TxDOT Statewide Permit

Statewide Permit = MS4 regulated area, not all roads in the state

Streamlined 34 permits into 1 statewide permit

Simplifies reporting (1 report per year vs. 34)

Standardizes statewide SWMP specific to TxDOT operations

Focuses where TxDOT has authority and influence

– No ordinance development capability

– Limited legal authority, only within ROW

Modeled after Phase II Permit

3rd Party outfalls

– Coordinating with adjacent MS4s is key

Investigating and monitoring 3rd party outfalls will provide greater water

quality improvements and measures of SWMP effectiveness

20 years of Phase I characterization monitoring has met the objective

December 1, 2016 – August 31, 2017

Activities completed on old permits that are not yet reported

– Just report activities.

– Keep it simple. No narrative reports

Activities on Old Permit =

– Phase II permits = August 13, 2016 – November 30, 2016

– Phase I permits = time frame varies (see following)

First Annual Report

Permit requirement language:

– “The first annual report must include interim months between last

reporting periods of expired permits to the permit effective date of this

permit.”

– “The permittee shall submit a concise statewide annual report…”

If you have already reported the activity on an annual report, there is no

need to report it again.

There is no need for a narrative report. Just the facts/data

Will be an attachment to the Statewide Annual Report
