And so it began. 2015 is in the books and 2016 is underway. Jeff Hoff and
his team are leading the way with PE training with 42 students and 2
teachers from the Best Academy. Students are being taught boating basics
and fire safety with hands on instruction in fighting a fire. An About
Boating Safely class ran from the 12th to the 14th. BS&S kicked off on the
19th. Member Training opened with an Aux Patrol class commencing on 7
January, John Hughes instructing with Dennis Skonecki and Ernie Hanlon
attending. A one hour TCT class was held on the 18th and a four hour class
went on the 25th. Division held an FSO/SO meeting on the 23rd and it was
well attended.
A huge shout out to Kitty Dolan for organizing a superb Flotilla COW. We had a great turnout, great
meal, and great time socializing. Thank you also to Diane Berman, DCDR, who administered the oath
to myself and Bruce Ristich as Vice Commander. We are very fortunate to have a full staff of FSO’s
who are any Commanders dream team.
Ray O’Connell, FSO-MT, is coordinating effort for a much needed upgrade to the member training
room. The project list is:
• Change lighting to LED or non-glare lights.
• Install overhead projector with wired connection to desk.
• Move and secure whiteboard to left side of front wall.
• Move desk and stage to left side of room.
• Install pull down video screen in center of wall.
• Frame in cubby hole for new closet.
• Replace or upgrade the instructor’s desk.
• Remove old TV’s and stand.
• Remove old desk (next garage sale).
• Install new outlets for power at each table.
• Clean carpet.
• Hang old training aids on wall for decoration.
This is an ambitious endeavor and we will be looking for members to do the work. Upcoming in
February we have a planning meeting for Swamp Fest on the 8th. AuxCom begins on the 10th.
AuxCom is a mandatory class for those aspiring to AuxOp status or TCO certification. On the 18th
facilities from our Flotilla will train with boats from Yankeetown in a night evolution. AuxPat class
continues to the 25th. BS&S class continues. We have an ambitious Operations schedule with six
patrols on tap. There will be an FSO meeting on the 8th and the next general meeting will be on the
15th.
As a reminder, the Hurricane/Disaster contact list is being finalized. IF YOU DO NOT WANT TO
BE ON IT SEND ME AN EMAIL.

Finally a huge thank you to Mike Bollinger, Donna Letvinchik, Rich Franchi, Joel Silver, and Karen
Skonecki for volunteering to do the required financial audit and 2016 budget formulation. Since we
traditionally only have three members serve Mike will work with Karen and Rich this year. As
always, have fun, stay safe, and keep up the good work.

We had a great Division SO/FSO meeting in Homosassa on 23Jan16.
Our flotilla was well represented. It was very instructional for all
newly appointed FSO’s. The Experienced members, like Paul
Pelletier, Ray O’Connell, & Dave Lemon, gave much needed
assistance to all who needed it in their respective fields.
The BEST academy BS&S training was a big success starting in
January and ending February. The seventh graders were very
interested and showed great participation in all the presentations.
Jeff Hoff did his usual fine job of teaching and making the material
interesting to the kids. Dave Lemon was very patient with his radio
skills presentation including using actual FRS radios the kids used to
broadcast real life scenarios. Kudos also to all the auxiliarists who
assisted with the training.
Mandatory member training will be our high priority this year. All members must complete the
mandatory training before they will be able to renew their ID cards. Ray O’Connell has training
sessions planned before each general meeting for the next few months to help the flotilla reach
our training goals in this important issue.
We are all looking forward to the joint Yankeetown/ flotilla 15-08 night patrol planned for
Thursday 18Feb16. Two Yankeetown crafts (with up to two observers on each craft) and two
flotilla facilities will perform towing and general patrol scenarios. We all hope the weather will
allow it to proceed. Sempre Paratus.

January was very quiet for Radio Watch Standers as all scheduled Safety Patrols were cancelled
for weather, crew, of facility problems. Looking forward to March when the weather will
improve. I would like to encourage recent AUXCOM graduates to think about getting their PQS
worksheets completed and signed off. We are in need of additional volunteer certified
Telecommunications Watch Standers to back up the Flotilla’s boating operations.

Tripod Times. It is recommended that you download the e-mailed version if you desire to retain
a copy. If you are willing to devote a couple hours a month to the Flotilla, we are looking for a
new Web Master. The FSO-CS is one of the great service positions where you don’t have to get

January, 2016 FSO Report- Member Training
In general, December was a typically slow month for member training activities. All required
QEs were completed during November and no new MT classes were offered during December.
However, a number of members either completed or continued working on their mandated
training classes through AUXLMS. In addition, Karen Skonecki completed all training and was
certified as an AUXFS and Jim Nastelli completed all the requirements for AUXOP status.
Bravo Zulu to both!!
Member training activities resumed in earnest in January. Our AUXPAT course started on
07JAN16 with two students and it will conclude on 04FEB16. Jeff Hoff worked toward
completion of Part B of AUXACN and Joann and Rich Franchi completed the nautical charts
class. The first one hour Team Coordination Training workshop was offered by Paul Pelletier
immediately prior to the monthly Flotilla meeting on 18JAN16 and he also conducted the four
hour Team Coordination Training workshop on 25JAN16.
AUXCOM, a required AUXOP course, will start on 10FEB16 and you should contact FSO-CM,
Dave Lemon, to enroll. One of the remaining mandated training classes will be offered
immediately before the February flotilla meeting. In addition, planning is currently underway for
at least two full-day Saturday sessions that will focus exclusively on member completion of eight
of the ten mandated training courses.
In 2016 Member Training will be focused on three primary areas – completion of mandated
training classes, engagement of members in operational and leadership training opportunities,
and encouragement of AUXOP course completion. Make this the year you get more actively
involved in MT. Finally, I plan to use the “Members only” area of our website to post upcoming
Member Training activities so please check there periodically.

The flotilla is coming into our busiest time of year starting with the Annual Weeki Wachee
Swamp Fest on March 11, 12 and 13. This three-day event has always been a great time for us to
be in the public eye and promote the USCG Auxiliary in our community. This year members
Richard Franchi will be heading Swamp Fest, all hands are needed to help him make this a
success. Please contact Richard if you can help him with either set up of the RBS booth, sitting a

two-hour watch or helping take down the booth and making sure all materials are returned to the
flotilla.
The next up-coming fellowship will be the St. Patrick’s Day party scheduled for Saturday
March19, a good time will be had by all with a traditional corned beef and cabbage dinner and
much blarney being spoken. Please let Bill Ferreira know if you will be attending.
I would like to personally thank everyone Jeff Hoff and his great PE staff for a job well done
with the BEST Academy, Bravo Zulu to all.

We completed 2 TCT classes 1 1hour and 1 four hour, they were well attended if you missed
them please let me know we may schedule another one. Reminder all crew members must
complete The 8 mandatory classes before the end of the year. If you need to requal, you must
complete them before we can schedule your QE, if you are in REYR for any reason you will not
be taken out of that status until you complete all the classes.
January was a bad month for patrols, due to bad weather, we had no patrol out. I hope February
will be better. On 2/18/16 we hope to have 2 YT boats and 2 of our facilities out at night to assist
YT with their night quals. I would like to that all of our crews and radio personnel for their work.

Recently I forwarded an email with a current DCAT attached, listing all of the materials
available through the ANSC. Please use it when identifying materials to me for ordering. Please
note the following:

Many of the items have maximum order quantities. Unless otherwise stated in your order
requests, I will order that quantity. If you need an amount above the max, consider whether we
can place multiple orders throughout the year or, for a one time need (e.g., Swampfest), please
provide a justification for the additional quantities.
Most orders will be submitted to the ANSC within 24 hours of receiving your request.
Occasionally, due to work commitments, I might not meet that service level. If you haven't
received some acknowledgment from me within a couple of days, please reach out to me again.
If the ANSC has the items in stock, they will typically acknowledge my order within 24 hours
and ship the items as well. If they are low on stock and are expecting a near term receipt of the
material, that timeline may slip a bit. If they are out and don't have an anticipated fill date, they
will let me know and I will provide that info to you. They DO NOT place our orders in back-
order status but require us to resubmit a new requisition. I will typically work with the folks there
to know when they receive the items and will resubmit. When I do, I will let you know. Again, if
it's been awhile, let me know and I will follow-up.
Some items, particularly those for small kids, like coloring books, are normally available only as
the result of a corporate grant of some kind. These items may go out of stock and not be
replenished at all or be replenished after a couple of years out of stock. Just keep that in mind
when you order.
All of the materials from the ANSC are provided at no cost to the Flotilla, so long as we can live
with the format of the item. For instance, many of the manuals are now being provided on CDs
rather than hardcopy. If you need hardcopies, we'll will need to explore the cost and work with
the Flotilla Leadership to determine the way forward.
I'm now in my 11th year as the Flotilla FSO-MA and look forward to assisting each of you this

January, 2016 FSO Report- Vessel Examiner
12 Vessel Inspections were completed in January, 2016. We advertised at the end of the month
in our local community bulletin board for boat owners to call us for vessel exams. In February,
we plan to boost our numbers with dock contacts and scheduling the paddle craft safety checks at
Paddling Adventures in Weeki Wachee, FL.
We are looking forward to 2016 as we will be making a push to get as many vessel inspections
as we can by getting the word out of this program to those who have not heard of it. We will
also be calling on those we checked in 2015 as well as being on the docks on major boating
holidays.

January, 2016 FSO Report- Program Visitor
The Program Visitor function establishes a working relationship with partners throughout our
communities to display and distribute boating safety and Coast Guard Auxiliary literature to their
customers. Our program visitor distribution of literature and brochures is a great aid in educating
the recreational boating community on safe boating practices.
We currently have 106 locations in our program visitor distribution. We will be striving to keep
these partners well informed and stocked with our brochures and class schedules at all times!
As the new FSO in charge of this function, I will be striving to visit all our locations during the
first quarter of 2016.
We only have 1 recorded visit in January, 2016. I plan to hold a meeting with our program
visitors and establish monthly visitations to our 106 partners.

Saturday, March 5 – How to use your GPS will be offered as a public education program. The
class starts at 0900 and ends at 1200 hours and is taught by Instructor Craig Elliot. This is a great
opportunity to learn about the strengths and limitations of GPS devices. There is no cost to
members for this class except the price of the book. Please contact Jeff Hoff

Tuesday, March 8 – Boating Communications will be offered as PE class by Instructor Dave
Lemon. If you haven’t yet taken BS&S this is a great introduction to the use of the marine radio.

Monday, March 21 - Starting at 1800 hours Instructor Paul Pelletier will offer another of the
mandated training classes – Security Fundamentals (SETA 810030). You don’t need to sign-up
in advance just come to our regular meeting an hour early and complete one more of the required
classes.

National is looking into an alternative uniform to be used with/ instead of ODU's and Trops. Please read and send your honest opinions to: Jim Nastelli, Flotilla Commander.
ALTERNATE AUXILIARY UNIFORM 02/11/2016 (PROPOSED)
This uniform is an option for Auxiliarists to wear in lieu of Tropical Blue or Operational Dress
Uniform (ODUs) during activities where those uniforms are authorized. This alternate uniform
may be worn year-round. There is no differentiation between male and female uniforms.
However, manufacturers are being queried about developing trousers for both male and female
body shapes.
TROUSERS. Trousers will be khaki in color, full length, flat front, no cuff, and will be obtained
from the Aux Association Member’s Store. No other trousers are authorized with this alternate
uniform.
SHIRT. The shirt will be Navy blue in color and will be of a “Polo” type, short sleeve, with
collar, and no pocket. The shirt will have the words USCG AUXILIARY stitched over the left
breast in one half inch white letters and will be worn tucked in. The shirt must be obtained from
the Aux Association Member’s Store. No other shirts are authorized with this alternate uniform
BELT. A black web belt with silver buckle and tip is authorized. The buckle may be plain or
display the Auxiliary emblem.
INSIGNIA/DEVICES. No breast device, insignia of elected/appointed office, member insignia or
name tag is authorized on shirts, hats nor outer wear.
SHOES. Black uniform shoes associated with other authorized Auxiliary uniforms are
prescribed. They must have heels, be made of smooth leather or a synthetic material, low cut of
plain style without any decoration. There shall be no stitching nor seams across the toe. Sole
edges, heels and laces must be black.
If this Alternate uniform is worn on an Operational Surface Facility, boat shoes are authorized
for wear. The boat shoes shall conform to specifics cited in the Auxiliary Manual.
SOCKS. Socks will be all black, made of ribbed or knitted, undecorated material.
HAT. The Auxiliary ball cap is the prescribed hat to be worn with this uniform. The Tilley hat
may be worn while underway.
UNDERSHIRT. Wearing of an undershirt with this alternate uniform is optional. However, if an
undershirt is worn it must be of “V” neck design, white in color, and shall not be visible.
JACKET. Any outerwear currently authorized in the Auxiliary Manual for Tropical Blue Long or
ODU is acceptable for wear with this Alternate Uniform. In addition, members may wear the
Woolly-Pully sweater purchased through the UDC or the Cardigan sweater purchased through
the Aux Association Member’s store.
ALTERNATE AUXILIARY UNIFORM 02/11/2016 (PROPOSED)
FAQ:
Q. Will this uniform replace Trops or ODUs?
A. No, it is merely an alternative to those uniforms, which may be worn during certain
prescribed activities. Trops and ODUs are not going away.
Q. Do I have to purchase this alternative uniform?
A. No, it would be an optional uniform for members.
Q. Would it be mandatory for all members to be in the same uniform at a meeting or
while participating in an authorized activity which is not ceremonial in nature?
A. No. The alternative uniform would be authorized by the Order Issuing Authority
(OIA) to be worn in lieu of either the Tropical Blue or Operational Dress Uniform
(ODU). When it comes time to establish policy for this uniform, CG-BSX will set the
expectation that OIAs cannot make the alternative uniform the ONLY uniform that may
be worn as a condition of receiving orders. Similarly, OIAs will be encouraged to accept
teams of Auxiliarists to report to their assigned place of duty with some wearing Tropical
Blue (or ODU) and others wearing the alternative uniform. When the OIA determines a
single uniformed appearance is necessary for all hands, then only the Tropical Blue or
ODU may be set as the prescribed uniform.
