1 Tuen Mun District Council Paper No. 32/2016 For discussion on 1 November 2016 Tuen Mun District Council Meeting Tuen Mun District Public Housing Development Purpose This paper updates Tuen Mun District Council (TMDC) on the latest progress of the public housing development in Tuen Mun under the Hong Kong Housing Authority (HA). Progress Report of Public Housing Development in Tuen Mun 2. On 23 November 2012, the Housing Department (HD) introduced the overall public housing development in Tuen Mun to the Environment, Hygiene and District Development Committee (EHDDC) of TMDC. On 6 January 2015, the Development Bureau (DevB) and Planning Department (PlanD) jointly presented the sites suitable for conversion to housing development in the short to medium terms in Tuen Mun. The latest progress of public housing development in the district is set out below and in Table 1. Tuen Mun Area 54 (Annex 1 (Plan 1) and Annex 2) 3. According to Tuen Mun Outline Zoning Plan (OZP), the domestic plot ratio of the housing sites in Tuen Mun Area 54 is 5. In view of the community pressing need for public housing, HD proposes to increase the plot ratio of Sites 1 & 1A and Sites 3 & 4 (East) to 6. HD has been conducting technical assessments on the proposal, which is considered feasible. After the DC consultation, HD will submit the proposal to the Town Planning Board (TPB) for consideration. HD will also timely review the plot ratio for Site 4A (South) & Site 5 to address the pressing need for public housing, and will further consult DC if required. 3.1 Tuen Mun Area 54 Site 2 (Plan 2) The building works for public rental housing (PRH) at Tuen Mun Area 54 Site 2 was commenced on 24 June 2014 and is anticipated for completion in mid-2017, providing about 4,600 flats.

Tuen Mun District Public Housing Development

3.2 Tuen Mun Area 54 Sites 1 & 1A (Plan 3) The site formation and related road works for Tuen Mun Area 54 Sites

1 & 1A were commenced in November 2015. It is anticipated that the sites will be handed over to HD for PRH development by end-2017 for completion in 2021/22.

Upon the increase of plot ratio to 6, the number of flats provided at the site will increase from about 3,000 to about 4,300, with population increasing from about 9,000 to about 11,000. The building height will increase from 120 mPD to 140 mPD.

3.3 Tuen Mun Area 54 Sites 3 & 4 (East) (Plan 4) The site formation and related road works for Tuen Mun Area 54 Sites

3 & 4 (East) were commenced in November 2015. It is anticipated that the sites will be handed over to HD for PRH development by end-2017 for completion in 2021/22.

Upon the increase of the plot ratio to 6, the number of flats provided at the sites will increase from about 4,000 to about 5,200, with population increasing from about 12,000 to about 13,000. The building height will increase from 120 mPD to 135 mPD.

3.4 Tuen Mun Area 54 Site 4A (South) (Plan 5) The procedure to rezone Site 4A (South) to “Residential (Group A)24”

was completed in 2015. It is anticipated that about 1,000 PRH units will be provided, with completion in 2024/25.

3.5 Tuen Mun Area 54 Site 5 (Plan 6) The procedure to rezone Site 5 to “Residential (Group A)25” was

completed in 2015. It is anticipated that about 700 subsidised sale flats (SSF) will be provided, with completion in 2024/25.

Tuen Mun Area 29 (West) (Plan 7 and Annex 2) 4. The procedure to rezone the site in Tuen Mun Area 29 (West) to “Residential (Group A)21” was completed in 2015. It is anticipated that about 990 PRH units will be provided, with completion in 2023/24. The development will include facilities such as a 5-storey community health centre and a 1-storey residential care home for the elderly, etc.

Other Potential Public Housing Sites1 (Plan 1, Annex 3 and Annex 4) 5. On 2 September 2014, HD, PlanD, and relevant Government departments consulted TMDC on the public housing development at San Hing Road in Tuen Mun, and the relevant OZP amendment. At the meeting, members expressed concerns including traffic and transport etc. Subsequently, the Government has been investigating proactively on the adjustment of the site and the surrounding area for public housing development, and following up with members’ concerns. Currently developing the site in two portions is under consideration. According to latest estimation, the two portions may produce 1,700 and 5,600 flats respectively, with a total of 7,300 flats. Since it is still under study, with a lot of variables for consideration, the details of the proposal including the number of flats have yet to be determined. 6. Hong Po Road site is located to the west of the original scheme of the public housing development at San Hing Road in 2014. Relevant Government departments are conducting study on the feasibility of public housing development at this site in parallel. 7. Among the other potential public housing sites which DevB and PlanD consulted TMDC on 6 January 2015, some are still under study while studies for the remaining sites are yet to commence. Conclusion 8. For better utilisation of land resources and meeting the pressing need of the community for public housing, HA has to develop public housing in Tuen Mun according to the above plan, will continue to liaise with relevant Government departments in identifying suitable land for public housing development in response to the housing needs of the low- and middle-income families. Housing Department October 2016 1 San Hing Road Extension will also be examined in the current study on San Hing Road and Hong Po Road. See Annex 3 and Annex 4.
