What is SCEF?The San Carlos Education Foundation (SCEF) is a non-profit fundraising organization that helps the San Carlos School District provide a well-rounded public education for all students. We work in partnership with parents and the community to support core and innovative programs that are vital to an exceptional education.

Why Support SCEF? The San Carlos community is committed to equity among all of our public schools. Since 1982, the parent-led San Carlos Education Foundation (SCEF) has worked to raise funds to ensure essential school programs are maintained for all of our students. Unlike other states where localities decide how much to allocate to education, in California per pupil funding is determined at the state level. Unfortunately, these funds are not sufficient to ensure a well-balanced quality education for our students.

In the late 1970’s, Proposition 13 and various legal rulings limited a community’s ability to tax its residents to pay for schools. Our property taxes, as high as they are, no longer stay in San Carlos. California funding for education has dropped from the top 5 in the nation to 43rd in 2015–16. Funding from the State only provides bare bones education for our children. For 35 years, San Carlos parents, businesses and community members have stepped forward to help fill this gap. In 2016–17, because of this generosity, the Foundation donated over $2.4 million to our schools. This represents approximately 6%of the District’s annual budget to provide support essential programs. Your donation makes a difference for every child, every day in every classroom.

Congratulations to the San Carlos Education Foundation for Marking this Special 35th Anniversary Year!

In 1982, members of our community founded the San Carlos Education Foundation (SCEF) with the goal “to provide general financial support for the public schools whenever public funding is inadequate.” The dedication of our community and massive efforts over the years to reach this goal, year in and year out, is a testament to the importance of our SCEF team today and the vision of those from 35 years ago. Our district relies on SCEF for 6% of our general fund and many of the programs our children enjoy and benefit from would simply not be possible were it not for SCEF and the funds they work so hard to raise. Your continued support—by donating to the annual fund, attending one of their fun, festive events and volunteering your time for the Foundation—is an essential piece of the puzzle as we all work toward creating an amazing educational environ-ment for all the children in San Carlos.

I’d like to also take a moment to thank our outgoing Superintendent, Dr. Craig Baker, for his years of dedication and service to this wonderful community. Together, Dr. Baker and I worked hard to move our district forward and implement the vision and principles outlined in our district’s strategic plan. This year we will continue this work, which includes the following key initiatives:

• Educating “the whole child”—truly make sure our students each reach their highest individual academic, social, emotional, intellectual, and physical potential. This means they can communicate effectively, be creative and critical thinkers, collaborate well with others, and be citizens of the world while being engaged in their own education;

• Bringing together a team of highly qualified educators, broadly defined, from the community and across the globe, to ensure our students are engaged in deep, meaningful and real-world learning;

• Furthering our facilities master plan and completing our construction plans to build (and update) learning environments that reflect, support and sustain 21st century learning and the efforts outlined above; and;

• Communicating effectively and efficiently with all stakeholders—especially as we start the formal search for a permanent Superintendent, we want to offer an open, transparent and inclusive process.

Message from Our Interim Superintendent

Your donations to SCEF allow the District to hire additional educators and provide programs that educate the whole child. This support allows us to keep our libraries open, provide Technology Associates and Counselors on every campus, offer a selection of middle school electives including our award winning music programs, underwrite fields trips for our students, funding for innovation grants and expand access to innovation including access to technology devices and applications. All of these amazing programs and achievements are necessary for us to meet our vision of helping each of our students reach his/her highest potential.

The year 2016–17 was great for the San Carlos Education Foundation for a couple of reasons. Thanks to all of you, we exceeded our goal of raising $2.5 million for our schools. Time after time, this community has proven what a group of committed, talented and generous parents and donors can accomplish. 2016–17 is also an important milestone in the history of SCEF as it marks the organization’s 35th anni-versary. It is a celebration story of 35 years of unwavering commitment to the San Carlos public schools that could not have been written without two very essential elements: the vision of those that came before us to shape SCEF into the organization that it is today and the generosity and voluntarism of all of YOU who continue to ensure that San Carlos public schools remain among the best in the state.

In these pages, you will read about numerable volunteer led philanthropic efforts from the last 35 years, and how your continued financial support in the past year has helped SCEF to raise critical funds to keep our school strong. SCEF remains committed to its short-term financial goals as well as its vision for the future. The solid foundation built over the last 35 years has inspired us to continue the good work and lay the groundwork to sustain the quality of San Carlos public schools. To commemorate our 35th anniversary, we held a reception on September 19th to honor the founding Board members of SCEF and announced plans to grow the SCEF Endowment with support from the broader San Carlos community. The public schools in San Carlos can continue to remain strong when the public becomes an active partner.

Great Schools are Built on Strong Foundations

Our audited financial statements for the year ended June 30,2016 are available on our website–www.scefkids.org. Fiscal Year 2016–17 numbers are presented for informational purposes. Our Foundation manages our operations using a net proceeds model, in which we view revenues net of direct expenses. As such, costs for our annual auction gala and other events are deducted from the associated revenues. Therefore, revenues and costs under US Generally Accepted Accounting Principles will differ from those presented herein. Our most recent audited financial statements are posted on our website at www.scefkids.org.

Every year, the San Carlos Education Foundation grants funds to the San Carlos School District and Charter Learning Center that are equivalent to what we raise, plus any endowment distributions, minus projected expenses. In FY 2016–17, $55,528 was distributed from the Palo Alto Medical Foundation (PAMF) endowment as part of the annual grant to fund programs. Since 2008, over $850,000 has been distributed to our schools from this fund.

Your donations to the SCEF enable SCSD and SCCLC to hire additional educators and provide programs that would be cut or severely reduced without your donations. This funding allows district schools to keep libraries open, retain smaller class sizes (K–3), provide Technology Associates and Counselors, offer a selection of middle school electives including our award-winning music programs. At SCCLC, parent donations to SCEF help fund PE, Library and Spanish positions.

In addition to the personnel positions that SCEF helps underwrite, each School Principal receives direct grants through the Principal Flex Fund, Fund-A-Need and Field Trip Fund. These funds provide principals with opportunities to meet immediate school needs and support teachers interested in new approaches to engage students.

We asked Principals to tell us what SCEF grants mean to their schools, teachers and students. Here are some examples:

Pam Jasso, Heather

Today’s students are hands-on learners. Field trips allow students to access some of the Bay Area’s cultural, educational and natural treasures. The trips build on classroom instruction, allow students to gain a better understanding of topics, build cultural understanding and tolerance, and expose them to worlds outside their own. We are so grateful to SCEF for providing funding for our field trips again this year.

Allison Liner, White Oaks

We’re continuing to implement Readers Workshop in our K–3 classrooms, a workshop approach to instruction that includes direct lessons as well as 1:1 coaching with each reader. With the support of SCEF grants to White Oaks, we’re able to provide a rich classroom library full of engaging and challenging titles to support each reader’s growth! Our teachers are collaborating and engaging in professional development to deepen this model of instruction and ensure that each learner continues to stretch towards new levels of reading and thinking!

Ray Dawley, Arundel

Without SCEF funds our school’s landscape would look much different. Music, computer lab, Legarza PE, our friendship counselor and 2nd Step lessons, amazing field trips, technology, innovative teaching are just a few of the programs that might be missing. SCEF also helps support hands-on learning at Arundel by providing funds for our garden, play pod and robotics, and SCEF grants have supported our teachers and students as they create, collaborate and innovate.

Jessica Blumen, Brittan Acres

SCEF funding helps Brittan Acres to provide learning opportunities that benefit our youngest learners. SCEF direct grants to BA have allowed us to emphasize personalized learning beyond the classroom. This year we are planning to offer varied opportunities for lunch recess. SCEF funds are being used to support our “Artist in Residence” noontime dance club for 1st and 2nd grade, noontime library option for students to participate in various games, and coming soon, a maker space noontime opportunity.

Your Donations at Work — SCEF Funds Educators

Marie Crawford, Arroyo

So much of our school budget is predetermined, Principal Flex Funds, Fund-a-Need Field trip support from SCEF allow us to have some flexibility and choice on how best to serve our student’s needs. This year, we are funding readers workshop, bringing the Lawrence Hall of Science to campus, helping teachers prepare for the 4th grade Sutter’s Fort trip, supplying our maker space and offering mindfulness programs to help with self-regulation.

John Triska, Mariposa

Mr. Kaufman and I are working together to ensure our 5th grade teachers have everything they need to personalize learning for our Monarchs. This year we are utilizing SCEF funds to purchase robust classroom libraries to support Reading Workshop, specialized teaching easels for mini lessons in Reading and Writing Workshops, and additional manipulatives and tools to fully support hands-on modeling for teaching Math in Focus.

Steve Kaufman, Tierra Linda

Our elective classes provide a great deal of balance and engagement for our students. This year we are using SCEF grants at Tierra Linda to add Quest classes to our schedule. With SCEF’s support we are able to offer courses that will be high interest, and personalized for our students. Our SCEF supported elective staff, including our popular band and orchestra music programs, provide courses that teach to the whole child. As others have shared, we are using funds from SCEF to support the implementation of both readers and writers workshop.

Tom Domer, Central

Everyone knows that SCEF supports music (for which we are grateful) however, parents might not be aware that SCEF helps my teachers become better teachers. Because of SCEF grants directly to CMS, I can provide training and support for supplemental materials which teachers can use to can meet the needs of our students.

The money raised by SCEF is critical in bridging the gap between the public funding we receive and what it actually costs to educate our learners. The fundraising dollars that we receive from SCEF allows us to provide our learners with a well-rounded educational experience that includes second language instruction, literacy and numeracy support, Seminars program, library, and milestones. Your support of SCEF makes this possible and allows these programs to continue.

Treasuring the Past—Our Strong Foundation

For the last 35 years, the San Carlos Education Foundation (SCEF) has played a critical role in our community, funding school programs that are now seen as essential to our children’s education. Students throughout the community benefit from the enriched learning experiences funded by SCEF, including music instruction, library time, PE programs, field trips, and technology equipment, which otherwise would have been cut during periods of budget tightening. During those times of economic uncertainty, volunteers pulled together to grow and strengthen the foundation, transforming SCEF into the irreplaceable partner it is in our community today.

1982 • FoundingIn 1982 Superintendent Dr. Jim Stanfill organized a group of parents to launch the San Carlos Educational Foundation in order to “turn the tide” on the years of continual cuts. Dr. Stanfill urged San Carlans to take action locally to save the schools, retain staff, and maintain programs. The community responded by donating more than $30,000 in the first year.

1984 • “Your Phone Call is Coming” Lawn signs were placed all over town ominously warning residents of the pending Phone-A-Thon. More than 75 volunteers made 1,400 phone calls in one evening, raising $34,000.

1992 • Revitalizing the OrganizationIn the late 1980’s the school district faced dropping enrollment and an aging population in San Carlos. SCEF went dormant for a few years, but was revitalized in 1991 with a push from Superintendent Don Shalvey to again help the School District address cuts in education funding. In 1992 “pencilometers” went up at each of the San Carlos Schools to track the foundation’s fundraising progress.

2003 • Response to Financial CrisisIn the early 2000’s he San Carlos School District was faced with cutting over $1 million dollars from the budget. In California, When the tech bubble burst, income tax from stock options and capital gains abruptly ended. State revenue plummeted by 15%, the largest drop since the Great Depression.

Parents again joined together to grow the foundation and raise the funds needed to save beloved music, library and mental health programs. In 2002 SCEF raised $60,000; by 2003 fundraising quintupled to $322,000 due to a dedicated phone bank outreach effort that asked parents to help save key programs from being cut.

2004 • Spring FlingIn place of each school holding its own fundraising auction, in 2004 SCEF, in partnership with the PTAs, hosted the first district-wide Spring Fling auction. The popular event ran for 10 years and became a reliable source of fundraising for the foundation.

2008 • The SCEF EndowmentEstablished with a gift of $1.5 million from the Palo Alto Medical Foundation. The SCEF endowment fund is invested in perpetuity and has provided over $850,000 to the San Carlos School District to support programs dedicated to health, wellness, and physical fitness.

2010 • Memorandum of Understanding SCEF — together with school PTAs — solidified the belief that centralized fundraising was the most effective and efficient way to utilize volunteer time and raise money for programs that benefit all students in the district. Donations continued to increase, with fundraising doubling every few years, growing from $345,000 in 2004 to $755,000 in 2006 to $1.6 million in 2008.

SCEF Today The foundation has continued to evolve to meet the needs of the growing school district. SCEF continues to raise unprecedented funds — growing from $1.78 million in 2010 to $2.8 million in 2017. These funds now pay for counselors in every school, music in elementary schools, middle school electives including band, orchestra, design and art, a 1:1 ratio of students to Chromebooks in middle schools, tech associates in every school, and field trips. SCCLC parents support SCEF and, as part of our district, the school receives grants based on student enrollment. The teacher grants that began in the 1990s continue today, funding projects ranging from infrared thermometers used in science labs, to pedometers used in physical education classes, to bringing in a musical director to teach students how to sing and perform.

Preparing for the Future — the Next 35 Years

Through 35 years of service, SCEF has evolved from a group of parents who banded together to fund $30,000 of “extras” to a critical partner that provides $2.4 million for instructors and programming now considered essential in the schools. As Superintendent Dr. Jim Stanfill noted in the early 1980’s during SCEF’s inception, the most important outcome of a “foundation movement” would be the re-commitment of the community to education. Over the last 35 years the community of San Carlos has recognized the critical role a well-funded foundation plays in supporting an excellent school district. Everyone in the community benefits when a strong educational system is in place to educate our children.

ENDOWMENT

In recognition of our 35 years of support for public schools, the Board of the San Carlos Education Foundation has set a goal of raising $350,000 for the SCEF endowment. We are pleased to report that over $180,000 has been raised toward this goal. If you or others you know in the community are interested in making a lasting gift to our schools, please let us know.

Established with a generous gift of $1,500,000 by the Palo Alto Medical Foundation, the endowment’s balance is now over $2 million with $850,000 distributed year-to-date to support health and wellness programs in all of our schools.

Through exemplary stewardship and prudent financial management of our endowment we can help ensure continuity and stability for our public schools. Creating A LASTING LEGACY

Once again, local resident Dan Elkes, has pledged a generous donation the SCEF Endowment. At a recent reception celebrating SCEF’s 35 years, Mr. Elkes said, “I am humbled and honored to be among this group of San Carlos citizens who had the vision and forethought to create and sustain the Education Foundation over the years. Things I had taken as essential for a school when I was growing up seemed to somehow be optional. Because of SCEF there is a route to help fill the gap, and I have found working with SCEF and the district for the benefit of our kids extremely rewarding. I want to be able to make a more lasting contribution to San Carlos schools, one that could help keep some of these essentials for longer even if conditions changed.”

Howard Girdlestone left a bequest to the Education Foundation which the board has dedicated to the San Carlos Education Foundation endowment. Mr. Girdlestone’s gift reflects his dedication to the children of the City of San Carlos. He understood the importance of a strong public school district to the families who live here and to the growth and maintenance of the economic health of San Carlos. We are honored by his generosity.
