Management System in a controlled operating environment dedicated to ongoing
managed storage of digital content (includes audio & video). The System is expected
to provide an effective web based staff user interface as well as its provision of an
online search, discovery and access mechanism covering both archival descriptive
records and digital collections.
3. MODE OF DESPATCH:
Tenders should be addressed to the THE DIRECTOR, TAMIL VIRTUAL
ACADEMY by Designation only and sent in sealed cover either by Registered post
with acknowledgment due or in person. Tenders received in ordinary cover without
seal will not be considered. Delay in postal transit will not be accepted as a valid

6. SUBMISSION OF TENDER – TWO COVER SYSTEMS:
Both the Envelope “A” & Envelope “B” Should then be put in a single outer
cover, sealed and be superscribed as "Tender for Creation of Integrated Digital
Archival Management System as per specification enclosed at Annexure “A” -
along with Tender number and due date. The covers received without superscription
are liable for rejection. The tenders received on SPECIFIED DUE DATE &TIME
will be opened by the DIRECTOR, or any other officer authorized by him at Tamil
Virtual Academy, Kottur, Chennai – 600 025 in presence of the bidders who
choose to be present. If sufficient response is not received on the due date of
opening, Tamil Virtual Academy reserves its right to extend the due date for
submission of tenders inviting more bids.

8. ELIGIBILITY CRITERIA:
The bidder should be a company registered in India under the appropriate laws
with their registered office in India for the last 3 years. (proof should be enclosed)
The bidder should have the valid PAN number.
The bidder shall not be blacklisted by the Central or any State Government.
Leaflets & specifications of quoted items should accompany the offer.

9. TENDER & EVALUATION THERE OF:
The Technical bid will be evaluated and the list of technically qualified bidders will
be prepared by TVA based on the following aspects.
Tenders should be submitted in the form specified and as per tender conditions
For each work quoted, the technical work must be indicated without fail.
Compliance of the quoted job with the tender technical specification and other
conditions
Tenders should be with complete information and no subjective and conditional
offers, as well as partial offers.
Tenders should be without variance / contradiction / deviation between Technical bid
and Price Bids.
Tenders should be with the signature and seal of the bidding company.
Non-compliance of any of the other clause of this tender document cannot be
accepted.
Note: The Price Bids of technically qualified bidders (both in Technical & Commercial
Conditions) will alone be opened and evaluated. The Bidder who quotes Total
Lowest Cost for all the tendered items will alone be considered for award of
contract. Orders will be placed as and when the requirement is received from the
customers during the currency of the Rate Contract Period.
10. AWARD OF CONTRACT:
TVA would award the contract for the tendered items to the L1 bidder only in
general. TVA reserves the right to negotiate with the L1 bidder for better prices and
terms & conditions. The decision of TVA shall be final in this regard.

11. COMMENCEMENT OF WORK:
Within TWO WEEKS from the date of issue of work order.
12. VALIDITY OF THE TENDER:
Price: The prices are to be kept valid for acceptance for 90 days from the date of
opening of the price bid.
13. PAYMENT
1. No advance payment will be made
2. 90% of the total cost of work will be released on receipt of work completion
certificate.
3. The 10% will be retained during the warranty period of one year as
performance guarantee. Alternatively, the amount will be released if the
bidder submits a Bank Guarantee towards 10% balance amount for
performance gurantee.
14. WARRANTY:
12 months from the date of successful completion and handing over of the
ordered items.
15. PENALTY FOR NON-FULFILLMENT OF CONDITIONS:
The successful Tenderer agrees that in the event of non-fulfillment or non
observance of any of the conditions stipulated in the Agreement and Purchase

order the successful Tenderer shall pay as penalty an amount equivalent to 10%
(ten) per cent of total value of product or an amount equal to the actual loss
incurred by the purchaser whichever is higher.

and the complete Signed original Technical bid and Price Bid must be submitted

General System Functions
An Integrated Digital Archival Management System,
Must consist of software, installation, database conversion programs, on-site
training and documentation, software maintenance, software support, and ongoing
software enhancements necessary for full operation, all of which must be quoted
by the vendor.

Must provide dynamic indexing for all new and revised data regardless of method
of entry into the system.
Must provide daily report to TVA and updating in a manner so as to ensure that
the system can be operated continuously regardless of system configuration. The
system’s staff functions must be available at least 20 hours per day, seven days
per week. The system must be available for public use on a continuous basis (24
hours per day and all seven days in a week).
Must provide continuous backup so that all transactions can be recovered to the
point of failure. Routine point of failure restoration from software or hardware
failure must not exceed four (4) hours. Must allow for transaction roll-back in
case of failure.
Must have a backup process that notifies system operator if process was
unsuccessful.
Must be fully compliant with the following standards:

Must include a keyword search type that covers all bibliographic fields

The system should have built-in facility for opening of All documents such as

Reliability:
The system has to be very reliable due to the importance of data and the damages
incorrect or incomplete data can do.
The system shall be recovered within 10 minutes if it is down.
The system shall be recovered without intervention at user terminal if it is down.
The system shall show appropriate messages at terminal when system is down.
The system shall have 99% reliability.
The system shall generate error messages when the user attempts to enter invalid
data.

Performance:
Response Time
The Splash Page or Information page should be able to be downloaded
within a minute using a 56K modem. The information has to be refreshed every
two minutes. The access time for a mobile device should be less than a minute.
The system shall respond to the member in not less than two seconds from the
time of the request submittal. The system shall be allowed to take more time when
doing large processing jobs.
Administrator/Librarian Response
The system shall take as less time as possible to provide service to the
administrator or the librarian.
Throughput
The number of transactions is directly dependent on the number of users,
the users may be the Librarian, employees of the Library and also the people who
use the Library for checking-out books, returning books and checking online
library account.

in the offer as per commercial bid and incomplete details as above will be treated as
non-responsive offer and the tender is liable for rejection.
b. VALIDITY: The rates should be kept firm and valid for Ninety days from the date
of the opening of the Price bid for acceptance. The rates are to be kept valid for 180
days from the date of issue of first Purchaser by TVA.
c. The rates should be quoted for each item with specification and model if applicable
and should be indicated clearly both in words and figures. Any scoring or overwriting
should be attested by the Tenderers with full signature. The rate quoted should be
firm and should not be subjected to any variation clauses.
d. Purchaser shall not pay any increase in duties, taxes and surcharges on account of
any revision by the Government after expiry of the stipulated delivery period in the
Purchase Order.
e. Supply of the listed items and other accessories shall be as per the specifications
mentioned in the Technical bid and according to the delivery and installation
schedule accepted. Any revision at a later date for the prices will not be considered.
f. Mod vat particulars to be furnished separately.
g. The price breakup for each and every item must be filled in the Price bid enclosed
without leaving any column blank.
