In 2010, ALSTOM France awarded GoFast for the Algiers contract concerning 35 tramways to be transported from France up to Algiers city limits. For such transportation, each tramway was settled in three parts for transport facilitation. REQUEST FOR INFORMATION (RFI) During 2010, ALSTOM France provided the RFI of Oran contract to GOFAST France. This RFI was not so different from the Algiers contract (at date in progress) but two major points were critical: the place of loading is the client factory of Barcelona, the tramway had to be transported in one piece up to Oran (Algeria). GoFast had to face obligations required by the customer to transport each tramway since the factory in Spain up to railway station without transshipment including loading and unloading both ends and customs clearance.

CASE STUDY

As Alstom expected to ship the 30 tramways during the first half year of 2011, GoFast had to find the technical solutions to the followings problems in order to fulfill the RFQ: Each tramway measurement and weight were respectively 32x 2.65x 3.50 Lm LxWxH, 41 tons and consequently a special extendable trailer up to 40 meters length was needed. Overall size for truck and trailer was 45x 2.65x 450 lm LxWxH, 85 tons by unit. The closest seaport of shipment Barcelona announced no regular shipping line in connection with Algeria except container services. The only way was to ship on roll on/roll (RO/RO) of vessels having a large height open door and a big space able to receive on board extended trailer. GoFast had to find a maritime solution and studied the possibility with CNAN MED (Algerian National CNY) of using their RO/RO vessels calling EEC south port and Algerian port. GoFast intended to charter their vessel with a minimum inducement to pay and consequently to impose a planning of shipments to our client and to consolidate if possible two or three tramways by shipment. For such agreement, CNAN requested a pre-advice of two weeks before shipping. Also, no truck were suitable in Spain and GoFast researched some possibilities and proposed of mobilizing a number of French trailers for the duration of the contract in connection with the expected planning provided by our client. Therefore, GoFast expected to mobilize at least four extendable trailers for such performance as the rotation of each trailer began the day of load at the factory and the return empty of the trailer required 18 days. To avoid any immobilizations of the trailers in Algeria, GoFast expected to set up a special custom clearance process allowing clearing out in one day. A local survey between the seaport and the station done by GoFast Oran confirmed the feasibility without any civil works. GoFast answering successfully to Alstom, was qualified for receiving RFQ REQUEST FOR QUOTATION (RFQ) The RFQ mentioned the following quantities to be transported: - 30 tramways Model 302 - Place of loading : Santa Perpetua - Place of delivery : Railway station in Oran city limits - Duration : 1 year

As explained in the RFI, GoFast submitted its own rule to organize shipments and its schedule; all were going well. In its final quotation, GoFast indicated sending tramways by two or three at the same time every fifteen days to reach his target of the delivery of thirty items under six months. Only two CNAN vessels can be chartered to perform the job between Barcelona and Oran seaport. ALSTOM awarded GoFast to realize the contract and signed the frame agreement on 2011, first shipment was on January 2011 and last delivery on July 2011. Offshore and onshore GoFast’s organization: GoFast Paris was the leader of this project and delegated one project manager with four project assistants who were responsible: - For the communication and coordination between Barcelona, Oran and Alstom factory’s teams, - For prepare the trailers fleet in connection with the Alstom PO, - For the offshore shipping scope, - For the daily status report provided to ALSTOM, - To organize the return in Spain of empty trailers by the first available vessel anywhere port allowing returning in France or Spain. GoFast Oran was responsible for the inbound information with one project manager, one surveyor, four agents for clearing operations, four security guard, and two cars for escort purpose with six workers for handling purpose: - Receipt of the trailers at Oran port, - Responsible for checking documentation, clearing under special process, organizing policy escort and delivery at rail station, - In charge to book vessel for returning trailers, - In charge to provide port supply workers and port survey handling and storage; local logistic transportations and custom clearance operations. The surveyor and the security guard of GoFast Spain were responsible to check the Lashing Securing Dunnage (LSD) on trailer and on the ship; to report statements of facts.

SCOPE OF TRANSPORTATION The overall scope consisted of multimodal transportation including road, sea freight, and custom clearance. GoFast’s teams had to perform: - Loading at factory of departure with LSD operations, - Transport to Barcelona port, - Chartering vessel around three weeks before sea shipment, - Shipping on board (truck and trailers) LSD and checking with marine surveyor, - Reserving boat cabin for the drivers, - Offloading at seaport of destination, - Transport by road up to railway station, - Offloading tramway on rails, - To respect the ALSTOM’s schedule. The means Each trailer is extendable up to 40 lm length, containing dishes intermediate forms. Rails are inserted in the various trays and, are aligned to present a continuous straight line in order to make roll the tramway on its owned wheels and onto the trailer. The back bannister of the trailer is also equipped with rails inserted into its structure and into the alignment of the trays of the trailer. To make the rolling of the tramways, a hydraulic winch of 8 tons power has been mounted on the trailer. Process of loading The factory provided banister including rail inserted with a 4% angle allowing the transfer of the tramway by rolling of its park area on the extendable trailer. This angle is the maximum acceptable to avoid any break between the two banisters. The trailer puts itself in alignment with the banister of the factory and moves back to the junction between the two banisters. Then the tram is connected with the winch of the trailer by chain. The winch allows to tow the tramway from the ground onto the trailer via the customer’s banister, on its own bannister and then to roll on its inserted rails before blocking.

       

 

CASE STUDY

The tramway is immobilized in a way that blockers are installed behind bogies in front of holes in the structure of the trailer allowing the blocking by worms. The stowage is completing by a transverse chaining in order to avoid tramways pitching during the transport by road or by sea. No twist is acceptable due to the height and, to ship rocking. For the loading operation, three workers and a surveyor were necessary to perform. Operation was usually completed in less than 4 hours including LSD. At destination, railway station provided its own banister built by ALSTOM France, and the operations followed the same process as for loading operations. One more challenge for GoFast’s teams GoFast’s proposal, during RFI, was to mobilize four extendable trailers during the project based on a maximum of three tramways by shipment. GoFast kept in reserve one extendable for supply the fleet in any bad situation as breakdown of winch on a trailer, breakage or other damage. On May 2011, 12th, our client issued Purchase Order (PO) for an immediate and urgent shipment including four tramways, which were out of our scope. In fact, ALSTOM was submitted to a risk of penalties from his Algerian client EMA in continuation of manufacturing delays due to a strike in Spain. Also, Alstom pre-advised GoFast for a shipment of three tramways within one month. To reach such goal, GoFast took emergency decisions:

ü Meeting with shipment company CNAN in order to convince them to divert one of their ship of its usual circuit for immediate shipment at Barcelona,

ü Move its fourth trailer from France to Santa Perpetua ü Move his drivers by 1st available flight to Barcelona, ü Start loading on May 12th and completed May 15th, ü Transportation at Barcelona port before berthing of the chartered CNAN vessel on

May 16th, ü Shipment on board May 25th, ü Vessel departure on May 25th evening, ü Berthing at Oran May 28th

ü Clearing completed on May 30th ü Delivery on June 3rd and 4th ü Three French drivers flew to Barcelona in order to be ready for the next ship, ü Receiving new PO for the three others trams on June 1st, GoFast transported the

empties to Marseille on June 6th and transferred to Barcelona on June 8th with a new team of French drivers,

ü Loading on June 10th and 11th ü Shipment on June14th, vessel berthing the same day, ü Departure on June 14th ü Arrival at Oran port on June 18th, ü Clearance on June 20th ü Delivery and unloading on June 22th and 23rd

GoFast reached his goal and received the congratulations of ALSTOM head office to have delivered seven tramways by respecting the terms of his contract without supplement of price rate and in a record deadline of forty days instead of 51 (including booking note process). Performance GoFast showed once more to his client its capacity to manage their contract with specific solutions, equipment and respecting the terms of the frame agreement. The contract was realized undamaged claims. Accordingly, no doubt that GoFast would leave favorite to win the following contract concerning Constantine's TRAMWAY, what was the case which is the subject of another story!
