Dear TCU Families & Members of our Communities & Surrounding Area,

As we approach the 2016-2017 school year, we warmly welcome you to our Tri-City United School District; where high levels of learning for all students is our focus every day. The continued building of partnerships with our District’s families and our community stakeholders is vital to attaining this focus.

But what does learning really look like in today’s world and for the future? It is very different than what I experienced when attending only 6 weeks of kindergarten a little over forty years ago where one of the main goals was to learn how to tie our shoes. Yes, a solid core for learning still includes reading, math, written communication and many content areas; today’s learning goes beyond what subjects are taught.

The “how” in learning today is and needs to be different for the world our students will live in; one that is faster paced and more globally connected. Today’s students need to be proficient communicators, creators, critical thinkers, and collaborators (the “Four Cs”).

This level of learning looks different than classroom rows of students simply listening to a single teacher teaching a lesson, students taking notes, and then memorizing that information for a test. The vast

amount and pace of information available requires that students know how to access what information is really needed and to think critically about how to apply it in today’s problems. No matter what career each student chooses, he/she needs to be creative in these solutions and have the ability to work with others.

This is why you will see students learning in groups and as individuals in our classrooms. Solving problems through projects and engaging students in active ways deepens their learning and understanding. Broadening their course options and opportunities in PreK-12 is important because most jobs of the future don’t even exist yet so they need to be fully prepared. Yes, the “how” of learning is different today than it was when we as adults attended school. I encourage you to read through the articles in this newsletter to learn more about how Tri-City United is responding to those changes so our students, your children, are fully prepared for high levels of learning and high levels of success in their future.

With highest regard,

We are excited to announce that students will have greater

opportunities than ever to foster their love of music and technology. Fifth and sixth grade students will have the opportunity to be in a general music class, as well as, choir and band this year. Students in 7th and 8th grade will be able to participate in both band and choir. We have also added higher level STEM (Science, Technology, Engineering, and Math) and technology classes. Students in grades 6-8 will engage in quarterly PLTW/STEM class, and students in grades K-5 will have

multiple PLTW/STEM units during the school year. These courses will align to our 1:1 student to computer initiative as

we provide our students with increased access to real world technologies and programs. To help students achieve this, all students K-8 will engage in technology classes. In addition, we are also offering increased opportunities for differentiated instruction in Math and Reading through our “WIN” Time (What I Need). This means that students will receive more time and support within a small group or individual setting to respond to their specific needs. We will do this through

our Title One and Intervention programs, facilitated by our Title and Intervention teachers and support staff, including assistance from our Reading and Math Corps instructors. Yes, there is much new to celebrate at TCU- Le Center! We are committed to our vision of ensuring that our students are achieving high levels of learning in a safe and positive environment! Go Titans!Mr. Brian GrensteinerTCU- Le Center K-8 [email protected] or 507.357.6802

It’s going to be another great year at TCU Lonsdale Elementary! We are

moving towards innovative approaches to learning to further engage our students and personalize their learning.

All of our students will be integrating more technology into their classroom experience. We will be increasing our number of IPad Minis for student use. We will also have technology as part of our specialist rotation, which means

students will receive 50 minutes a week of technology skills instruction by a Digital Learning teacher.

Teachers will also have access to our on-site Digital Learning teacher to help integrate these learned skills into their daily instruction. Furthermore, some teachers will be piloting a flexible seating model in their classroom. This seating approach moves away from the traditional “desks in rows” style and instead has tables, bean bags, plush rugs, hokki stools, and many other

seating options that allows a classroom to be more student centered and focused on collaboration.

The staff is excited to move these innovative, researched based approaches to learning all the while keeping our focus on the amazing relationships we build within the walls of our school each and every day!Ms. Sarah KlitzkeTCU- Lonsdale K-4 [email protected] or 507.744.3900

The 2016-2017 school year will bring some new updates to the

Montgomery PK-8 school. We will be adding an additional message board (flat screen tv) to the link area. Like the board in the entrance of the building (by the main office), school announcements and pictures will be continuously displayed throughout the school day. The message board is a great tool for communication and an engaging way to showcase events happening in the classrooms,

promoting upcoming events and display our ROCKS expectations! We are also excited to have Project Lead the Way (PTLW) Design & Modeling incorporated into our sixth grade curriculum. As part of the science curriculum, all sixth graders will have a quarter long course in PLTW. With this addition, all students in grades K-8 will now be involved in PLTW. Project Lead The Way provides a comprehensive approach to STEM Education. Through

activity, project, and problem-based curriculum, PLTW gives students in kindergarten through high school a chance to apply what they know, identify problems, find unique solutions, and lead their own learning.

We look forward to another year of high levels of learning for all, celebrating our success and creating a safe learning environment for students and staff.Ms. Deb DwyerTCU- Montgomery K-8 [email protected] or 507.364.8119

The 2016-17 school year brings changes in our 7 period daily

schedule as TCU HS has moved to an “A” Day and a “B” Day schedule model. “A” Days will usually occur on Mondays, Wednesdays, and Fridays; with “B” Days usually occurring on Tuesdays and Thursdays. The major difference

between the two daily schedules is that there will be 30 minutes of Titan Time on “B” Days which will provide time within the school day for identified students for a learning concept to be retaught so that understanding and learning is assured. As this is occurring for those students who have been identified as needing this assistance. Our other Titans will be taking part in instrument

lessons &/or sectionals, will be able to sign up for enrichment time, will be attending student group meetings, and/or will be able to use Titan Time as a study hall. More details will be shared out with students as the new school year approaches.Mr. Alan FittererTCU- High School [email protected] or 507.364.8111

Improve S tudent Achievement. . .

All staff members at Tri-City United Schools work hard each

day within a Professional Learning Community, or a PLC, to ensure that all students learn at high levels. Four essential questions guide our culture, structures, and daily work at TCU: What do we want all students to learn? How will we know if each student has acquired this knowledge? How will we respond when students do not learn? How will we respond to students that have mastered the intended learning target? The heart of this work is believing in each student’s ability to learn. We work together to develop learning opportunities, systems and structures for students if they do not master the learning targets. We know when students are mastering or experiencing difficulty in their learning by analyzing common formative assessments and weekly progress monitoring data. Common formative assessments and progress monitoring tools are used as check in’s on student learning that are much more frequent than end of unit tests. This provides our educators data to identify if further guidance, time, instruction, or an alternative learning experience is needed to ensure students learn each target.

Our TCU staff is arranged in collaborative teams that work interdependently so that all members collaborate to determine what research based steps, based on each student’s results, should take place next. They establish specific, measurable goals to serve

as targets and timelines on their journey to serve each students’ needs. So, what happens if a student still is not mastering their learning target? This is when we use our RTI, or, Response To Intervention system.

Because TCU functions as a PLC, teachers and support staff members collaborate to find and deliver research-based interventions responsive to each students’ needs. We examine students’ academic response to those interventions as a basis for determining instructional next steps. One example of this is intervention or WIN time (What I Need). This is a time built within each building’s schedule where a student is able to meet with educators in a flexible small group setting, focused on the learning target they need to improve. This is done multiple times weekly to provide a second scoop of instruction to fill in any gap in learning they may have. The greater the need, the more time, support and intensity our staff provides the student. When they have shown that they have mastered the learning target, they enter into enriching opportunities to further their learning at

higher levels.

RTI is not a program, but rather a system for meeting all students’ needs – a system that is a vital, sequential part of the instructional program. Within this system, we use not only our core curriculum and teachers, but collaborate with support services such as Title One, Reading and Math Interventionists, English Language Learner, Special Education, Promise Fellows, Reading and Math Corps, and our Gifted and Talented resources and staff. When a student is struggling or needs a challenge, TCU’s goal goes beyond just doing, it is to do the right thing to ensure each student reaches high levels of learning.Mr. Brian GrensteinerTCU- Le Center K-8 Principal

A part of the Digital Learning Environment Task Force

recommendation was to provide more access to technology for students so the resources available online can be used at any time. At Tri-City United High School, the teacher survey revealed a need for students to have access to a variety of digital resources available at any time.

The 1:1 model which puts a device in the hands of each student was recommended by the Task Force for the high school. This model will support learning in new ways for our students at an individualized pace, in small group collaboration, with whole class participation on digital tools. A resource like this creates opportunities for faster feedback, up to date information found more quickly than in a textbook, and will allow teachers more time to spend supporting individual students in their learning of academic content going beyond a focus on delivering information to the whole class. Professional development in use of devices and techniques to enhance learning using digital tools will continue to be provided for staff.

One of the ways in which TCU teachers will be able to support students is in a blended learning environment. This uses both online and in class learning experiences which allows for individualized pace of learning and accomplishment. Over the last two years many TCU teachers have been working to build this type of learning using Moodle which is an online site for course resources, quizzes, discussions, and communication. Our teachers can connect to online content which supports learning in multiple ways.

Some of this content is being used to flip the classroom. Instead of content being delivered in a classroom lecture, videos are recorded of the content and uploaded to the internet. This is being used in some middle and high school classrooms to provide a resource for students to learn new skills, revisit concepts, and rewind learning if anything is missed. This model allows more time in class for deeper instructionand support for students’ learning.

The Digital Learning Plan creates

a three year implementation goal of all TCU High School students having access to a district provided Chromebook laptop. This device is the most cost efficient way for students to access the online materials they need to be successful. The survey identified 9th grade as the grade which is most ready to implement the blended learning experiences using Google Apps for Education, and Moodle. The 2016-17 school year is the first which TCU will be giving laptops to ninth grade students to enable this learning which will extend the use of current resources throughout the rest of the school.

These devices are a part of the plan to engage students and personalize learning at Tri-City United as we work to ready our students to learn in the future and be part of our global society.Mr. Matt FlugumTCU Digital Education Specialist

Curriculum, Instruction and Assessment...

Tri-City United Public Schools has a 6-year curriculum review cycle that was developed upon consolidation.

This cycle outlines a systematic process for analyzing, evaluating, and updating our curriculum for all content areas in all grades.

During the 2015-16 school year, 25 teacher representatives from each grade level and site across TCU made up the K-12 Science Review Committee. This committee researched current best instructional practices in science and studied the Minnesota State Standards in this content area. From their study, they came to the conclusion that the science resources to be adopted needed to support inquiry based instruction as well as engineering standards. The goal of our science instruction is to have all students interacting with the world as inquiry-led scientists and critical thinking engineers. The committee also wanted to ensure that our resources supported the District’s focus on personalized learning, literacy across all content areas,

technology integration, and results-oriented instruction. Students in Kindergarten through 5th grade will be interacting in real-world science investigations through a Houghton Mifflin program called Science Fusion and 6th grade via Pearson’s Science Interactive. These programs align with MN State Standards as well as TCU’s focus on inquiry based learning and STEM practices.

With TCU’s Digital Learning Plan beginning it’s imple-mentation in the 2016-17 school year, students in grades 7-12 will experience a more digital approach to learning in science. Teachers will further develop online courses and resources which will allow for a more per-sonalized approach to student learning. Teachers have also enhanced their lab resources to ensure students can experience sci-ence through hands-on collaboration and investigations.Ms. Sarah Klitzke, TCU- Lonsdale K-4 Principal

A More Personalized, Inquiry-Based Approach to Science

The Tri-City United Digital Learning Environment Task

Force created a three year implementation plan which was approved by the School board this year. The first year of implementation will begin this coming 2016-17 school year.

TCU’s Digital Learning Plan is focused to support the use of websites and online programs to individualize learning to each student. The tools and skills that will be included in classrooms at all levels in TCU will enhance academic experiences for students to develop as learners. It will also give them experience creating with technology as the digital world continues to develop into tools supporting and streamlining daily tasks and repetitive work. Digital Learning will open doors for personalized learning and collaboration in and out of school. It will enable students to use new pathways to resources

supporting their critical thinking as they work to research solutions for the problems we face now and which will develop in the future.

To accomplish this, an increase in the number of devices which will be available at each TCU site will achieve a three year goal of:K-4 sites expanding Ipad mini’s and Google Chromebooks to support small group, individual, and whole class learning experiences. The 2016-17 school year implementation will double the amount of Ipad minis available for use.Grade 5-8 core classrooms will have a dedicated cart of chromebooks for use in the classroom. The 2016-17 implementation will begin to provide easy access for classrooms with an addition of four chromebook carts.Grade 9-12 students will be part of a 1:1 program which will provide a chromebook to each student for anytime, anywhere use. The 2016-17 implementation will begin with

getting a laptop in the hands of the ninth grade class, opening up resources and allowing for training and resources to be constructed.

Tri-City United is dedicated to our vision in creating a Digital Learning Environment that engages our students by personalizing their learning. Through this dedication there will be on-going, embedded professional development for our staff to ensure we are gaining the skills necessary to transform teaching and learning through technology and preparing our students for our global society.

We welcome the participation of Tri-City United’s communities in this process. Please submit any question, suggestion, or feedback to our form using the following URL http://bit.ly/TCU_DigLearn.Mr. Matt FlugumTCU Digital Education Specialist

Curriculum, Instruction and Assessment...

TCU Standards-Based Report Cards Moving to Grade 6

Tri-City United School District will be implementing Standards-Based report cards for all sixth grade students for the 2016-2017 school year. This reporting system is not new to the district. During the 2014-2015 school year, standards-based report cards were first used to report student learning for grades K-4 and last year this reporting system was used with students in grade five. The purpose of the new reporting system is to provide parents, students and teachers with more accurate information about students’ progress toward meeting the specific standards for the content areas of reading and math at each grade level. This also helps us ensure that all students are being exposed to the same curriculum and learning what they should at each grade level across our school district.

How Are Standards- Based Report Cards Different From Traditional Report Cards?

Traditional report cards usually assign one grade for reading, one for math and so on. Letter grades are a more subjective reflection of individual teachers’ expectations for student

achievement which may include a variety of standards upon which the scores obtained from assessments (tests, quizzes, homework) are averaged into a grade for that subject. Thus more specific information is needed to ensure solid learning. On a standards-based report card, each of these subject areas is divided into a list of skills and knowledge that students are responsible for learning. Students receive a separate mark for each standard.

The achievement marks indicate a child’s progress toward specific grade-level standards. Students’ proficiency is reported separately for each skill the student needs to know.

With a standards-based reporting system, students are evaluated more objectively according to consistent grade-level standards based on the outcomes of the common assessments developed by all teachers at that grade level. Ms. Deb DwyerTCU- Montgomery K-8 Principal

Standards Based Report Cards - 6th Grade

The Tri-City Untied Special Education Department recognizes what

an important role parents play, not only in the development of their own children, but in the development of our department as a whole. We try many different ways to connect with parents and get their feedback on what is going well in the district, as well as what needs to be improved upon. One of the ways that we keep that connection, is through the Special Education Advisory Committee. The Special Education Advisory Committee (SEAC) is a team of parents and staff who meet quarterly to discuss important issues in the Special Education Department of our school district. While some parents choose to attend nearly every meeting, we also welcome those of you who just want to drop in on one meeting to see what it is all about, or to drop in whenever your schedule allows . Meetings are announced via our district Facebook page, the District website and via a note sent home with your student. All are welcomed and encouraged to attend!

Meetings are typically an hour and a half to two hours long and are located in the District Office. Please email Holle Spessard at [email protected] for more information.

Please stop in the high school office this summer and introduce yourself.”

Welcome Jason Myhre and Jeff Eppen to TCU

We are excited about a new position within the TCU district.

A case facilitator/RTI specialist was recently added to our staff and will provide wonderful support to both our special education staff and our regular education staff. This position was created in response to one of our school psychologist taking a position closer to her home. We had hoped to hire another school psychologist, but with a statewide shortage of school psychologists, we quickly began planning a different solution to ensure our staff and students continued to be support at high levels We knew if we wanted to maintain the same rigor and forward thinking within our Response to Intervention initiative and continue to support our special education teachers, thus

we decided to hire someone who was knowledgeable in both special education qualifying criteria and developing interventions for students struggling with certain aspects of reading and mathematics.

This position will be district wide, work with all teachers and assist with Student Assistance Teams (SAT) in all buildings. We had several very qualified candidates apply for the position and have hired Laura Vind for the position. As a veteran special education teacher within the district she has a deep understanding of special education needs and has worked hard to develop reading and math interventions for students. Mrs. Vind began her new position on July 1st.

This is the second article in the series in effort to help inform

you of the basics of taxes and the school district’s annual levy process. The information below covers the main questions we receive from our taxpayers. If you need additional information please feel free to contact us.

Public School Funding SourcesPrimary funding for public schools in Minnesota consists of state funding, federal funding, and local taxes.

Annual Levy Certification The levy calculation is a combination of state formulas and local (district) levy authority. Each fall the Minnesota Department of Education must provide each school district with a preliminary Levy Limitation and Certification report. The district is responsible to review the preliminary information and provide a proposed property tax levy to the County Auditor by September 30th. Certification of the final property tax levy is due in December.

Taxing Jurisdictions Taxing jurisdictions include county, city or township, and school districts. Our school district is located in two counties (Le Sueur County

and Rice County). Every owner of taxable property is responsible for paying property taxes for the various jurisdictions in which the property is located in. Each spring the county mails property tax statements to owners of taxable property.

Local Levy AuthorityLocal Levy authority provides districts discretion in levying for categorical purposes ex: Health & Safety and Career and Technical Programing. Levy amounts will vary among districts as not each district has the same amount of need in each of the identified categories. Tri-City United recognizes the importance of providing a minimal impact on tax payers and strives to remain conservative when making decisions within local levy authority.

Voter Approved LeviesVoter approved levies are determined through elections and must be voted and approved by a majority. Voter approved levies may consist of: Operating Levies, Bond Levies, or Capital Project Levies.

Operating Levies must be approved by voters and would provide funding for operation expenses related to the function of the district (classroom supplies, utilities, transportation and staffing expenses).

Bond Levies must be approved by voters and provide funding for construction or additions to existing school buildings. This type of funding cannot be used for operating expenses as outlined above.

Capital Project Levies for specific capital projects may be voted on as well. Revenue related to this levy must be specifically used for the outlined capital project(s).

Free and Reduced Meal Application – Important for Families, Important for Schools

Students need nutrition to learn and Tri-City United School District provides healthy meals each day. Each family will receive a letter providing information and the Free and Reduced Meal Application. We highly encourage all families to review the information and if you feel you may have this need, please complete the application. Not only will your child or children benefit from this federal meal support, but our school district will receive both state and federal funds that are directly used to support learning. If you do not qualify this fall, families can re-apply if there are any changes in your information during the school year. The best way to stay up to date on your child’s lunch account is by using our JMC Parent Portal system. This is the same program you can use to view your child’s attendance, grades, and update addresses and phone numbers.

Raise the Capacity or Engagement & Dialogue...

Our Tri-City United High School music program is

as strong as ever! Many have had the opportunity to see our TCU HS Marching Band in our local parades under the direction of Mr. Erik Root. During the summer months the TCU HS Marching Band marches and plays in the Cleveland Cherry Creek Days, the Montgomery Kolacky Days, and the Lonsdale Community Days parades; as well as, marching in the Montgomery Torchlight, Le Center St. Patrick’s Day and Memorial Day parades.

On our annual TCU Homecoming Friday, you can also see and hear our sharply dressed TCU HS Marching Band in their Columbia Blue, Black, and Silver uniforms at each of our schools promoting Titan Pride with our young Titans. At each site we’ll have an abbreviated school parade where the elementary and middle school students share great Titan support and school spirit.

Led by Mr. Root this past school year, our TCU Band program has continued to excel. Mr. Root has added a Brass Band to our already established Jazz and Concert Bands. This past spring, high school students could also take a semester Contemporary Music course for credit; and will have that opportunity again in 2016-17.

Throughout the school year, our TCU HS Bands and Choirs

share their musical talents with our communities during our annual Veteran’s Day Program here at the high school, at evening concerts, both onstage and in the Pit for our Fall Musical. During the holiday time, stuents singing and playing their instruments when ringing the bell for the Salvation Army’s Red Kettle Program at a local store front. Both our band and choir programs are extremely involved throughout the year. In May they put on an incredible night of music through solo, duet, sectional, and large group performances at our annual Pops Concert, where one can eat a nice meal as well. To close out the school year, our choral group sings at the National Honor Society Induction Ceremony, and of course, at our TCU HS Graduation Ceremony, the final performance of our graduating Seniors each school year.

This past spring, our Tri-City United High School Concert Choir received 3 Superior ratings at the MSHSL Large Group Choir Competition, a first for our Concert Choir as TCU. Recently, Mr. Tyler Frankhouse was hired as the next TCU HS Choral Director and is looking forward to continue the growth of our choir program. Mr. Frankhouse will also be directing the grades 5-8 choirs in the Montgomery Middle School. Welcome to TCU Mr. Frankhouse!

TCU High School Music Program

Tri-City United School District sponsored our second year of the USDA Summer

Food Service Program in the TCU Montgomery Pre-K-8 School. This year we were able to add a few highlights to the program with a grant we received from Second Harvest Heartland Summer Meals. We used the grant money to enhance our on-site TCU Edibles School Garden and serve local fruit, vegetables and meats from our communities.

As we return to school this fall, two of our school garden projects will still have vegetables, herbs and melon growing for our school lunch program. The TCU Montgomery Pre-K-8 site was awarded a Jeffers Foundation Grant to purchase tools, garden supplies and build our garden tables and raised beds. They were planted with a variety of herbs, tomatoes, eggplant, cantaloupe and pumpkins. Our TCU High School site was awarded a SHIP mini grant to purchase tools, garden supplies, build a garden shed and raised beds. We have a herb garden, heirloom tomato garden, pepper garden, cucumbers, melons and cool weather bed which will come in just in time for a fall harvest.

We look forward to serving our home grown harvest in our Titan Cafés this school year. Please check out the district Facebook page for updates

Our vision: We are committed to enhancing education by providing meals that are not only wholesome and appealing but are served by caring professionals in a friendly environment.Amy SauterTaher Food Service Director, Tri-City United 2905

NOT ME Safety Training for Youth - Boys & girls ages 6 - 11 with adultAn adult must attend with their children! During this exciting phase of life kids are doing many new activities away from their trusted adults. Unfortunately statistics tell us that about 1 in 7 of the children will face some form of sexual abuse or assault. We don’t realize the problem is this great because most of these assaults are committed by people the kids know and the events are too emotionally painful for the kids to discuss. The consequences are emotional problems which persist until later in life when the pain is addressed and healed. We can help kids recognize and stop these terrible events that happen when no trusted adult is available. Our training program is derived from lessons learned doing our women’s program and has been refined during three years of development which involved over twenty experts in the field. The result is a non-scary, fun and engaging 35-minute class during which kids learn how to recognize and stop “groomed” assaults. Though we just introduced the class a few months ago, Girls Scouts have already embraced it and are actively promoting it to their membership. Please see the website for more information: http://www.notmetraining.com/youth-training Register by September 29th.
