WORKING WITH YOUR SCHOOL BOARD

WELCOME to another Twin Falls School District Board of Trustees Meeting. You are encouraged to attend all

regular board meetings.

We are proud of our school system and the board members are dedicated to the continued improvement of the

Twin Falls Schools.

We understand that from time to time patrons of school districts have concerns and feel a need to bring those

concerns to the attention of the school or teachers. In order to maintain continuity and best resolve these

concerns, we recommend to our patrons the following procedures:

1. The first and most effective step is to take the concern to the staff member who is closest to the

problem. (In many cases this will be the teacher, coach, etc.) We have found that most problems are

resolved at this level.

2. If there is still a concern on the matter, we then recommend that the concern be brought to the attention

of the Principal. We have found that unresolved concerns from item #1 are usually resolved

satisfactorily by the building administrator.

3. If the concern is not satisfactorily resolved at that level, then the concern should be taken to the Director

of Elementary Programs or Director of Secondary Programs.

4. If the concern is not satisfactorily resolved at that level, then the concern should be taken to the

Superintendent of Schools. Difficult concerns can usually be resolved.

5. However, ifthe patron still feels the concern has not been properly resolved he/she may use the right of

appeal to the Board of Trustees. This is done by calling or writing to the Superintendent and asking for

the item to be placed on the agenda of the next regularly scheduled board meeting.

6. If you desire to address the board, we would like you to be as comfortable as possible. As a board we

hold public meetings which are not publfo forums and therefore have rules which are necessary for the

benefit of all. The following guidelines will assist you as you present your information to the board.

A. Prepare your thoughts ahead of time. Usually a briefwritten outline handed to each board

member helps the board follow your presentation. This outline would also give them something

upon which to make notes as you speak.

B. If a group is involved, select one individual to be your spokesperson. He/she can then guide the

presentation with the board and help the board chairman in directing questions to the group.

C. Plan your presentation to be as brief as possible. This should include a question/answer period.

If more time is needed it is best to give a complete written presentation to the board for their

future study. If you give more than five to six minutes of testimony, time restraints will make it

difficult for the board to respond that same evening.

D. Usually the board will direct the administration to help resolve the concerns and ask for a report

back to the board at a later date. However, please remember a solution may take time to be

resolved.

We are eager to have our patrons and school staff working together for the improvement of education in the

Twin Falls Schools.

.L. Call to Order - The Board of Trustees of School District No. 411, Twin Falls County, State of

Idaho, met in its regular monthly meeting at Canyon Ridge High School boardroom #301 located at 300 North College Road, Twin Falls, Idaho, at the hour of 7:00 p.m., on Monday,

December 14, 2015. The following trustees were present: Chairman Bernie Jansen, Trustees

Bryan Matsuoka, Mary Barron, and Liyah Babayan. There were also present Superintendent of Schools, Wiley J. Dobbs; Board Clerk, Michelle Lucas; Director of Fiscal Affairs, Bob Seaman; Director of Educational Technology/Operations, Brady Dickinson; Director of Human

Resources, Shannon Swafford; Director of Federal Programs, Policy, and Grants, Bill Brulotte;

Director of Support Services, Clara Allred; Director of Secondary Programs, L.T. Erickson, and Director of Elementary Programs, Teresa Jones; as well as interested patrons, employees,

and the media. Trustee Paul McClintock was unable to attend.

II. Pledge of Allegiance - The Board of Trustees stood and recited the Pledge of Allegiance to the

Flag.

III. Procedural Matters Action Items:

1. Approval of Agenda (Additions and Deletions)- Chairman Jansen asked ifthere were any

additions or deletions to the agenda. Superintendent Dobbs asked to move item H up to come after item Din the Superintendents Report and remove item Fin the Consent Calendar. Vice Chairman Matsuoka moved to approve the agenda as amended. Trustee Barron seconded the

motion. The motion passed unanimously.

IV. Unscheduled Delegations (Audience to Address the Board)- Chairman Jansen asked ifthere

was anyone wishing to address the Board. There were none.

V. Consent Calendar- Trustee Barron moved to approve the consent calendar which included: minutes from the November 9, and 19, 2015 meetings; board and school financial reports;

certified retirements for 2016-2017 from Catherine Breland, Marilyn Fiala, Kathleen Sylva, Don Fowler, Gordon Terrell, Sherie Keyt, and Jo Henningsen; certified resignation for 2016-2017 from Lori Grove; new classified employees: Ruth Whipple, Judith Orsland, Dan Adams,

Jesseca Dodge, Marina Bower, Casie King, Sabrina Naranjo, Stephanie Leitch, Margarita Diaz,

Christian Bair, McKenzie Mabey, Christine Schmidt, Bill Presher, Madison Perkins, Jasmin

Tello, Carol Peters,, Cassandra Roper, Virginia Lindsay, Cindy Lund, Christina Garcia,

Simmons; extra-curricular resignation from Sam Eller; student teacher Cara Pantone; and early

graduation requests from Safia Ali, and Beatriz Martinez. The motion was seconded by Vice

Chairman Matsuoka. Motion passed unanimously.

VI. Superintendent's Report

A/B. Superintendent Dobbs announced the certified employee of the month from Lincoln Elementary School for the month of December as Melina Ficek, 4th grade teacher and certified

employee of the month from Bridge Academy as Jared Johnson Sorenson, science teacher.

CID. Superintendent Dobbs announced the classified employee of the month from Lincoln Elementary School as Ron Gaus, head-custodian and classified employee of the month from

Bridge Academy as Daniel Ault, paraeducator. Superintendent Dobbs read a brief resume' and

presented Ms. Ficek, Mr. Sorenson, Mr. Gaus, and Mr. Ault each with a gift, plaque, and dinner

for two at Jaker's/Rock Creek. Ms. Ficek, Mr. Sorenson, Mr. Gaus, and Mr. Ault thanked the

board for the honor.

E. Twin Falls Science Teacher and Region IV Representative for the Idaho Science Teachers

Association (ISTA), Jean Newman presented gth Grade Physical Science Teacher Kirsten

Stewart with the Idaho Science Teacher of the Year Award on behalf of the ISTA.

F. Twin Falls Senior Class President Connor Allen presented the Twin Falls High School Senior

Class trip proposal. Vice Chairman Matsuoka moved to approve the Twin Falls High School

Senior Trip as proposed. Trustee Barron seconded the motion. Motion passed unanimously.

G. Superintendent Dobbs and the TFSD #411 Community Attendance Rezoning Committee

members: Michelle Bartlome, Curtis Hansen, Craig Manning, Brett Bingham and Terry

Thueson shared proposed new schools attendance boundaries for the addition of two

elementary schools and one middle school. The committee will hold three community

meetings on Monday, January 4th in the Canyon Ridge High School Auditorium at 7:00 p.m.;

Tuesday, January 5th in the Twin Falls High School Roper Auditorium at 7:00 p.m.; and

Wednesday, January 6th in the Oregon Trail Elementary Gymnasium at 7:00 p.m. The final

proposal will return for board review January 27, 2016 and then for board action February 8,

2016.

H. Superintendent Dobbs announced that Canyon Ridge High School Assistant Principal Mike

Gemar has been named the Idaho Association of Secondary School Principal' s 2016

Outstanding Secondary Assistant Principal.

I. Superintendent Dobbs announced that Twin Falls High School Drama class won the 2015 4A

State Drama Championship. Congratulations James Haycock and students.

VII. Instruction A. Information Items:

1. Director of Secondary Programs, L. T. Erickson presented the revised Request for Alternative

Route for High School Graduation form for board consideration and explained when this form

is used.

VII. Instruction B. Action Items:

1. Vice Chairman Matsuoka moved to approve the revised Request for Alternative Route for High

School Graduation form as presented. Trustee Babayan seconded the motion. Motion passed

unanimously.

VIII. Budget & Finance A. Information Items:

1. Director of Fiscal Affairs, Bob Seaman reported on the current support unit calculations

through reporting period one. He shared the estimated final support units is 438.93 units which

is 3.5 units above projected units.

2. Director of Educational Technology & Operations, Brady Dickinson gave a brief construction

update on the security upgrades for all schools, remodel work at Twin Falls High School,

addition to Canyon Ridge High School, construction of Rock Creek Elementary School, Pillar

Falls Elementary, and South Hills Middle School. Everything is on schedule and within budget at this time. Mr. Dickinson also recognized ESI Construction for having a "Thank you" lunch

for all subcontractors.

3. IT Coordinator, Brett Keller presented bid recommendations for security and recording

equipment. Mr. Keller stated these bids cover approximately 728 cameras throughout the

district which will give an overview of every public space in and around the district.

VIII. Budget & Finance B. Action Items:

1. With no further discussion Vice Chairman Matsuoka moved to approve the bids to VLCM for

Samsung security cameras in the amount of $154,272.00, VLCM for Mirasys recorders and

software in the amount of $155,081.10, and White Cloud in the amount of$72,691.92 as

recommended. Trustee Barron seconded the motion. Motion passed unanimously.

IX. Personnel A. Information Items:

1. Director of Federal Programs, Policy and Grants, Bill Brulotte shared the fall quarterly ISBA policy manual updates. These will return next month for action.

IX. Personnel B. Action Items:

1. Director of Federal Programs, Policy and Grants, Bill Brulotte stood for any questions from the

policies and procedures presented last month. With no further questions Trustee Barron moved

to approve the policies from the ISBA review as presented. Trustee Babayan second the

motion. Motion passed unanimously.

X. Board Goals A. Information Items:

1. The board reviewed and modified the draft agenda for their January 27th board work session.

X. Board Goals B. Action Items: None

XI. Future Agenda Items:

A. No second meeting in December.

B. The next board meeting is scheduled for January 11, 2016.

C. The Board discussed who would attend the Day on the Hill in February.

XII. Executive Session

With no further business at hand, Vice Chairman Matsuoka moved that the Board retire into executive session after a five-minute break as per Idaho Code 74-206(1) subsection (b) for student discipline.

Trustee Barron seconded the motion. Chairman Jansen asked the Clerk Michelle Lucas to poll the board. Roll call vote is as follows:

Motion carried. The Board convened into executive session at 9: 11 p.m.

Vice Chairman Matsuoka moved to go out of executive session. Trustee Barron seconded the motion.

Motion passed unanimously. The Board opened to the public at 9:39 p.m.

Vice Chairman Matsuoka moved to remand student B back to administration to provide adequate due

process prior to having another hearing and to uphold the hearing officer's recommendation and expel students A and C from the Twin Falls School District #411; one for time served and one for an indefinite period oftime and that these students be expelled from school as defined in Idaho Code 33-

205 and that these students be placed under the purview of the Juvenile Correction Act, Idaho Code

20-510 and 20-511. Trustee Barron seconded the motion and motion passed unanimously.

Vice Chairman Matsuoka moved to adjourn the meeting and Trustee Barron seconded the motion and

the motion passed unanimously. Meeting adjourned at 9:40 p.m.

Sometimes you just know that the person that you are interviewing was born to be a teacher. That was my first impression of Joy. It is a pleasure to watch her teach. She definitely has a gift. She inspires learning through a magical blend of sound, theory and play. Okay, it might be Joy's work ethic and talent

that creates the classroom environment and the lessons, but it sure feels magical when you are watching it

in action. We are so happy that she joined the Panther pride.

Twin Falls High School

Construction Report

1/11/16

Winter break was a productive time for Starr at TFHS. ClimaTech was able to balance 80% of the rooftop

units which will help with classroom temperatures. In addition, the windows in the cafeteria and

counselors office area were replaced, and progress was made on the fire suppression system. The

project continues to progress as planned.

Canyon Ridge High School

Work continues on the new addition. The schedule remains very tight and Starr will continue to look for

opportunities to pick up days to help with the opening of the new wing this summer.

Rock Creek Elementary

Work continues to be ahead of schedule. All of the rooms now have sheetrock and many of the rooms

are painted. Cabinets are going in and it won't be long until floor finishes begin. We have had to work

through a few mechanical issues (heating/cooling systems) but these appear to be resolved and the

team continues to move forward. Kudos to the design and construction team for working together to

find solutions.

Pillar Falls Elementary

The lessons we have learned at Rock Creek are being realized at Pillar Falls. This saves money as issues

can be addressed well ahead of construction. The skeleton of the school continues to take shape and it

won't be long until the building starts to be enclosed.

South Hills Middle School

Utilities are in and work continues on the foundation. Weather has been a factor; however, Andersen

does not believe it will impact the schedule. We have encountered rock in a number of locations;

however, this was expected as we completed a rock survey when the property was purchased. Rock

removal costs are within the amounts established in our contract.

Camera Upgrade

Robert Stuart is now complete and work has begun at CRHS and TFHS. Our IT department will continue

with this project over the next year in order to upgrade the entire district.
