TRX Downgrade Guidance (DONOR LIST)
1. Each sector have “ZERO” blocking (SD, TCH or PDCH hard blocking)2. Each sector have low utilization in TCH (refer to guidance table)3. Sector that has been put as candidate. It has been monitor for 3 weeks period exclude peak
season (Lebaran, New year festive) to ensure we have record of all traffic4. NPO will lock Downgrade candidate after 3 days monitoring5. Cells With TRX Configuration <=2 shall not be downgraded

Term and Condition - TRX Upgrade Guidance (RECIPIENT LIST)
1. Upgrade TRX only trigger by traffic voice and hard blocking PDCH2. Threshold for TCH configuration FR:HR = 60:403. Formula of TCH Utilization (Gos2%)=
• (Nom) Voice Traffic {FR+HR}• (Denom) 5 TS x N ; N = Configured TRX Nr
4. Each sector must have network availability >95%, minimum 5 days measurement in 1 week5. For Huawei and Nokia equipment FPDCH configure it must be same with TRX configure *)6. For Siemens we can accept FPDCH more than TRX configuration but it must be guarantee TCH
voice will be as 1st priority7. Initial SDCCH Configuration must be the same with TRX configuration. Whenever SDCCH blocking
occurred, then NPO shall perform parameter adjustment, or additional SDCCH in case required.8. TCH blocking to consider must be happen ≥ 3 days within 1 week9. PDCH Hard blocking to consider must be happen ≥ 3 days within 1 week, as long as there is TCH
Blocking10. Before upgrade proposal regional team must ensure followings:
a) No any site problem (site down, or have operational issue in surrounding sites)b) If surrounding site problem and need upgrade, operational team must confirm that they can’t
re-establish this site as per their KPI11. Before proposal upgrade coming, optimization team must ensure there’s no any TS of SD can be
downgraded (in case we found SD util low, the 1st action taken should be reduce TS SD instead of propose upgrade TRX)
12. Upgrade will not applied for TRX ≥ 6, therefore new site shall be proposed

TCH Configuration Rules
With 60% : 40% Threshold from FR to HR:
1 TRX = 5 TCH 3 + ((5-3)x2) = 7 TCH 2 TRX = 10 TCH 6 + ((10-6)x2) = 14 TCH 3 TRX = 15 TCH 9 + ((15-9)x2) = 21 TCH 4 TRX = 20 TCH 12 + ((20-12)x2) = 28 TCH
