tsEvents Strategy and Plans:
Events is an integral component of Sports Development in Singapore. The sport of Triathlon depends a lot on events to retain existing participants and also to attract new participants into the sport. Without events, the sport of Triathlon will almost be non-existence in Singapore.
Unlike many other Sports (like swimming, cycling or running), It is not possible for people to take part in Triathlon on a casual or daily basis. At any day, a friend may invite another to go for a run, swim or cycling session together, or play a game of basketball, tennis or badminton. For Triathlon, it is not possible to do so, unless in the context of an organized event.
Thus, it is important to keep the event calendar as vibrant and diversify as possible. It is also important to maintain quality, safety and fairness of organised events to provide a positive experience for all participants, especially the beginners, kids and youths. In this aspect, TAS will continue to police event organisers for any irresponsible and errant actions.
Besides shorter events to enable entry intro the sport for, a more competitive element of national competition over the whole season might attract performance-focused Age groupers to retain their participations in local events, rather than to venture abroad. More overseas participants might also be attracted to Singapore in this aspect.
Strategy 1: To seek the support of Sports SG and other approving agencies on the sanctioning of Triathlon events in Singapore:Event organisers that directly approach Sports SG or approving agencies for support in organising a Triathlon event in Singapore, are to be directed to TAS first to get a sanctioning letter. With TAS sanction, it means that the safety plans and technical plans of the event had been checked and verified by TAS. TAS will also send a team of expert officials to ensure the event is run in a fair and safe manner.
Rationale: Since events is so important in the development of Triathlon in Singapore, it is essential to prevent errant and irresponsible event organisers from tarnishing the sport, by giving participants a less than positive experience.

tsStrategy 2: To conceptualize 2 fundraising events, with targeted demographics of participants, in conjunction with TAS fundraising efforts and community development efforts: TAS intends to conceptualize a Women’s only Triathlon event, and a Corporate Triathlon event.
Objective: To provide opportunities for this 2 demographics of participants (especially women), and to grow overall event participation. To also use these 2 events as a fundraising effort for TAS, and other Charity foundations.
Strategy 3: To enhance quality of event organisers and events- to develop a TAS event organizing manual to guide EO in the delivery of a Technically Sound race- Recommend EO to introduce more varieties in their events – Long Distance Tri, Mixed Team Relay, Super Sprint, Inter-Varsity, Inter-School - Train key personnel within the EO to necessary knowledge, skills and requirements in organizing multi-sport events (In-line with the international Governing Body standards)- Introduce a survey format to collect data from EO, TO and participants to establish satisfaction levels of events- Introduce a best event award to recognize outstanding EO.
Strategy 4: To strengthen the quality of Technical officials, to enable the delivery of quality events possible. (Please refer to Annex J)

ent Club Opportunities:
To build up the base of athletes, our certified community coaches can tap on existing sports clubs (Swim clubs, cycling clubs or running clubs) orTriathlon Teams. TAS will assist in providing the link-up to these “already available” sports clubs, to accept our programs, and provide them withcustomized support to enable them to successfully conduct and complete our programs.
Clubs/Teams can also be form in schools. TAS intends to introduce our programs to schools. Our Community Development Committee willstrategize the movement into schools to accept our programs as a start.
Our local competitions had seen the emergence of several Triathlon Teams being form, either in schools or in corporate companies. Our coacheswill be able to focus on these teams, as well as to forge new teams. Regular training sessions will not only improve performance, but will providean opportunity to build team bonding, camaraderie, cohesiveness amongst these schools or companies
Goals:
- Promoting a Triathlon Club Culture in Singapore
- Athletes to be given proper training, under the guidance of a certified Triathlon Coach.
- Clubs to be self-sustainable, and to be able to conduct their own SPD programs
- Clubs to be able to constantly feed potential talents into our HPP.
- Clubs to be able to have friendly competitions at AG level.
- Promoting Triathlon as a Can-Do, Lifestyle sport for the masses, where families are able to do Triathlon together.

To improve our high performance sports excellence competency, Tas wants to recruit and develop more coaches at competitive (Level 2) and World Level (Level 3).

Through a better support system, attractive remuneration and a fair & judicious control system, fueled with the individual passion in the sports and in education, we hope to be able to develop quality coaches locally.
We intend to tap on the NROC guidelines and framework to control the conducts and ethics of the coaches.

KEY ACHIEVEMENTS
Triathlon Singapore MYSP 2018-2021
Accredited Technical Officials' Education Programme (ATOEP)Beginning 2014, Singapore was the 6th country in the world and the 1st country in Asia to be awarded the Accredited Technical Official's Education Programme (ATOEP) status by ITU. Out of the 5 TO Levels, Singapore is accredited to train, develop and produce local TOs from CL1TO to NTO level (first 3 levels) without the need for courses to be conducted by ITU. With these programs running since 2013, we have developed 103 TOs, of which 93 are locally trained and certified. Our CTOs & ITOs will have to be certified by ITU after meeting their requirements. More information on ATOEP (https://www.triathlon.org/development/technical_officials/atoep_programme)
Number of Technical Officials (TO) in Singapore surpasses 100With the direction of the TC, TAS has been actively developing and producing TOs. TO numbers have not only grown progressively ever since but we have been producing quality higher level TOs. TOs serve their duties in races; to ensure safety, fairness, even conduct of the race. The TC has been working close with Event Organisers locally to ensure every races have to be with the presence on an agreed number of TOs. With 12 events in 2017, every TOs will have a chance to exercise what they have been trained in.
Total no. of TOs as of Nov 2017 = 103

KEY ACHIEVEMENTS
Triathlon Singapore MYSP 2018-2021

The TC believes in the process of exposing our TOs to more events, they will self-develop and this will in place create a better TO education system in Singapore which will be touched later in this document.
Among the current 103 certified Triathlon TOs in Singapore, the following numbers have achieved further certification/achievements:-

CHANGES THAT WILL TAKE EFFECT FROM 2018 to see improvement in the quality of the organisation of the sport through technical education.
Triathlon Singapore MYSP 2018-2021
Improved Technical Education System
THROUGH TO COURSES - The growth of Triathlon is much faster in other parts of the world as compared to Singapore. As such, Event Organiser's Manual and the Competition Rules are updated more frequently than before as they faced new challenges and feedbacks. Our TO courses will be updated and in-line with these changes to ensure all TOs are updated in the latest amendments and these will later be passed on to educate everyone involved in the sport. Methodologies of classroom teachings have changed and these have to be applied for us to transfer knowledge without taking too much participants' time and without seemingly overwhelming for one to absorb.
THROUGH COMPULSORY ONLINE TUTORIALS - All TOs will have to attempt a yearly online assignment to upkeep, refresh and add-on to their current knowledge. This system will be on trial for 2018 and gradually be made compulsory for all TOs to upkeep their levels.
PRODUCING COURSE FACILITATORS - A TAS TO Facilitator course will be conducted once in 4 years. Certified ITU Facilitators will run program similar to a "train-the-trainers". 0ur previous run in 2016 saw 11 candidates achieving the TAS course facilitator status. With this, TAS hopes to produce 10 local TO facilitators every 4 years to meet the education of our rate of growing number of TOs.
Annual TO Appreciation Session
A yearly TO cohesion and get-together session and providing awards to TOs whom have made progress. This will allow newly joined TOs to clear their doubts on certain TO policies and how to maximise the TO education system. Rewards/awards will be proposed to be given to highly active TOs with highest number of events officiated.

THROUGH SELF-FUNDED TECHNICAL OFFICIALS (SFTO) PROGRAM - Upon the introduction of this program by ITU, TAS has been encouraging TOs to travel at their own expense to officiate in any overseas event. There is a system in place by TAS for a TO to apply for this program and how TAS will assist them to get listed. 2016 onwards saw a rise in the numbers of SFTOs from Singapore. Events such as ITU World Triathlon Series Grand Finals, ITU World Cup, recent neighbouring SEA Games and even overseas national were represented by Singapore SFTOs. TAS has been providing subsidies to encourage this learning journey. This program has benefited our local TOs officiating in a foreign country race organisation, thus experiencing and understanding various spectrum of challenges. They enjoyed the knowledgeable take-aways and brought home a totally different new perspective on improving and sustaining national events.

CHANGES THAT WILL TAKE EFFECT FROM 2018 to see improvement in the quality of the organisation of the sport through technical education.
Triathlon Singapore MYSP 2018-2021
Improve uniformity and quality of Triathlon / Multisports events in SingaporeHaving several Event Organisers with different goals and intentions can proof to be a challenge for any sports governing bodies anywhere in the world. TAS is no exception. We have faced unique challenges while trying to uphold the standards, fairness and safety of the sport. With Sport SG strongly supporting us through our sanctioning requirements and process, some of these challenges have been eliminated leaving us to worry about a few.
Implementation of TAS Event Organiser's Manual (TAS-EOM) & TAS Competition Rules (TAS-CR) - Beginning 2018, all Event Organisers for TAS sanctioned Triathlon & Mutlisport events in Singapore are to organise their events according to the Event Organiser's Manual. The rules of the race are strictly adhered to the TAS Competition Rules. Both documents are in-line with the ITU and any guidelines or rules exceptions has to be approves by TAS TC.
Presence of Technical Officials - TOs will be assigned to TAS sanctioned events with the intentions of ensuring that all events are ran fair, safe and standardised throughout Singapore. The number of TOs needed can be found in the TAS-EOM. The head of the TO team is the Technical Delegate (TD) and will be the one giving directions to the technical team. The TC may appoint a Team Mentor (TM) acting a mentor to the entire technical team. The entire technical team will work hand in hand with the Event Organiser in delivering a successful race.
Event Organiser's development - TAS is working towards all Event Organiser's in Singapore to be at least a CL2TO certified. They can achieve this by attending the CL2TO course conducted by TAS yearly. Event Organisers may be given an exception to attend this level bypassing the lower level due to their already achieved knowledge towards event organising and exposure to sports. This will help them in the depth understanding the organisation of the sport and its requirements and rules. With this is place, future event organisers of Triathlon will deliver a more standardised event format and achieving a healthier working relationship with the TAS, the sanctioning body.

NTOs & above to officiate 1 overseas event per year – TAS to make compulsory requirementBUDGET ESTIMATED: S$30,000 (S$600 PER OFFICIAL x 50)
TAS will impose a compulsory requirement for TOs with the level of NTO, CTO & ITO to officiate in at least 1 event yearly to upkeep their level. TOs will implant a higher level of confidence and responsibility with the exposure of officiating in an overseas event organisation. This will prepare our future TOs with a unique state of readiness towards parting their knowledge in their vision in improving and maintaining quality national events. This will also help to develop their approach towards understanding the challenges of local event organisers and addressing them with a more built-up knowledge approach.

Research & Analysis
A new High performance Plan (HPP) was developed after the end of the 2017 SEA Games, when after 2 attempts in 2015 and 2017, TAS had been unsuccessful in regaining back the Gold Medals which we last won in 2005 and 2007. (Triathlon was not in the 2009, 2011 & 2013 SEA Games). TAS only managed Bronze medals for 2015 and 2017. We had fallen behind our SEA competitors, Philippines whom had a clean sweep of the top medals (2 Golds & 2 Silvers each for both Men & Women), an improvement from 2015, where they won 4 medals (2 Golds, 1 silver and 1 bronze).
With an improved HPP, complement with funding we will receive from Sport Singapore and other fundraising avenue, TAS is confident that this will be the “game-changer”, and we will be better prepared for the 2019 SEA Games and other Major Games thereafter.
What did we do?In drafting out the new HPP, TAS had did significant research of successful Triathlon federations, and the background of medal-winning athletes at the Olympic games, and their preparation in the build up to their medal-winning performances.
1. Podium athletes typically take an estimate 8 years, from Talent ID, to exposure at Junior Level (16-19 years),and finally progression to podium.
2. Talent and skills, to complement with the correct mindset, commitment and professionalism, will develop physical potential.3. Physical potential is developed further with increased participations at regional level races and strategic trainings.4. Enhanced performances and consistent success in these races will established better “odds” at medals at regional Games.5. Progression to World Cup & World Triathlon Series races through an Olympic Cycle.6. Enhanced performances and consistent success in these races will established a better “odds” at medals at World Games.

TAS High Performance Plan (HPP)
The TAS HPP replaces the previous Triathlon Training Squad (TTS) Scheme. The HPP will be more evidence-based and performance-driven. With this new HPP, we hope to develop our talent base of youths into our next generation of Elite athletes, whilst better preparing our current Elite team to reclaim our title as SEA’s Bests.
The HPP will include athletes who• Not only have the talent and aspiration, but also• Have the required success factors (mentality, mindset, Attitude, Commitment and behaviors) In order to achieve the goal of the HPP: Success at Major Games and international competitions.
The HPP evolve around 4 focus:1. Athlete pathway – Youth & Junior development progression into the Elite athletes2. National performance Standards – Talent Identification, tracking and setting realistic Standards.3. Competition & Performance Plan – To determine Strategic investments4. High Performance Environment – Professionalism
Strategic Investments: The TAS HPP has limited resources and thus strategic investments is important. The strategy will be on:a) Youth & Junior Developmentb) Best specifics of athletes whom are most likely to meet the aims of the HPP.

Triathlon Background / Philosophy
Triathlon is a sport with many variables. It is almost impossible to compare times between one course and another, or even so, compare times on the same course on different race days.
Variables includes:• Position of swim buoys, bike and run U-turns, number of bike and run laps• Accuracy of course (a deviance of 5-10% is allowed)• Course Terrain (Flat, Hilly, slopes)• Weather/Wind• Size of transition• Run distances of T1 (Swim to Bike) and T2(Bike to Run)
As such, development and potential of athletes cannot be track by race results alone. Many top Triathlon federations in the world (eg Australia, New Zealand, Great Britain) have been highly successful in using time trials as a means to benchmark athletes in the individual disciplines of the Triathlon (Swim, Bike, Run).
It is thus desirable for us to set minimum standards for eligibility of selection into our HPP.Athletes are then encourage to train towards improving in each leg of the Triathlon in order to gauge their improvement and their development.
In order to track the above, TAS will adopt the athletes pathway and the National Performance standards.

Athletes Pathway
TAS will adopt an athletes pathway as a platform to identify and select athletes base on their age, potential (NPS standards)and race performance, and classify them into the HPP squads. The pathway also allows for TAS to monitor an athletes period of time in the HPP and if they are on track for their progression.
An athlete is able to enter the HPP at any stage of the pathway, as long as the requirements are met.

National Performance Standards Table
The National Performance Standards table is a tool to measure athlete’s potential and development in the swim and run disciplines of Triathlon. It allows athletes to view where they are currently positioned against world’s best practices (in Triathlon), National Records (individual disciplines), and realistically worked towards closing the gaps.
Realistic TargetsIt is also important to highlight that current international standards in Triathlon are much higher than even our national record holders. For example, the male podium potentials in the Triathlon Junior World Triathlon Championships are posting 5km runs of 14:30 timings. While our senior National track record holder for 5km currently stands at 14:51 (about 8.66% deviance). It is not realistic to expect our tri-athletes to achieve the same standards, rather they should be encouraged to close the gaps towards our National record holder to within 5-10%.
It should also be noted that the world best practices does not reflect the world’s best times for that discipline, rather it reflects times that are required to be the best tri-athlete in the world.
To clarify, athletes who wishes to qualify for the National HPP have a range of times which they need to fulfill. For example, to qualify for the National Elite Squad, athletes need to achieve at least between 80-85% of the speed time in both the 800m swim and 5km run, or if they are weaker in one of the discipline, they need to fulfill at least the 80-85% of the speed time in the total time.
There are 2 tables: NPS (16 years and above) & NYPS (13-15 years old)

Competitive Analysis (World)
Men:Great Britain, South Africa, France, Spain, Australia, New Zealand are the traditional powerhouses. At the last Olympic Games in 2016, the best ranked Asian athlete at 46/55 (Jordan) – 10% of winner’s time, and 50/55 (China) – 13% of winner’s time. Standards are very competitive, where 2nd to 32 position were barely 3-4% off the winner’s time (Which means close to medal contention). Asia’s best (Japan) were unfortunately lapped and as such DNF. However, in order to analyze the comparison of standard, in 2012, japan was ranked 20/55 – 3% off winner’s time, and 43/55 – 5% off winner’s time.
Women:USA, Switzerland, Great Britain, Australia, New Zealand are the traditional powerhouses. At the last Olympic Games in 2016, the best ranked Asian athlete at 15/55 (Japan) – 6% of winner’s time, 46/55 (Japan) – 10% of winner’s time, and 48/55 (China) – 13% off winner’s time. Standards are less competitive as compared to the Men’s, where 2nd to 18th position were 3-4% off the winner’s time (which means close to medal contention).
Gap Analysis
To expect our athletes to win a medal in the next 2 coming Olympic Cycles will be unrealistic given the gap differences between even top Asian athletes and top World athletes. Medal Potential at Asian games is not attainable yet, given the gap differences between Top SEA athletes and Top Asian athletes.
Recommendation:Improved our status in SEA first (within 1-2% off best SEA competitors timings, in order for Gold medal potential)Improve NPS to between 85-90% (Gold Medal Potential at SEA Games)Closing the standard gaps with the top Asian athletes (within 3-5% off best Asian competitors timings, in order for medal potential)Improve NPS to between 90-95% (Medal potential at Asian Games)

r Triathlon Singapore MYSP 2018-2021Current and Potential Spex Scholar
Currently, TAS do not have any Spex Scholar. We have however identified 1 athlete with the potential, based on the following critical success factors:- Race performance- Swim, Bike, Run Capabilities- Technical Skills- Tactical Skills- Mindset: Coachable, determination- Commitment towards high standards in training and competition- Attitude & Behavior- Professionalism
Name: Emma Ada MiddleditchDate of Birth: 7 May 2002, 16 years old
Description: At the tender age of 16, where for Triathlon, is the minimum age to race in the Sprint Distance, Emma excelled in her performance by winning the gold medal in the Subic Bay ASTC Junior Asian Cup. The following month, she raced in the Asian YOG Qualifier, and finished in 1st
Position (as top Asian Nation) to qualify for the 2018 YOG. At the YOG, She finished as Top Asian, in 11th Position out of 32 nations. Emma’s 5km run (off the bike) time of 17:25 is ranked 3rd overall at the YOG, and would have put her as the National record holder for 5km run.
Critical Success factor: The next couple of years for Emma is crucial for her development, as she transits from the Sprint to the Standard Olympic Distance (minimum age of 18 years old). Emma’s weakness is her swim. If she can cut 1 minute off her 750m swim time and able to exit her swim leg with the 1st lead pack of athletes, she stands a chance to be amongst the top athlete in Sprint Distance, in the world.

High Performance and Major games Plans - Overseas Competition Plan
Athletes Analysis1. Closing Time Gaps in Asia: Realistically, in order to improve our standards, our athletes needs to first improve on closing the gaps
between us and that of SEA and Asian standards. For this reason, they should target races which will earn them points for their Asian Ranking (ASTC Races and Championships). This will not only determine how high they are able to climb in the Asian Ranking, but also their performance against immediate SEA and Asian Competitors, and how they can further develop themselves and improve after each and every races. At this point of time, initial participation at World Triathlon Level of competitions is more for the development of athlete’s exposure and experience in higher profile races.
2. ITU Points List & World Triathlon Series Rankings: Once Asian Ranking had been established, it is then more realistic to discuss their progression on the ITU Points List rankings, and subsequently the World Triathlon Series rankings. These rankings will determine their potential towards qualifying for the Olympics or even medal contention. Detailed research in the pathway of Olympic Podium athletes demonstrates that medal capability will be built by consistent success in World Cup and World Triathlon Series races. Anywhere between 3% (Men) and 5% (Women) of winner’s time equates to success, and if they can maintain this standards consistently, it will be an early indicator of their potential Olympic Podium.
3. Measurement of Standards: As discuss previously, that Triathlon is a sport with many variables (It is almost impossible to compare times between one course and another, or even so, compare times on the same course on different race days). TAS had undertaken significant researches to determine a credible standard for our local elite athletes. It indicates that a credible and realistic target to demonstrate competency and credible standard, is for our athletes to finish within a time gap of minimum 12% from the winner’s time. They should then set themselves individual performance targets to close this gap to within 5% for Male, and 8% for female (ITU’s standard in order to win points), or better – 3% for Men and 5% for Women for medal contention.
4. Strategic investments of resources: By using the above measurement of standards over a few races, TAS will be able to determine the development potential of each athlete, and customize individual strategic plans for them. This will also enable us to strategically invest our already limited resources in deserving athletes whom are most likely to met the goals of our HPP – those that are deliveringperformances standards to demonstrate that they are ready to move up the pathway and beyond the Asian Ranking, to try for ITU Points List and World Triathlon Series rankings.

Triathlon Singapore MYSP 2018-2021
SWOT Analysis
StrengthsTriathlon is a growing sport that has broad appeal. It is a sport that is made up of 3 disciplines (Swim, bike, run). There are so many people in our society who knows how to swim, cycle or run. In fact, most of them can do all 3, if not at least 2 of the 3 disciplines stated.
WeaknessesThe world’s best standards in Triathlon, had individual split swim and run times much faster than even our National record holders. Open water/distance swimming and running standards in Singapore needs to grow in order to boost the growth of our sport at World Standards.Triathlon in Singapore had become a feeder to other sports. Athletes are jumping over to other sports like swimming, athletics and cycling, where the correct and healthy approach is for these sports to feed their access athletes to Triathlon instead.
ThreatsA lack of Open water venues leads to event being stagnant over the years. Participants are getting tired racing in the same venue, across the whole season of races.A lack of a National Training Centre to conduct centralize training had threaten to kill off our team Identity and cohesiveness. There is a need to re-build this identity, which will do much difference during a race.
OpportunitiesLocal youth and junior athletes had proven their potential in recent years to match those of Asian Standards. We have qualified for the last YOG in 2014, by coming in top 5 Asian for both the boy and girl individual category. At the games itself, SGP came in top 3 Asian for Male and Top 4 for female. In ASTC Asian Cup races, SGP youth and junior athletes had came in podium positions on a few occasions. In ASTC Youth Training Camps, SGP had proven to be amongst the top Asian performer showing great potential.

Environment Scan
To redefine and position triathlon as an extreme sport demanding a high degree of mastery and skill across 4 key domains. With an increasingly complex sporting environment, active individuals have often view triathlon as 3 distinct sports combined together for an event. This lack of a clear identity has limited the growth potential for the sport nationally and the ability to the establish a following among athletes. Triathlon has to emerge from being viewed as just a collective of sports and establish itself as a uniquely independent sport with key sporting traits and identity.
TAS aims to improve the access and opportunities to experience the thrills and challenges of the sport by facilitating access at various entry levels of the sport from recreational to elite. This will be achieved through sport modification and active engagement with the sporting fraternity. TAS aims to work with community startups, clubs and partners to make the sport more accessible.
The four-year plan from 2019 – 2022 also recognizes the need for elite development and outlines our broad-based participation and technical development programmes that seeks to identify and attract talented athletes into our senior and elite development pathways. Through the effective branding of triathlon as an extreme sport and a sport that distinguishes and positions itself as a sport that exciting, challenging and extreme in nature, we will be able to draw more interest and athletes to the sport.

TAS will establish an active strategy to engage corporate partners through team building platforms and corporate challenges and new event and programme sponsorship and adoption opportunities,.
This plan covers the formation of a triathlon ecosystem in Singapore through i) broad based development and partnerships with club and teams. Encouraging and facilitating team formation and development; ii) Nurturing a membership framework that supports and encourages registrations and participation; iii) Establishing effective sport governance structure, providing sport leadership and capability development in coaching and officiating development. iv) Establishing a distinct identity and brand for triathlon, uniting various disciplines and groups of athletes under one sporting brand TAS. This will encourage a sense of belonging among all stakeholders and grow the TAS brand nationally with TAS organized training sessions and events.
Corporate involvement and sponsorship is key to the future growth of triathlon in Singapore and TAS will grow the necessary platforms and opportunities for companies to be more involved in the sports. This would be in areas such as corporate team building challenges and branding presence at local races, youth and talent development team adoption, TAS marketing and communication platforms will be additional areas for partnership and involvement.
