Preliminary PlanPROJECT LEADERS: Identify a WASH from the START project leader in each region.

RESEARCHERS: Identify one or two people with good research skills to assist with literature review and assessment plan.

CURRICULUM DEVELOPERS: Identify one person from each region to develop 5 or 6 early childhood activities (or lesson plans).

LIAISON WITH ESD: Identify someone to write a section on how WASH fits into ESD.

IN-KIND CONTRIBUTIONS: Identify what in-kind contributions we can offer.

WHY monitor CRC in ECE? Improve evidence about implementation of child’s rights early childhood education.

When we ask questions, we

Encourage authorities to increase data collection on enrollment and attendance and to increase public access to this information.

Reduce drop out rates in primary grades by examining vulnerability factors and disaggregated data by gender.

Increase transparency in reporting of fees (element in accessibility, affordability, and equality).

Promote holistic measurements of children’s development, including cognitive, physical health, and socio-emotional outcomes.

What to monitor? ECE policies and service provision

What policies and practices are in place at government and/or provider levels to

Assure that provisions child-centered, child-friendly, rights-based? Address professional standards and quality in Early Childhood settings -- homes, preschools, communities, etc.? Require authorities to collect data: attendance, staffing, access, quality, financial support, particularly for vulnerable groups?

Support parents as children’s primary educators?

OMEP’s role as duty bearer

OMEP members are advocates for increased access to qualityECE at global, regional and national levels

Raising awareness about importance of ECE

Providing evidence (through academic research, anecdotal accounts) for policies and programs Producing position papers, making presentations, working at the UN and UNICEF, hosting conferences, doing research

Building capacity of ECE professionals to improve quality of ECE practice (both public and private) Therefore, OMEP is a duty bearer for CRC monitoring.

Next steps for OMEP as a duty bearer• Strengthen commitment to monitoring CRC

• Recognize the overlap between CRC monitoring and existing ECE program monitoring

• Improve communication and networking among national committees, regions, and World ExCO

• Improve networking with global and national policy makers and other stakeholders

• Improve organizational financing to increase capacity for carrying out duty-bearer responsibilities

How do we begin?Begins small – no more than 3 articles. How about 28, 29, and 31?

Make a plan for the first year at this World Assembly. Each national committee will do something within their capacity.

At the working group we can talk about what that small something might be.

Add a question about CRC monitoring to the National President’s survey for the Annual Report
