough Great Britain national side and theywon comprehensively 14-2.
