PROCEEDINGS OF THE 8TH DMF TRUST BOARD MEETING HELD ON15.11.2018 AT 11.OO AM rN DURBAR HALL, COLLECTORATE, KEONJHAR.

The 8th Trust Board Meeting of DMF was held on 15.11.2O 18 at 11.00

AM in Durbar Hall, Collectorate, Keonjhar under the chairmanship of Sri Ashish

Thakare, IAS, Collector-cum-Chairman & Managing Trustee, DMF. The list of

participants is enclosed in the Annexure-I.

At the outset, the Collector welcomed all the members and

participants who attended the meeting. P.D., DRDA-cum-Chief Executive Officer,

DMF elaborated the list of projects approved in the last Trust Board meeting held

on 27.06.2018 and the corresponding proceedings sent to all members was

confirmed & approved by the members, unanimously.

Then as per the agenda note, various matter were discussed

sequentially. In the frrst instance, the project-wise progress of various executing

agencies was discussed.

The Power Point prepared by the PMU was presented in the house.

The receipt of funds under DMF, its utilisation, approval of projects & sanction of

funds as on 31.10.2018 is as follows:

The P.D., DRDA-cum-Chief Executive Officer, Keonjhar narrated the

executing agencies-wise expenditure position for the information of the members. It

was revealed that the pace of expenditure is low in comparison to the funds

sanctioned. The Collector directed the executing agencies to expedite the

expenditure by means of regular monitoring and supervision. He also appraised the

members about the steps taken by the PMU to facilitate co-ordination between

NESCO, Revenue and Forest Departments to expedite utility shifting, land

acquisition and forest clearance, from time to time.

Hon'ble MLA, Sadar Sj. Abhiram Naik proposed that the roads which

are under construction in the mining affected areas under DMF by R&B need to be

double-laned, considering the continuous increase in vehicular traftic. The

Executive Engineer, R&B responded that the possibility of double laning has been

considered during the design and construction of bridges and culverts in the

current road projects and after the completion of current works, for which

agreements have already been signed with the contractors, further decision

regarding widening of BT section may be taken.

$pproval of new Proiects.

52 No.s of new proposals received from different quarters were placed

before the Trust Board by the Chief Executive Officer, DMF which was read out one

by one, all of which were unanimously approved. The list of proposals is placed at

Annexure-2.

The Hon'ble M.L.A., Anandapur, Sj. Mayadhar Jena proposed to

implement social security pension scheme under DMF to cover the left out

beneficiaries of the district for ensuring dignity of vulnerable persons. In this

connection, the Collector said that the proposal shall be forwarded to the Govt. and

as per Govt.'s decision, the proposal shall be implemented.

As per the proposal of Water Resource Department, a mega Lift

Irrigation (LI) project in 4 locations in the district was placed in the Trust Board for

approval. The EE, Mega Lift Projects, Bhubaneswar who was present in the meeting

briefed the necessity & expected outcome of the proposal. The proposal was

una-rrimously approved for implementation at an estimated cost of Rs. 254.71 Cr.

Further, Collector added that the Mega Piped Water Supply project under DMF will

be extended to ensure 1007o coverage of all households in the district, which was

welcomed by all the members.

The Collector-cum-Managing Trustee intimated to the house that amicro planning exercise will be carried out in all the mining affected villages in the

district in a participatory manl1er, using mobile based application and rea.l-time

digita-l data platform. Subsequently, a Village level Development Plan (VDP) will be

formulated for each mining affected village and after due approval, will be

implemented in a phased manner.

The P.D.-cum-C.E.O. intimated the house about the adoption of logo

under DMF by the Govt. in Planning & Convergence Department. The logo with the

nerme of the district shall be used in all signboards/communications for

display/ letterhead for projects/ schemes undertaken by DMF.

At last, the P.D., DRDA-cum-C.E. thanked all the members and

participants for their valuable suggestions and the meeting ended with a vote of
