What is Cygwin?Cygwin offers a UNIX like environment on top of MS-Windows. Gives the ability to use familiar UNIX tools without losing access to typical MS-Windows programs

Installing and Updating CygwinRun setup.exe any time you want to update or install a Cygwin package.Note that, when installing packages for the first time, setup.exe does not install every package. Clicking on categories and packages in the setup.exe package installation screen will provide you with the ability to control what is installed or updated.

Download cygwin installer.

1- Type the package name in the Search field3- Click the arrow here2- Expand the category

Installing and Updating CygwinNow, you are going to install the following packages( they are under Perl category): Perl-ExtUtils-Depends : Buid perl XS that depend on other XS. Perl-ExtUtils-PkgConfig: perl module for using pakage config.

Installing and Updating CygwinStep 8: Click Next to complete the installation.NOTE:sometimes you may get a windowDownload Incomplete. Try again? and the setup application will return to step 6(slide 11).Click Yes, then repeat the same steps or choose another download site.
