    Executive summary

    While the relationship between conflict anddevelopment is well established, the strength anddirection of that relationship is less than uniformacross countries and across different conflict types(primarily civil strife compared to conflicts

    between countries). The literature on the conflict-development nexus is already well-establisheddespite being a relatively new research arena bornlargely, albeit not exclusively, out of the ashes ofthe Cold War and in a world order that spawneda series of mainly intra-state conflicts whichreceived much international media attention fortheir deleterious developmental outcomes. Thisstudy revisits the literature within the prism of theESCWA region, paying particular attention to itsfive conflict-affected member countries andterritories, namely: Iraq, Lebanon, Palestine, theSudan and Yemen.1 It focuses on the relationshipbetween conflict and the MillenniumDevelopment Goals (MDGs) specifically, and onconflict and development more generally giventhat MDGs are a subset of the greaterdevelopment agenda.

    Given the lack of a universal framework onthe conflict-development nexus, this study doesnot exclude any possibility in relation to the exactnature of that nexus. It entertains the likelihood ofexogenous relationships whereby the link stemspotentially from conflict and transmits itself via

    proxies on development or, equally plausibly, theassociation begins from development and spreadsto the conflict side of the nexus. Just as validwould be the assertion that the relationship isendogenous, which suggests that a feedback loopbetween conflict and development makes itdifficult to ascertain the genesis of the givennexus. Data limitations complicate analysis and,as such, the study does not enter into any concretediscussion as to the exact status of therelationship; nevertheless this study does allude toboth exogeneity and endogeneity whenever

    necessary in order to shed some light on the nexuswithin the ESCWA regional setting.

    The region is a conflict hotbed, with recentconflicts often reflecting either the relapse of or at

    least related to some significant degree to aprevious conflict, including those that predate thecollapse of the bipolar Cold War world order. Itsdevelopmental consequences among conflict-affected ESCWA member countries have beenlargely reflected in poor MDG attainmentsrelative to other member countries in the region,though this in itself does not exclude otherreasons for the disparities. This study finds thatone year of civil war in the ESCWA region yieldsa significantly higher penalty on the income of anaffected country above and beyond the effect of asingle year of an inter-State war and ofcomparative civil conflicts in other regions of theworld. Moreover, both direct and indirecttransmitting mechanisms of conflict ondevelopment require further investigation giventhat an investigation limited to the former leads toan underestimation of the actual cost of conflicton development. Nevertheless, in terms ofcomparatively brief conflicts, there is no evidencethat the impact on the economy is long-lasting.

    Additionally, this publication highlights thefact that the cost of conflict should not be limited

    in terms of income effects, whether growth ortotal level; rather it needs to include directdevelopmental effects. This publication engagesin such an endeavour and yields the followingobservations: (a) on average in the ESCWAregion, one additional year of civil war causesa decline in per-capita GDP of about 17.5per cent, which is marginally higher than in non-ESCWA countries; (b) the effect of an inter-Statewar is significantly smaller and does not differbetween ESCWA and non-ESCWA countries; (c)most of the adverse effect of civil and inter-Statewars on income is transmitted through weaker

    institutions, international trade disruption, anddecline in investment and physical capitalaccumulation; and (d) the effect of wars on non-income dimensions of development is significantwhereby on average in the ESCWA region oneadditional year of war currently (especially civilwar) causes development indicators to return tothe levels of 5 to 10 years ago.

    Finally, this publication presents argumentsfor pro-MDG budgets that are both responsiblysourced and realistically posited, given not onlythe presence of significant financial constraintsbut also competing interests, including the need toensure security in conflict or fragile countries.While this is largely theoretical owing to extreme

    data limitations, it does suggest that with adequatepolitical willpower and institutional and economiccapacities, budgetary realignments in favour ofdevelopmental goals can be undertaken even withno rise in expenditures. This will require anincrease in the efficiency of budgetary resourcesas the emphasis will lie in the provision of publicgoods and services at the expense of bureaucracyand salaries. An improvement in fiscal space,however, could allow for an increase inexpenditures, while maintaining a close eye on thesources of revenue in order to ensure that theincrease in expenditure is not short-lived due tothe potential for a collapse in the revenue base.This requires a diversification in revenuegeneration, which is extremely difficult in conflictand fragile countries with weak institutions and

    extremely vulnerable populations. Careful thoughtis needed regarding the suitability of policiesbased on posited theories given that they coulddo more harm than good, thereby leadingeventually to another round of conflict and/orde-development.

    In summary, this study contributes to theconflictdevelopment literature in a number ofways, as follows: (a) it provides an encapsulatinglook at the conflictdevelopment nexus in theESCWA region, which has seen surprisingly littleresearch work; (b) it calculates the cost of conflicton development in the region above and beyondthe orthodox mechanisms by including the directand indirect costs, thereby separating out theimpact of conflict on income and otherdevelopmental factors; (c) it separates out civilwars from inter-State wars and shows thatdifferences in developmental outcomes can becaused by different types of conflicts; and (d) itintroduces appropriate theoretical budgetaryresponses to shortfalls in MDG attainments inconflict countries.

    Introduction

    Poverty is one of the most importantcauses of conflict. And economic growth reducesthe likelihood of conflict onset. For this reasonthere is a fundamental compatibility between theMDG project and the goal of conflict

    prevention.2

    This quote neatly summarizes the recentlywell-established inter-linkages between conflictand MDGs, which suggests that any study onMDG achievements (or lack thereof) in a conflictcountry should also take into account the natureand scope of the conflict in evaluating MDGoutcomes and projections.3 This is also true ofpost-conflict countries given that they remainfragile, with 44 per cent relapsing into conflictwithin five years, and have to contend with thelegacy of conflict.4 This link can be further

    strengthened by noting that conflicts tend to bedisproportionally played out in poor countrieswhere the need for achieving MDG targets isparticularly pressing.5

    Conflict has significant impacts on MDGtargets, both direct and indirect. The direct effectsare readily observable and encompass, forinstance, the destruction of infrastructure andpublic services that adversely affect education,health and the provision of clean drinking water.The indirect effects, on the other hand, are lessimmediately apparent but no less serious and

    deleterious to MDGs via budgetary reallocationsaway from MDG targets relative to securityconsiderations. In such cases, the upkeep ofexisting pro-MDG infrastructure and publicservices can deteriorate both qualitatively and

    quantitatively, thereby leading to longer-termadverse outcomes that may not be attributed to thelegacy of conflict. Measuring the cost of conflictsis fraught with difficulties, though estimates havebeen made. One such estimate puts the net present

    value of the cost of conflict at around 250 per centof GDP at the outset of conflict. The total cost fora developing country associated with conflict isestimated at $54 billion.6 It is widely believed thateven these figures are underestimated. Moreover,behind these dollar figures are lives lost,immense human suffering, and the destruction ofcommunities.7

    The perceived negative relationshipbetween economic growth and development onthe one hand and conflict on the other can beviewed as a prism from which we can

    contextualize the conflict-MDG nexus, especiallygiven the clear and strong link between economicgrowth, development and MDG targets.8Countries experiencing conflict or those with arecent history of conflict are as a whole laggingbehind in achieving their MDG targets, whilesome are even regressing.9 Despite being largelyheterogeneous in terms of country characteristics(thus indicating possible non-conflict causes ofthis gap between current and targetedoutcomes), there is a striking similarity in all theseconflict or post-conflict countries and territories.

    Given the permeating environment of eitherconflict or security fragility that threatens arelapse into conflict, the authorities simply cannoteschew economic development as a nationalpriority while addressing what they perceive tobe directly related to conflict. As this study seeksto portray, development plays an inherent role in

    both exacerbating and ameliorating conflict,insofar as conflict has a similar impact on thedevelopment process. Consequently, issues ofdevelopment (and hence MDGs) need to be actedupon even in such volatile and uncertain securityand political climates. The question that arises outof this is both pertinent and difficult, and shouldnot merely be seen as being rhetorical in nature,namely, how can all interested parties move aheadto ensure that MDGs are achieved in the face of attimes wanton destruction with limited resourcesand a whole host of competing interests? The restof this study will concentrate itself not so much onanswering this query but on enlightening thereader of the central issues that both beget thequestion in the first place and also hopefully openup space for a debate of the question itself. Thisstudy does not pretend to posit an encapsulatinganswer that begins to chew away at theimpediments that maintain a destructiverelationship between conflict and development;rather it seeks to inform in order to elicitresponses from interested parties, particularlypolicymakers, who may be better equipped toaddress the conflict-development nexus and

    formulate the appropriate responses so as toprovide a way forward to tackle this matter ofglobal importance.

    The study is structured as follows:(a) chapter I presents a survey of the literature onthe conflict-development relationship that servesto illustrate the relevant and complex issuesaddressed by this publication; (b) chapter IIoffers a statistical snapshot of MDG progress inconflict-affected countries and territories of the

    ESCWA region, which aims to marry the datawithin the context of the background, as detailedin chapter I;10 (c) chapter III investigateseconometric analyses of general conflict anddevelopment issues in the ESCWA region;11(d) having established a link between de-development (and hence poor MDG outcomes)and conflict, chapter IV discusses possiblebudgetary and fiscal policies to assist in meetingMDGs; and (e) chapter V presents the summaryand a list of recommendations.

    I. CONFLICT AND DEVELOPMENT: A SURVEY OF THE LITERATURE

    Much has been written on conflict and theArab region, of which ESCWA member countriesand territories form a subset. Indeed there is noshortage of material in a region that has enduredfive instances of extra systemic armed conflicts

    between a State and a non-State group locatedoutside its own territory, 25 instances of inter-State armed conflicts occurring between two ormore countries, 174 instances of internal armedconflicts between governments and one or moreinternal opposition groups without interventionfrom other countries, and 24 instances ofinternationalized armed conflicts between Statesand opposition groups with interventions fromother countries on one or both sides.12 Thisamounts to a total of 228 instances of conflictbetween 1946 and 2008.

    Another dataset that registers "majorepisodes of political violence", which is producedby the Centre for Systemic Peace, recordsincidents that involve at least 500 directly-related fatalities and reach a level of intensity inwhich political violence is both systematic andsustained at a base rate of at least 100 directly-related deaths per annum.13 These includeincidents of inter-State, intra-State and communalviolence, and are further broken down to illustrateepisodes of international, civil, ethnic, communaland genocidal violence and warfare (see table 1).14

    For many decades, the study of conflict inthe Middle East has revolved around the Arab-Israeli conflict and on the structural effects ofpost-colonial legacies, namely: arbitrarily drawnborders, multi-ethnic or multi-sectarian societies,

    and regional rivalries between regimes eager toassert themselves and consolidate their new andweak legitimacy and grounding in society.Another perspective placed conflict in the contextof geopolitical trends and the competitionbetween the two superpowers of the Cold Warera, namely, the United States of America and theUnion of Soviet Socialist Republics, which leftlittle space for consideration of domestic politicalor socio-economic dynamics.

    In addition to these approaches tounderstanding conflict in the region, politicaleconomists sought to explain the internal politicalcharacteristics and dynamics of the countries inthe Middle East with reference to their definingeconomic features. Much was made of thepolitical structures and behavioural patterns of socalled rentier economies that depended onexternal revenues most commonly derived fromthe exploitation of hydrocarbons. For example,Besley and Persson put forward a theoreticalmodel to prove that increases in the prices ofexported and imported primary commodities hadsignificant positive effects, both statistically and

    quantitatively, on the incidence of civil conflict.

    They also showed that the effects of global marketprices were heterogeneous depending on whetheror not a country was a parliamentary democracyor had a system of strong checks and balances,which were interpreted as proxies for a key modelparameter reflecting the degree of consensualarrangements among political institutions.However, the study of rentier economies usuallylimited itself to explaining the nature of thedomestic-social contract rather than allowing for adetailed understanding of civil or inter-Stateconflict.

    More recently, scholars have begun to delveinto the economic and developmentalunderpinning of Middle Eastern societies in orderto grasp the occurrence and evolution ofconflict.16 This builds on a growing and broaderunderstanding of the relationship betweenindividual and collective prosperity on one hand,and political (in)stability on the other. Perhaps themost sophisticated philosophical perspective isoffered by Amartya Sen in his groundbreakingstudy, entitled Development as Freedom.17

    Sen proposed that the notion ofdevelopment needed to be understood asexpanding the real freedoms that people enjoy.He categorized these non-mutually exclusivefreedoms in the following way: (a) politicalfreedoms; (b) economic facilities; (c) socialopportunities; (d) transparency guarantees; and(e) protective security. He posited that all theseinterconnected freedoms played a role inpromoting overall freedoms of people to lead thekind of lives they have reason to value.Development could therefore be transformed froma measurement of economic growth and beunderstood as a means for human beings toachieve the ultimate end of living a life theybelieved was valuable, and vice versa freedomsare the primary ends but also the principal means

    This is where MDGs come into play. Theirachievements do help to pave the way to the kinds

    of freedom Sen prescribed: a global effortconducted at a national level to halve the numberof the poorest and most hungry, empower women,reduce rates of child and maternal mortality,protect people from diseases, and protect theenvironment from destruction and contamination.Clearly, these goals are all interconnected, falling

    under the aegis of the State and pivoting on anassumption of good governance. It follows thenthat MDG achievement is hampered in weakStates afflicted by poor governance, weak politicallegitimacy and will, and limited fiscal space.

    While the correlation between conflict andpoor development is clear and unquestioned, lessapparent is the direction of the causality.Specifically, does conflict bring forthde-development or do poor developmentaloutcomes engender the seeds of conflict? Or areboth the conflict and de-development processes

    involved in a symbiotic relationship that breeds avicious cycle that combine together the wellknown concept of a development trap with thatof the lesser known conflict trap?

    Addressing the issue of the impact ofconflict on development appears to bestraightforward enough; conflict is detrimental todevelopment in so much as it has physical andeconomic repercussions. The direct and indirectconsequences of conflict are made obviousthrough death, injury and human flight, spread ofdisease and destruction of infrastructure. Its

    economic ramifications often include a reductionin GDP and thus falling incomes as theconsequence of disrupted markets andinfrastructures; an overall reduction in trade;flight of capital, both physical and human; andincreased military expenditure coupled with adecrease in spending on social expenditure.Stewart expanded on Sens concept of freedoms,and proposed that conflict could be examinedthrough a lens of entitlement failures, whereentitlements represent peoples command overresources.18

    Beyond market or exchange entitlementsand direct (subsistence) entitlements, Stewartincluded public entitlements (governmentprovided goods, services or subsidies), civicentitlements (provided by communities or NGOs)

    and legal entitlements. Stewart demonstrated thatthe nature of conflict and how it is waged (itsgeography and scope, the length and the intensity)impacted these entitlements. The cumulative costof war are higher where the conflict is prolonged,where the conflict is waged at the centre of orthroughout the country rather than being confined

    to one region, and where the economy isinflexible or the subsistence sector is small.Through his study of 25 sample countries affectedby conflict between 1960 and 1995, Stewart notedthat, during conflict, some entitlements generallyfell (such as market entitlements and publicentitlements) while direct, civic and extra-legalentitlements invariably rose. While there werenotable exceptions in most cases, on balance,entitlements deteriorated as the fall in marketentitlements could not be compensated for byrises in other types of entitlements.19 Thisadversely affects MDGs as evidenced byincreased mortality and morbidity rates anddeteriorating nutritional, health and educationaloutcomes. On the other hand, it also shows thatthere are winners and losers during a conflict andwhere there is sufficient political will, it ispossible to mitigate some of the adverse effects ofconflict on peoples freedoms and entitlements.This illustrates that even where conflict is ongoingand unresolved, or perhaps even where countriesare stuck in a development trap, the value inpursuing MDGs is not entirely lost.

    There has been some debate over recent

    years regarding the idea of development trapsthat prevent people from leading lives they havereason to value. Two prominent figures in thisdebate are Jeffrey Sachs, Director of the EarthInstitute at Columbia University and one of thearchitects of MDGs, and Paul Collier, Director ofthe Centre for the Study of African Economies atOxford University. They differ in their approachto aid, specifically in Africa, and the role andresponsibilities of the international community towhat Collier terms the bottom billion.20 In 2004,

    Sachs et al. argued that these countries were stuckin a self-perpetuating, self-reinforcing cycle ofpoverty.21 Extreme poverty leads tomalnourishment, disease and a lack of education,all of which affect the stock of human capital.This then affects prospects of economic growth(or development), which in turn affects human

    capital, thereby resulting in a development trap.They identified the culprit not as a deficiency ordeficit in governance or the prevalence ofcorruption, but rather as the existence of thepoverty trap in which countries were too poor toachieve robust, high levels of economic growthand, in many places, simply too poor to growat all Specifically, Africas extreme povertyleads to low national savings rates, which in turnlead to low or negative economic growth rates.22Sachs et al. outlined five structural reasons forthe persistence of the poverty trap, namely:(a) very high transport costs and small marketsizes, (b) low productivity agriculture, (c) veryhigh disease burdens, (d) adverse geopolitics, and(e) a slow diffusion of technology from abroad.They advocated for huge public investments tostimulate both rural and urban under productivity,and stressed the need for increased overseasdevelopment assistance (ODA) in order to assistcountries in achieving their MGD targets.

    While they focused on the poverty trapwithin the context of MDGs,23 Collier focused onfour traps that are not specifically addressed bythe MDGs, namely: the conflict trap, the resource

    trap, the location trap and the poor governancetrap. Collier asserted that all of these traps werethe main causes of poverty for the bottom billion,as opposed to the existence of an intrinsic povertytrap. Collier also introduced the idea of timingto explain why countries suffering from one ormore of these traps had not been able to break outof poverty unlike a number of other countries,such as India and China.24 He argued that China

    In essence, Sachs et al. and Collier see theplight of the poorest countries in terms ofopposing priorities. The former view poverty as atrap that can be addressed and mitigated bybottom-up development efforts aimed at makingpeople more productive, improving the conditionsfor human capital and, eventually, stimulatinggrowth. Collier, on the other hand, places moreemphasis on the overarching need for economicgrowth and per-capita income. He emphasizes theneed to address the development traps thatcause poverty rather than to direct limited

    resources at tackling solely the consequences ofpoverty (for example the education, health,infrastructure deficits); and that wars and coupskeep low-income countries from growing andhence keep them dependent upon exports ofprimary commodities [this dependency in turnmakes them] prone to wars and coups withoutgrowth peace is considerably more difficult.25

    Both approaches have merit, and there issignificant agreement in their respective analysesof why some countries are economically stagnant.As noted above, conflicts breed both winners and

    losers, and it is possible to mitigate the misery orthe lack of freedoms of a population by pursuingMDGs even in conflict-affected and ongoingconflict countries. However, if Collier is correct,then addressing conflict is pivotal to achievingdevelopment goals in conflict-affected countries.Moreover, States emerging from civil warsexperience a heightened vulnerability to the onsetof renewed conflict. Collier et al. illustrated thatending a civil war was extremely hard, whilepreventing relapse was also fraught withdifficulties. Indeed, Collier asserted that the firstfive years following the cessation of hostilities

    were pivotal given that it is during that period thatconflict relapse most commonly occurs. This is

    high levels of economic growth that have lifted millions oftheir citizens out of poverty.

    due to the legacy of war and, more specifically, tothe fact that most of the costs of a civil war,perhaps as much as half, accrue after the war isover.26 Addressing these challenges involves apractical agenda for economic development andthe effective regulation of those markets that havecome to facilitate rebellion and corrupt

    governance.27

    In essence, the work of Sen, Stewart, andCollier demonstrate that while for donorsengaging with conflict-affected and conflict-proneStates is costly, risky and difficult,28 it is vital forthe achievement of MDGs.29 Just as there isbroad agreement that countries that are emergingfrom conflict are at greater risk of falling backinto conflict, and that low-income countries are atgreater risk of falling into conflict than high-income countries, the mitigation of conflictconditions (and even, as Collier prescribes,

    military intervention to prevent relapse intoconflict where necessary) is an importantcondition for allowing sustainable development totake place, and the achievement of MDGs isperhaps the most measurable benchmark of suchsustainable (and sustained) development.

    A. FRAGILE STATES AND CONFLICT

    Pursuing an answer to the question of thenature of the relationship between developmentand conflict requires delving into the causes ofconflict. Indeed, this is exactly what Collier andHoeffler sought to do in 2004 when they tested

    both political science and economic approaches tounderstanding the motivations behind rebellions,or the grievance versus greed debate bychallenging the political accounts of conflict inwhich the grievances that both motivate andexplain rebellion are assumed to be well-groundedin objective circumstances such as unusually high

    inequality, or unusually weak political rights.30What they discovered, according to theiranalytical model (the Collier-Hoeffler model) wasthat when predicting whether a civil war wouldoccur during a five-year period, opportunities forrebellion were much more significant than theobjective indicators of grievance such as

    inequality, political rights, ethnic polarization andreligious fractionalization.31 Moreover, whileethnic dominance played a significant role, alongwith population size, a closer inspection ofopportunity as an explanation of conflict risk wasconsistent with the economic interpretation ofrebellion as greed-motivated. Collier andHoeffler also found that primary commodityexports significantly increase the risk of warwhere they constituted 32 per cent or greater oftotal GDP.32 According to their study, a diasporathat was willing to finance rebellions along withlow foregone earnings, per capita income, malesecondary school enrolment and growth rates allincreased the risk of conflict not as a result ofinequality-based grievances, but rather becausethey make rebellion cheap. Another crucialfactor is time elapsed since the end of a previousconflict whereby an inverse relationship is at playbetween time since last conflict and the risk ofconflict relapse.

    As seen in table 1, intra-State violence,including civil and ethnic violence and war,account for almost two-thirds of the violence inthe ESCWA region. Despite this, however, the

    pattern of rebellions, civil wars, greedy rebels andlootable resources does not fit as neatly in theESCWA region as it does in other regions,particularly Africa, which is the focus of much ofthe literature on the economic dimensions of civilwars.33 While it may be true that countries most

    prone to conflict suffer from higher levels ofpoverty in some cases, this model does notprovide convincing arguments for the prevalenceof conflict in the ESCWA region. Of the fivefocus countries and territories examined in thisreport, perhaps this model is applicable to theSudan and Yemen. However, conflicts in Iraq,

    Lebanon and Palestine are less convincinglyunderstood through just a materialist approach.Indeed much of the literature explicitly adds thecaveat that the most enduring conflict of theregion, namely, the Israeli-Arab conflict, is notincluded in their analysis or their conflict models.

    Table 2 illustrates that for the ESCWAregion, primary commodity exports figures havelittle explanatory power when it comes tounderstanding ongoing conflicts (with particularreference to the greed hypothesis). While it istrue that ratios for Iraq were the highest in theregion, and that Iraq has experienced the greatestnumber of deadly incidences of violence, thecurrent situation in that country was more or lesstriggered by external factors. The nature ofthe Iraqi regime provides a greater understanding

    of why the country was prone to civil andinternational conflict. Of course, resource wealthplays a highly significant role; however, it cannotbe considered the main determinant of orexplanation for violent conflict in the country.Saudi Arabia, Kuwait, Bahrain and the UnitedArab Emirates also have primary export

    commodities over 32 per cent of their GDP. Ofthese, two countries, namely, Kuwait and SaudiArabia, experienced conflict in 1990 and 2007,respectively (see table 1). This does not implythat these countries will be less prone to violenceonce the oil rents run out, which is a possiblenear-term scenario for the Syrian Arab Republicand Yemen; or if they are not effectivelydistributed, as in Iraq. However, the politics ofprimary export commodities should be the focusof analysis in the ESCWA region, alongside other

    relevant and significant variables, such as thesystem of governance, particularly power-sharingarrangements that are susceptible to internationalpower politics.

    in the Middle East and built on the Collier-Hoeffler model by studying conflicts between1960 and 2003. Within that context, theSrli-Gleditsch-Strand model found thatloot-seeking behaviour (in other words greed)aimed at controlling oil revenue did notcharacterize conflicts in the Middle East and

    that a lack of democracy and modernization hadnot led to major internal rebellions.34 Byconsidering regime types, which is notsignificantly focused on in the Collier-Hoefflermodel, Srli, Gleditsch and Strand found that botheconomically and politically rentier States andauthoritarian regimes fit better into thetraditional grievance-based perspective on civilwar.35

    A later study by Collier and Rohner in 2007found that, contrary to popular belief thatdemocracies are less prone to violence,democracies below a certain income threshold aremore prone to political violence.36 In this study,Collier and Rohner move beyond looking solely atcivil wars, which it can be argued limited theapplicability of the Collier-Hoeffler as well as theSrli-Gleditsch-Strand models to explainingconflict more broadly in the Middle East region,in order to include other forms of politicalviolence as well, including riots, coups,assassinations, revolutions, strikes anddemonstrations.37 In each case, the Collier-Rohnermodel suggests a strong correlation between

    democracy, income and violence. They concludedthat while income growth makes democraciessafer and authoritarian regimes absolutely moreprone to violence, this is only true if the incomethreshold is high enough.

    Other scholars, such as Chassang and Padroi Miquel, use critical economic indicators,including income per capita, to explain the rise ofconflict, thereby providing a strong argument for

    the nexus between citizens joining armed groupsand a States capacity to repress such groups andconflicts.38 They found two patterns, namely: civilconflict prevalence was negatively correlated withincome per capita, and civil conflict occurredwhen countries suffered negative income shocks.They created an empirical bargaining model that

    failed to prove the first pattern but weresuccessful in illustrating that probabilities ofconflict increased in bad economic conditionsowing to a low opportunity cost of fighting. Thebasis of their argument is that in a low GDPeconomy, wages are modest and returns toproductive activity are small, thereby makingdiminutive the opportunity cost of fighting. Thefirst pattern needs further empirical work to findstructural causes of instability in poor countries.Examples of structural elements are discussedbelow in Rotenberg and Fearons work on theweakness of the State, which in turn causes roomfor conflict.

    Any discussion of civil war and civilconflict must of course make reference to thenotion of weak or failing States. Robert Rotberg,President of the World Peace Foundation andarchitect of the Index of African Governance,addressed this issue when he distinguishedbetween strong, weak, failing and collapsed Statesby judging their ability to deliver politicalgoods to their citizenry.39 Of these politicalgoods, human security comes first and foremost,

    but they also encapsulate the rule of law,independent judiciary, political participation,fundamental human and civil rights, medical andhealth care, schools and education, the arteries ofcommerce, and economic and physicalinfrastructures, among others.40 Strong Statesperform well in the delivery of all of the

    categories of political goods. Rotberg definesweak States as those that are inherently weakbecause of geographical, physical, or fundamentaleconomic constraints; basically strong, buttemporarily or situationally weak because ofinternal antagonisms, management flaws, greed,despotism, or external attacks; and a mixture of

    the two.41 A weak State does not necessarilyharbour violence or, if it does, it may be of a lowlevel. Moreover, many states that appear to bestrong in terms of their ability to monopolize theuse of violence are fundamentally weak andviolence is used or threatened against its ownpopulation to suppress dissent.

    A failed State, however, is one that,according to Rotberg, is distinguished by theviolence used against it by its own citizens andvice versa. He argued that it is the enduringcharacter of that violence and the fact that muchof it is directed against the existing governmentor regime, and the inflamed character of thepolitical or geographical demands for sharedpower or autonomy that rationalize or justify thatviolence in the minds of the insurgents.42 He alsonoted that the extent of a States failure could bemeasured by how much of its territory it actuallycontrolled or, as he put it, how nominal orcontested is the central governments sway overperipheral towns and rural roads and waterways?Who really expresses power up-country, or indistricts distant from the capital?43

    Finally, a collapsed State is one wherepolitical goods are obtained through ad hoc orprivate means, where there is an authority vacuumand sub- or non-State actors replace the primepolity of the State with authority over the differentgeographical areas that had comprised the State.Lebanon during its civil war represents one suchState in the ESCWA region. Nevertheless,Rotberg argued that the role of the Syrian ArabRepublic as the hegemon guaranteed security.44Rotberg classified the Sudan as a collapsed State,and warned that Iraq could follow after the

    collapse of Saddam Husseins regime.

    In 2003, Fearon and Laitin also focused onState weakness and explored the relationshipbetween ethnicity, insurgency and civil war.45Like Collier and Hoeffler, they reported thatopportunity for insurgency provides a moreconvincing explanation for the occurrence ofviolent conflict than grievance. However, they

    differed from Collier and Hoeffler in theirapproach to the economic variables that make acountry more conflict prone, noting that theirtheoretical interpretation was more Hobbesianthan economic.46 We agree that financing is onedeterminant of the viability of insurgencyhowever economic variables such as per capitaincome matter primarily because they proxy forstate administrative, military, and policecapabilities. We find no impact for primarycommodity exports, and none for secondaryschooling rates distinct from income.47 LikeRotberg, their emphasis is firmly on the State andits relative weakness, marked by poverty, a largepopulation and instability.48 They argued thatwhile Collier and Hoeffler were correct insurmising that conflict is more likely if theopportunities for rebellion are strong, primarycommodity exports (such as oil, agriculturalproducts, metals and minerals) are not a goodmeasure of financing for potential rebels becausewithout control of national distribution systemsand ports they are difficult to exploit.Consequently, oil exports are relevant not becauseof their financing power, but because they

    indicate relative State extractive apparatusweakness at a given level of income.

    In 2005, Fearon elaborated on therelationship between oil, civil war and the State in

    which he highlighted the importance of theState.49 He argued that oil predicts civil war risknot because it can be used easily by rebels tofinance a rebellion, but because oil producershave relatively low State capabilities given theirper capita income (stemming from the nature ofthe rentier State) and crucially because oil makes

    the State or regional control a tempting prize.Consequently, conflict is triggered throughpolitical mechanisms rather than economicstructures. Fearons findings challenge theaccepted policy recommendations for preventingthe onset of civil wars in resource-rich countries.Diversified economies and a visible transfer ofcommodity income into social serviceprogrammes would, he argued, do little to reducecivil war risks. Instead, Fearon suggested thatpolicies that involve international monitoring andinfluence on the distribution of oil revenues mightreduce the payoffs for an extractive, exploitativestrategy of State capture and control, whileincreasing politicians incentives to compete onthe basis of service and infrastructureprovision.50

    In the same journal, Collier and Hoefflerresponded to criticism by also bringing the Stateback in.51 Their policy recommendationschallenge Fearons as they highlight the linkbetween resources and secessionist movementsthat claim ownership of resources, which theyallege are looted by State elites. Collier and

    Hoeffler argued that national governments neededto link resource revenues to basic social services,such as education, and encourage transparency inrevenues through a proposed Extractive IndustriesTransparency Initiative (EITI).52 This debatespeaks more convincingly on conflict anddevelopment in the Middle East where factoringthe politics of the State into debates on conflictvulnerability, along with economic structures,makes more sense. Taken together, the notion of

    weak and failing States, the Srli-Gleditsch-Strand model and the Collier-Rohner modelprovide a more convincing understandingof conflict in the Middle East, therebyencapsulating the following: (a) grievance, suchas ethnic dominance, horizontal inequalities andpoor standards of living; (b) opportunity,

    including unemployment and lack of education;(c) economy in terms of poverty and/or low or nogrowth; and (d) polity, such as regime type andpolitical exclusion.

    Nevertheless, it must be noted again thatthe discussions above have all focused on intra-State violence. While this is indeed the source ofthe great majority of violent incidents, inter-Stateviolence accounts for almost one-third of conflictsin the region. A comprehensive analysis musttherefore also take this type of conflict intoaccount.

    B. EFFECTS OF CONFLICT ON MDGS

    According to conventional wisdom, thechallenges faced by MDGs in post-conflictcontexts are similar to those in many poordeveloping countries. However, the generalizedCollier-styled analysis of conflict not only helpsto understand an ongoing conflict but equally itsheds light on the reality of a post-conflictcontext; that is, a country that is still tottering onthe brink of relapse into war, with the same

    structural problems that made it more vulnerableto conflict in the first place. Table 3 outlines thechallenges faced by conflict-prone countries.

    as a weapon of war, and women and girls are recruited, coerced or kidnapped byarmed groups. Women and children constitute majority of internally displacedpersons (IDPs) and in refugee camps.

    Conflict gives women the opportunity to take up leadership roles typicallydominated by men, particularly economic roles. These roles are often reversed,however, on resolution of the conflict.

    GOAL 4

    Reduce child mortality

    Illness, disease, lack of immunization, malnutrition and violence all lead to higherrates of death among children in post-conflict environments, making them morevulnerable.

    GOAL 5

    Improve maternal

    health

    Mothers suffer from hunger, disease, exposure, dehydration, and trauma.Displacement, forced migration, rape and other forms of violence. Access tohealthcare may be limited as health clinics and hospitals may be closed or

    destroyed, or lack medicines, water, electricity, staff, and security. These factorshave a profound negative effect on the health of mother and expectant-mothers.

    GOAL 6

    Combat HIV/AIDS,malaria, tuberculosisand others

    Armed conflict and its effects increase the vulnerability of a population to infectiousdiseases. Migrations of large numbers of people can also cause diseases to spread topopulations who are not directly-affected by the conflict. Mobile male combatantswho use rape as a weapon of war can lead to the spread of HIV and other diseases.Conflict disrupts access to basic prevention tools such as condoms, as does thebreakdown in health-care systems.

    GOAL 7

    Ensure environmentalsustainability

    Conflict decimates forests and agricultural lands and poisons water sources. It oftendrives rural inhabitants to urban areas, placing further strain on alreadyoverstretched public services.

    GOAL 8

    Develop globalpartnership fordevelopment

    Conflict disrupts trade and investment and often interrupts development assistance.

    The continuing high expenditure on the military diverts spending on essential andoften decimated public services, and increases national debt and places further strainon economies. Scarcity of human capital exists alongside collapsed labour markets.

    According to UNDP, post-conflictcountries should not be considered a tabula rasadespite the massive upheaval and disruption ofsocial and economic systems.53 Specifically,effective recovery and the successful promotionof MDGs require acknowledgement of thedynamic legacies of civil conflict, and the

    international community must take stock of theselegacies in order to better identify those aspectsthat have the greatest potential to contribute toeconomic recovery and peace-building.54

    Within that context, Humphreys andVarshney emphasized the need to monitor theconflict implications of MDG assistance, and thatdecisions regarding aid allocation by country andsector must take conflict dynamics into closeaccount.55 They argued that MDG achievement inconflict-affected countries should be considered interms of three criteria, namely: (a) effectiveness inthe face of a weak or predatory State; (b) theunintended consequences of aid in fuellingconflict; and (c) the challenge of engaging withthe adverse effects that conflict has on MDGachievement. They also emphasized thateconomic and security strategies require betterand stronger coordination.56

    C. COST OF CIVIL CONFLICTON DEVELOPMENT57

    While the bulk of the literature survey thus

    far has attempted, directly or otherwise, toquantify the costs of conflict on development, acombination of the lack of a universally accepted

    methodology, country heterogeneity and dataavailability produce significant variations inoutcome. Nevertheless, all these studies areconsistent in intuitively expecting this impact tobe negative given that conflict involves massivecosts in terms of loss of human lives, depletion ofnatural resources and social capital, and

    destruction of physical capital and infrastructure.The fact that many of the countries that arecurrently regarded as developing or even least-developed have experienced some form of violentconflict in the relatively recent past strengthensthe popular conviction that war must be adevelopment curse. But exactly how much does itcost?

    Several studies have tackled this question,but no consensual answer has emerged. Inparticular, while most empirical work confirmsthat the effect of war tends to be negative ondevelopment, point estimates of this effect tend tovary considerably across different studies, most ofwhich concentrate on civil, rather than inter-Statewars.58 Examples of such studies includeFitzgerald (1987); Richardson and Samarasinghe(1991); Grobar and Gnanaselvam (1993);DiAddario (1997); Collier (1999); Rodrik (1999);Lopez and Wodon (2005); and Cerra and Saxena(2008).59

    Other studies have been undertaken on theimpact of civil wars on such factors as poverty,

    including, for example, by Justino and Verwimp(2006); on household and other assets by Annan,Blattman and Horton (2006), and Bruck (2006);on child malnutrition and other juvenile healthdeficiencies by Aldernam, Hoddinott and Kinsey(2006), and Bundervoet, Verwimp and Akresh(2009); on educational opportunities byShemyakina (2011); and on institutions by Fortna(2004), Toft (2008), and Blattman and Miguel(2010). The impact of inter-State conflict oneconomic development and growth have beencovered by Olson (1982); Sala-i-Martin (1998);Doppelhofer, Miller and Sala-i-Martin (2004);

    Blomberg, Hess and Thacker.(2006); Marwah and58 This owes almost certainly to the fact that civil

    D. SUMMARY ON THE LITERATURE

    Overall, this chapter has highlighted theintricacies of not just the conflict-developmentnexus but also the importance of consideringlocalised or regional characteristics whenapplying a set theory to specific circumstances.

    While certain stylized facts, such as that poorercountries are more prone to conflict do tend to beregion-neutral and thus have wider-applicability,one must nevertheless be aware of the caveatemptor clause when purchasing and utilizingthe various theoretical approaches available fromthe conflict-development literature. In particular,the authors suggest that closer attention be paidto the direction of causality of the conflict-development relationship. For instance, Lebanonwas witnessing unprecedented economic growthat the onset of civil war. The same could be saidfor Iraq which had much better socio-economicindicators on the eve of the first Gulf war than atpresent.

    Consequently, socio-economic indicators,such as growth and poverty, are not sufficient to

    explain the onset of conflict in this part of theworld. Issues of governance and foreign powerpolitics can also provide the answers to explainthe onset of conflict. While the negative impact ofconflict on development is clear, and while thepositive development payoff to conflictamelioration can also be made with significant

    degrees of certainty, less obvious is theendogenous relationship between the two. Afeedback loop may well be in operation and, if so,addressing either one of the conflict or de-development issues should go a long way towardsbreaking both the conflict and development traps.In this case, policymakers with limited resourcesfacing unlimited demands need not overly-concern themselves with identifying the rootcause of the conflict-development relationship(i.e. whether conflict leads to de-development orwhether de-development leads to conflict). Ratherthey should concentrate on one or the other,particularly given that, if the relationship is indeedsymbiotic, then curing one ill will lead to benefitsthat are greater than the sum of their constituentparts.

    II . TAK ING STOCK: MDG PROGRESS IN CONFLICT-AFFECTED COUNTRIESAND TERRITORIES IN THE ESCWA REGION

    With the target year of 2015 in sight, theinternational community is busy taking stock ofMDG achievements at global, regional andnational levels. Four years remain for MDG

    targets to be reached and for national governmentsand the international community to commit tofilling in the gaps where policies, strategies andprogramme implementations, funding or firmpolitical commitments fall short, therebyimproving the lives of millions of people. In thissame spirit of assessment, this chapter focuses onMDGs in the ESCWA region, in particular in theconflict and less-developed countries that faceeven greater challenges in meeting their targetsfor 2015.

    This chapter aims at the following:(a) taking stock and comparing achievementsto date, laying the groundwork for other chaptersin the report to suggest a way forward forthese countries in the form of practical andspecific policy recommendations for nationalgovernments, national and international NGOsand the donor community; and (b) contributing tothe wider debate on MDG achievement in conflictand conflict-affected countries by exploring thecomplex relationship between conflict anddevelopment in the vastly different conflictscenarios that exist in the region. This chapter

    concludes that the conflict-affected countriesrelevant to this study truly lag behind otherESCWA member countries in terms of meetingMDGs. A hard reality regarding the security andpolitical circumstances of these countries andterritories needs to be acknowledged before MDGattainments are studied. By doing so, the reportcan assess whether indeed it is conflict or rather avariety of overlapping factors that hinder therealization of basic human rights and needs for all.

    A. ESCWA ON THE GLOBAL STAGE

    The ESCWA region is characterized byboth profound homogeneity and difference. The14 ESCWA member countries share a commonlanguage, culture and religious beliefs. Many ofthe countries and territories in the region facesimilar threats and challenges in terms of political,social, economic, environmental anddevelopmental issues. Yet it is perhaps one of the

    most diverse regions in the world in terms ofdevelopment and conflict. It comprises acombination of population-rich, resource-rich,resource-poor, developing and least-developed

    areas as well as internal, international andinternationalized conflicts. However, as is thecase with all of these imposed dichotomies, theyfail to capture accurately the complexity and inter-linkages of a region that has demonstrated itsgeopolitical importance over millennia, and longbefore the discovery of oil and other naturalresources. More relevantly for this paper, they failto reflect entirely, the comprehensive state ofhuman development and human security in theregion.60

    These categorizations fail to reflect the stateof the region accurately for three reasons, namely:

    (a) The Sudan and Yemen are leastdeveloped countries (LDCs), despite considerableresource wealth (although in the case of Yemen,this is rapidly depleting). This illustrates thatbeing resource-rich is no guarantee for a mediumlevel of human development, and certainly notenough to guarantee a minimum level of humansecurity;61

    (b) Being labour-rich does not guarantee a
