TREEQULHAQ (INTERNATIONAL)

“MEMORANDUM”

1. CLAUSE 1: NAME OF THE NGO (SOCIETY/ NPO). TREEQULHAQ

(INTERNATIONAL)

2. CLAUSE 2: PROVINCE WHERE IT IS LOCATED. HEADQUARTERS IN PUNJAB

4. CLAUSE 4: ARTICLE/OBJECTIVES FOR WHICH IT IS ESTABLISHED

a. To block blasphemies/ blasphemous websites and diffusion of its

awareness in masses.

b. Spreading Ishq e Nabi (ملسو هيلع هللا ىلص) and safeguarding Namus e Risalat.

b. Spreading Islamic Education and Research.

c. Islamic Welfare (including free education/ charity to Orphans and

children of Widows, free Fatawa and Spiritual Cure etc.)

5. CLAUSE 5: TYPE. TREEQULHAQ (INTERNATIONAL) would be Islamic, Non-

Political, Non-Profit, Non Violent and Volunteer, International, Welfare

Based, inclusive of Movement and an Organisation based on “Freedom of

Speech and Expression”.

a. SUB-CLAUSE 5.1: TREEQULHAQ (INTERNATIONAL) would be purely

Islamic. It will be neutral, accept truth from anyone and will not

support Sectarianism / Firqa Wariat and will be Pro-Pakistani.

b. SUB-CLAUSE 5.2: TREEQULHAQ (INTERNATIONAL) would believe in

disciplined peaceful protest as per freedom of expression / speech.

Any violence act of terrorism would not be supported from

TREEQULHAQ (INTERNATIONAL).

c. SUB-CLAUSE 5.3: TREEQULHAQ (INTERNATIONAL) would advocate

right to speak against blasphemies, and block such content legally. It

strongly supports Pak Penal Code (PPC-XLV of 1860)1, and Prevention

of Electronic Crimes Act2 and would assist Pakistani Authorities in

terms of collection, analysis and provision of blasphemous data

(online, on-ground, in any form or media etc) to telecommunication

regulatory authorities like PTA etc. In return PTA would be duty

bound to scrutinize and block that content within one day after

submission. In no way TREEQULHAQ (INTERNATIONAL) would

involve in any illegal hacking attempts or illegal physical

assassinations of blasphemers. TREEQULHAQ (INTERNATIONAL)

stance would only be to let Govt / Court tackle such cases.

6. CLAUSE 6: TREEQULHAQ (INTERNATIONAL) PROPRIETARY. The Name

‘TREEQULHAQ’ and Monogram will be proprietary and in no case would be

used by any other organization anywhere in world; otherwise

TREEQULHAQ (INTERNATIONAL) reserves copyrights to sue the defaulter

through court. Similarly, its laws, terms and functions are intellectual

property.

a. SUB-CLAUSE 6.1: MONOGRAM. TREEQULHAQ (INTERNATIONAL)

official Monogram is below:-

b. SUB-CLAUSE 6.2: FLAG. TREEQULHAQ (INTERNATIONAL) FLAG

will be of light green color with monogram in centre. It will be

hoisted in TREEQULHAQ (INTERNATIONAL) Head Office/ Head

Quarters and used in functions.

c. SUB-CLAUSE 6.3: MEMBERS AND SLOGAN. TREEQULHAQ

(INTERNATIONAL) members will be called as AHLE TREEQULHAQ and

TREEQULHAQ (INTERNATIONAL) official slogan would be;

d. SUB-CLAUSE 6.4: SMS SERVICE AND WEBSITE. Official

TREEQULHAQ (INTERNATIONAL) MESSAGE SERVICE can be obtained

by writing Follow treequlhaq and sending to 9900 or 40404 and

would include TREEQULHAQ (INTERNATIONAL) updations and

awareness. TREEQULHAQ (INTERNATIONAL) official website will be

www.treequlhaq.com etc.

TREEQULHAQ (INTERNATIONAL) “RULES

AND REGULATIONS”

1. CLAUSE 7: MEMBERSHIP REQUIREMENTS. Anyone can join TREEQULHAQ

(INTERNATIONAL) as member. He will fill TREEQULHAQ (INTERNATIONAL)

membership form. He will be allotted a registration number. Every member

would mandatorily join SMS service. Member performances will be

recorded by Chief Director and each member will get marks.

2. CLAUSE 8: MAKEUP OF THE GOVERNING BODY. Organizational structure

would consist of Chief Executive Officer or CEO as head along with few

Patrons. Patrons along with CEO and founder will have veto powers in all

affairs of TREEQULHAQ (INTERNATIONAL). For each country there will be

Chief Director with Board of Directors. Members of governing body will be

called as Directors. They will be at least three in number. They will be

responsible to run the affairs of TREEQULHAQ (INTERNATIONAL). Directors

will make their cabinet of Managers; of whom monthly conference will be

held. Directors will head fields like: Blasphemous Web Block or Bwblk,

Sharee Affairs, Legal Affairs, Mehfil Milad, Welfare, Finance, and Marketing.

Apart from this, each Province Director and City Managers (also sub

managers in sub-areas) would spread awareness against blasphemies and

ensure no sacrilegious content is visible in his city through blocking at ISP

level etc. Managers would also conduct meetings.

3. CLAUSE 9: MEETING AND QUORUM. AGM (Annual General Meeting) or

TREEQULHAQ (INTERNATIONAL) SEMINAR/CONFERENCE will be held

including governing body and members. In this meeting progress/ balance

sheet etc will be presented along with educational lectures of guest

speakers.

4. CLAUSE 10: MEETING NOTICES. Those missing from meetings will be

given notices and their vote may not be considered in TREEQULHAQ

(INTERNATIONAL) MUSHAWARAT.

5. CLAUSE 11: PROCEDURES FOR THE ELECTION AND REMOVAL OF OFFICERS.

Chief Director will be designated/ elected by governing body. Member

performances will be recorded by Chief Director and each member will get

marks. At an aggregate of handsome marks, a member can apply for

vacancy of Director, which will be approved by Chief Director. Moreover,

acceptance or rejection of resignations will also be responsibility of chief

director. Based on poor performance, an officer’s appointment can be

removed by governing body in AGM.

6. CLAUSE 12: TREEQULHAQ (INTERNATIONAL) “CENTRE OF EXCELLENCE”.

TREEQULHAQ (INTERNATIONAL) will construct a TREEQULHAQ

(INTERNATIONAL) COMPLEX including ‘Centre of Excellence’ or COE and

Headquarters headed by chief director & conference room with its

resources. COE will have ‘Blasphemy Detection and Reaction Cell’ – BDRC

(Name of TREEQULHAQ CERT i.e., Computer Emergency Response Team),

Online TREEQULHAQ (INTERNATIONAL) Academy THA setup and 2 offices

with research LIBRARIES for Director Legal Affairs and Director Religious

Affairs for research on Scientific Shariah verdicts and Blasphemy laws etc.

a. SUB-CLAUSE 12.1: BDRC (TREEQULHAQ CERT) will function under

Director Bwblk. BDRC will have 2 sub teams, equipped with

computers, under Chairman BDRC. BDRC (TREEQULHAQ CERT) will

have right to register itself with and get sponsorship of any

international CERT3. BDRC will keep record and dosplay statistical

bwblk performances via projector presentations to dignitaries. It will

maintain Bwblk Encyclopedia under a manager. Both teams have

team leaders and:

i. Team 1. Detection team with aim to detect blasphemous sites

within 1 hour after it origination. It will be a kind of 24/7

monitoring room with a dedicated mobile number or landline

and email reception.

ii. Team 2. Reaction team with aim to block within a day, by legal

acts like PTA MoU, reporting, Fatwa, Govt, Ministry of

Information & IT, ISPs, courts, Supreme Court, FIA Cyber Wing,

FBI, PEMRA, OIC, UN, Interpol etc.

b. SUB-CLAUSE 12.2: TREEQULHAQ (INTERNATIONAL) will undertake

free Islamic Research (including Panel Work on Namoos e Risalat by

renowned research scholars with a view to publish educational/

awareness based pamphlets/ books), yearly TREEQULHAQ

(INTERNATIONAL) Magazine, Islamic Scientific Research and Free

Fatawa.

c. SUB-CLAUSE 12.3: Online TREEQULHAQ (INTERNATIONAL)

ACADEMY (THA) would be unique Educational Institute to spread

knowledge. It will be free for Widow children, Orphans, children of

Ulema and Sadaat. Its earning will be expensed on teacher salaries

and TREEQULHAQ (INTERNATIONAL) requirements/ projects. It will

be run by manager online THA.

7. CLAUSE 13: ACCOUNTING AND AUDIT PROCEDURES. TREEQULHAQ

(INTERNATIONAL) believes in transparent accounting. TREEQULHAQ

(INTERNATIONAL) is duty bound to maintain complete record of funds and

balance sheet and will use TREEQULHAQ (INTERNATIONAL) Receipt Pad for

receipt/issue of money. It will maintain bank slips of TREEQULHAQ

(INTERNATIONAL) ACCOUNT and bills of purchase. Any donatee, if asks,

would be presented full disbursement/ disposal track report of his donated

money. Internal and external audits will be managed on yearly basis.

Sources of income for TREEQULHAQ (INTERNATIONAL) would include

monthly member fund, bank account, online account, Govt, by

contributions, by receiving gifts, aids, donations, benefactions and by any

other means, from members of the society and donations etc. Funds so

collected may be used in any work of TREEQULHAQ (INTERNATIONAL)

ranging from bike petrol, mobile phone cards, salaries, to mega projects

like construction of TREEQULHAQ (INTERNATIONAL) COMPLEX, THA, BDRC

etc.

8. CLAUSE 14: DISSOLUTION. TREEQULHAQ (INTERNATIONAL) can only

be dissolved if its founder and all three out of three signatory directors of

governing body agree to dissolve (who have signed this constitution). It will

not be dissolved even if any 1 out of founder or three signatory directors of

governing do not agree. If upon winding-up or dissolution of the society,

there remains after satisfaction of all its debts and liabilities, any money/

property whatsoever, the same shall not be paid or distributed amongst

members of the society but shall be given or transferred to some other

institution having objects similar to all or any of the objects of the society

as may be determined by TREEQULHAQ (INTERNATIONAL) management at

or before the time of the winding up or dissolution.
