Forty endangered African penguins areamong the first victimsof themost recentoil spill from the Seli 1 wreck strandedoff Table View beach.

Rough seas on Friday night caused the re-maining midsection of the wreck to topplereleasing the oil into the water.Local residents onSaturdaymorningwere

greeted to the all familiar pungent smell andsight of black oil scarring the otherwisewhite sandy beach at Marine Circle. Blacktongues of oil were clearly visible in theswells.Although members of the City of Cape

Town’s Disaster Risk Management Centrekept a close eye on the situation the initialcleanup operation had to be terminated andonly continued onMondayas rough seas andhigh swells caused oil to be continuouslywashed up on shore.Two aerial assessments of the extent of the

oil spill were done on Saturday and Sunday.“Yesterday we removed 10 cubic metres of

sand from the beach,” spokesperson for Dis-asterManagementWilfredSolomons-Johan-nes said on Tuesday morning.A cleaning crew of 23 were working on the

two kilometre stretch of beach directly infront of the wreck.The team was increased to 35 people yes-

terday with support teams from DisasterManagement and the city’s sanitation de-partment.“There is still oil on the coastline. The sur-

veillance aircraft, Coastguard 9, surveys thearea daily to keep track of the spill,” Solo-mons-Johannes said adding that the opera-tion will most likely continue to Friday.The affected penguins are from the bird

colony at Robben Island. Two chickswere al-so found abandoned on the island as a resultof their parents that were rescued. They

have also been removed from the island andplaced with the marine bird rehabilitationcentre Sanccob in Table View.“The birds are oiled but not so badly, but

wewouldhave to go through thewholewash-ing cycle to clean them. The problem comesin if the oil has got into their organs but thatone will only know if their health deterio-rates,” said Sanccob’s Francois Louw.He added that these penguins were expect-

ed to be released in about a month’s time.The removal of the wreck has been a con-

tentious issue ever since the Panamanian-registered and Turkish-operated vessel ma-rooned in September 2009.After the owners of the ship abandoned the

vessel it was left to local authorities to pick

up the bill for the salvage operation.Most of the 30 000 tons of coal that the bulk

carrier was transporting at the time of itsstranding was removed by barge and wassold to pay for some of the salvaging workthat was initially done by the South AfricanMaritime Authority (Samsa).The wreck was however then left to suc-

cumb to the elements as local authorities in-cluding City of Cape Town, and departmentsof environmental affairs, and transport,were at loggerheads about who should takeresponsibility for the complete removal ofthe wreck and the fuel it still had onboard.Now the transport department has submit-ted a request to the National Treasury for abudget of R40 million for the operation.

Brain switches off when tech fatigue sets in

Constructionof the long-awaitedSandownRoadextension linkingupwith theM12 andN7 highwayhas finally been given approvalby city officials.

This R82 million project, whichincludes a road-over-rail bridge aswell as ancillary underground serv-ices, will commence during Sep-tember this year, and the first traf-fic is expected to roll across the newroad and bridge by December 2013.The road has been a bone of con-

tention for the last couple of yearswith disputes between the develop-ers and the city regarding the devel-opment in the environmentally sen-sitive Diep River corridor.Developers Parklands Joint Ven-

tures (made up of Aska PropertyGroup and The Milnerton Estates)agreed to construct the road as partof the surrounding River Gate resi-dential development.Disagreements about certain en-

vironmental guidelines, as stipulat-ed by the city, have however de-layed the building of the road.These have however now all been

cleared up and the city lastweek finally gave written ap-proval for the development,Tony Clarke, director of theAska Property Group, andspeaking on behalf of the de-velopment consortium, saidon Monday.The new road will be heav-

en-sent for local residentswho have had to suffer frus-trating traffic congestionalong Blaauwberg Road andOtto du Plessis Drive. Therapid expansion of TableViewand the surroundingar-eas has placed a huge trafficload on these – the only two– exits out of the area.The situation has been

worsened by the MyCiTi busservice system roadworkscurrently underway alongBlaauwberg Road.“The new link will greatly

assist in easing the traffic flows inand out of the Table View and Blou-bergstrand areas, and will providemuch-needed access across the Di-ep River to the city’s central andnorthern suburbs,” said Clarkeadding that when completed, the

M12 will give a more direct accessthrough to Cape Town Internation-al Airport and the N2 to SomersetWest.The project is largely being fund-

ed by The Milnerton Estates, Gar-den Cities, and the Aska Property

A total of R70 470 was raised by variousorganisations and individuals before itwas spent on four servers for the compu-ter lab for Buren High School.

Last week the school invited members ofthe Rotary Club of Blouberg, the staff andschool board members to attend a smallhandover ceremony to thank all those whocontributed to make this computer lab oper-ational again.

In 2005 this Rotary Club, in conjunctionwith several Rotary Clubs in theUSA, Khan-ya of the Department of Education and twocorporate organisations raised R360 000 andspent this on a computer lab of 30 computersfor the school.

Unfortunately due to a lack of funds, theschool did not update the anti-virus, whichcaused the computers to crash in 2009.

For the past two years various personnelandmembers of the Rotary Club of Bloubergdid their utmost to raise funds to get the com-puters repaired, but the financial crisis

proved a stumbling block.Says Helène Visser of the Rotary: “Early

in 2011, Dr Gerd and Ulla Schnetkamp fromGermany spent some time in Cape Town andmet Rotarians Ivar and Judy Drew. Ivarbrought themtoameetingof theRotaryClubofBloubergwherehe introduced themtome.I stayed in touchwith them for eightmonthsand told them about our plight to raise suffi-cient funds to get the computer lab up andrunning again. Then they came up with anidea.”

Both Gerd and Ulla had a birthday in De-cember 2011 and invited all their friends todonate some money to be used for the up-grade of the computer lab at Buren.

They raisedR39 820,which they sent to theRotary Club, who then added R5 650.

Marwaan Chirim, vice-principal of theschool took the opportunity to raise somefunds at the opening of Makro last year byselling hot dogs.

Maruwaan and his helpers raised R15 000which they put towards this project as well.

In Milnerton eight fines of

R1 000 each were issued to vehi-cles with no business licences,two fines of R500 each to driverswho picked up passengers innon-designated places, three ofR500 each for vehicles with faul-ty hooters and three of R800 eachfor unlicensed vehicles.

In Bothasig nine fines of R800were issued for unlicensed vehi-cles and one of R500 for drivingwithout a number plate.

In Table View, 10 fines of R800each were issued for unlicensedvehicles, five of R500 each fordriving without a license and 15trollies were confiscated.

In Melkbosstrand two fines ofR300 were issued for parking ona sidewalk, eight of R800 each forunlicensed vehicles, one of R500for driving without a licence.

Zero tolerance forcrime in crackdown

A 22-year-old suspect from Langawas arrested after he tried to rob abusiness in Maitland on Sunday af-ternoon.

According to local police spokes-person, W/O Siyabulela Vukubi,the incident happened at approx-imately 14:00 in Ferndale Street.

He elaborates: “The suspect alle-gedly approached the business andenquired about prices of items. Thesuspect then produced a firearm or-dering the person to show him thesafe. The victim managed to break

free from the man and ran out of theshop.”

A police patrol vehicle saw thegun-wielding suspect pursuing so-meone and swiftly apprehendedhim.

“A Star 22. calibre pistol with sixlive rounds and cash that was alle-gedly robbed from the business wasseized from the suspect.

“He was arrested for businessrobbery and appeared yesterday inthe Cape Town Magistrate’s Court,”Vukubi said.

The dangers of drinking duringpregnancy simply cannot beoverstated. One only has to be inthe company of some childrensuffering from Foetal AlcoholSpectrum Disorder (FASD) to re-alise the full extent this act hason the future of an unborn life.

FASD is the umbrella term forany type of brain damage a childmay suffer when a mother drank al-cohol during her pregnancy.

The most well known of theseconditions is Foetal Alcohol Syn-drome (FAS).

“FAS is almost like autism. It istypically considered the worst caseof FASD a child can have,” says Ais-ling Foley, project manager of theAmathemba School in Parklandsthat provides specialised teachingfor children suffering from FASD.

Situated at the West Coast Chris-tian School the school is an exten-sion of the Home of Hope, a non-profit charity organisation thatprovides community based fostercare homes in Table View, Phoenixand Milnerton for abandoned chil-dren and babies.

This coming Sunday (9 Septem-ber) is International FASD Aware-ness Day.

The day has been observed annu-ally since 1999 with those takingpart ringing bells at 09:09 to remem-ber those affect by FASD and to re-mind others to observe ninemonths of sobriety during pregnan-cy.

A 2007 study of Grade 1 childrenin the Western Cape found that the

average number of drinks per weekduring pregnancy of mothers ofchildren diagnosed with FAS was13 and those with FASD was 4,9,”Foley says.

She adds that according to statis-tics 70 to 80 of every 1 000 babiesborn in the Western Cape each yearsuffer from FASD.

Illustrating just how toxic the ef-fects of alcohol are, a 2010 studyshowed that children with FASDaged nine to 10 years had more se-vere behavioural, social and emo-tional problems than children of thesame age who had pre-natal expo-sure to cocaine.

“What makes this so sad, is thatthis is the only mental disorder thatis preventable. It is also 100 % irre-versible, once you get it there is nocure,” Foley says.

“Alcohol is a poison to the baby.So all the energy that is needed todevelop the baby is used to fight offthe effects of the alcohol. Energythat should be used to develop theorgans (including the brain).”

The lack of normal brain develop-ment means that children sufferingfrom FASD are difficult to school.

“They struggle with concentrat-ing, their memories, managingtheir emotions and have poor socialskills. As they get older they sufferfrom other mental health issueslike schizophrenia and depres-sion,” Foley says.

She adds that this has brandedthese children as unteachable.

There is a lot of brouhaha about reducingthemaximumspeedand legal alcohol lim-its, proposed by, probably mostly, somelaw-abiding citizens.While such reactions to the road car-

nage are understandable, the bottom lineis quite simple: any further reductions oflimits will only hamper the average,mostly law abiding motorist.Theywillmost certainlynot deter those

idiots who don't give a hoot about limits,alcohol or speed, who drive like maniacsregardless of circumstances, without onethought about possible consequences.People who regularly drive while being

way over the limit, in other words beingdrunk, will continue their habit until theworst happens,most probably a fatal acci-dent.The same goes for those mad fools who

driveway too fast under the circumstanc-es, i.e. even 60 km/h where 30 would berequired.Reducing the maximum will not solve

anything, people will continue to over-take on blind rises, over solid white linesand other places where they cannot seeoncoming traffic.No reduction inmaximum speed limits

will change any of this but rather, it canincrease fatigue accidents cause by tooslow a speed over long distances.The knee-jerk reaction some years ago

compelling passenger-carrying vehiclesto 100 km/h has not improved anything,it's actually quite stupid restricting anempty (mini-)bus to 100 km/h, while anoverloaded carwith bad brakesmay theo-retically drive at 120 km/h.I fully support therefore Robin Car-

lisle's argument against reducing the al-cohol limit, it's the logical thing to do, in-deed he deserves a medal for this insight-ful conclusion, and hopefully he sees thesame logic regarding themaximumspeedlimit.The necessary, and only effective alter-

native is to instill into drivers some disci-pline, something road hogs don't have.Regular driver testing would detect

some bad habits and ill-discipline, morepolice presence also helps, and anyonefound disregarding basic principles likeovertaking over solid centre lines andblind rises should immediately have tore-do their driver’s licence.Regular testing, and not just renewal,

as is the case with a PDP, must be intro-duced sooner rather than later.The bi-annual renewal of a PDP is a

joke, to put it mildly, it means nothing inpractice and is just amoneymaking exer-cise, and a waste of time.It's also pointless to test new drivers

thoroughly and let the old ones continuewith their bad habits and limited realknowledge of current, even new rules.Indeed, it's fantastic how well our traf-

fic functions given the momentous short-comings, from lack of proper driver train-ing all-round, lack of policing through tolack of driver discipline.With a further reduction in maximum

speed limits we might as well accept re-gressing into the ox-wagon days.I hope though that some logic will pre-

The following names have been proposed for the additional bus stations that have been or will be constructed to serve the areas of Table View, Atlantis,Montague Gardens and surrounds, and the central city. These names and locations are listed below:

He wants to educate the community in com-puter skills and has a programme alreadyworked out, but he lacks the computers withwhich to up-skill the community.

He is appealing through the ward council-lor, Dr Joy McCarthy, to anyone who has acomputer in working order (but perhaps not

absolutely up to date) to donate it to this wor-thy cause.

Says McCarthy: “The community of JoeSlovo is an impoverished one, yet its peopleand children have a thirst for knowledge andskills, as well as a desire to work hard toachieve their goals.

“They don’t want handouts. They are morethan happy to work for what they want, butin today’s economic climate, we are all awareof job scarcity and therefore the lack of em-ployment opportunities.

“This has further marginalised this com-

munity, desperate for skills and a means tofeed their families. Businesses who are up-grading their systems – if you have PCswhich you would otherwise discard, pleasedonate these as they can be refurbished tosuit the training Tembile wants to give to thecommunity.”

Tembile will be undertaking a trainingmodule at his own cost, which will allow himto issue certificates to the successful compu-ter trainees.

The competition is run by the BusinessWomen’s Association of South Africa.

Local guitarist, Philip Malan,calls his captivating music“acoustic, finger-style guitar”.

His brand of instrumentalmusichas seen him win some big compe-titions. The most recent of these isthe Bushmills Band Search compe-tition. His prize is a recording tothe value of R10 000 at Studio Sev-en.Last year he won the “Home of

the acoustic guitar” competition,sponsored by Marshall Music,which sawhimearninganopening

slot for the first Folk and AcousticFestival that was held at the CapeTown International ConventionCentre.After having “bashed around on

the piano and recorder”, Philippicked up the guitar at the age ofnine.“My whole family plays music,”

he says, adding that his mother isa music teacher.Philip says he played electric at

school, buthe trained classically atStellenbosch University for fouryears.While he has played in bands be-

fore, he has been busywithhis cur-

rent solo project for about twoyears now.Philip explains his sound: “It’s

an instrumental style of acousticmusic. It’s a technique that encom-passes a range of styles. It definite-ly has a local edge to it.”Philip says he is fascinated by lo-

calmusic history, from the Kaapseklopse to ghoema, and that he triesto incorporate these elements inhis compositions.One of Philip’s songs will also be

used as part of Stellenbosch 360, atourism advertising campaign.Philip points out that, having livedin Stellenbosch for 24 years, he is

Project Proposal (alternatives are being considered):The processing facility and associated infrastructure for the proposed anaerobic biogasdigester plant would consist of:1. A cogeneration plant which would consist of one co-generator of 635 kW capacityelectrical power

2. Digesters: 1 primary circular digester of 26 m diameter, 6 m in height, 1 secondarycircular digester 26 m diameter, 6 m in height, each would have a volume of 5.519 m

3. Technology employed; the digesters would be mixed by special rotatory blade mixer,complete mix digester operated under mesophilic conditions.

4. Loading tanks “GHIOTTONE” with hopper for biomass loading including metering screws(capacity 50 m³ each).

5. As a second phase, a third digester could be added to increase the plant capacity to1.27 mW. The total area to be covered by the proposed infrastructure (first and secondphase included) would be approximately 1.7 ha

Members of the Milnerton Aquatic Club(MAC) enjoyed a rather festive start to thenew season this past Saturday with theirannual MAC Opening Season Cruise.

The cruise signifies the start of the summerseason of sailing at the club and is a long-heldtradition celebrated at all yacht clubs aroundthe world.

Members gathered at the club and decorat-ed their festive dinghies with all manner offinery.

MAC’s Commodore Ross Cowing openedthe ceremony with a speech, thereafter the1st Blaauwberg Sea Scouts raised the flagswhile the MACmanagement committee sa-luted, all smartly dressed up in their suitsand ties.

All manner of dinghy craft then sailedpast the commodore and acknowledgedhim with a salute.

Once all the craft had passed the commo-dore, the fun begins. Those on shore and onwater then proceed to pelt each other with

water bombs, flour bombs and sprays fromwa-ter pistols.

Much fun and laughter was had by all at thisalways well attended popular event.

MAC’s next sailing event is theMAC 12HourChallengewhere teams of sailors sail for a peri-od of 12 hours.

The event traditionally starts at 06:00 andends at 18:00 followed by prizegiving.
