PurposeIn this workshop, staff of the California Public Utilities Commission (CPUC) will facilitate presentations by Parties who wish to conduct or sponsor technical modeling and submit modeling results as testimony to inform the CPUC LTPP Proceeding (R.13-12-010) on grid operational flexibility needs given increasing penetration of wind and solar resources on the electric grid.  The purpose of this workshop is to increase transparency of operational flexibility modeling, educate Parties on the complexities of such modeling, and to explore how the model results can best inform procurement decisions.  The examination of grid operational flexibility needs in the LTPP Proceeding continues efforts begun in the 2010 and 2012 LTPP Proceedings.  It is expected that results from more than one model will inform the LTPP Proceeding.  This workshop should advance the goals of:

converging on common and consistent inputs developing a common set of questions each model should answer and establishing a framework for comparing different models and their results.

We ask that Parties who wish to conduct or sponsor technical modeling and submit modeling results as testimony in this proceeding to present and explain their models in a series of workshops.  The first workshop is on April 24, 2014 and the second workshop is tentatively scheduled for May 29, 2014.  We may schedule more workshops as needed.

Presentations on April 24This workshop is meant to explain operational flexibility modeling principles and to introduce the intentions and modeling methods of a modeling Party to other Parties.  Each Party that intends to submit modeling results as testimony should present an overview of how their model works.  Examples of elements to include are: the sourcing and development of input parameters, modeling methodology, the handling of uncertainty, interpretation of outputs.   Presenters should notify CPUC staff ([email protected]) of intent to present and amount of presentation time desired by April 14, 2014.  Presentation times may be limited based on the number of Parties who wish to present.  Presentation materials should be sent to CPUC staff by April 22, 2014.
