1. BASIC INFORMATION 1.1 Programme: European Neighbourhood and Partnership Instrument 1.2 Twinning Number: UA09/ENP-PCA/FI/19 1.3 Title: Harmonizing the Ukraine's official statistics with the EU statistical standards through introducing new indicators into the macroeconomic and structural business statistics and checking the impartiality of self-assessment of performance of the State Statistics Committee of Ukraine 1.4 Sector: 1.5 Beneficiary country: Ukraine 2. OBJECTIVES 2.1 Overall objective To improve the Ukraine's official statistics by harmonizing it with the EU acquis communautaire with the purpose of meeting users' needs at a higher level. 2.2 Project purpose To strengthen institutional capacity of the State Statistics Committee of Ukraine (SSCU) through improving macroeconomic and structural statistics and assessing the national statistical system of Ukraine in order to reach consistency with the EU acquis communautaire. 2.3 Contribution to National Development Plan/Cooperation Agreement/Action Plan National Development Plan: Assistance in fulfilling Para 2.2 "Reforms of public administration. Reforming higher and central level of executive authority" Part II "Modern European State" of the Government Activity Program "Ukraine's Breakthrough: for the people, not the politicians". Cooperation agreement: Currently the relations between Ukraine and the EU are based on the Partnership and Cooperation Agreement (PCA) signed in 1994 and fully in force since 1998 and the EU-Ukraine Neighbouring Policy Action Plan. Ukraine was the first country of the former Soviet Union to conclude the PCA. The Partnership and Cooperation Agreement foresees in the provisions of paragraph 77, the “Cooperation in the area of statistics”. Action Plan: The ENP Action Plan provides for assistance in paragraph 6 “Statistics” of Part 2.3.5. “Other key areas”. The negotiations between Ukraine and the EU on new Enhanced Cooperation Agreement were launched in March 2007. At the EU-Ukraine Summit held on 9 September 2008 in Paris under the French Presidency, both Parties have defined that the new agreement between EU and Ukraine will be an Association Agreement, which leaves open the way for further progressive developments in EU-Ukraine relations. It will replace the PCA and will be ambitious in nature. The Association Agreement will renew EU-Ukraine common institutional framework, facilitate the deepening of the relations in all areas, and strengthen political association and economic integration between Ukraine and the European Union by means of reciprocal rights and obligations.

In the course of 2008 four rounds of negotiations took place on the Association Agreement and three on the Free Trade Area aspects of the Agreement. In December 2008 negotiations were launched on a New Practical Instrument to replace the current Action Plan and facilitate the implementation of the new EU-Ukraine Association Agreement once it enters into force. The Association Agreement makes provision for assistance in fulfilling the part ‘Statistics”.

3. DESCRIPTION

3.1 Background and justification Macroeconomic Statistics The important task of the macroeconomic analysis is the assessment of the country’s economic situation, the volume of the tangible and intangible resources it possesses, of its financial assets as a whole and by the institutional sector, and the changes brought by accumulation of the capital, the impact of prices and other economic processes. The information on the level and structure of the available resources is needed to analyze the country’s external position. The latter facilitates the work on the methodology to introduce the balance of assets and liabilities and the national wealth into the Ukraine’s statistical practice. Currently, the SSCU follows the international and European standards in building the national accounts for the economy as a whole and its institutional sectors starting from the production account and finishing with the financial account. The methodological approaches consistent with Statistical Requirements Compendium (2008 edition), module 2.01.01, are being worked out in order to introduce the balance of assets and liabilities into the statistical estimates. According to 'The Programme for the System of National Accounts Development till 2010' adopted by the Regulation of the Cabinet of Ministers No475 dated 07.04.2003, for the years 2008-2010 it was planned to meet the international standards in compiling the balance of assets and liabilities for the economy as a whole and by type, namely: fixed capital, tangible circulating assets, financial assets, and national wealth. Hence, the SSCU has started working on the relevant methodology and statistics since 2008. In November 2008 Ukraine approved a mid-term strategy (2009-2012) regarding the development of state statistics. Its general objective is to compile and disseminate qualitative statistical information harmonised with international requirements. The Ukrainian authorities are working on an action plan to tackle the high level of discrepancies in trade statistics. In May 2008 the State Statistics Committee organised an International Conference “Strategy to Develop the State Statistics of Ukraine for the period until 2012”. Analysis of the available database of various economic agents dealing with fixed assets and produced intangible assets demonstrates that various Ukraine’s enterprises and organizations use different methods for consumption of fixed capital and revaluation of fixed assets (as set in 'Standard for the Accounting No 7 "Fixed Assets", Regulation of the Ukraine’s Ministry of Finance No92 dated 27.04.2000) and Ukraine’s Law on "On Business Taxation" (amended, No639/97-ВР dated 18.11.1997). Thus, it was produced a model for fixed assets balance and intangible assets using the perpetual inventory method (PIM). At the same time, there is a problem and it is related to identifying the lifetime for various types of produced assets taking into account the Ukrainian economy specifics, and changes in prices.

Following the results of the SSCU work, it was concluded that there is a need: (1) to assess the results obtained using the PIM, and (2) to receive a consultation on the methods used by the EU countries: for producing an initial and final statement of assets and liabilities and reappraisal both (i) for fixed assets and produced intangible assets, and (ii) for tangible current assets and financial assets. This project will contribute to a better quality compilation of the balance of assets and liabilities and to estimation of the national wealth based on the available data. Referring to the goals of the national program aimed at the gradual transit of Ukraine’s statistics, this project will result in coherence of the Ukraine's methodology for macroeconomic indicators compilation with the EU one. Structural Business Statistics Paragraph 10 'Bringing the system of indicators of business structural statistics and relevant methodology to the EU standards (including the modules on the financial agencies' activity)' of Section V 'Improvement of statistical methodology, the procedure for statistics collection and processing through forming the uniform sub-systems of state statistics' of the Strategy for State Statistics Development till 2012' enacts the work of the SSCU on the inventory of the system of indicators related to structural survey and relevant methodology. Since August 2008 the elaboration of the system of indicators has been proceeding to be provided to the Eurostat on a mandatory basis. In particular, the work on the list of indicators specified in the Regulation (EC) № 295/2008 of 11.03.2008 has been started. The relevant methodology needs to be improved, and a number of indicators should be included into the questionnaire of the business structural survey. Among the mandatory indicators there is a number of estimated indicators currently not available in Ukraine and the methodology is not in use yet. Referring to this category of indicators, the algorithm of their compilation, in particular, the indicators named "production value", code 12.12.0 and "value-added at factor cost", сode 12.15.0, are of special interest to the SSCU. The EU expert methodological support is also required to the SSCU in order to produce: (i) a concise algorithm and procedure for computing of production value and value-added at factor cost which will take into account the area specifics, and (ii) the relevant draft methodologies. Completing the task will facilitate providing the quality information to the users through obtaining the business statistics coherent with the European standards on business structural statistics. Self-assessment against the principles and indicators of the European Statistics Code of Practice The SSCU is conducting the self-assessment against the principles and indicators of the European Statistics Code of Practice with the purpose of positioning of the Ukraine's state statistics relative to the European statistical system. It will allow revealing the areas in need of further improvement. By the SSCU Regulation No 263 dated 01.08.2008 "On conducting the self-assessment of the SSCU against the principles and indicators of the European Statistics Code of Practice" there is a work plan comprising the following: 1. The SSCU experts prepared a questionnaire on the SSCU self-assessment against the

principles and indicators of the European Statistics Code of Practice (hereafter – "Questionnaire"). It is harmonized with the Eurostat questionnaire and transformed to allow

carrying out the analysis by the Code' indicators. Hence, the processes of the quality management system in the SSCU are taken into account.

2. The staff of the SSCU structural department was trained on completing the questionnaire. 3. The SSCU departments carried out their self-assessment against the principles and indicators

of the European Statistics Code of Practice (hereafter – "self-assessment"). 4. The outcome of the conducted self-assessment was considered by the SSCU relevant

advisory bodies, and generalized. Based on these results, a report on carrying out the self-assessment of the SSCU against the principles and indicators of the European Statistics Code of Practice was prepared. Hence, the documentation needed for the experts to be involved in the project is available.

The work carried out by the SSCU revealed the necessity of getting the expert opinion on the self-assessment in order to assess its objectivity and determine the priority areas for improvement, thus allowing developing a relevant action plan. There is also a need for receiving the expert recommendations on: (1) Development of the system of indicators to monitor the national statistics approximation to the European standards, and (2) Production of an improved version of the national questionnaire on the self-assessment of the SSCU activity compliance with the European Statistics Code of Practice and acquis communautaire. Upon completion of the mentioned, the elaboration of the national version of "Principles of the state statistical bodies' activity" (to be prepared by the end of 2009) and "Procedure for conducting the self-assessment of the state statistical bodies' activity" (by 2010) is scheduled. Preparing the documents is foreseen by Para 2 of Chapter 4 of "Strategy for the State Statistics Development till 2012". The Strategy's main objective is raising the user trust to the Ukraine's official statistics by using the best statistical methods and practice. The project will allow conducting regular self-assessment of the SSCU against the principles and indicators of the European Statistics Code of Practice and acquis communautaire. The results will be taken into account while drawing up the plan of further development of the SSCU. 3.2 Linked activities The SSCU initiates this Twinning project as a logical continuation of the work towards bringing the indicators of business structural statistics in line with the EU standards. The latter will allow solving the problems identified by EU experts who recommended to compile the relevant estimates (the World Bank Project "State Statistics Development to Monitor the Social and Economic Transformations", Contract 4729/18 “Improvement of methodology and statistics organization”, Component 5В "Improving the structural statistics"). The project is currently being implemented. In the framework of the mentioned World Bank Project the recommendations for strategic management for the SSCU development will be provided. Based on them, the SSCU will prepare the national Code of Good Practice /‘Principles of the state statistical activity’/. As a result of the implementation of the 2-year ТACIS project "Reform of the Official Statistics in Ukraine – Statistics 10" (which was commenced in the year 2007) the European experts agreed that though visible progress in all areas it is recommended to work on further harmonizing the Ukraine's official statistics with the EU acquis communautaire in order to meet users' needs at a higher level. Macroeconomic and structural business statistics need special treatment.

The topics and activities of this project do not overlap with the work undertaken under any other project in any way. 3.3 Results Results: Indicators of achievement 1. Ukrainian methodology for macroeconomic indicators is approximated to the EU one

• knowledge and practical skills of the SSCU experts is improved regarding the EU experience on compilation of balances of assets and liabilities; • methods of the initial and final balances of financial and non-financial assets’ assessment by their types developed and submitted to the Commission on Improvement of Methodology and Reporting Documentation of the SSCU* for review and approval; • models of output tables for identification of initial and final balances by types of assets produced and submitted to the Commission on Improvement of Methodology and Reporting Documentation of the SSCU for review and approval; • pattern of revaluation of financial and non-financial assets prepared and submitted to the Commission on Improvement of Methodology and Reporting Documentation of the SSCU for review and approval; methodological recommendations on compilation of the accounts of other changes in assets developed and submitted to the Commission on Improvement of Methodology and Reporting Documentation of the SSCU for review and approval; • improved knowledge and practical skills of SSCU experts on compilation of balances of assets and liabilities compilation of the accounts of other changes in assets.

2. Business statistics aligned with the European standards on business structural statistics

• a draft methodology on estimating of the value-added at factor cost prepared and submitted to the Commission on Improvement of Methodology and Reporting Documentation of the SSCU for review and approval; • a draft methodology on computing of the production value prepared and submitted to the Commission on Improvement of Methodology and Reporting Documentation of the SSCU for review and approval; • improved knowledge and practical skills of SSCU experts on estimating of the value-added at factor cost and computing of the production value.

3. SSCU self-assessment against the principles and indicators of the European Statistics Code of Practice conducted

• SSCU self-assessment against the principles and indicators of the European Statistics Code of Practice with the identified priority areas to achieve the harmonisation carried out and results submitted to the Commission on Improvement of Methodology and Reporting Documentation of the SSCU for review and approval;

• action plan to harmonise the national statistics with the EU standards in priority areas prepared and submitted to the Commission on Improvement of Methodology and

• set of indicators to monitor the approximation of the national statistics to the EU standards developed and submitted to the Commission on Improvement of Methodology and Reporting Documentation of the SSCU for review and approval;

• Questionnaire of the SSCU self-assessment against the principles and indicators of the European Statistics Code of Practice reviewed and submitted to the Commission on Improvement of Methodology and Reporting Documentation of the SSCU for review and approval;

• improved knowledge and practical skills of SSCU experts on self-assessment against the principles and indicators of the European Statistics Code of Practice.

3.4 Activities The twinning project will provide support for: A0.1. Kick-off meeting A0.2.Steering Committee Meeting No1 (approval of Start-up Report) A0.3. Steering Committee Meeting No2 (approval of Final Report). Present the Closing Results Meeting to assure project visibility and highlight the achievements of the project. Component I. Approximation of the Ukrainian methodology for macroeconomic indicators to the EU one: A1.1. Analyse the SSCU available data for compilation of a balance of assets and liabilities by their types and institutional sectors of the economy. The EU expert will prepare recommendations on data (of the available) needed in order to compile a balance of assets and liabilities by their types and institutional sectors of the economy. He / she will advise on the feasibility of the available information use, additional information and data are to be improved (if needed) and compiled (if needed). He/ she will propose the improvements in the existing questionnaires in relation to indicators (if needed). A1.2. Study the relevant information and receive recommendations on the methods of re-valuation of financial and non-financial assets and the methodology and data sources to be used for compilation of elements of the balance of assets and liabilities. During a study visit to a MS counterpart organisation SSCU experts will: (i) study the methodology and data sources to be used for compilation of elements of the balance of assets and liabilities. (ii) receive relevant information and recommendations on the methods of re-valuation of financial and non-financial assets. This activity requires the input of several experts from different branch divisions of the MS NSI involved into relevant estimates. A1.3. Conduct a seminar on EU principles of compilation of elements of the balance of assets and liabilities. The EU expert will lead a seminar on EU principles of compilation of elements of the balance of assets and liabilities. A1.4. Propose methods of compilation of initial and final balances by types of financial and non-financial assets.

The EU expert will explain the methods of compilation of initial and final balances by types of financial and non-financial assets. He / she will take into account the information provided during the first mission and will advise on the pattern of compilation. A1.5. Consult on the methods of building of accounts of other changes in the volume of assets. The EU expert will consult on the methods of building the accounts of other changes in the volume of assets. Taking into account the information available in Ukraine EU expert will provide the recommendations on the methods of building the accounts of other changes in the volume of assets. Component II. Alignment of the structural business statistics with the European standards on business structural statistics: A2.1. Assess the structural business statistics for the estimates to be done. Following studying the available data related to the structural business statistics and analyzing the available indicators from the financial reports from businesses for the estimates to be done, the EU expert will provide his/her recommendations on the components needed for the computing to take place. A2.2. Study the EU experience of compilation of the production value and value-added at factor cost within the framework of business structural statistics. During a study tour to a MS counterpart organisation (s), SSCU experts will study: (i) the experience of compilation of the production value and value-added at factor cost within the framework of business structural statistics taking into account the industry characteristic, and (ii) the way the production value and value-added at factor cost are used and published (particularly, how they are provided to the Eurostat). This activity will require the input of several experts from different branch divisions of the MS NSI involved into the relevant estimates. A2.3. Prepare a draft methodology on estimating the production value. The SSCU experts jointly with the EU expert will prepare: (i) a concise algorithm and procedure for computing of production value and identifying its components following the EU standards, and (ii) a draft methodology on estimation the production value. A2.4. Prepare a draft methodology on estimating the value-added at factor cost. The SSCU experts jointly with the EU expert will prepare: (i) a concise algorithm and procedure for computing of value-added at factor cost and identifying its components following the EU standards, and (ii) a draft methodology on estimation the value-added at factor cost. A2.5. Practical work: A2.5.1. Conducting the trial estimates of the production value and value-added at factor cost using the reports of particular enterprises; A2.5.2. Assessment of the quality of the obtained data; A2.5.3. Improvement of the draft methodologies taking into account the result of the estimates done. The SSCU experts will carry out these activities jointly with the EU expert. A2.5.4. Recommendations on further work. Component III. Self-assessment against the principles and indicators of the European Statistics Code of Practice: A3.1. Check of the impartiality of the SSCU self-assessment against the principles and indicators of the European Statistics Code of Practice.

The EU experts will check the impartiality of the SSCU self-assessment against the principles and indicators of the European Statistics Code of Practice and will provide his/her recommendations on the priority areas needed to be improved. S/he will prepare a report on the SSCU self-assessment against the principles and indicators of the European Statistics Code of Practice with recommendations. S/he will also assist in preparation the action plan on harmonising the national statistics with the EU standards in priority areas. A3.2. Study the experience of an EU MS in development of a set of indicators allowing monitoring the progress in execution of the action plan on the harmonisation. During a study visit to a MS counterpart organisation(s) SSCU experts will study the experience of EU MS in development of a set of indicators allowing monitoring the progress of the execution of the action plan on the harmonisation. This activity will require inputs of several experts from different branch divisions of the MS NSI involved into relevant estimates. A3.3. Assist in developing a set of indicators allowing monitoring the approximation of the national statistics to the EU standards in improving the Questionnaire of self-assessment of the SSCU against the principles and indicators of the European Statistics Code of Practice. The EU expert will assist in developing a set of indicators allowing monitoring the approximation of the national statistics to the EU standards. S/he will provide assistance in improving the Questionnaire of self-assessment of the SSCU against the principles and indicators of the European Statistics Code of Practice. A3.4. Assist in holding the training and providing the recommendations on forming the set of documents giving proof to the self-assessment. The EU expert will: a) teach the methodology on improving the model Questionnaire of self-assessment against the principles and indicators of the European Statistics Code of Practice; b) train on technical terminology used in the Questionnaire; c) provide his/her recommendations on forming the set of documents giving proof to the self-assessment /preparing for the 'Peer Review'/. 3.5 Means/Input from the MS Partner Administration A team of Twinning Light/Short – term experts will provide advice to the SSCU. It is expected that the Project Leader will prepare a start-up report, a final report, and will participate in the kick-off and closing meetings. Experts required must be civil/public servants of the relevant MS administration or permanent staff of its authorized mandated bodies. 3.5.1 Profile and tasks of the Project Leader The Project leader (PL) should be a senior civil servant/high level staff member of a MS institution which works in the field relevant to this project. The PL from EU MS will be responsible in collaboration with the Beneficiary Country (BC) PL for the overall steering and coordination of the project, ensuring good cooperation and information exchange between EU MS and Ukrainian side as well as availability of management support and staff from EU side. The Project leader will devote a minimum of 3 days/month to the project with an on-site visit at least every three months to participate in the project Steering Committee.

⎯ Comprehensive and practical 10 year-experience in strategic management/performance management issues; ⎯ Specific knowledge of the European policies, associated strategic documents and regulations in the area of statistics; preferably also a knowledge of such documents set for a particular EU country; ⎯ Experience in work with institutional information network; ⎯ University degree in a related field; ⎯ Experience on international co-operation issues; ⎯ Good organizational, communication and presentation skills; ⎯ IT literacy; ⎯ Fluency in English.

3.5.2 Profile and tasks of the RTA N/A 3.5.3 Profile and tasks of the short-term experts The interested Member State institution shall include in its proposal the CVs for the proposed Project Leader and short-term experts relevant to the specific tasks where appropriate/required. Other experts could also be included in the proposal where considered necessary. Short-term experts:

STE 1 - on compilation of a balance of assets and liabilities by their types and institutional sectors of the economy;

STE 2 - on building of accounts of other changes in the volume of assets;

STE 3 - on estimating the production value and value-added at factor cost;

STE 4 - on performance assessment and strategic management.

Mandate of the short-term experts (STE) includes assessment of the current situation in the SSCU in the area of allocation and prioritising of resources to statistical products in order to make suggestions to improve measurement of how effectively and efficiently the resources are spent to meet the SSCU performance goals; elaboration of recommendations for positive changes in organisational culture, systems and processes, by helping to set agreed-upon performance goals. 3.6 Reporting and monitoring A Steering Committee (comprising representatives of the SSCU, MS, PAO and European Commission) will be set up to supervise the implementation of the project. Whenever necessary, representatives of institutions, other donors or key experts should be invited to the SC meetings. The steering committee will meet 2 times (at the beginning and the end of the project) during the project. The SC will form an opinion on the progress of the project and verify the achievements of the outputs and mandatory results of the project. Kick-off meeting At the start of the project the Kick-off meeting will be organized. Representatives from Main Department for Civil Service of Ukraine (PAO) will be invited to participate. Presenting Closing Results Meeting With the purpose of the project visibility a final meeting will take place to highlight the achievements of the project. Start-up Report There will be a start-up report covering the first two months of the contract (submitted during the third month). It must be endorsed and countersigned by the beneficiary, who may make the additional comments. Final Report The MS and BC Project Leaders will jointly prepare, co-sign and submit to the designated authority a final report. The final report shall be forwarded before the Presenting Closing Results Meeting. The working language of the Project implementation will be English. The translation and interpretation will be provided where necessary and if permitted by the provisions of the Twinning Manual.

4. INSTITUTIONAL FRAMEWORK The Project implementation beneficiary institution is the State Statistics Committee of Ukraine. SSCU is a state administration body that operates under the supervision of the Cabinet of Ministers of Ukraine. It is responsible for the organization of statistical work in Ukraine and for the accuracy of data obtained through the compilation of the information received from its respondents. The main tasks performed by the State Statistics Committee are carrying out a uniform state policy in the field of organization, aggregation, storage, analysis and dissemination of statistical information as well as providing data users with information on the issues covered by the state statistical information program. The total maximum budget is € 150,000. 6.2 Main counterpart in the BC The BC Project Leader within the BI will act as the counterpart to the MS Project Leader. It is expected that BC Project Leader will be a senior civil servant, decision maker, (high ranking official) in the BC administration, who is in a position to operate at the appropriate political level. He/she will be responsible for ensuring: − the overall steering and coordination with the MS Project Leader, ensuring operational

dialogue and support at political levels in order to facilitate the implementation of project activities;

− the mobilisation of resources and energies within the State Statistics Committee of Ukraine, in order to allow appropriate implementation of project activities.

SUSTAINBILITY The achievements of the Twinning Light project (Mandatory Results) will be sustainable. They will be maintained as a permanent asset to/of the Beneficiary administration as a result of the following: • Strong obligations and commitment of SSCU to develop their activities and systems; • Strong contacts of the SSCU across the public sector; • SSCU’s commitment to develop and implement national statistical system consistent with

EU one’s; • SCSU’s abilities to promote at governmental level a structured and effective statistical

system functioning. The sustainability issues will be further elaborated in the course of the project as a joint responsibility of the MS partner and BC institution. Besides, in the final report Twinning partners will include specific recommendations and strategies for safeguarding the achievement of mandatory results in the beneficiary administration. 9. CROSSCUTTING ISSUES 9.1 Equal opportunity The impact of the proposed Twinning Light project will influence directly or indirectly on following cross-cutting issues: good governance and human rights, integration into world trade and economy, environmental sustainability, gender equality.

Governance should be improved through successful twinning implementation, strengthening of the institutional capacity of the State Statistics Committee of Ukraine and improvement of national statistics. The proposed project will comply with EU equal opportunity policies. Equal treatment of men and women in project implementation at all levels will be one of the most important principles in project management and implementation. Great attention will be given to having equal participation within the personnel that will be trained as well. The beneficiaries are employers of equal opportunity. 10. CONDITIONALITY AND SEQUENCING Project will be implemented through twinning arrangements and with the commitment and participation of the senior management of the beneficiary institution. In addition to providing the project with adequate staff and other resources to operate effectively, the senior management will be fully involved in the development and implementation of the policies and institutional change required to deliver the project results.

Contributions expected from the beneficiary institution include: • Strong commitment and participation of SSCU staff at all levels; • Designating a SSCU counterpart for each MS expert; • Assigning necessary personnel to activities connected with the project; • Ensuring co-ordination between Departments/Divisions connected with the project; • Ensuring access to all necessary information and documents; • Provision of office accommodation, equipped with computer, international telephone,

internet access, printer, photocopier for visiting experts; • Providing suitable venues and equipment for any training or seminars that may be held

under the project; • Full cooperation of SSCU staff; • Trained people remain in SSCU.

The logic sequencing of above mentioned actions are crucial for the success of the project. Furthermore, the duration of the project allows for appropriate time for the project results to be absorbed within the SSCU.

(iii) The Beneficiary Country's contact person will be involved for as long as any activity takes place. (iv) The requested number of pages for translation is maximum and will not be exceeded.
