    ECONOMIC OVERVIEW

    The U.S. economy expanded by a rather modest 1.1 percent to $11.7 trillion in real terms in 2008and registered a 3.3 percentgrowth rate to $14.3 trillion incurrent terms. Economic growthslowed significantly during thesecond half of 2008 nearly wipingout the gains from the first sixmonths. Total Gross Domestic

    Product contracted by 0.5 percentin real terms during the thirdquarter and plummeted by 6.3 percent during the fourth quarter.Preliminary data from the Bureauof Economic Analysis indicatesthat the U.S. economy retreated by5.7 percent during the first quarter

    of 2009. This poor performancewas the result of a combination offactors, including a depressedresidential housing market, substantially lower business investments and exports, and weakerconsumer demand.

    Growth in personal income and personal consumption expenditures (PCE) was more subdued in2008 than in 2007 but was still substantial. Personal income rose by 3.8 percent to $12.1 trillionin 2008 after growing 6.1 percent during the previous year, while personal consumptionexpenditures rose 3.6 percent to $10.1 trillion in current terms following a 5.5 percent increase in2007.     The share of current personal consumption expenditures that is allocated towards clothing andfootwear purchases declined further in 2008, down from 3.9 percent in 2007 to 3.7 percent in

    2008. By contrast, the share of total expenditures devoted to such things as medical expenses,transportation and energy goods has increased substantially since 1998: from 15.7 percent to17.7 percent in the case of medical care and from 6.7 percent to 7.8 percent in the case ofcombined expenditures on transportation, gasoline and other energy goods.

    One of the main reasons for the steady decline in the share of clothing and footwear expenditureswhen measured in current dollars is linked to the downward pressure on prices that apparel andfootwear products have experienced over this past decade, which has limited total growth in

    terms of value.

    The Federal Reserves Federal Open Market Committee (FOMC) lowered short-term interestrates (i.e., the federal funds rate) on seven separate occasions in 2008 in an effort to ensure the

    continued stability of the U.S. financial system and help loosen credit markets. One of the mostsignificant monetary policy decisions by the FOMC in recent history involved the reduction inthe federal funds rate to a record low range between zero and 0.25 percent, effective fromDecember 16, 2008.

    The FOMC stated on April 29, 2009, that consumer demand appears to have stabilized and thepace of economic contraction seems slower. While its economic outlook has improved to somedegree, the FOMC still expects U.S. economic conditions to remain weak for some time and

    unemployment to rise further. The FOMC also saw some risk of price deflation as of that date,although the likelihood of such an event has seemingly decreased from previous months.[TABLES 1 & 9]

    U.S. CONSUMPTION

    The market for apparel and footwear continues to underperform compared to the economy as a

    whole. U.S. consumption of apparel totaled 19.5 billion garments in 2008, a decline of 3.1percent when compared to the 20.1 billion garments that were consumed in 2007. This is thesecond consecutive year in which overall apparel consumption has declined. The declines wereapparent in most apparel categories. The only growth categories in 2008 were cotton andmanmade fiber dresses where consumption increased 16.2 percent and 13.7 percent, respectively,offsetting declines experienced in 2007. Also increasing were mens and boys (M&B)manmade fiber knit shirts, which grew by 14.4 percent.

    U.S. consumption of footwear declined 6.7 percent, from 2.4 billion pairs in 2007, to 2.2 billionpairs in 2008. As with apparel, this is the second consecutive year in which total consumption offootwear in the United States has declined.     continued its steep decline during 2008, declining 41.0 percent to582 million garments. Modest increases, however, were evident in production of dresses, cottonskirts and manmade fiber woven blouses, most of which mirrored strength in the overall marketfor those products. Production of most garments types, however, declined, and in some cases, thedeclines were massive. U.S. production of cotton sweaters, cotton trousers for men and boys,cotton and manmade fiber underwear, and manmade fiber bras all declined by more than 80percent. [TABLES 2 & 4]

    Import penetration, or the percentage of the U.S. market that is supplied by apparel imports,again reached record levels in 2008 97.0 percent. This represents a gain of 1.9 percent of themarket for imports during the year. Of the 38 apparel categories for which the U.S. Departmentof Commerces Office of Textiles and Apparel (OTEXA) continues to publish data, importpenetration exceeds 90 percent in all but seven. OTEXA no longer provides U.S. production datafor products when either disclosure of such information would reveal proprietary production data(i.e. only a few manufacturers of a product remain) or U.S. production of a product has reach a

    de minimis level. In its most recent report, OTEXA omitted two categories: 239 - cotton andmanmade fiber infants wear, and 444 - womens and girls wool suits. There are now 12 suchcategories where data is not presented and import penetration is assumed to be 100 percent orvirtually 100 percent. Import penetration in the remaining 38 apparel categories still reported byOTEXA is the highest in cotton coats, mens and boys cotton woven shirts, cotton sweaters,cotton underwear, cotton and manmade fiber bras, cotton and manmade fiber nightwear andpajamas, womens and girls wool and manmade fiber coats, mens and boys manmade fiberknit shirts, and mens and boys manmade fiber suits. Import penetration in all of these products

    exceeded 98 percent during the first nine months of 2008. [TABLES 2 & 4]

    Imports continue to dominate the U.S. footwear market, accounting for 98.7 percent of themarket in 2008. U.S. shoe production, which declined 5.1 percent in 2008, actually fared better

    than U.S. footwear imports, which fell 6.8 percent. Thus, domestic producers actually gainedmarket share in a declining market, although that share increase was very small from 1.28percent to 1.30 percent. Domestic producers remain significant suppliers to certain segments ofthe U.S. footwear market, particularly in the mens work footwear and plastic/protectivefootwear markets. U.S. footwear manufacturers shares in these segments increased by smallamounts during the year. In the case of mens work footwear, domestic producers share of themarket increased from 15.1 percent in 2007 to 15.6 percent in 2008. Domestic producers shareof the market for plastic/protective footwear increased from 23.8 percent to 23.9 percent.

    U.S. footwear imports from China continue to supply the lions share of the U.S. footwearmarket, accounting for 86.1 percent of all shoes sold in the United States in 2008.     The retail markets for apparel and footwear have experienced deflationary pressures for sometime. Since 1998, retail prices for apparel have dropped a total 11 percent while retail prices for

    footwear are now three percent below the levels recorded in 1998. At the same time, overallretail prices (for all products) have increased 32 percent since 1998. [TABLES 7 & 8]

    APPAREL & TEXTILE TRADE SUMMARY

    U.S. imports of apparel declined 2.7 percent from 23.3 billion square meter equivalents (SME) in2007 to 22.7 billion SME in 2008. The value of this trade declined 3.2 percent to $71.6 billion,indicating a small decline in prices for imported merchandise. U.S. imports from China did notkeep pace with the overall trend and actually lost a small amount of market share, reversingrecent trends. Nonetheless, China still remains the dominant source of apparel, supplying 34.3percent of total U.S. apparel imports and its trade is nearly three times the size of the secondlargest supplier, Vietnam.

    We previously noticed a trend in apparel sourcing since the expiration of the quota system trade

    was consolidating among the top few suppliers and most smaller suppliers were losing marketshare. This trend continued in 2008 as the top ten suppliers increased their market share from74.6 percent to 77.2 percent. Meanwhile, suppliers 11-20 saw their market share decline furtherto 14.4 percent.

    U.S. yarn exports totaled $2.2 billion in 2008, an increase of 10.9 percent above the 2007 level.At the same time, U.S. exports of fabric continued to decline. Exports of fabrics were $7.2

    billion in 2008, a decline of 3.1 percent from 2007 levels. The bulk of yarn and fabric exports areto regional FTA partner countries, namely Mexico, Canada, Central America and the Caribbean,as goods made from these materials in these countries are granted preferential treatment upon re-entry to the United States. China is becoming an increasingly important destination for U.S.-made textiles, as exports to that country increased 8.0 percent to $451.7 million in 2008.Interestingly, total U.S. apparel exports increased 2.6 percent in 2008 from $3.7 billion to $3.8 billion. This is a modest rebound for apparel exports which have been steadily declining forseveral years. The growth was largely the result of increased shipments to Canada, the largest

    destination for U.S.-made apparel. These exports increased 17.2 percent to $1.3 billion in 2008.

    FOOTWEAR TRADE SUMMARY

    These trends continued during the first quarter of 2009 as total U.S. footwear imports declined9.7 percent and the value of imports declined 3.4 percent. These changes imply that import prices

    for imported footwear continued to rise up 7.0 percent in the first quarter of 2009. With risingimport prices and a down economy that has sapped demand, U.S. footwear and brands willcontinue to face price pressures, at least in the short term. [TABLES 20-34]

    THE HIDDEN TAX ON U.S. CONSUMERSDespite the fact that virtually all apparel and footwear sold in the United States today isimported, U.S. imports of apparel and footwear continue to be subject to some of the highest

    import duties assessed by the U.S. government. The average collected tariff for all importedarticles was 1.2 percent its lowest recorded level. Meanwhile, average duties on importedfootwear remained constant at 10.0 percent during 2008 and the average collected duty onimported apparel was 12.3 percent. Average duties on imported apparel have been creeping up inrecent years despite the plethora of FTAs and preference programs in place for imported apparel.For example, the average tariff for apparel was 11.4 percent in 2004. The difference equates toan additional $658 million annual cost to the industry, which is then necessarily passed on to theAmerican consumer at the cash register in the form of higher prices. The increasing duty rate isthe result of an increasing share of imports entering fully dutiable as compared to importsentering under an FTA or preference program. As noted above, U.S. apparel imports fromCAFTA-DR countries did increase in 2008 and their share of imports entering duty freeincreased as well. However, those increases were offset by declining duty-free imports fromvirtually every other FTA and preference program. The average collected tariff for entries notclaiming a preference remained steady during 2008 at 15.4 percent.

    United States today are imported, there is nothing these families can do to avoid paying thishidden tax.

    This hidden tax is most appalling because of the regressive nature of import duties on clothes andshoes. In other words, the least expensive clothes and shoes carry the highest rate of importduties nearly 70 percent in some cases. That means, the more families try to save money bybuying more affordable clothes and shoes, the more they have to pay this hidden, regressive tax.[TABLE 18]

    U.S. EMPLOYMENT AND WAGESThe U.S. textile and apparel manufacturing industry continued to shed jobs losing 45,100 jobsduring 2008. This represents a decline of 8.3 percent. Total employment in the apparel andtextile manufacturing sector at years end stood at 496,900 workers. The loss of jobs acceleratedduring the first three months of 2009, when an additional 31,900 jobs were lost alone.

    Employment in U.S. footwear manufacturing fared a little better, losing only 600 jobs or 3.7 percent of the workforce in 2008. Employment in footwear manufacturing stood at 15,800workers at the end of year. An additional 500 jobs were lost during the first three months of2009. [TABLE 19]
