Policy Planner, Planning and Development Services, re: City of Brampton Youth Initiatives within an Age-Friendly Context
Daniella Balasal, Policy Planner and Tristan Costa, Assistant Planner, Planning and Development Services, provided a presentation entitled: “Youth Initiatives within an Age-Friendly Context”. An assessment of the City’s services as they exist against the Eight (8) Domains of an Age-Friendly City and highlights of the youth initiatives within the 8 Domains were presented and included the following:
Range of employment and volunteering options
Workplace training
Entrepreneurial prospects
Variety of recreational activities
Access to computers and internet in within government offices and libraries
Platforms for expressing business ideas
College and high school open houses
Planning Vision engagement Mr. Costa noted the youth successes to date within the Age-Friendly context, their participation in local organizations, such as, the Boys and Girls Club of Peel and the Good Food Youth Program. He advised that joint collaboration between senior and youth should be encouraged through beneficial opportunities and the development of a comprehensive youth strategy.
There was discussion with respect to the following:
Measuring the effectiveness of youth participation and contribution
Affordable housing and transit services, and whether it was working for youth

Whether a more collaborative process was required between the Region of Peel and the City
The availability of a budget for youth initiatives, programs and services
Steps being taken to address youth who were at risk and those seeking employment
Assistance for those with mental health and addiction issues
How to address social isolation Committee was advised by staff that the City’s Recreation division offers several programs for youth and through the Planning Vision there is a focus on creating informal community hubs to assist with youth initiatives. Affordable housing assistance and mental health and addiction services were available through the Region of Peel. The following motion was considered:

Update on Achievements of Age-Friendly Committee
Daniella Balasal, Policy Planner, provided an overview of the achievements of the Age-Friendly Committee. She advised that a consultant has been hired to develop the Age-Friendly Strategy and that a workshop to discuss and identify the vision for the strategy will be arranged. Members of the Committee were invited to attend and participate in the discussion which would be led by the consultant. Committee discussed dates for the workshop and the preparation of an end of term update by Committee. Members agreed to prepare a report and present it at a future meeting before the end of the current term of Council. Members were reminded by staff that this was the last scheduled meeting for 2018.
Further discussion followed and there was consensus to schedule the workshop and a formal Committee meeting on August 21st with the workshop beginning early in the evening followed by the formal meeting. Members would be advised of the meeting arrangements by the Clerk’s Office in the next few weeks.

Age-Friendly Brampton Advisory Committee End of Term Update

Background
The City of Brampton has a diverse and growing population. According to Census
Canada, Brampton’s seniors population rose by 40% between 2011 and 2016, to total
66,270. To meet the needs of its residents, by being inclusive and accessible, and
promoting aging-in place, the City is developing an Age-Friendly Brampton Strategy.
The City is working to become a leader in age-friendliness by ensuring that the aging
community has access to necessary services, is valued, can contribute to civic life, and
has a suitable environment with strong supports in which they can remain healthy and
age safely, with purpose and dignity.
An Age-Friendly Brampton Advisory Committee has been established to lead the Age
Friendly Strategy that responds to the needs of the community. This Committee
includes members of the public, citizens (i.e. older adults and youth representatives),
and stakeholders such as City of Brampton and Region of Peel. (Appendix A) The
Committee aims to encompass all ages to ensure all Brampton citizens, at every age,
have the necessary support and resources in place as they age.
Current Situation
This report serves to provide an end of term update to the Planning & Development
Services Department on the achievements of the Age Friendly Advisory Committee.
In Fall 2017, the Age-Friendly Brampton Advisory Committee was convened to serve in
an advisory capacity to assist City of Brampton staff with the development of an Age-
Friendly Brampton Strategy and Action Plan. City staff provided an overview of the
development of an Age-Friendly Brampton Strategy for the City as well as concurrent
City and Regional efforts. The Committee follows the following principles to guide
activity and engagement:
Developing Strong Communities – recognizes the connection between health
and well-being with the built and natural environment, public spaces,
transportation, housing, and social climate, and recreational programming.
Accountability – transparency in the development and implementation of an age
friendly strategy that includes effective means of communication between the
Committee, Subcommittees, Council and the public.

Respect and Inclusion – recognizes that all citizens are vital members of the
community and responds to the needs of all citizens in a fair and equitable way,
ensuring access to life supports and community resources.
Community Engagement in Decision Making – actively and intentionally includes
older adults in all aspects of decision making.
Six Citizen representatives were selected to serve on the Age-Friendly Brampton
Advisory Committee. Three were older adults ages 55 and up while the other three were
youth ages 15 to 24. The decision to include youth, in addition to older adults, was well-
received within the Committee as both groups share many of the same issues. The
presence of a wide age range provided a comprehensive outlook onto the issues
discussed during the Committee’s term.
The process of developing an Age-Friendly strategy was in its initial stages, one of
which was conducting a gap analysis on the City’s services and hiring a consultant.
Staff outlined project timelines and outlined it would take several months to complete
and would not be within the committee’s term. Committee members asked if
presentations be arranged and presented by various departments, ministries, and
municipalities on the eight domains as it pertains to older adults, youth, and the
population at large.
In the subsequent months of the committee’s term, staff provided project updates at
each meeting and arranged for presentations by the City of Brampton; Region of Peel;
Ministry of Tourism, Culture and Sport; and other stakeholders such as Canada
Mortgage and Housing Corporation (CMHC), Peel Elder Abuse Prevention Network
(PEAPN), and Sheridan College. (Appendix B) Staff were receptive to the questions and
feedback asked each meeting and arranged for relevant follow-up.
These presentations covered various aspects under the eight domains. The committee
believes the breadth and depth of services, programs, and corporate strategies well
positions the City of Brampton in seeking the Age-Friendly designation.
In Fall 2017, the Committee was informed that the City of Brampton applied to the
Ontario Seniors’ Community Grant to receive funding for a consultant for the
development of an Age-Friendly strategy for the City of Brampton. The Committee had
learned in Winter 2018 that the City of Brampton was not awarded the seniors’
community grant from the Province. A Request for Proposal for consulting services
regarding development of the Age-Friendly strategy was subsequently issued.
Brampton’s Age-Friendly Strategy was formally launched in May 2018. City staff
continue to move forward regarding the creation of an Age-Friendly Strategy and hiring
a Consultant to inform the process.

Recommendations:
Opportunities for Committee members to advise the process were limited as the City of
Brampton was in the beginning phases of the development of an Age-Friendly strategy.
The Committee therefore recommends to the Planning and Development Services
Committee of Council Meeting that:
1. This report dated August 15, 2018 regarding the Age-Friendly Brampton Advisory
Committee Update be received; and,
2. That Council re-establish the Age-Friendly Brampton Advisory Committee.
Corporate Implications
The efforts of the Committee to date, including the advancement of the Age Friendly
Strategy, supports the City’s Strategic Plan priority of Smart Communities by promoting
the City’s diversity and strengthening the level of inclusiveness.
Financial Implications
There are no financial implications associated with this report.
Conclusion
Upon noting the vast amount of progress and reflecting on work to be done, including
the Age-Friendly Strategy Visioning Session tentatively planned for August 2018, the
Committee believes residents should continue to inform the process to further
meaningfully guide and support an Age-Friendly Strategy that accurately reflects the
myriad of experiences of its residents, including seniors and youth.

CITY OF BRAMPTON
Age Friendly Brampton Advisory Committee (AFBAC) – Terms of Reference
The Age Friendly Brampton Advisory Committee (AFBAC) is a Citizen’s Advisory Committee of Council reporting through the Planning & Development Services Committee.
1. Composition
1.1 The Advisory Committee shall consist of 19 voting members:
Two (2) members of Council
One (1) member of the Inclusion and Equity Committee
One (1) member from Transportation Planning
One (1) member from Parks and facility planning
One (1) member from the Region of Peel Housing
One (1) member from Peel Public Health
Six (6) Citizen representatives to be selected in accordance with the City of Brampton’s Appointment Procedure for advisory committees
o Three (3) who are older adults (55+) o Three (3) who are aged 15-24
Three (3) stakeholder representatives from any Seniors Advocacy Groups such as the following organizations or other relevant agencies:
o Brampton’s Seniors Council o United Way of Peel o Peel Elder Abuse Prevention Network o Sheridan College Centre for Elder Research or other post-secondary
institution with representation from a program specializing in gerontology or other relevant field of study
Three (3) stakeholder representatives from any Youth Advocacy Groups such as the following organizations or other relevant agencies:
o Sheridan Student Union o Brampton Multicultural Youth Council

1.2 The Committee will engage non-voting resources that will serve in an advisory
capacity and shall include the following:
i) The Director of Land Use Policy Planning or designate shall serve as staff liaison to the Age Friendly Brampton Advisory Committee. The liaison shall provide administrative and technical support to the AFBAC.
ii) Staff support from various City departments as required (i.e. Recreation and Culture)
iii) Representatives from various community organizations and agencies as required, such as the Region of Peel.
iv) The City Clerk’s Office shall provide meeting management support, and communication and graphic support shall be provided by Strategic Communications.
1.3 Members shall be appointed for a period to coincide with the term of City Council. 1.4 The Committee shall be led by a Chair or two Co-Chairs which will be elected
by the Committee annually, or when a co-chair position becomes vacant. 1.5 Committee members may be required to serve on sub-committees. 1.6 Members shall expect to be involved in committee activities for approximately

The purpose of the Age Friendly Brampton Advisory Committee is to advise City Council on matters related to the achievement of an age friendly City, including the following focus areas:
Outdoor spaces and buildings
Transportation · Housing
Social Participation
Respect and social inclusion
Civic participation and employment
Communication and information, and
Community support and health services
3. Mandate/Purpose:
The Age Friendly Brampton Advisory Committee is a citizen-appointed Committee of Council responsible for the development and implementation of an Age Friendly City Strategy. The term of the Committee shall coincide with the term of Council.

4. Guiding Principles:
The following are the guiding principles which guide the activities and engagement of the Committee: Developing Strong Communities – recognizes the connection between health and well-being with the built and natural environment, public spaces, transportation, housing, and social climate, and recreational programming. Accountability – transparency in the development and implementation of an age friendly strategy that includes effective means of communication between the Committee, Subcommittee, Council and the public. Respect and Inclusion – recognizes that all citizens are vital members of the community and responds to the needs of all citizens in a fair and equitable way, ensuring access to life supports and community resources. Community Engagement in Decision Making – actively and intentionally includes older adults in all aspects of decision making.
5. Scope of Activities
5.1 The Age Friendly Advisory Committee will act as the City’s liaison for residents, local community groups and non-government organizations on age-friendly issues.
5.2 The Age Friendly Advisory Committee will collaborate with other internal and external agencies to achieve the City’s age friendly mandate and goals.
5.3 Age Friendly matters may be deferred to the Committee from the Planning and
Development Services Department, City Council, or the Planning and Development Services Committee, as appropriate.
5.4 The Committee will provide advice and research on the state of Brampton’s
age friendliness, in cooperation with other organizations where appropriate.
6. Meetings:
6.1 Meetings will be held in accordance with the City’s Procedure By-law. A majority (50% plus 1) of all members shall constitute a quorum for Committee meetings. Committee quorum does not require a Council Member in attendance.
6.2 The co-chairs shall establish a regular committee meeting schedule. Meetings
will occur a minimum of 6 times annually, pending the development of sub-committees.

6.3 AFBAC shall establish subcommittees for specific purposes including but not
limited to; responding to Age Friendly Brampton initiatives, organizing BAFsponsored community events, and supporting City organized events.
6.4 Meetings shall be scheduled based on majority vote by AFBAC members.
7. Work Plan and Annual Report:
7.1 The AFBAC members shall contribute to a two-year work plan that shall include the development and/or implementation of an age-friendly strategy for the City that incorporates initiatives and actions that will help to achieve the age friendly priorities of the City. Work plans shall be approved by Council and shall be reviewed by the Committee on an annual basis.
7.2 Upon completion of an Age Friendly Strategy, the Committee shall contribute to
the establishment of monitoring and evaluation techniques to assess how the objectives and goals of the Strategy are being implemented. Monitoring shall occur for a minimum of two years after completion of the Age Friendly Strategy.
7.3 The AFBAC shall prepare an annual summary of activities to be submitted to
City staff for review that summarizes the activities completed in the previous year. The annual report shall be forwarded to the Planning & Development Committee for consideration.
8. Decision Making:
The Committee will report to Council through the Planning & Development Committee, including a record of all meeting minutes. Decisions will be made based on majority vote. Every committee recommendation to Council, unless such authority is delegated by Council or provided for through legislative authority, shall be in the form of advice and opinion without the commitment of City funds, resources or assets, unless a Standing Committee recommends or Council approves otherwise.
9. Subcommittees:
9.1 The development of subcommittees may be required to assist with the objectives
of an Age Friendly City, and should generally align with the World Health Organization’s eight domains of an age friendly City which include:
Outdoor spaces and buildings
Transportation · Housing
Social Participation
Respect and social inclusion
Civic participation and employment
Communication and information, and
Community support and health services

9.2 AFBAC subcommittees shall hold meetings in a less formal manner, and will not be supported by the City Clerk’s Office. Agendas and meeting notes will be responsibility of the sub-committee Chair or Co-Chairs.
9.3 Subcommittee members may be members of the public or stakeholders having
a vested interest in matters pertaining to older adults. One subcommittee member must be a member of the AFBAC.
9.4 AFBAC shall prepare terms of references for subcommittees to be approved by
Council. 9.5 Members of a subcommittee will elect a Subcommittee Chair or Co-Chairs who
will be responsible to:
i) Chair subcommittee meetings; ii) Shall lead discussions and seek recommendations that fall within topics
delegated to the Subcommittee; and, iii) Shall report to AGPAC the discussions and recommendations of the
Subcommittee.
9.6 The Subcommittee will be dissolved upon completion of its identified task.
