CITY ADMITS: DUE PROCESS NOT DONE

    Hopeful left destitute

    JANA BEKKER

    T

he owner of a re-integration centre for

    young, non-violent ex-offenders is

    devastated and emotionally dis-

traught after a house that was promised to

her by the City of Cape Town is no longer

available due to an oversight by one of their

    departments.

    Pastor Louise Marcham officially

    launched ForgivenMinistries inMarch this

    year (Offenders reintegrated into society,

    TygerBurger 27 March).

The centres focus is to teach former in-

mates skills of entrepreneurship or per-

forming arts. At the centre, parolees are as-

sisted to become law abiding citizens and

positive role models in their communities.

Marcham applied for a council property

where a group of five former inmates will be

homed for a period after their release from

    prison.

These five are hand-picked and are the

best of the best out of a

group of 97 who were as-

    sessed by Louise over a

    period of time.

    InMay Louise was told

    the group could be mov-

    ing into the house within

    two to three weeks. Two

    weeks ago, however, the

    carpet was pulled from

    under her when she was

    told the house in ques-

    tion was zoned for single

    residential and cannot be

    given to Forgiven Minis-

    tries.

    Wasted time

    A council official told

Louise the two Social Development employ-

ees who promised her the property and indi-

cated in writing they were finalising the

lease agreement had no right to do so.

    Louise has put in two

    years of hard work into

    getting Forgiven Minis-

tries to where it is today.

    Apart from many oth-

    er concerns, she is afraid

    of how these develop-

    ments will reflect on her.

    What about my name?

    a visibly upset Louise

    asks. I had this big

    launch in March and

    now this.

    About the former in-

    mates, Louise says:

    There are strict parole

    rules they have to adhere

to and there are plans in

    place for employment for

    them.

Louise is concerned about the disappoint-

ment this brings to the rehabilitated in-

mates. I am raising hope for the already

    broken and hopeless, she said.

    Oversight

In reaction, Suzette Little, mayoral com-

mittee member for Social Development and

Early Childhood Development of the City of

Cape Town, said the directorate tried to as-

sist Forgiven Ministries with the rental of

a property in Keast Street, but was unable

to do so owing to administrative issues.

The department apologises for the over-

sight on its part of not ensuring that all due

    processes had been completed.

She said the department discovered that

an application for special consent would be

    required.

This entails, among others, notifying ad-

jacent property owners by means of regis-

tered post of the application and allowing for

    comments/objections to be submitted, she

    said.

Little indicated that this process is cur-

    rently under way.

    Los verskonings en

    neemn beheer

Ons voer almal een of ander tyd versko-

s wanneer dit by verskonings kom, is

die wreld vol groot uitvinders. Mense

beskou. Dit klink soms s of n versko-

ning net n ander woord vir n wit

leuen is. Ja, dit kan inderdaad die geval

    wees.

    verkeer vasgesit.

integriteit as mens wegneem. Jy moet

nou n storie verdraai of n verdigsel

lewe. Hier is n paar nuttige wenke:

V Erken jy maak verskonings wees

    eerlik met jouself daaroor.

V Gaan terug na die basiese rede

hoekom jy n ding doen. Wat is jou

motivering om iets te doen? Wat is jou

doelwitte, wat hoop jy om te bereik?

VMoenie jou besig hou met allerhande

fieterjasies rondom die ding wat jy moet

doen nie. Dit mors jou tyd. Gebruik jou

    energie en doen die ding.

    VMoenie uitstel nie.

V Hou n joernaal waarin jy aanteken

wanneer jy n verskoning gebruik het

om iets nie te doen nie. Dit sal as riglyn

    Verskonings neem jou beheer weg.

Verskonings steel ietsie van jou mens-

wees.

    ESM ERASMUS

    A fraudsterwhowas falsely collectingmon-

ey in Durbanville for a childrens home in

Langa, was unmasked when a homeowner

in Amanda Glen decided to check up on

    him.

According to Dr Carl Albrecht, who re-

sides in Amanda Glen, his front doorbell

rang on Thursday 11 July at about 17:00.

Behind the security gate stood aman so-

liciting funds for the Emasithandane Chil-

drens Home in Langa. He introduced him-

    self as Christopher.

He had the usual list of signatures and

    a laminated colour brochure highlighting

    the childrens home.

As usual, for me, I asked him if I could

photograph him and his ID document be-

fore we proceeded and he agreed.

I then wished to phone the childrens

home to find out if they knew Christopher.

He told me not to bother, because the num-

    bers did not work.

I got through to a lady who told me that

    Christopher was impersonating a collec-

tor and that the police should be informed.

His eyes opened wide when he heardme

talking on the cellphone and became even

    wider when I mentioned police.

Needless to say, he made a hasty depar-

ture and did not try to defend his case at

    all, he said.

Albrecht advised people to keep a record

by taking a photograph of unknown people

soliciting donations at their front door, or

    of their ID documents.

Also demand a phone number to check

on the credentials of the person and the in-

stitution for whom funds are ostensibly be-

    ing collected, he urged.

    Mbuyisi Sithole, managing co-ordinator

    of the Emasithandane Childrens Home,

told TygerBurger nobody will ever walk

from door to door to collect funds for the

home, and that the home raises funds

    through its own projects.

    The Emasithandane Childrens Home

affectionately known as Emasi is a home

that provides education, food and extra ed-

    ucation for orphans, abandoned, abused

and otherwise vulnerable children, as well

as those affected and infected by HIV/Aids.

The home currently take care of 39 chil-

dren and also has a community feeding

kitchen for an additional 25 children.

He asked people to visit the website

    www.emasithandane.org.za for more.

V People who encounter Christopher or anyone

else collecting money for the home, must contact

the home on 021 386 1111 or Mbuyisis Sithole on

    073 518 1763.

was allegedly falsely collecting money for the

    dag is.

Dis beslis n droom inmyhartwat dieHe-

re daar geplaas het. Ek dink ek is geroep om

hierdeur met gebrokenes van hart te werk

en hulle soos prinsesse te laat voel. Dis die

beste gevoel vir my, s Marilize.

    Storie skryf

Sy s sy moes een dag n storie skryf oor

    Northlink-kollege, waar nmodeparade aan-

    gebied sou word.

    Toe ekdie fotos sienvandiepragtige rok-

my getref.

troud.

geweldig gegroei as mens. Dit het my nede-

rig gemaak, my o laat oopgaan vir die mooi

my eindbestemming, my roeping in die le-

    we, s sy.

    Bekostigbaar

Ek moes my leefstyl heeltemal verander

en aanpas. Dit was weens langdurige stres,

omdat ek altyd geglo het 80 % of 90 % is nie

goed genoeg nie. Ek wou altyd in alles 100 %

behaal.

Marilize s skryf kom so natuurlik vir

soluut die Here se guns wat oor my lewe is,

    jaarlikse prysuitdeling aangewys. Saam met

    haar is haar man, Herm.

    The letter by Marthie Wilson

There but for the grace of

    God go I, TygerBurger, 17

    July, refers. Vagrants do not

have to live on the streets,

they choose to. Why dont they

make use of the many institu-

    tions like night shelters and

    churches that offer help?

Because they do not like being

told what to do. Could it be

    that they lack self-control and

    self-respect? Most times alcohol

    is to blame.

    Children of alcoholics are

born with the gene. Lets get

    rid of the manufacturers and

    sellers of alcohol which causes

    so much suffering, including

    broken homes (mine was one).

    The aftermath includes

    emotionally abused children

    (they witness the arguments,

    violence, etc.) and grow up

    lacking self-esteem and so the

    cycle continues.

God gave us free will so

they have no one else to blame

    but themselves. He gave us

    gifts to share with other

    people, what do they give?

They are sick yes, but will

they accept or seek help? No.

They have no regard for you

    or anybody else. Begging is

easier than doing a days work.

They dont even pick up their

own mess and put it in the

bin. I say put them in a

    kibbutz and make them work

for their living by tilling the

    soil, growing vegetables and

    selling them to make some

    money to feed themselves and

not wait for others to take care

    of them.

    Sick of the mess.

    DIANE WELLSTEAD

    Sunningdale

    Send vagrants

    to a kibbutz

    One recent morning at 09:30,

    while walking along De Lange

    Street in Bellville, I came

    across this motor vehicle

    Noone even noticed

    the suspicious car

    parked on the pavement and

had to walk in the street to get

    around it.

De Lange street is a very

busy road and I have often seen

    traffic officers in that area.

By the looks of it, this vehicle

had been parked there all night

as I could see the mist on the

    windscreen.

    Why was this vehicle allowed

to park there? It seems strange

to me that it was not noticed by

    either the traffic police or

police, or is it a case of just not

    caring?

If we, the citizens of Bellville,

do not stand up for our rights, I

really do not know who will.

    RESIDENT

    Die berig Fetus in asblik

    gekry in Proteahoogte(TB, 17

    Julie) verwys.

Dit maak my baie seer om

so-iets te sien, veral omdat ek

    self op n jong ouderdom

swanger geraak het. Ek was 14,

maar het skool voltooi, baba en

al. Die pa van my kind is nog

steeds saam met ons. Ons trou

oor drie maande. Ek was self

baie bang, maar het my man

    gestaan en die gevolge gedra.

Ek is baie hartseer oor die

    ongebore babatjie.

I was recently the victim of a

burglary after being safe for 26

years. I live a street away from

    the police station and was

    appalled and disgusted at the

way things work in our justice

    system.

    We were burgled and called

the police Z as would be the

first thing to do in a situation

like this. We had to call twice

and waited for the police for a

long time before they came. We

are not ignorant to the fact that

they have to attend to many

    reports and service many

people but what is yanking my

chain is the fact that they can

still admit that the area is a

big target at the moment and

also add that there is at least

one burglary per day in our

    area. If this very specific

    statistic can be conveyed with

    such confidence, my question

would be what is being done to

    ensure that it actually becomes

a past statistic and why is it

worn with such pride in the

    present?

I found that a neighbours car

was stolen not too long ago.

    They gained access to my

    house via a neighbours wall,

who also suffered loss of items.

    When asking if we could

    apprehend or protect ourselves

if we caught the perpetrators in

our property, we were told not

to do that but to contact the

    police.

    The burning question on my

lips at this stage, is this If we

have to wait that long for the

    police to arrive, would we

actually not be in more danger,

as a criminal becomes like an

    animal when trapped and all

    kinds of things unfold?

    Processing a claim is one

thing but some items can never

be replaced and the thought of

    ones privacy being invaded

    and violated is sickening.

This is not even a catch 22

but a catch of a different kind,

    still waiting to be listed.

    LEWENSKIEKIE

    Toon respek

    deur beloftes

    na te kom

    Swak maniere, min respek, verdraaiing

    van die waarheid en selfgesentreerdheid

is al te lank aan die orde van die dag.

Dit het op verskeie terreine van die

alledaagse lewe soort van gebruik ge-

word.

partytjies. Maar ons staan self agter die

    deur.

As iemand jou met die grootste respek

behandel, vertel jy dit oor asof dit

voorbladnuus is. As iemand jou inder-

nings. Kol. Hansia Asaram, Goodwood se

    stasiebevelvoerder, is aangewys as stasie-

Sharon Go-

    vender, Bellville-stasiekommissaris, en die

    misdaadvoorkomingseenheid, albei in die

    tweede plekke in hul afdelings.

    Bellville-polisie se administratiewegroep

is ook aangewys as naaswenner in die afde-

ling administratiewe groep van die jaar.

Die toekennings word deur lt.genl. Arno

    Lamoer, die Wes-Kaapse provinsiale kom-

    missaris,toegeken.

    Die kommissaris be-

    sluit oor die toekennings.

Ons weet nie eens wat die

    kriteria is waarvolgens dit

    bepaal word nie, s hy.

    Wanneer n mens met

Van der Ross praat, is dit

    duidelik gemeenskapste-

    vredenheid is vir hom n

    prioriteit.

    Hy praat nie sommer oor

    homself nie enas jyvrahoe

    hy oor di besonderse pres-

tasie voel, s hy hy was

    baie verbaas gewees,

    maar is baie tevrede.

    Onmiddellik swaai hy

    die fokus weg van homself

en praat oor die gemeenskap waarin hulle

    werk.

Dit is belangrik dat die gemeenskap wat

ons dien, tevrede gehou moet word. Hoe

meermense ons veilig kan hou en hoemeer

vennootskappe ons in die gemeenskap kan

    bou, hoe beter, s hy.

Wanneer die gemeenskap tevrede en vei-

lig is, het hy sy doel bereik.

Die gemeenskap se gevoel van geborgen-

heid is vir homselfs belangriker as ombloot

statistiek na te jaag. Statistiek is nie alles

    nie, s hy.

Vir ontspanning, wanneer hy tyd kry,

    speel hy graag gholf.

Sy eerste prioriteit is egter n gelukkige

gemeenskap, en te oordeel aan sy toeken-

ning, slaag hy di toets loshande.

A porcupine recently had a field day in the

garden of a Hoheizen home, uprooting and

eating whole plants before it was eventually

    caught.

    The Oerder Street homeowner, Walther

Meyerhoff, said he and his wife, Rina, dis-

covered something was ruining the vegeta-

tion in their front yard recently.

We could not find, let alone see the crea-

ture that caused this, he said.

This carried on forweeks untilWalter had

    noother alternativebut to contact theTyger-

berg Nature Reserve, who indicated it could

    be a porcupine.

The reserve kindly dropped off a cage in

which the animal could be caught. Some

days later the suspectwas caught in the cage

and it did turn out to be a porcupine, said

    Walter.

He said neighbourswere ecstatic at seeing

such a beautiful creature, and were equally

    impressed that itwas frequenting theHohei-

    zen area.

Walter described Hoheizen as a greenbelt

    of flora and fauna.

He said it has been reported that even

small buck roam the area and owls can be

seen in the trees. What a pity that the city

wants to industrialise the area with access

    roads and offices, Walter said.

    Garden visitor finally trapped

    The

    culprit

    after it

    was

    captured.

    Dip right in

    chocolate &

    orange treat

    Lovely bright oranges are natures

winter gift to us. Partner them with

    dark chocolate and youre guaranteed

instant success. Instead of a baked

winter pudding, serve this delicious dip

with a colourful selection of dippers.

Food like this is made for sharing!

    Ingredients:

    V 1 x small (155 g) tin dessert cream

(find this in the section where the

condensed milk and Ideal milk are kept)

    V 10 ml (2 teaspoons) finely grated

    orange rind

    V 1 x 90 g or 100 g slab dark chocolate,

    broken into blocks

    V 15 ml (1 tablespoon) fresh orange

    juice

V Use any of the following dippers:

    diced pineapple, thinly sliced Granny

Smith apples (sprinkled with a little

    lemon juice), diagonally sliced bananas,

    strawberries, marshmallows, Boudoir

    (finger) biscuits, or nougat.

    Method:

Heat cream and orange rind in the

microwave oven until the cream just

starts to bubble. Remove from micro-

wave oven. Add chocolate blocks and

stir well until melted. Add orange juice.

Stir well until dip is smooth. Pop back

into microwave oven for a few seconds

to heat through use Medium to Low

setting. Ensure that the dip does not

reach boiling point. If dip is too thick,

add a little milk. Fill a bowl
