Challenges  and  gaps  in  developing  and  fragile  countries:  •     Weak  capacity  to  uniquely  iden,fy  individuals  for  the  purposes  of  border  controls,  terrorism  preven,on  and  law  enforcement  •       Lack  of  robust  iden+fica+on  management  systems  •       Iden+ty  and  travel  document  fraud  used  for  engaging  in  terrorism  and  organised  trans-­‐border  crime  •  Staff  lacking  competencies,  skills  and  tools    •  Lack  of  trust  and  technical  means  required  for  effec,ve  inter-­‐agency
