ISSUE: Des Moines Area Metropolitan Planning Organization Invoice to CIRTPA for the 3rd Quarter of Fiscal Year 2017
REPORT AND VOTE (TPC ONLY): Brief report and approval of the Des Moines Area Metropolitan Planning Organization (MPO) Invoice to CIRTPA for the 3rd Quarter of Fiscal Year 2017.
BACKGROUND:
The MPO bills the CIRTPA for work conducted on the CIRTPA’s behalf on a quarterly basis. The MPO’s 3rd Quarter Fiscal Year 2017 Invoice covers work conducted for the period beginning January 1, 2017 through March 31, 2017. If approved, the CIRTPA staff will proceed with reimbursing the MPO.
Included, immediately following is a copy of the MPO 3rd Quarter Fiscal Year 2017 Invoice.
RECOMMENDATION:

ISSUE: CIRTPA Fiscal Year 2018 Unified Planning Work Program
REPORT AND VOTE: Consider approval of the Fiscal Year 2018 Unified Planning Work Program.
BACKGROUND:
The CIRTPA staff developed the draft Fiscal Year 2018 Unified Planning Work Program (FY 2018 UPWP), which documents all transportation planning activities the CIRTPA will perform using federal funds from July 1, 2017 through June 30, 2018. The Iowa Department of Transportation (DOT) requires that the UPWP describe the CIRTPA’s proposed planning activities – including task objectives, previous work, project descriptions, and work products – as well as the budget and funding sources to carry out the planning activities. The Iowa DOT requires the CIRTPA to submit a final UPWP by June 1, 2017.
CIRTPA approved the draft UPWP at their March 9, 2017 meeting, and staff forwarded the draft UPWP to the Iowa DOT and the FHWA. The DOT provided staff with comments. Staff addressed the comments and updated the UPWP document accordingly.
A copy of the Fiscal Year 2018 Unified Planning Work Program will be made available before the May meeting.
RECOMMENDATION:
Approve the Fiscal Year 2018 Unified Planning Work Program and forward on the Iowa DOT for final approval.

ISSUE: Draft FFY 2018-2021 Transportation Improvement Program
REPORT AND VOTE: Consider approval of the Federal Fiscal Year 2018-2021 Transportation Improvement Program.
BACKGROUND:
The CIRTPA staff is annually required to develop a four-year Transportation Improvement Program (TIP) by updating the current TIP for the CIRTPA. The purpose of the TIP is to list all projects in the CIRTPA Planning Area for which are using Federal funding and scheduled to begin within a designated period of the four federal fiscal years.
The CIRTPA staff requested that CIRTPA member governments and participating agencies review and report any project changes, new projects, or “roll-over” projects programmed in Federal Fiscal Year (FFY) 2017, 2018, 2019, 2020, and/or 2021. Staff generated a project list for the FFY 2018-2021 TIP using responses from each member government.
Staff will submit the FFY 2018-2021 TIP draft to the Iowa Department of Transportation (DOT) and Federal Highway Administration for review and comment on June 15, 2017. Staff will incorporate comments received into the final draft. The final FFY 2017-2020 TIP is due to the Iowa DOT by July 21, 2017.
The CIRTPA staff will schedule a public input meeting for the FFY 2018-2021 TIP draft at 5:00 p.m. on Tuesday June 20, 2017 at the CIRTPA office, in order to provide an opportunity for the public to comment.
The draft FFY 2018-2021 TIP will be made available to committees before the May meeting.
Staff requests that CIRTPA member governments review both lists and provide comments/updates by May 30, 2017.
RECOMMENDATION:
Approve the draft FFY 2017-2020 TIP.

ISSUE: Best Practice Series: Complete Streets for Small Towns Rural Communities
REPORT: Presentation on new tool for complete streets in small towns and rural settings.
BACKGROUND:
The MPO continues the Best Practices Series with a presentation on a new FHWA tool called Small Town and Rural Multimodal Networks. This is a practitioner’s guide to implementing complete streets and multimodal networks in small towns and rural settings based on national guidelines and research. The guide covers mixed traffic facilities, visually separated facilities, physically separated facilities, key network opportunities, and planning and project development strategies.
The guide also includes specific case studies from small communities and outlines extensive considerations for how different infrastructure can be implemented within the context of small towns and rural areas.

ISSUE: Draft Bridge Condition Report
REPORT: Discussion regarding the draft report on bridge conditions in the MPO planning area.
BACKGROUND:
MPO staff has developed a report outlining the condition of bridges in the MPO planning area. The report is a follow up to regional performance measures set forth in Mobilizing Tomorrow. Staff used 2016 data from the Iowa DOT to identify locations of deficient bridges in the region, as well as the amount of deck area considered to be in both good and poor condition. The report also outlines bridge quality for each member government. The report ends with an Environmental Justice (EJ) review comparing bridge conditions in EJ areas versus non-EJ areas.

ISSUE: dTIMS Pavement Condition Forecasting and Licensing
REPORT: Discussion regarding the development of pavement condition forecasting reports.
BACKGROUND:
MPO staff has developed an example report using the dTIMS software that prioritizes road improvement projects for the next ten years. Staff utilized road condition and road maintenance data from the Iowa DOT to build the report. The report reviews each road segment within the City of Perry and determines the schedule of projects that provides the greatest benefit-to-cost ratio.
The report highlights the ability of the dTIMS program to forecast and plan for roadway capital improvements projects. For a member community to be able to use the software they need to purchase a license of $1,000. CIRTPA can purchase each community a license for 80% of the cost, with each community being responsible for the other 20%, or about $200.
The pavement forecasting and projects selection report will be made available to committees before the May meeting
