Health- the aim is to contribute to the improvement of the health systems in the partner countries, including theprovision of hospital equipment, training of medicalspecalist, etc

Priority Areas in Development Cooperation (Cont.)Cultural Programs- through projects and programs implemented for the promotion of cultural relations, including the restoration of historical buildings, monuments, etc.Agriculture- help recipient countries improve their agriculture-driven economies, by introducing modern technologies and know-how for the increase of production, self-sufficiency and the development of agro-based industries, etc.Environment- the preservation of the environment is animportant precondition for sustainable development, whichhas been given utmost priority in the planning of TIKA's technical cooperation projectsDissemination of Information- through various publicationsfor providing information for both Turkish and foreign business circles in countries included in co-operation programs.

Private Sector Development
Although capacity development of the national government is veryimportant in providing economic growth and poverty alleviation, webelieve that we need to rely more on the private sector as an engine for economic development.
Therefore, the private sector needs to be supported to play its key role as the economic engine, not only in the developed countries, but moreand more in the developing countries.
TIKA cooperated with the OECD in 1993 to establish and run:> a private sector development centre in Istanbul (1993-2005),> OECD Ankara Multi-lateral Tax Centre (Since 1993)
In the above mentioned two centres, nearly 7000 experts, have beentrained who came from several countries, from Mongolia to Kosovo, from Ukraine to Sudan.

Social infrastructure and services: water supply and sanitation, housing, construction of sports complexes,children parks, etc
Economic infrastructure and services: Construction ofroads, bridges, electrical power lines; development of insurance sector, training programmes in various fields, ToT in banking, establishment of industrial zones,assistance for the participation of experts in international forums in the areas of public administration, business and trade, supply of equipment

Signing FTA agreements with the countries in the region, which foresee liberalising the flow of goods, services and capital,Harmonisation of the economic infrastructures in the region, particularly the transportation and customs,Harmonisation of regulations on economic matters within the region,Supporting Turkey’s exports with market access and promotion tools,Development of logistical capacities at regional level,Realising the projects which envisage the transport of the petroleum and natural gas, produced in the region to Europe over Turkey,Supporting the contractor companies, which perform construction activities within the region,Creation of favourable environment for accelerating the flow of foreign direct investments into Turkey, from the North countries and from Turkey to South countries

Main Elements of Turkey’s Foreign Trade and FDI
Turkey has a Customs Union with the EU since 1996, making Turkeyapply the same customs rates as the EU to third countiesHas signed FTAs agreements with almost 30 neighbouring andsurrounding countries, which facilitated significant increase in trade as well as in the flow of FDI to those countriesTariff rate is ‘0’ for the LDCs, enabling easy access of goods fromthese countries to Turkey,Relocation of production facilities in low cost neighbouring andsurrounding countries gave significant impetus towards FDI fromTurkey (in CIS, Caucasus,Africa, mainly in Egypt),Establishment of necessary infrastructural and logistical capacities such as banking, insurance, transport, etc., complemented the regionaltrade and developmentConducting agricultural projects, for third markets (fresh grapesproduction in Egypt for early shipments to Europe)

Expected Outcomes of the project
The first outcome:Strengthening Turkey’s emerging donor role,
> in the organising and hosting development knowledgeevents (conferences, international forums, etc.), as well as,
> by promoting its participation in knowledge and action in Global Development Forums and Networks.

Three main outputs from the technical capacity developmentintervention:
> A Development Assistance Strategy (+ its action plan),at the level of aid development bilateral interventions.
> A Talent Bank of Turkish Experts
> A Paris Declaration Implementation Planand three Country Strategy Papers
The project will end in 2011

Various Measures to Increase South-South Cooperation
Political leadership – Trade is never free from politics. Goodneighbourly relations also help the development of traderelations between countries.
Better access- Turkish Airlines (THY) now flies to South Africa, Ethiopia, Sudan, Nijeria. At the end of February, it willstart flying to Kenya and in March to Senegal and Brazil. Wesaw positive increases in bilateral trade in every route opened.
Schoolarship Policy - Giving university schoolarships tostudents coming from South countries increases south – southcooperation in the longrun. Turkey recently increased thenumber and quality of schoolarhips to southern countries. TİKA does also take part in it by providing air tickets to students whodemand it. Opening new Embassies and TİKA Branch Offices in Africa.
